A Berlin based think tank, German Institute for Economic Research, says Germany could end its dependence on energy imports by winter of 2022. That is much sooner than mid-2024 as Economy Minister Habeck has stated.The issue has serious urgency as the war continues in April in Ukraine entering a new and more dangerous phase in the east. And every day oil and gas imports by European Union gives Russia $16 million for coal, $434 million for natural gas, and $489 million for oil, a total of close to $1 billion every day.  With new missile attacks on civilian buildings this is one way for European Union to shoulder some of the burden that it has not done so far. DIW think tank says this could be done with decreased industry and household consumption that could generate about 18-26% savings of the demand for Russian natural gas, suggesting that households turn down thermostats and use less warm water, and industry turn to alternative fuels such as coal and biomass. Another saving is from increased supplies from Norway and the Netherlands of liquefied natural gas (LNG). Increased supplies from Norway alone says DIW could cover 20% of current annual imports of gas from Russia. Instead of waiting to build new infrastructure, the new LNG terminals on the coast which face long construction times and eventually falling demand for natural gas which make them financially untenable, the best approach is to use existing infrastructure in LNG terminals in the Netherlands, Belgium and France to increase volume in EU pipelines. Such action would cover 25% of demand for Russian natural gas. Other action is get more efficient use of the European pipeline system to increase German gas imports from Algeria, Libya and other North African nations vis southern EU nations. ...

Add to this Russia is now a war economy in the war with Ukraine and concentrates its forces in one theatre not four as the US spread out over Indo-Pacific, Europe and Middle East and Korean peninsula. Shut down the Middle East theatre which is also what the American people want by moving everything in the direction of economic progress, turning down the revolutionary and sectarian ideologies that roiled Egypt of Suez, Iraq and Syria, Afghanistan and Pakistan in the 60's and dragged the world into costly insane wars. And do this with the consensus of Russia, China and India. Wind down the war in Europe- accept the Russians as a Northern European power with a settlement of the Ukraine conflict, and let Germany lead Europe's defense. Manage the relationship in the Indo-Pacific with India and South and Southwest Asian investments in economic infrastructure that will offset China's rapid growth of the last three decades by incentivizing South Asia and South western Asia parts of which were called the Middle East by the Britons and now can be rengaged in the South /Southwest Asian group of nations led by the US. This is the policy for the next 25 years to 2050 that a Russia, Germany, US, China, India consensus sees as a constructive future for the people of the world.   ...

The WSJ's Troianovski and Benoit's interview with German foreign minister Frank-Walter Steinmeier. Steinmeier served as foreign minister eight years ago in a prior four year term. Steinmeier says he does not know whether he would have taken such an active role 8 years ago in diplomacy and talks with other countries, given the German public's reluctance to take an active role in world affairs. He and chancellor Merkel are much more active and the chancellor has been vocal about Germany's position in a way that Germans are not accustomed to. This has led to criticism inside Germany about Germany's role. A poll by TNS Infratest Policy Research in spring 2014 shows that only 37% of Germans say they want to see Germany more engaged in international crises. The same poll conducted recently showed the results were still the same, little change in how Germans see their post World War II role. Steinmeier says this is the difficulty he faces, to do what is needed as crises happen and call for a German role, presenting no real alternatives. He has on his desk at the foreign ministry a color lithograph of Social Democratic Chancellor, and Mayor of Berlin during the Cold War, Willy Brandt, with Brandt's words from 1969- "We want to be and to become a nation of good neighbors, internally and outwardly." Steinmeier expresses disappointment with the recurring crises in Ukraine, and says he can only guess Russian intentions, that Russia is looking for international respect and recognition. German business critics point to lower exports to Russia. And most Germans prefer that Germany maintain a peaceful role without foreign engagements. Sanctions that hurt the Russian economy are not seen as part of the German role, but Steinmeier who headed the chancellery during Gerhard Schroeder's term as chancellor from 1998-2005, says in the long term Germany has to support a world with rules. It should be mentioned that Willy Brandt as Mayor of Berlin 1957-1966 during the Eisenhower and Kennedy administrations was internationally engaged in a way that goes even beyond Steinmeier's engagement today....

On April 21, 2022, US president Biden talks to Americans in a live television address and says US will send an additional $800 million in military assistance to Ukraine. And an additional $500 million in economic assistance that takes the total economic assistance to $1 billion. He asks Congress to approve additional requests so that an uninterrupted flow of aid to Ukraine can be maintained to deter Russian aggression. He also opens up a path for direct entry into the US for some of the 5 million Ukrainian refugees. He calls attention to the 5 million refugees and to the millions of displaced children. He says about two thirds of the children in Ukraine are displaced by the war which he found to be shocking.

Biden said "you've got to admit- be amazed at the courage of the country, and of the young men and the young women."

