Historian David Kennedy says the present situation of partisanship after the midterms is not unusual in American history. He compares this to the election "waves" in the Gilded era of the late 19th century. He says sometimes a fractious democratic people need this kind of indecision, shuffling, avoidance and confusion, before they make up their mind to address the tough issues with which they are faced. These knds of "wave" elections do not show a weakness in American democracy. It should lead to an effort to summon up the courage to deal with these tough choices, and the creativity to find innovative solutions, and the will for taking strong action. An example he says is the pent up energy, the demand for some kind of meaningful solution to the real issues of the time about a century ago that led to the Progressive era. The result eventually was the leadership of Republican Theodore Roosevelt and of Democrat Woodrow Wilson, who brought new vitality to the American political system, and initiated the process of writing laws and building institutions that would help America cope with the complexities of the emerging industrial society....

Growing the banking business right into the 2008 financial crisis - with the effects of the crisis playing out over the next decade- is one decision GE CEO Immelt has described as one he didn't do right. Moves in 2014 and 2015 were designed to focus GE on areas of its historic strengths. GE plans to sell $26.5 billion of office buildings and commercial real estate debt to Blackstone Group and Wells Fargo. This is after moves to spin off the private label credit cards and retail finance business as a separate company called Synchrony Financial. Most of GE Capital's $500 billion business will be sold off or spun off in 2015-2016, except for aircraft leasing and financing for energy and health care, which are related businesses. GE shares were up to $28.38, up 10%, in trading on April 9, 2015. GE Capital's shares were down to $6 in the 2008 financial crisis requiring an injection of government funds. Immelt's 13 years as CEO would end on a positive note with this move, as the role of GE Capital in contributing to the crisis is considered a blemish on his record....

Fed chairwoman, Janet Yellen, speaks at a community reinvestment conference in Chicago about the difficuties faced by people who are unemployed and take up jobs at lower wages. Yellen says- "the recovery still feels like a recession to many Americans, and it also looks that way in some economic statistics." She cited the case of Jermaine Brownee an apprentice plumber and skilled construction worker, 39 years old, who lost his job, worked on odd jobs and is making lower wages now. Yellen talked to Brownlee on the phone before her speech. Yellen emphasized the indicators she has in mind- the seven million Americans working part time and still looking for full time work, the large number of long term jobless, slow growth in wages, and the insecurity that is preventing Americans from changing jobs to better their position. Yellen's first press conference gave the impression that the Fed was planning to increase rates earlier than previously anticipated. This speech restores confidence in financial markets that the Fed will continue to provide support to the economy. It is also in line with her background and her concern for the unemployed coming from her mentor Yale economist James Tobin....

The introduction of a tax on sugary drinks to fight a surging diabetes rate, setup of a universal social security system, unemployment insurance and tax reform by the Nieto administration in Mexico in 2013. Taxes on high income earners will increase from 30% to 32%, a capital gains tax of 10%, and closing of some corporate tax loopholes such as tax consolidation to offset losses in one subsidiary against gains at others, are part of the tax changes. The remarkable aspect of these changes is the Pacto de Mexico signed by the three major political parties, centre left and right, to provide Mexico a new competitiveness for the economy, eliminate monopolistic pricing, introduce testing of teachers in the education system, combat health risks such as diabetes, and the social reform of seting up a social security system that Mexico lacked. Michael Gerson was a policy advisor to Geroge W. Bush when Bush announced the PEPFAR program to fight AIDS in Africa. Here he reflects on its lessons. He recalls visiting sub-Sharan Africa and finding only about half a million people being treated out of about 30 million afflicted with the disease. About 14 million orphans had already resulted from AIDS, life expectancy had declined by 20 years, and in whole villages only grand parents and grand children were to be seen, says Gerson. The support came from Rep. Hyde, Rep Barbara Lee, Senators Frist and Kerry- in 4 months after the announcement in a State of the Union address the law was signed. Bush said: "a work of mercy beyond all current international efforts to help the people of Africa. This comprehensive plan will prevent 7 milion new AIDS infections, treat at least 2 million people with life extending drugs and provide humane care for millions of people suffering from AIDS and for children orphaned by AIDS." By late 2005 PEPFAR and the Global Fund to Fight AIDS, Tuberculosis and Malaria had treated 800,000 people, and by 2012 this had increased to 5 million....

