European Justice ministers meeting in Luxembourg approved the measures which require airlines that land or take off from European airports to join the emissions trading system starting Jan1 2012. Cygnus is the rehearsal for a full blown pandemic that the British government conducted in 2016. After preparations accelerated following the SARS crisis in 2009 and the H1N1 pandemic in 2015, the British government accelerated its preparations for H2N2 the next pandemic. The exercize took place in October 2016 for 3 days, for a worst case scenario flu pandemic affecting 50% of the population and causing 400,000 extra deaths. For 3 days people were told to imagine being in the 7th week of the pandemic, facing peaks in demand for health and hospital care. Cobra meetings were to be held. This report in the Guardian gives details on the Cygnus exercize. It showed a lack of UK readiness.  By July 2016 prime minister Cameron was replaced by Theresa May in the Conservative Party and a full blown crisis emerged for Brexit. Britain lost interest in Cygnus or the pandemic prevention effort as Brexit consumed Britain's energies. Soon it was forgotten by the time Boris Johnson became prime minister and won the Brexit election. This shows how even a sincere effort and preparation over years of planning can result in nothing. Scholz gets high marks for his hard work during the Covid crisis as finance minister putting together the funding packages. This BBC report says Scholz chaired cabinet meetings when Merkl went into self-isolation as a precaution. BBC says it gave Scholz the platform he needed to go back to his roots as Mayor of Hamburg when he stood up for social cohesion and help for workers and families. Before he announced his SPD candidacy when asked if he would run he would say - "we need to work, not indulge in vanities." Scholz also played an important role in European solidarity. He was the lead architect with France of the European Union 750 billion euro recovery fund. This brings him strong praise from France, and also support from Italy, Spain, Portugal and other countries in the EU. French foreign minister Bruno Lemaire has praise not only for Olaf Scholz but also for his brother Jens Scholz, who airlifted 6 critically ill French patients to an hospital in Kiel. Says Lemaire "It really is a great German family." Scholz grew up in Hamburg, becoming a Socialist youth leader and studying labor law. He was Mayor of Hamburg from 2011 to 2018. In 1998 he entered the German parliament, the Bundestag.   ...

China sees a principal peacemaker role for Ukraine peace settlement with its economic benefits in US/EU trade as foreign policy. NYT's David Sanger reports from the G-7 meetings in Italy in June 2024. He says the G7 sentiment is changing about China in the last few months of 2024 compared to 2023. In 2023 China was seen as a nation that had more in common with the US than Russia considering historical differences between the two nations. As the US veered round to the view China's indirect economic support and its technology was helping Russia in escalating attacks on Kharkiv and the border regions of Ukraine, Europeans were skeptical. No longer, the Europeans now see China's relationship with Russia in the same way. Another change observed is that China is not pursuing a peace settlement participation to end the war by not joining a Swiss effort. Instead says Sanger China is seen as wanting to wait so that at some future date it would be the principal actor in bringing all parties to a peace settlement for Ukraine. With Ukraine facing escalating attacks in the Kharkiv region the mood has changed and China is now seen differently from just a year back. This as shown in the adjoining article in NYT on student exchange for US and China and China's view that racism exists towards Chinese students in the US is affecting the effort for closer understanding between the people's of the two nations sought by the two nations since 1972, and in the interwar period with Gen. This WSJ report by Collins, Belkin, Parti and Whyte takes an indepth look at the issues surrounding anti-semitism on US campuses, in particular UC Berkeley, U Penn, Harvard, Columbia universities. It looks at what happened in the first term and how with the Gaza war the issues of antisemitism on US campuses increased and the DJT administration, Education Secretary McMahon, Assistant Attorney General for Civil Rights Harmeet Dhillon, and domestic advisers in the Trump administration, decided it was time to rein in the antisemitism seen at top ranked universities.  On the campus of UC Berkeley in Feb 2019, Hayden Williams was a young conservative activist who set up a table to recruit students to Turning Point USA. He was punched in the face in an argument which attracted media attention. DJT said at the time that "we got to do something about this." In meetings with Hayden Trump discussed actions such as cutting off federal funding to universities with free speech violations. This is the genesis of the current action says WSJ where Harvard faces cut offs of funding for lack of action to control antisemitism on campus and the president asking Harvard to stop enrollment of international students. Some international students have been involved in the activism tending towards antisemitism.  There is also the sense that some universities are admitting far too many, as many as 40% of the enrolment, from overseas students- a form of neglect of local American students, who now have less access to the resources that the federal government is giving to these universities which they should be entitled to as Americans. U Chicago, Harvard and Penn are in the 30%+ range for overseas students and Columbia around 40%. ...