Russian forces in Port Arthur (Dalian, Lushun) like the other European colonial powers in Tientsin took part in the joint operations of Japan, Britain, France, US, and Germany in the invasion of Peking in mid July 1901. Under the Soviet era China was an ally of the Soviet Union yet there was a strong sense of independent action that led to the breakdown of the relationship between Krushchev and Mao in the 1960's. This may be true also today as the European conflict in Ukraine may not be in China's interest of developing its economy and continuing on the path of modernity it adopted throughout the events of the 1930's to the 1990's to today. This report from that period shows the Russian army under Colonel Anisimov and General Stessel rescuing British admiral Seymour's force near Tientsin. The Russian forces under Russian Admiral Hildebrand played a leading role in the battle of the Taku forts that followed in late June 1901. The forces at Tientsin under Admiral Alekseev of about 8000 are mostly Russian. On 19 July 1901, Russia's General Linevich assumes control of the joint Japanese, Russian, British and French forces that conducted the campaign towards Peking.  The American version of the events in China in 1901 is given by Cornell University Prof. David Silbey in his 2010 book- The Boxer Rebellion, The Great Game in China. It shows the depressed condition of China at the time and the struggle to free China of the opium of British traders and conversions by Christian missionaries that undermined Chinese culture and society. The rebellion of 1901 is similar in China's history to the events of 1857 in India with the rebellion against British rule.    ...

Viktor Orban's defeat in the Hungarian election in April 2026 comes after decades of his blocking policies that emerged from the European Union in Brussels and is a relief for the European Union and Germany as it takes on the responsibility of leading continental Europe in its stance of opposition to Russia in the war in Ukraine with help of France and Britain. Peter Magyar who is staunchly pro European Union wins Hungary's 2026 election in a landslide with 137 seats to 57 with 77% of electorate voting as Viktor Orban concedes. Magyar's Tisza party gets 57% of the votes to 40% for Orban. Peter Magyar 45 years was part of the Orban Fidesz party before he formed his own party with dissatisfaction about the extent of corruption under Fidesz. Orban as head of the Fidesz was prime minister 1998-2002 then again in 2010 to 2026 for a period of 20 years spanning the first quarter of the 21st century. Magyar is not a progressive or so called liberal and shares many of the same views on social issues of Orban but he is pro-European Union and reflects the views of the Hungarian nation as independent in Eastern Europe and the Hungarian Revolution of 1956 in an uprising against Soviet rule. In the period before the two world wars from 1600 Hungary was the place where in addition to Austria and Vienna, the Hapsburgs and other European armies pushed back the Ottoman Empire's expansion into Europe. Hungary was a key part of the Hapsburg Empire which ruled from Vienna, Austria, over most of Eastern Europe for 1600-1918. The Hapsburg Empire collapsed in World War I on the side of the Germans and a new nation Hungary emerged by 1921 but was much smaller than Hungary of the Hapsburg era. Today Hungary is a nation of 10 million with its capital on the Budapest on the Danube river in the heart of Central Europe. ...

This BBC report says the Russian Black Sea fleet is reduced to little more than a coastal flotilla and the fleet is now adopting a defensive posture after heavy losses. This also makes an attack on Odessa unlikely. Odessa and other Black sea ports are where grain shipments leave Ukraine for Africa and other parts of Europe. This means shipments using Turkey and UN sponsored deal can now safely be routed from Odessa. 

It also means Ukraine is in a better position in the south in and around Crimea.

Rationing of energy would happen if Russia completely cuts off gas supplies to Europe. Prices would essentially become meaningless, says this report. Supplies coming through Ukraine are limited to 18% with the rest of the 38% Russia supplies to European Union coming through other countries or new pipelines. LNG supplies from the US are increasing but not enough infrastructure has been built for this. This may explain also why Russia is acting now on NATO enlargement that it sees as its concern. Increasing shift to LNG and other supplies would make EU less dependent on Russia. NATO countries are also not spending enough on defense with Germany not yet at 2% and Scholz only going up to 1.5%. Russia has modernized its defense capabilities by comparison, the US mired too much in localized wars in Afghanistan and Iraq.  Russia was never "a regional power" as Mr. Obama had said with a vague understanding of European history, even while America's resources were wasted in two wars in Afghanistan and Iraq where American interests were not involved. Today the realization is that European Union and American leadership had failed under leadership of Merkel, Macron and in the Bush and Obama years. ...

WSJ Editorial Board looks at the reserves being set aside by banks and oil companies against losses in Russia as the situation in Ukraine worsens in April 2022, and has questions for CEO's that have not made preparations for a similar situation arising in China. Too much is being done on Russia "on the fly." For China 83% of American company CEO's have made no plans for supply chain action for China even after the pandemic hit and after the supply chain chaos from zero covid policies. JPMorgan, Goldman Sachs, and Citigroup have set aside $3.36 billion for Russia, according to Reuters. Shell says it may take charges of $5 billion to write down Russian assets. Exxon will take a similar charge. WSJ Editorial Board says the situation in China with respect to territorial claims on Taiwan are similar, and asks what preparation is being done for China risks. WSJ's Editorial Board says American CEO's should be calculating their supply chain and investment risk now in the event that there is a conflict in Asia. Some of this foreign investment has shifted it says as foreign direct investment as a share of China's GDP is down to 1.2% in 2020 from as high as 4.6% in 2005, according to the World Bank. Much remains to be done. Yet in 2021 despite the supply chain chaos from China's zero covid policies and rising geopolitical plus trade tensions, 83% of American companies operating in China were not considering or were not in the process of relocating their manufacturing or sourcing out of China, according to a recent American Chamber of Commerce in China business-climate survey. A figure that is the same as in 2019, a sign of complacency says the WSJ, one that could be costly, and with Russian write downs today a warning to executives that they should start preparing now for the danger that lies ahead. ...

