A small group of advisers and Macon including Nicholas Sarkozy of the Les Republicains voted to have new elections. Les Republicains governed France under presidents De Gaulle and some of De Gaulle administration members Pompidou, Giscard and Sarkozy. Sarkozy was seen as aloof and was succeeded by the Socialist party's Francois Hollande. At that point in 2017 at the end of Hollande's term the Socialists failed to take up working class families issues, and it marked the beginning of the National Rally of Jean and Marine Le Pen gaining worker support. Macron was a minister in the Hollande government who detected an opportunity in the loss of support for both Sarkozy's Les Republicains and Hollande's Socialists. He set up his own movement for renewal of France saying France needed newer people than the old administrations and got an infusion of support from young people. Yet Macron lacked a specific program to get back the voter support of working class families as he implemented policy on climate without addressing concerns of cost of living leading to yellow vest protests. He was reelected im a close election with a challenge from National Rally 58% to 42% in second round after having only 5% point margin over Le Pen in first round, with help from the left vote. Macron spent the first two years of second term fighting the unions and labor over pension reform, when his measures failed to pass the Assembly he used executive action. As a result support in small towns and other parts of France has shifted to National Rally, with the immigration issue adding to support and young people frustrated by Macron not tackling key issues of working class people decided to shift to the National Rally and to Melenchon left party, and to Socialist parties. As Macron is closely allied with Les Republicains ideology he is looking for away to rebuild the LR and his EN Marche as an alternative in 2027 presidential elections. ...

The $17 discount for Russian oil to Brent crude is a result of the president's efforts with sanctions plus tariffs on China and India to cut oil purchases from Russia. This puts a strain on Russia in financing the war with Ukraine. Bothe China and India have cut purchases of Russian oil in recent weeks and the Indian refinery at Jamnagar no longer gets Russian oil, according to recent reports. DJT was criticized for his stance on Indian tariffs as inconsistent with the agreement with China on rare earths. It now appears that China and India have both agreed to stop financing the Russian war effort with big oil purchases and are shifting it to other places such as Brazil, Guyana and Canada. India plans large oil purchases and arms purchases from the US and this is part of the trade agreement being negotiated with India. About one third of the additional 240 million barrels of oil on the seas in tankers is Russian oil being stored for lack of buyers with total oil on waters at 1.4 billion barrels. This has led to a 48% increase in tanker costs to $125,000 a day. All this makes it harder for the Russian economy to sustain the war effort as the US pushes both sides to settle the Ukraine conflict in the 28 Points Peace Plan negotiated with important Russian negotiators in Washington DC over 3 days last week. ...

Here he looks at the origins of the term "people of color" and to what extent there are changes in America that relate to the relevance of the use of the term in American vocabulary. He says the "people of color" term in our vocabulary was based on the idea that America was a white supremacist society that would not give average people, disadvantaged people a fair chance for a better life, whether they be the 48 million black people, 62 million Spanish speaking people, or the 25 million Asian people. To a large extent as America moves into the middle of the 21st century most Americans see themselves as part of the creation of the Modern World, with science and technology at its core.  Even Spain which early in the 16th century settled this continent, for two centuries lost its place in the Modern World created in Northern Europe after the Renaissance, falling into poverty, then recovered its origins when it joined the modern world in the 1970's by joining the European Union. Charlie Rose talks to Nouriel Roubini about his thoughts on the next bubble and his book- "Crisis Economics." He says financial crises don't just happen out of the blue, they don't happen at random, instead they are predictable. Excessive risk taking and leverage have undesirable outcomes which are predictable as they take shape and get overblown. What happened to all the toxic assets? Banks are still carrying these assets hoping and praying that they don't need to be written down. His view coincides with that of Jeremy Grantham and other experts who see a growing danger in a prolonged period of zero interest rates which encourage risk taking. In all the developed economies of the U.S., Europe and Japan, borrowing can be done at zero interest rates. Investment banks are back to huge profits in proprietary trading using money borrowed at zero interest rates. A new bubble is developing that could burst in 2 or 3 years. The value of most risky assets has gone up by 50-80% in the last year. See Shiller's expert view on the danger from declining confidence levels and from higher uncertainty. Roubini says the Dodd bill is not enough. It does little to addresss the "too big to fail" problem as banks actually became larger after the financial crisis of 2008, and are too big and complex to manage. He also points to the risks of not separating proprietary trading from bank holding activities, and the need for something similiar to Glass-Steagall to separate the two. JP Morgan agrees to a legal settlement of $4.5 billion for losses to investors from toxic mortgage securities sold by Washington Mutual and Bear Stearns. JP Morgan acquired the two financial institutions following the 2008 financial crisis. The investor group includes Black Rock Inc, Allianz's PIMCO, MetLife, and Goldman Sachs. The same group of institutional investors settled with Bank of America for $8.5 billion. JP Morgan has set aside $23 billion at the end of the third quarter for legal losses. The settlements now are at about $20 billion. A private suit by Deutsche Bank National Trust Company representing 100 trusts for poorly perfoming bonds sold by Washington Mutual, and seeking $10 billion is still pending. The FDIC is arguing that JP Morgan is liable because it inherited the liabilities when it acquired Washington Mutual. JP Morgan says the acquisition was made as part of a government arranged acquisition at the height of the 2008 financial crisis. It says the FDIC receivership that took Washington Mutual's assets when it failed in September 2008 should pay for any claims related to misrepresentation and false promises for the bonds. ...

