Barclays rights issue in 2013 to meet UK regulatory demands. The planned rights issue will raise about 5 billion pounds and will bring the bank's ratio of equity to risk weighted assets to around 9.5%. The Prudential Regulation Authority, a branch of the Bank of England responsible for supervision of British banks, is requiring British banks to hold equity amounting to 3% of total assets. Barclay's leverage ratio is at 2.5%, according to the PRA.

Breaking the norm of jobs requiring sitting down in one place for long hours that is killing us with health problems is desperately needed today. 20,000 NPR listeners joined this study by the Columbia University Medical Center to see if they could break the habit and set a new model for work behaviours. Participants were asked to take a break of 5 minutes every hour. 70% took the break showing that given the right encouragement people are willing to try something new that improves job performance, mental health, and physical health.

Watching Joanna Stern of WSJ interview Sam Altman and Murali Murthi gives the impression that Altman was  moving too quickly and Murthi was saying the right things but lacked the experience and capacity to tackle AI's vast responsibilities. This also stems from the fact that what young Stanford and other tech graduates in their early thirties have done in the last 2 decades ends a chapter in America's tech history. AI is an entirely different technology which requires the involvement of major parts of America's whole technological and scientific community and its society, not just a few individuals. This is also the lesson from the pandemic for virus research where not just the Cambridge, Massachusetts community needed to be involved, but vast parts of America'a health and medicine scientific community and the American public. A million lives were lost in the pandemic in the US alone, and millions all over the world. It is a lesson that should never be forgotten- that technology can get out of control. ...

Following the defeat of chancellor Merkel's CDU party in the 2016 Berlin state election, getting just 17.6% of the vote, chancellor Merkel looked reflective and a bit emotional about the result. She urged Germans to understand that this decision on refugees will benefit Germany in the long run. She said she would work to regain the people's trust. Looking back she said-"If I could, I would turn back time by many, many years to better prepare myself and the whole German government for the situation that reached us unprepared in late summer 2015." She says the decision was "absolutely right" to admit the refugees from war torn Syria, but accepted that "it led to a time when we did not have enough control over the situation." Both the CDU and the SPD, the main parties, lost about 6-7 percentage points each in votes cast. Gainers were the Free Democratic Party with 6.7% of the vote, who gained votes from the CDU. For the SPD votes were lost to the Greens and the left party Die Linke each party winning over 15% of votes.  Both the CDU and the SPD had candidates who did not attract voter interest. A popular former Mayor of Berlin from the SPD did not run in this election. The anti-immigrant AfD party gained  about 14% of votes.  ...

WSJ Editorial talks about so called "spending blowouts" of the Democrats in 2024. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment? And why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it OK for Republicans that we just import from China all our solar panels indefinitely into the future? "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." For this IPO 100,000 customers sent in checks of $15, only 30,000 were accepted because the original estimate for the IPO was set at 30,000 shares. A separate Louisiana case challenges redistricting by race as conducted under the Voting Rights Act. The US Supreme Court will have to rule on this issue. France, Germany, Italy, Spain and Britain agreed to have automatic exchange of information for offshore accounts to fight tax evasion. Luxembourg agreed to join this group. The EU nation move follows the U.S. Foreign Account Tax Compliance Act of 2010 which requires foreign banks and entities to disclose accounts of U.S. citizens, in an effort to fight tax evasion.

In Pennsylvania's crucial Senate seat Trump supported an affluent TV health show host Mr. Oz who failed to beat a small town mayor Mr. Fetterman who turned this into a scrappy contest in every county in Pennsylvania. Fetterman saying he would fight for workers and families every step of the way. In race after race for governors and for Congress many of the more Trump loyal candidates did not do as well against Democrats who had learned that they need to put up a determined and scrappy fight for the working class and families.

Senator Tom Cotton says in this op-ed article in the NYT that president Obama's inaction in the face of a chemical attack by the Syrian government in 2013 badly damaged American credibility in the world. Failing to act to prevent the extension of the conflict to civilian areas in 2013,  had many adverse consequences- it showed the U.S. lacking the determination to prevent the use of chemical weapons, worsened the refugee crisis in Europe, created the conditions in which the pro Brexit camp could use immigration as a major issue, left the Turkish government without the support it had counted on from NATO allies and facing the brunt of the refugee crisis by itself as it took a downward course. The U.S. has long held the position of being a force that stands up for the basic rights of human beings, alone of all countries it has felt that it had to act when acts of this nature are committed. In this sense more was lost than just the credibility with other countries, in some ways the light shining on the hill could no longer be seen in the world, bringing on a sense that some dark cloud had settled in. ...

Both Obama and Trump failed to end Bush's war in Afghanistan. America did not need the huge cost and distraction of wars in Afghanistan and Iraq. The money spent on wars is badly needed to go on building infrastructure and American manufacturing, supporting workers and families, public services in the US, and building American leadership in science and technology. Biden had the courage to make the right decision in the face of criticism such as that made here in the WSJ.

The narrow margin of about 2% of Social Democrats over Christian Democrats looks different from the map.
