Dr. Ezekiel Emmanuel of the University of Pennsylvania gives this early warning on the risks of the sudden U turn in China's zero covid policy to complete reopening. He says the switch from zero covid to population wide immunity via viral spread is coming on too suddenly without preparation. He says China made three mistakes. First, the economic cost of zero covid that dropped growth and created high youth unemployment of over 20%. Second, not procuring Pfizer and Moderna mRNA vaccines with newer technologies. Third, moving to abruptly end the zero covid policy 180 degrees in a sudden move that lacks preparation. Precipitiously ending the zero covid policy for 800 million people means rapid spread says Dr. Emmanuel. He says the key variable the R statistic that measures how many people get infected from one covid patient on average, has moved from 2 to 3 during the early stages of the pandemic to 10 with the omicron variant. The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. JICA or Japan International Cooperation Agency is a government agency that provides aid for development projects and technical cooperation with other countries. It is part of the official development assistance of Japan which was $16.1 billion in 2020, according to OECD. ...

Consider government views in France. Energy minister Agnès Pannier-Runacher says heat from large-scale air conditioning would make heat waves worse. “It’s a bad solution, We should air-condition for vulnerable people to give them a break, but on the other hand we shouldn’t do it everywhere.”  ...

The third or booster dose of vaccine is needed to take out the Omicron variant. The UK Health Security Agency analyzed data from 581 Omicron cases and thousands of Delta cases to calculate how effective vaccines such as Pfizer and Astra Zeneca were against the Omicron variant. This early analysis shows a third booster dose prevents around 75% of people from getting any coronavirus symptoms. The double dose of the vaccine however provides good protection against severe coronavirus that needed hospital treatment says the UK Health Security Agency. Of equal concern is the rate of spread of the Omicron variant. Here this BBC report shows graphs of UK National Health Security Agency which show the rate of spread is rapid with cases doubling every 2-3 days. For the UK which on December 10 had about 1265 cases this means says this BBC report that the number of Omicron cases could be well above 100,000 in the UK by the end of December. The BBC graph shows the curve for Omicron cases moving in a close to vertical direction upwards. Reports say the experience in South Africa where the Omicron variant was first detected is similar in pattern causing rapid spread. ...

An exhibition at the Museum of the City of New York in January 2012 which offers clues for future development of the city - "The Greatest Grid: The Master Plan of Manhattan 1811-2011." It shows how Simeon De Wittt, Governor Morris and John Rutherford laid out the plan for the city of New York in 1811. Because of the growth at the port New York City's population had grown quickly to 96,373. By 1870 the population had grown eight fold to 800,000. The grid plan used by the planners gave a sense of order to the city and it stretched north to 155th street. Upto that time most of New York was below Canal Street.

A WSJ study showing the plans offered under the new U.S. Health Care Law in the state of Oregon. For young people ages 18-34 earning about $17,000 and uninsured the law offers a bargain with insurance premiums monthly at about $52 and deductibles as low as $100, because of higher subsidies. The situation changes at incomes of $29,000 when the deductibles are about $6300 and the premiums per month at about $147 a month, because subsidies are much smaller, or deductibles dropping to $2500 at $172 in monthly premium. The federal subsidies disappear for single people under age 30 earning much more than $26,000 because of the way the law places them to specific plans on each state's exchange. According to the U.S. Department of Health and Human Services, there are 11.6 million people in the U.S. ages 18-34 who are uninsured. The federal government has to get as many of these people to get insurance so that the cost of medical care for the elderly can be supported.

Most of the Address followed a familiar pathabout the economy, about the reasons for the Iran war being the nuclear threat most of all, and the way the president has sought to tackle the threat of ballistic missiles that could soon reach US and Europe. It was an update one month into the war with Iran. One part of it showed a focus on keeping the war short compared to other conflicts and limiting US losses by being very careful on that point. DJT cited the wars of the past 1 year 7 months for WW1, 3 years and 8 months for WWII, Korean War 3 years and 1 month, that soon stretched on for decades in the conflicts that followed. Vietnam 18 years, Iraq 8 years- wars that dragged on and led to US losing its economic position as the strongest nation economically. This one with limited goals nuclear threat removal and ballistic missile removal as the key goals on for 32 days, and right from the start clearly setting what US would not do and do- not take on role of opening Straits of Hormuz and asking China, Britain, countries that get the oil from Hormuz to take this on as China and Japan get 90% of their oil imports from Hormuz Straits. US is self sufficient and does not need that oil from Hormuz. It was the message to the MAGA base that does not want this war to become like the ones carried on for 8 years by Bush and Obama in Iraq which they clearly reject- the bigger goal is the US economy and reindustrialization not the deindustrialization that happened under  Bush and Obama destroying the US industrial base while fighting wars in remote places.  It was also meant to counter the idea of a president not conscious of responsibilities for limiting the duration of the conflict by removing goals such as opening Hormuz Straits which would involve the US in something it does not need and is the job of other nations who need that oil like China, Japan, Britain and India. ...