Greg Mortenson runs 78 schools in remote poor areas of Afghanistan and Pakistan on a budget of $2.8 millioon he raises through small donations to his foundation, the Central Asia Institute. The Pentagon is listening to Mortenson and he has met privately with Mike Mullen, chairman of the Joint Chiefs of Staff. THe military has specially sought him out. And General Petraeus has read his book Three Cups of Tea and passed it on to his staff for reading. He also has been asked to speak with senior officers of the Special Operations Command. Greg Mortenson believes getting amoderate education for these children is the best way to prevent the spread of Islamic extremism. In addition to the 78 schools he also runs 48 other schools in refugee camps in the region and 28,000 children in the 2 countries attend Mortenson's schools. In atalk to the Pentagon uniformed officers in 2002 he told them that the $840,000 spent on each of the Tomahawk cruise missiles fired into Afghanistan could have been used to build dozens of schools. Mexican billionaire Carlos Slim will provide $250 million to New York Times in return for warrants that can be converted into 15.9 million common shares at a strike price of $6.36, close to where the price was last week. The notes carry a interest rate of 14% and are due in 2015. The Sulzbergers control 19% of the company's equity and control the company through super-voting shares. If Slim exercizes the warrants he would control 18% of the company's equity. Times faces a liquidity crisis and the $250 million may not be enough for it to survive as an independent company. The New York Times borrowed heavily in the boom years and it had $1.1 billion of debt at the end of September 2008, and only $46 million in cash. Much of that debt is coming due in the next couple of years. It has a $400 million credit facility that expires in May 2009, $250 million in notes due in 2010, and a $400 million credit facility expiring in 2011. Its stock has fallen 50% already and its debt is rated "junk" by S&P....

Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. T do this he told a seminar organized by the American Chamber of Commerce in Moscow, that Russia should create dialogue with the people, and experts should be brought into the discussions, and the government guys need to dialogue with both the people and these experts inside Russia and abroad. The suggestion is that policy should come out of vigorous discussion, and the government guys should consult, listen and they should win honestly in the discussions in this policy debate or change course as necessary. On Georgia and Ukrainian gas supplies cutoff, these wounds he says should be healed by making symbolic gestures to Europe and the USA, like the one that Vice President Biden made, in saying in Munich that the US needed to press the reset button in its relations with Russia. Interesting strategy, 755 dealers for Hyundai in the USA and a target of 20,000 upscale Genesis U.S. sales for 2008. Is it doable in a contracting market? Even if it falls short it could attract customers into Hyundai dealerships, especially when the Genesis will be shown next to other Hyundai cars and SUV's. Hyundai brand name gets visibility and it could show one more convincing proof that Hyundai can make quality and upscale cars. Hyundai is setting the goal of exceeding the specifications of BMW and Lexus cars. If it enhances the Hyundai image and gets customers excited and wanting to walk into Hyundai showrooms to look at it, then it may make sense. The Hyundai ad campaign may have to be revisited. Hyundai gets to continue developing its expertise in making cars in the upscale range so that it can at some time in the future challenge the Lexus and BMW brands. This is a long term strategy with brand image perception benefits in the short term using modest sales expectations of 20,000 in the first year considering the difficult market in 2008. ...