The report says Roy Cohn used aggressive legal tactics in lawsuits and influenced Trump's style of doing business in his real estate dealings. It is a detailed report of Roy Cohn's influence on Trump, which the reporters say has influenced the way  Trump ran his 2016 election campaign. It shows Cohn as protecting Trump in lawsuits, and Cohn's sense that Trump would someday play a big role in New York's real estate business, as Cohn's first meeting with Trump started when Trump was beginning his career in the early 70's.

Gao Xiqing, vice chairman, president of China Investment Corporation, told a panel discussion during meetings of the International Monetary Fund, on September 24, 2011, China cannot be expected to provide solutions to the eurozone debt crisis. Xiqing said: "We're not saviors. We have to save ourselves." He added that CIC would consider buying bonds of troubled eurozone countries -"if it has a risk profile that fits into our allocation, but don't expect us to buy more than our risk appetite would take." European leaders meeting in Brussels set Sunday July 12, 2015, as the final day by which Greece is expected to submit proposals and reach an agreement with the EU. All EU leaders will be present at the Sunday meeting at which Greece's postion as a member in the eurozone will be settled, and measures for humanitarian aid to Greece can be discussed. EU chief Juncker called Sunday July 12, 2015 the deadline date. Greece's finance minister Tsakalotos surprised European leaders by not having any proposals to submit. German chancellor Merkel said at a news conference- "There are only a few days left for a discussion on what's going to happen in the future. What we need now is a multi-annual program tht goes far beyond the program that we discussed ony 10 days ago." Experts at Bruegel research organization in Brussels say the ECB providing emergency financing is dependent on Greece coming to an agreement with the EU, and if no agreement is reached Greece's exit from the eurozone is very likely....

Italian immigrants like Mr. Bonato on his 4200 acre farm in Brazil's central savannah are trying to change the way Brazil looks at wheat. Once a wheat importer from Argentina, Brazil is trying to change this by growing tropical wheat. Italian immigrants in the cooler southern states such as Rio Grande do Sul were wheat producers. Now Brazil's agricultural agencies are getting these farmers to produce wheat in the more tropical central region of Brazil. Higher wheat prices are changing the way farmers look at wheat. Rotating wheat and beans is a good agricultural practice and the Brazilian agricultural agency is encouraging this. Brazil's agricultural agency Embrapa launched the wheat variety BRS 264 as a highly successful one for tropical wheat growing. In 2021 Brazil imported 40% of 12 million tons consumed mostly from Argentina. The idea is that with central Brazil meeting Brazil's wheat needs this would free up wheat from the cooler southern part of Brazil to replace the lost production from Eastern Europe. Mr. Bonato says his work is helping feed more people, and his interest in his work comes from holding wheat growing on the ground as a child on the family farm. As the FT notes in a separate story the problem is that there are too few businessmen with the capacity for execution, managing debt capital effectively, and vision for areas in which there is huge unfulfilled demand in India such as electricity (thermal power plants) and renewables  (solar), logistics (ports modernization). To achieve the 450 GW goal for India in renewables Modi still needs execution and speed, to bring electricity to every home thermal power based on coal. The speed with which this Indian company managed the shift is also rare. Another company accomplished similar goals in connecting India in 4G- Jio.  This FT report looks at how this Indian company was able to navigate the seas and rocky shores as it built up debt of $30 billion. During the pandemic this venture spirit continues with the help of companies such as Total of France which acquired a 20% stake in Adani renewables. With such investments the French have a stake in renewables, defense an other areas of the Indian economy, as India pursues global finance to fund its development, a commitment to India's resilient development renewed by Mr. Macron of France this week and to be renewed by Mr. Biden in his meeting with the Quad 4 countries on September 25. ...

Japan is meeting a shortage of workers by bringing in workers from other countries including China. In jobs ranging from apple picking to airport baggage handling Japan is getting foreign workers, and making changes in its immigration laws. Prime minister Abe is pushing for these changes to increase growth of the Japanese economy. In the past 4 years the number of foreign workers has nearly doubled to 1.46 million and a new visa system will accelerate the process to bring in more workers. Out of 27 countries in a Pew Survey Japan is the only country where more people favor immigration to rise than those who think it should decline. The Chief Cabinet Secretary Mr. Suga says- " In my view that shows how real the labor shortage problem is." Immigration authorities say they gave visas to only 82 refugees in 2018, less than 1% of those applying, so that there is not a sense of recasting Japan as a nation of immigrants or fulfilling any obligation to accept people from war torn nations. The problem Japan is facing is that 3 in 10 people are over 65 years old. In 2018 the population declined by 430,000, causing a need for job applicants. In fact cities and towns are looking for new ways to hire older workers who retired by offering flexible hours. ...