Mr Tata in an interview said that the new small car from Tata will be able to meet current and future European emissions standards. There has been some speculation about emissions but this confirms that the technology for the new car has been kept to the forefront so that this car will keep emissions low. Lower Mr. Tata says than many small cars on the road today. Why is this important? Imagine in a counntry where urban areas already have a high level of pollution, cities like Kolkata and Ahmedabad, imagine putting in millions of these cars on the road, it would have been a serious error for Ratan Tata to have a vision of a great vision of a small car for the Indian people without having though about the environmental consequence of this. It appears that the vision includes staying upto date with future European emissions standards also. The other aspect is safety, arapid increase in the car fatality rate also would set this car back, and here Mr. Tata says the car hasn't compromise by using plastic, as a car its like any other passenger car, its made of sheet metal. Profits and margins on this car Mr. Tata says will depend a lot on the input costs. One of the inputs is steel whose prices have been rising. It helps that Tata is a big manufacturer of steel and would be able to better manage this input cost. A lot of sourcing is done on the internet auctions to get the best price and Tata has a long term relationship it appears with Bosch for the engine as Bosch is investing heavily in India. Jean Edward Smith who wrote on FDR, calls him the Great Divider. But he asks who today would not ask how anyone could oppose social security, and yet FDR passed Social Security against the vote of entrenched interests. And in establishing the Tennessee Valley Authority to priovide cheap electric power to the impoverished South, FDR did not consult wth utility giants Commonwealth and Southern. When he created the SEC he did not request the cooperation of those to be regulated. When passing Glass Steagall Act that separated investment banking and commercial banking he did not look for approval from JP Morgan, Goldman Sachs and Lehman Brothers. So goes the situation in September 2009 as President Obama's initiative on health care is bogged down by lack of support from Blue Dogs in the Senate and Republicans.

This Journal editorial says Portugal's focus should be on making the Portuguese economy more competitive, and not merely the fiscal tightening and tax raising policies recommended by the IMF in the past. The focus should be on growth, a freer labor market, creating more efficient firms, and lower costs to compete in the European free trade zone. The euro currency reduced Portugal's borrowing costs in the past, but growth requires a more productive workforce. Only 28% of working age Portuguese have completed high school, showing an alarming lack of investment in education. (See the group on education in Portugal). The Journal also questions the lofty sounding agenda of the Lisbon agenda after the2000 EU summit in Lisbon, as it did not get down to addressing problems in individual countries.

Sara Korshid, a Egyptian journalist, laments the wasted last two and a half years in which the military was ousted only to have the Muslim Brotherhood take office under a flawed and rushed road map set by the then military leaders, without a clear allocation of powers between the judiciary, parliament and the executive branches of government. The failure of the Muslim Brotherhood led by older authoritarian leaders to reach out to accomodate liberals -who supported Morsi and helped him get elected with 51% of the vote- leading to the ouster of president Morsi brings the Egyptian people back to square one. Real misgivings about having the military intervene are shared by liberals like Korshid, who are yet determined to start the process over to get it right.

The Russian economy says a World Bank report in June 2009 won't recover to precrisis levels till 2012. The growth in the first quarter of 2008 reached 8.7%. The drop in GDP in 2009 will be 7.9%. And World Bank chief economist for Russia, Zelkjo Bogetic, says that half a decade will be lost. This is even with the rise in oil prices and the worst of the crisis with the collapsing ruble now put behind Russia. What is keeping things looking grim is the drop in domestic demand, reduced global growth, tight credit, and declining infrastructure investment. The World Bank projects Russia will see increasing number of people slipping back into poverty. By the end of 2009 17.4% of the people in Russia, or about 26.4 million people, will be living in poverty.