Wholesale inflation calculated weekly is at 7% in India. And the country's Finance Minister Chidambaram says he is more concerned about inflation than a growth that slows a bit. Experts forecast growth slowing down from 9% to 7% in the next 2 years as the global slowdown affects India. For the US India has been a good export market with sales growing at the rate of 75% a year according to the USA Commerce Department. But a look at the charts shows that China also had periods of a couple of years when growth slowed to 7% in recent years before it gradually went back up to over 10%. It is already the second largest battery producer and started up less than 10 years before. And BYD has built a 16 million square feet assembly plant in Shenzen to make the hybrid on a large scale. The basic outlines of new health care legislation takes shape as Senators Dodd and Kenedy come up with a plan that scales down subsidies to low-income people to buy insurance. Attached to their revised outline is a budget office analysis thatprojects the plan costing $611 billion over 10 years and with expected changes from the Senate Finance Committee would cover 97 percent of all Americans. And earlier plan received much criticism because the Congressional Budget Office estimated its cost at $1 trillion over 10 years and left 37 million Americans uninsured. In addition there is the revised Medicaid expansions for aid to the poor that would add a couple of humndred billion dollars to the total tab. The administration's goal is to keep the cost down to $1 trillion over 10 years. The legislation as it stands includes the public option which is designed to control insurance costs. Mr. Obama said this week that "the public option would keep insurance companies honest." Employer mandated insurance is part of the Kennedy-Dodd legislation proposal. Employers with 25 or more workerswould have to provide coverage or pay the government an annual fee of $750 for each full-time worker and $375 for each part-time worker. The government pays the startup costs for the public insurance option as a loan to be repaid, and premiums would make the option self-sufficient....

It is a major step to cut carbon missions in half by 2030. The Biden plan is to have majority of cars to be electric by 2032. It does not require a certain number of cars to be electric only requires carmakers to meet certain emission requirements overall and the carmakers then choose what the mix of gas, electric, hybrid would be. It also has concessions to workers unions and carmakers, and an understanding that there is resistance to buying electric when charging stations don't exist in adequate numbers and costs are high for electric. It does this by allowing accelerated development in 2030, 2031 2032 to do the job, as by 2030 enough capital investment and research will have happened to make this possible. This also seeks to not politicize climate change in the way the former president seeks to do as a realistic plan is needed and simply having no plan and eliminating the political opponent's plan and denying climate change is not possible in 2024 as in 2016, there is just too much happening in terms of floods and fires for people to not believe. Automakers and workers themselves believe that a plan is needed to fight climate change in 2024 even though these same automakers such as VW and large automakers in the US had a wait and see attitude in 2016. For the Biden administration listening to carbuyers, carmakers, auto workers and the general public to make the plan workable and meet real concerns is the best way forward in 2024. ...

The new government of prime minister Enrico Letta takes office in Italy in April 2013 following the reelection of president Giorgio Napolitano. Letta is 46 years old and represents a new generation in Italian politics. He is a former Christian Democrat and member of the European parliament. Letta studied at the University of Pisa, and did graduate work in international affairs. In the 1990's he was president of the European Young Christian Democrats. He was associated with Beniamino Andreatta, a Christian Democrat economist and founder of research group Arel. Letta was his chief of staff when he became foreign minister in 1993. In 1998 Letta was minister for European Affairs, and the following year Industry minister. In 2009 Letta became deputy secretary of the Democratic party. Stockman says the US has $52 trillion of debt on a $14.5 trillion economy, a ratio of 3.6 times GDP. Historically, before 1980, it has been around 1.6. This debtification of the US, he says, is the major problem facing the US today. Stockman sees little or no economic growth in the next 5 to 10 years, as debt reduction progresses.

