Schumer negotiated a major climate change action bill for $369 billion in the Senate, that also covers tax changes to cover costs, and helps cut drug and health care expenses of Americans. The second quarter shows healthy job gains of average 375,000 a month and unemployment at 3.6%. The economy declined by 1.1% but much of this was from a slowdown in home and business construction sectors sensitive to higher interest rates and from higher inventory. Consumer spending increased by 1% during the quarter. The Fed's series of 0.75 percentage points interest rate increases had softened inflation expectations before they get entrenched in the economy. This makes it possible for Democrats to present a message to ordinary Americans that president Biden is getting things done with 2 legislative achievements. A $280 billion bill for investment in the semiconductor industry in the US. And a huge win on climate change with the $269 billion Schumer is negotiating in the US Congress. It is the opposite of what Republicans are saying is Biden's failure to tackle inflation. Appropriately Biden and Schumer are calling this the bill the Inflation Reduction Act of 2022. How did Schumer get this done? After the Ukraine war and EU decision to shut down Russian oil supplies, cut oil and gas use by 15%, and the climate change action inducing fires and floods, there is increasing awareness about climate change action as vital for our future all over the world. This gives more confidence to Democrats to negotiate a temporary continuation of oil and gas, with increased exports of US LNG to Europe. Senator Manchin from an energy producing state of West Virginia was brought over to Schumer's side with this idea. What Biden gets is a 40% reduction of US carbon emissions over 2005 levels, enough to get within reach of the 50% he promised at COP26 in Glasgow. It is a win-win for all sides and for the American people, and shows that patience and hard work, and persistence in the face of adversity can bring results. ...

Nossiter of the NYT describes the growing popularity of Nicolas Sarkozy in France as he tries to regain the presidency. Sarkozy's book, which has placed the importance of preserving France's identity as the main question in the upcoming general election, has climbed to the top of a popular best seller list. With weakness on the right in local elections, Mayor Juppe of Bordeaux and Francois Hollande appearing content with the status quo, Sarkozy hopes to gain the support of voters dissatisfied with the way France is tackling terrorism and its sense of identity as a predominantly Catholic and Christian country. France's political scene which makes it harder for outsiders to break into politics is likely to help Sarkozy, says Nossiter. The other factor is the campaigning style of Sarkozy and projection of strong leadership- which may be more attuned to the present voter sentiment shaken by terrorism than it was in the last election when he was seen as arrogant and self-centred. Sarkozy also lost the last election because of the economy, something that has not improved under Hollande, more likely because the economy takes many years to change to a pattern of growth following a crisis and beyond the control of any particular party. ...

New York City faces a $2 billion deficit in current fiscal year in 2026 and $10 billion the following year. This means there is less funding for new Mayor Mamdani's programs for groceries/transport for New Yorkers. Mamdani was elected by people in the hope that he could find ways for struggling New Yorkers to handle the cost of living crisis in 2026. New programs Mamdani promised were free bus service with costs annually (cost 0.8 billion), new rent stabilized units (annual cost $7 billion),  universal child care (annual cost $ 6 billion). A state corporate tax hike could generate $5 billion and a millionaires tax $4 billion, not enough for $13.8 billion cost for these services. The other problem is the way the city has handled its finances- this report shows declining projections for expenditures under former mayor Adams for public assistance, rental assistance, and MTA subsidies items which one would expect to go up in a large city the size of New York with new immigrants.The report says the shortfalls were met by using funds meant for the next year. Already Mamdani is not able to expand the state voucher program for residents facing eviction because of these budget constraints. This is the pattern in New York of making new promises not funded on the revenue side. Mamdani promised smaller class sizes but did not show where the funding for extra teachers would come from. For New Yorkers this adds a bit of realism to the idea that a new Mayor and new promises is the answer to its problems. Only about two thirds of its budget comes from its revenues the rest from federal and state funding which means an overall solution firing on all fronts, with federal and local cooperation, private investment, good governance, foreign investment, is needed to tackle the problems of major cities like New York. ...

Kim Kyung-jae, aide to former president Kim Dae Jung, and reconciliation with the daughter of military backed president Park Chung Hee who ruled in the 1970's and suppressed dissent. Presidential candidate, Ms. Park Geun-hye, is reaching out to dissenters who suffered during her father's military regime. Much of the industrialized part of S. Korea is in the southeastern provinces, and Ms. Park's father pushed development in this region. There is a development gap with the southwestern provinces where much of the dissent to the military regime took place. The gap is still being healed many years later. Ms. Park's conservative party hopes to get 20% of the vote from the southwestern provinces with her efforts at reconciliation, up from the current conservative party president Lee Myung-bak who won 9% of the vote there. Moon Jae-in, the liberal candidate for president, is from the city of Busan in the southeastern provinces and hopes to increase his vote in the southeast to 40%.

In the U.S., Brazil, and now Mexico wearing masks during the coronavirus pandemic has become politicized. Here "Amlo" as president Lopez Obrador is popularly called says he will wear a mask once corruption is ended in Mexico and he does not need to talk about corruption. Amlo gives his own advice for fighting the pandemic- stop eating junk food or taking junk drinks, lose weight, and find spirituality, which is all good advice. President Trump recently wore a mask and called it "patriotic" to wear a mask taking some of the politics out of this simple and basic prevention action. The governor of Texas made it mandatory to wear a mask after initial hesitation.

BBC's Mark Tullly reflects on the period of coverage from 1962-1994 of South Asia. He says of Indira Gandhi that she took the democratic process out of the Indian National Congress party, and set up her sons as future leaders that was undemocratic. Here he reflects on that period in an intervew with the BBC after he left the BBC.  He has deep connections to the Indian period after 1800 as his great grand father on his mothers side was around 1840 in a part of Uttar Pradesh where British planters had farmers plant opium that would later be bought by planters for export. This coincides with the period when Britain in Hong Kong traded in opium as part of British trading in the emerging colonial culture British Empire. There is mixed legacy for Britain in India and China. The history of the Opium Wars in the 1850's and opening up of colonial ports ended with the 1900's revolution and the emergence of the CCP in China by 1950. In India the legacy was mixed bringing together this part of Asia into a new nation and bringing parliamentary traditions of Britain that provided the basis for good governance.  Tully is a softspoken thoughtful Englishman who revolted against British classical education in his youth and studied history and religion at Cambridge, made friends with the future bishops of Canterbury and Lincoln at Cambridge. He is not the Englishman of the Empire as his fondest memories are of the servants verandahs on the bungalows of Britishers and the smoke from their quarters, and the language. So it is a thoughtful view that he gives of the undemocratic nature of Indira Gandhi and mismanagement of the economy that could have changed if India had gone in a different direction under other leaders in the the 1990's. Why is this significant? China's modernization drive started in the 1990's. India's by the undemocratic nature and mismanagement under Indira Gandhi did not start its modernization till 2010, about 20 years after China, opening up a huge gap that is only now being corrected leading to problems for world security, US security, European security and Indian security. And delaying the aspirations of development of 1.4 billion people for 2 decades. Vikshit Bharat cannot come fast enough for both Merz in Germany and Leyen at the European Union, who last week and this week visit Ahmedabad and India for the Kite festival and for Republic Day 2026. ...

Yoshihiko Noda is elected prime minister in a runoff vote by defeating Banri Kaeda 215 votes to 177. Noda was finance minister in the outgoing Naoto Kan administration. Kan had only recently replaced prime minister Hatoyama. Hatoyama resigned after a dispute with the Obama administration on the issue of bases on Okinawa- when N.Korea was developing its nuclear weapons and taking hostile actions against S. Korea and Japan.