Demonstrations across France in cities like Paris, Lyon and Marseilles, by private and public trade unions drew an estimated 2.5 million people. They are protests that President Sarkozy's government is not doing enough to provide stimulus to the economy and protect jobs. THese are the largest nationwide demmonstrations in more than 20 years. France lost the most jobs in 40 years in the last quarter of 2008 and Sarkozy's government has only announced a$35 billion stimulus. Germany and France are also holding back on large stimulus spending , including significant help for Eastern European countries, and this will become an issue at the April 2, 2009 G-20 meeting. Unknowingly many people have ownership in gun manufacturers through their pension funds. Pension funds for public employees in Florida, Texas Wisconsin and Ohio have stakes of less than 1% in American Outdoor Brands, formerly Smith & Wesson, the manufacturer of AR-15 semiautomatic rifles used in mass shootings at schools and other locations. Even a reputed fund such as TIAA representing teachers has small stakes in this company, this report in the NYT shows. New Jersey is one of the states cutting out investments of state pension funds in gunmaker companies. New York state still has small positions in its teacher pension funds in these companies. AS this NYT report shows it is through the use of  broad stock indexes that pension funds end up owning these stocks even when they have not specifically picked out such stocks. Equally or more alarming as reported here is that funds such as Fidelity and Vanguard own large stakes in the gunmaker companies. Fidelity is reported as the top shareholder of Vista Outdoor, with 15% of the company, through actively managed funds.  Vanguard has a 9.5% stake in Sturm Roger, and a 8% stake in American Outdoor Brands. Black Rock and Capital Group also have stakes in gunmaker companies. This points to a larger culture problem in the U.S. as financial companies see this as " a social issue" whatever that is supposed to mean in the minds of investment managers, when it is really an everyday issue for parents and children. In a culture prevalent in parts of the country and American society that sees something as basic as guns in schools and other public areas as "social change" a spokesman for Vanguard can quietly say that "mutual funds are not optimal agents of social change," without arousing a response. ...

The European Union response to Britain's decision to begin negotiations to leave the EU is a tough one that presents serious problems for Britain. EU Council president, Donald Tusk said that no talks on Britain's future trading relationship with the EU could take place till all the issues relating to Britain leaving have been resolved. Included is a bill of 60 billion euros, according to European authorites, for settling British committments in the EU. Tusk also said the EU wanted to see the rights of the 3 million EU citizens living in the EU, and the 1 million British citizens in the EU protected as a priority in negotiations. Without negotiations on a future trading relationship Britain faces tariffs and duties putting it at a disadvantage after the exit. Talks also cannot extend beyond March 2019 or new approval is needed from 27 EU states. The European parliament also has veto rights if the agreement is not seen as strong enough for the EU. Tusk says that Brexit has made the EU more united. Chancellor Merkel of Gemany has also separated exit from future trading relationship negotiations, the second only being discussed after the first is complete. The issue of Scottish independence also hangs in the balance, as the Scottish parliamentary leader Jack Salmond refused to accept prime minister May's point that her own constituency Islington had voted against Brexit yet she was negotiating for the whole of UK- Salmond responded in parliament that not taking Scotland's interests into account after it had voted against Brexit made "Scottish independence inevitable." The EU leaders are taking a calmer approach, in contrast to the more nationalist appeal in parliament to Tory back benches of prime minister May with promises she may have difficulty keeping.   ...

With the change in U.S. position on climate change, carbon emissions, and the move to raise tariffs on China's exports to the U.S. China faces a new dimension in its global relationships. Against this background China is shifting to a long term view of its relationship with India. China's new foreign policy leaders after the recent party Congress, vice president Wang Qishan and Foreign Minister Wang Yi, now see the need for new partners in a multipolar global world for the long term as China and India countries with large populations and a need for stable world trade share common interests. Wang steers the Central Foreign Affairs Commission with Yang Jiechi as director. China now sees " a lot of shared interests, concerns and positions," in the words of China's Representative Lu, in the long term issues of globalisation, urbanization, pollution, and concern for achieving stable development with high growth rates.  China now takes the long view looking back at the unprecedented change of the last 100 years, as it maps out its plans for the future. The U.S. has challenged the ideas in the blueprint for development of "Made in China 2025," particularly as it relates to western transfer of technology to China. This has created a new situation for which China is still looking for answers, and ways to come up with new strategies for development without the nearly unrestricted access to western technology of the last 2 decades.  Shared positions on world trade with India and India's close relations with the U.S. add credibility in China's  negotiating positions with the U.S.                  ...