As refugees spilled out on the roads the regular army did not have the mobility and speed that volunteers organized in small units. European Union plans are for cutting by two thirds current imports of oil and gas from Russia in 2022. The EU's plan is to take down the imports of Russian natural gas from 155 billion cubic meters which represent 40% dependence on natural gas from Russia, the import figure for 2021, down to 100 billion cubic meters. James Henderson, chairman of the gas program and the energy transition research initiative at Oxford Insititute for Energy Studies, looks at how the EU will get this done.  The European Commission's plan is to get 50 billion cubic meters of liquefied natural gas. New projects for LNG and return to market for supplies that were disrupted earlier would generate 40 billion cubic meters of LNG. Of this 30 billion cubic meters could go to Europe. Another 10 billion cubic meters is expected from Norway, Algeria and Azerbaijan. Some of this by delaying maintenance. Conservation and reduced consumption could deliver savings of 38 billion cubic meters of gas. Of this 20 billion cubic meters would come from new solar and wind energy. Roof top solar and installing new wind energy can save about 4 billion cubic meters of natural gas. This does not include energy saving from industry, particularly Germany, which makes up a significant part of the use of oil and gas. Increased temporary use of coal may be considered and nuclear energy is an option in some countries. These are first step, additional action will be needed to reduce dependence on Russia from the current EU plan of one third reduction in 2022 to two third reduction by the end of the year to demonstrate the EU's resolve in the war in Ukraine. ...

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. Ilan Berman, vice president of the Foreign Policy Council in Washington D.C., cites former finance minister Alexei Kudrin about capital flight from Russia reaching as high as $160 billion in 2014. This is a result of Russian policies in Ukraine that are creating a high degree of uncertainty and investor fears about the Russian economy. The result Kudrin says would be a stagnating economy. This follows the emerging market crisis in the beginning of 2014, which hit Turkey, Argentina, and Brazil. Kudrin is respected for his efforts to strengthen Russia's finances in Putin's first term in office, and left the administration over disagreement with prime minister Medvedev on damage to finances from higher defense spending. This suggests Putin and Medvedev in their first terms as president conducted more prudent policies for the economy than they are doing in Putin's second term. A certain recklessness seems to have crept in as many respected advisors from that period have left over differences in policy, including how protests and the opposition's views should be handled. This includes Medvedev's early efforts after elections for dialogue with the opposition parties which were set aside by Putin. The danger with having a Bolivarist class of tycoons as in Venezuela and some developing countries, instead of wiser heads around him for Putin, is that he will lose the advice and counsel he so badly needs to conduct policies without letting emotions getting the better of a sound judgement. A large foreign exchange reserve is a buffer for Russia, but this needs to be used to diversify the economy away from dependence on oil and commodities by investing in technology industries to create jobs in other fields, and not wasted in higher defense spending and fighting investor sentiment for the value of the ruble. It also shows that there is an inherent value in having a "loyal opposition" and "shadow cabinet," and these institutions were not invented over centuries of practice in government without a reason, in that they actually help the governing administration pursue prudent policy without arbitrary actions. The irony is that the very fears of 1998 repeating itself with the "chaos" of western style democracy and politics and manipulation by oligarchs- a Putin complaint- is reversing the gains made by Russia since then, with another set of tycoons and vested interests in place. Russians, like the Germans can learn to make democracy work without a centuries long history of democratic traditions, elections and free media. Czarist traditions can be overcome just as the Prussian traditions were overcome, and Russians can come up with their own Wily Brandts and Gaucks, leaving behind the old history of suppressing contrary opinions. For this to happen Russians including Mr. Putin need to leave their own fears behind, and trust the Russian people for the right instincts and values and maturity of judgement, just as the Germans have done and succeeded. ...

His first priority will be to resolve the issue of German tanks for Ukraine. Chancellor Scholz is under pressure to approve the sending of German tanks after the British decision to do so. Lambrecht was one of three female defense ministers in Germany, after Von der Leyen and Karrenbrauer in the Merkel years. She came under much criticism for not making the decisions for reinforcing German armed forces in response to the Russian invasion of Ukraine.

It is notable that German Foreign Minister is in New Delhi to improve relations and shift to larger trade relationship with India at the very time US under pressure from Europe and Germany, France is pushing India to shift away from buying Russian oil to other sources. Each side is aware of the complexities in the relationships. In the long run Germany under Merz will after the experience of China's support of Russian invasion in Ukraine, make the changes that never happened under Merkel- making India its major trade partner in Asia.