Martin Feldstein says the eurozone summit of Dec. 9, 2011, was a failure because the plan for closer economic integration and financial discipline does not address the immediate problems of increasing bond yields for Italy and Spain. The summit concluded with decisions to set up a constitutional rule for each euro-zone country to balance its budget, take corrective action if the "structural" deficit exceeds 0.5% of GDP, and impose penalties if the actual deficit is larger than 3% of GDP. German chancellor Merkel wanted to have these rules put in a revised version of the EU Treaty, enforceable by the European Commission through the European Court of Justice. With Britain not agreeing to accept the plan without safeguards it requested, the new rules apply to the eurozone only, are not part of a revised Treaty and are not enforceable by EU institutions. Feldstein says it is wrong to have a common solution for Italy and Greece. For Greece the best option is to go back to the drachma, because of its shrinking economy and high debt load, and the need for a competitive currency. Italy, he says has a good chance of convincing investors to lower yields by taking strong steps. Italy's fiscal deficit is 4% of GDP, and the IMF projected Italy would have a balanced budget in 2013. How should Italy plan for the 300 billion euros of Italian bonds that need to be sold in the next 12 months? Feldstein says only 40 billion euros are needed to finance the projected budget deficit and for the rest is for existing bonds to be rolled over when they are due. Italy can repay the maturing debt with new bonds and not cash. And Italy can get the help of the IMF for some of the funds needed. On the issue of the ECB engaging in large scale buying of Italian and Spanish government bonds, Feldstein says Mario Draghi is doing the right thing by rejecting French proposals to do this, because this would be against ECB rules in the Maastricht Treaty to bailout governments and would reduce the incentive to make changes in Italy and Spain for lower deficits. ...

The U.S. government has spent $18 billion on training and job-search programs, with 47 programs offering training for the year ending Sept. 2009, according to the Government Accountability Office. President Obama proposed spending $8 billion more over 3 years to train 2 million people for new jobs. In addition there are state and local programs which get federal funding. Lawrence Katz, a Harvard labor professor says the money is given out on a haphazard basis and does not have a good track record of matching the training to the job openings. Part of the problem is that the government leaves it to state unemployment offices to evaluate labor markets and help trainees decide on professions to prepare for. A better approach is now being take by getting employers to offer on-the-job training. This approach is being adopted by community colleges and the Labor Department to improve matching of skills training to job openings.

Tata Motors gets a great deal to have 2 wellknown brands in which Ford has invested some $10 billion for a billion adn half. Is favored to make the deal. Both brands may be turning the corner after years of effort and Tata's management resources and investment potential could make this a good deal for Tata Motors. But there are some risks including the ones mentioned. The US market which accounts for more than 25% of sales is declining, and the fuel saving technologies needed to compete in Europe after 2012 with new mandated emissions reductions mean that Tata will have to develop these technologies in a market where the Germans have significant advantages with their fuel saving technology development. The Halewood factory in Liverpool where the Land Rover Freelander and the Jaguar X-type are made is at risk because with total output of 261,000 Tata may decide to close one of the three factories. This acquisition will push Tata up the learning curve in American and European markets, knowledge which it can use in developing markets for new models it develops in the future with innovation and aggressive pricing....

Bringing in a new risk management team and also bringing in Brian Leach, one of the advisors for liquidating Long Term Capital Management which collapsed in 1998. The Board of Directors will change as all of the directors are up for reelection April 22. Bringing in high level talent Pandit has hired a former human resources manager from Dell to head talent management. As part of the cleanup he plans to trim the home loans portfolio of $45 billion and offload some $12 billion in leveraged loans. Critical to his vision is Citi's international reach. He wants to bring a worldwide perspective and hopes to do this with chiefs for each region. To understand the vision and views of previous persons in his role, he has had discussions with Prince, Weill and John Reed.

The Chinese government and the central bank are relaxing restrictions on new loans to help small business and agriculture. Coastal exporters and textile manufacturers are suffering from higher costs and weaker global demand. Originally the central bank had told lenders to stay at the same loans level for 2008 as the level for 2007 which was $527 billion in new local currency loans. Now after a meeting of the Communist party's governing Politburo last week President Hu expressed a new policy of balancing "the prioroties of steady and relatively fast economic growth on the one hand, and at the same time control the excessively fast growth in prices on the other", in a briefing to reporters. Now the central bank will allow a 5% increase in the quota for new local currency loans, with directions to banks to lend more to small business and agriculture.