Residents of Detroit- almost all residents- in the three county metropolitan area see their economy in ruins, according to aWashington Post-Kaiser Foundation-Harvard University poll of Detroiters. At the same time 63% of Detroiters feel optimistic that things will change for the better. Detroit's dependence on the auto industry has led to a marked precipitous decline with the highest unemployment in the country. Michigan has 14.7% unemployment and Detroit has 16.7%, the highest in the country. Seven of ten residents see a revitalization of the auto industry needed to rejuvenate Detroit, and three fourths of residents polled say this is likely to happen, even though the state government is looking to diversify the economy. A senior economist at the Upjohn Institute, an independent research group in Kalamazoo, Michigan, says creating a new diversified economy which includes biotech, medical, green energy in addition to electric cars and other fields in auto, will take years. One, two or even five years won't be enough to replace all the jobs lost in the auto industry, it may take adecade or longer. Some workers will be retrained in new areas, others will move and some will take lower wages at new jobs. Because of the area divided along racial lines with the black city neighborhoods and the white suburbs, the pain while distributed throughout the region, is seeing a marked deterioration in the life in the city. Governor Granholm says the state governmet has spent $400 million to help enroll 100,000 people in retraiing programs to become nurses, medical technicians, truck drivers and welders. Granholm says her office has helped create 163,000 jobs in 2009....

As a group Hispanics are reported to be hit hardest by this recession, harder than African Americans. In a Feb 9, Washington Post poll, both African Americans and Hispanics were optimistic about the future for the next generation, even with the dismal economic prospects, because things have improved greatly for this generation of black people and Hispanics compared to their parent's generation. And this progress is projected into the future. As a group the most pessimism was shown by white people. Whites say the Obama administration is doing very little for their families, and not doing enough for the middle class and working class Americans and small businesses. They were much more critical about the the administration's cozy relationship and doing "too much" for Wall Street financial institutions. By a 2 to 1 margin whites saw the Obama administration's economic program as harming the national economy.

Governor Newsom and the LA riots as events unfold in immigration enforcement of the nation's laws under the mandate received by the president in 2025. Newsom as governor is playing to the politics of standing up to a president seeking to fulfill a mandate that has received support in most parts of the country including California, to make all immigration legal. 

California's sanctuary laws set it up in a collision course with the Nation's immigration law enforcement. This is also true of other states. No matter how it is presented, including peaceful protests, the policies under Obama and the deterioration with open borders under Obama appointed Mayorkas and Biden's egregious lack of proper oversight in 2023 with the largest flow of 2.3 million illegal migrants across the border, have created problems for the Nation that will take time and patience to correct.

Liz Whitehurst is one of many young people who are giving up jobs in offices to take to farming. They are not from farm families and bring a new way and exciting way of looking at farming free of the pesticides and other practices common today. Only 2% of U.S. land is being used for growing fruits and vegetables, according to the Union of American Scientists cited in the Guardian newspaper, and this needs to at least double in acreage if American needs are to be met. Only 15% of Americans get the daily requirement for fruits and vegetables- so desperately needed is this  to lower the BMI of the 70% of overweight Americans with BMI over 50. In the light of this crisis the shift of young people to farming is an encouraging sign.  In 2015 Liz, 32 years, decided to buy a 3 acre farm in Upper Marboro, Md, giving up benefits and better pay at nonprofit jobs in Washington state.  Here she is shown picking up Aragula leaves in the November chill. She is not alone. She is joining a movement that is bringing highly educated, former urban first time farmers as the demand for better food, for local and sustainable food, especially fruits and vegetables grows in the U.S. Year on Year there is a 20% increase of farmers in states like California, Nebraska, South Dakota in the 25-34 age group. In the 2014 USDA Census this group is growing at 2-3% just when other groups are shrinking by double digits. These farmers are more likely to connect with the community supported agriculture (CSA) prorams and markets, to grow organically and limit pesticide and fertilizer use. They tend to have farms less than 50 acres. Liz leases the house and the fields from a neighboring couple in the 70's, growing organically certified peppers, cabbages, tomatoes and salad greens kale to aragula, rotating fields. On Tues, Thurs. and Fri. she and two friends are to be seen waking up in the early hours of darkness to kneel in mud and cut the greens. What motivates them is having a positive impact, to do that so it is immediate and you can see it making a difference, says Liz. Still young farmers face many hurdles, including student loan debt, and finding ways to meet the larger needs for online grocery service or the grocery chains. Yet a trend is taking shape for small and middle farms that provides some optimism as the number of farmers shrink significantly overall. Most alarmingly it is the lack of national and local policies to meet the health crisis of rising BMI's right at this level of local farms and community farms for local produce. Lack of any consciousness about this, even though good health in the U.S. as in other countries has always rested on what you are eating, long before processed foods became the norm this is the way the world met nutrition needs.    ...