A study by BuzzFeed shows that all but three of 20 fake stories by hoax sites or hyper partisan elements with likes on Facebook spread fake news with stories on Trump or denigrating Hillary Clinton. During the last 3 months of the campaign in 2016 the fake stories or bogus news stories appearing online and on social media had a greater reach than authoritative reporting by mainstream news outlets, according to a study of Facebook activity by BuzzFeed. President Obama and chancellor Merkel took aim at the fake stories on social media and hate opinions in talking to the public in Berlin at their final meeting in November 2016. Obama said "because in an age when there is so much active misinformation and it is packaged very well and it looks the same when you see it on a Facebook page or you turn on television." He added it is a big problem that 43 percent of eligible voters do not vote and when "we are not serious about facts and what's true and what's not, particularly in age of social media when so many people are getting their information in sound bites and off their phones." Merkel compared the situation today with digitization to the social disruptions during the Industrial Revolution and gave her own warnings. ...

Another clear warning from Britain under Boris Johnson the failures from that time could still affect the US if it copies Johnson. Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

This article in DW.com says Russia's open intervention in Syria with bombing attacks on Aleppo comes with risks. It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

The loss of some 4 million jobs is expected by experts in 2009, and Obama economic advisor Christina Romer has presented information at a meeting that shows the current downturn will be more severe than anything we experienced in the last 50 years. At that meeting on December 16, 2008, Obama met with Romer and other economic and policy advisors for 4 hours. It was decided that the target for jobs should be 3 million jobs created in 2009 and 2010. This still means a lot of the 4 million job loss will still occur in 2009, even if the infrastructure jobs estimated at $136 billion by the nation's governors get off to a fast start as they are supposedly ready to go. Money to states and local governments will reduce job losses and loss of services, and money in the form of lower payroll taxes would probably be saved to reduce debt by the public. Money to the poor to support medicaid and health care services and expanding healthcare coverage for those who lose coverage will be safety net reinforcement and support. So finding places to spend where jobs can be created quickly will be a challenge going forward and some of the $1 trillion stimulus will not go directly to job creation but as support. For the December 16 meeting Romer consulted with Martin Feldstein the senior Republican economist who said that " without action the economy will continue to decline rapidly." For a long time Martin Feldstein has been advocating strong action especially to reduce foreclosures and help stabilize housing prices. As the economy has weakened he has revised upwards what needs to be done, and his estimates are close to the lower end of the $800 billion to 1.3 trillion that is being estimated for 2 years. Lawrence Lindsay and other economists are supporting upto $1 trillion stimulus. ...

Adam Nossiter of the NYT describes the clearly presidential nature of Macron's appearences during the first month in office. First at the Louvre during the night election results showed him winning easily, and later in appearances at the G 7 summit meeting and at Versailles with the Russian president. This is in sharp contrast to the chatty, "little jokes" and other efforts of president Hollande that left people with the impression that he was not decisive and strong. The French presidency from the time of Charles De Gaulle by its very nature compared to the prime minister's position of England, requires a strong presence and decisive personality. Macron shows every intention of fulfilling that role. Observers have traced this to Macron being a research assistant to French philosopher Paul Ricoeur. Macron acquired a training at the end of the 1990's from Ricoeur, which emphasized the need for and virtue of a middle ground- that sees even the events of the French revolution in a different light, with the death of the king Louis XVI in 1793 as unnecessary. ...

A WSJ interview with Jose Socrates, the prime minister of Portugal. Socrates says he supports more European integration in economic matters. The context for this is the meeting of 26 leaders of European nations in Brussels on February 4, 2011. Germany is pushing for major changes in the way the European Union works so that economic integration is coupled with the political integration process. This is now thought to be the only way to make the EU work, and both Germany and France are pushing for this. This is also the price of German financial support to countries like Ireland, Greece, Portugal and Spain. In an earlier interview with WSJ, Spain's finance minister, Elena Salgado, offered her support to the German plan. Aspects of the economic coordination Socrates supports are pushing up the standard retirement age to 65, which Portugal has done. He is less supportive of de-linking wages to inflation. There he pointed to the 5% public sector pay cut to go into effect this year. Socrates says the challenge for Portugal is "not to be more competitive with lower salaries." He also provided statistics that show that " this is a modern country." Statistics on electronic government tenders, the ratio of computers to children, the percentage of energy from renewable sources. And said people are talking who have preconceived ideas and don't know anything about Portugal. ...