The Economist warns in this editorial and cover issue that if Germany and the European Union do not act fast the Greek crisis could have a Lehmann like effect on Europe's banking systems, with a sovereign default. This would threaten the weaker economies of Portugal, Spain and Italy. As Simon Johnson has done on the pages of the New York Times, the Economist calls the German government and Chancellor Angela Merkel's handling of this crisis filled with ineptitude. Instead of leading the German people and giving a true account of things she followed public opinion- to see that Greece was punished for its mistakes and to provide a lukewarm show of support. A true account would have shown how Germay has gained from the euro, the huge portion of Greek debt that German banks hold, and the losses that the government would have to step in and avert in its banking system if Greece defaulted. Waiting till after a big regional election in Germany on May 9, was to show a lack of grasp of how such a crisis could explode if Greece in the meantime was shut out of capital markets (yield on Greek bonds shot up to 20%). Helping Greece was more in Germany's interest than an act of charity that public opinion in Germany seems to think it is. Other mistakes the Economist cites are- the idea that going to the IMF would be humiliating thus not bringing in the IMF actively much earlier. In the view of these experts it is the ineptitude that led to the loss of confidence in financial markets that now necessitates a much larger aid package for Greece, from $60 billon to $150 billion. The other is to have a slow decision making machinery in the Eurozone and knowing this not to have taken more aggressive action. Suggestions from the Economist as an adhoc measure- set up a single crisis management committee to make quick decisions. Set up a firewall between Greece and the other states like Spain and Italy so that contagion does not spread, with these countries also being shut out of financial markets at some future date if the situation deteriorates. The other is that the European governments should setup inter-governmental liquidity lines, and the European Central Bank act using the new arrangements....

John Taylor on the dangers of a loose U.S. monetary policy and the effects this had in fueling a housing bubble in Spain, Ireland and other EU countries. Taylor points to the bubble ocurring in emerging market economies from low interest rates. Taylor says the ECB's interest rate moves in 2003-2005 were affected by the Fed's low interest rates. He estimates the ECB set rates about two percentage points too low leading to housing bubbles in EU countries. A similiar process is taking place today with the Fed's near zero interest rate policy. Taylor points to interest rates in a group of 18 emerging market economies- including Brazil, China, India, Mexico and Turkey, which have held interest rates on average about 5 percentage points below widely used benchmarks fueling a doubling of global commodity prices between 2009-2011. The U.S. Fed's policies make it harder for central banks in emerging market economies to take aggresssive action against bubbles developing in these countries. Taylor says his does not mean that the Fed should not pay attention to the U.S. unemployment rate and long term unemployed, but should keep in mind the negative effects of slowing demand in emerging market economies and in the EU as a result of its monetary policy of keeping rates at near zero for long periods of time. It does not run Education in the US. It mostly administers student financial aid programs. These could be run by the Department of Treasury where they belong.  3. Reagan called the education department as creating "a bureaucratic boontoggle."  4. The goal of Republicans is to take education back to the states. Well run states can then run it better than by one agency setting rules and responsibility lying in the states anyway, but creating a perception of diffused responsibility so that no one can be held accountable for the woeful state of American education. Math and reading comprehension skills for students 8-15 years at different grade levels from 4th grade are dismal. US ranks low across developed countries in math and reading comprehension skills. 5. It is about sending education back to the states and parents where it belongs. Once states compete there will be an effort to  copy the initiatives of states delivering better results in math and reading comprehension. 6. Lyrarc Movement for Global Literacy is for creating high levels of ability in math and reading for children 7 to 16 years for strong foundational skills. 7. Everything starts with parents and a home that nurtures these skills and a home environment that is supportive and this can be possible across income groups given the motivation and seriousness. ...

Chrysler's sales are dropping the fastest of all the car companies . April 2009 sales dropped 24% from March 2009. Ford sales are doing better than Toyota, as they declined in April over same month prior year by 32%, compared to 42% for Toyota. It appears that the Buy American factor may be helping Ford Motor more than the other American car companies, and that Chrysler also suffers from the lack of new models with new technology and investment in new features. At GM the situation is better at Chevrolet, Buick, Cadillac and GMC, where sales in April 2009 declined by 29%, over same month prior year, which compares with a 55% decline in sales, of Pontiac, Hummer, Saab, and Saturn brands which are likely to be dropped.
