Only 22% of Americans know about the heat pump rebate compared to 32% who know about the EV vehicle rebate of $7500. Heat pump rebate is for $2000 by the federal government, and $8000 for a rebate from the state beginning in 2024. The bursting of a dam on the Guadalupe river in Texas shows the problems of aging infrastructure in the US. The Lake Dunlap dam was built in the 1920's to generate electricity for rural homes in the state, and is one of six dams on the Guadalupe river. There are 91,815 dams in the US with an average age of 61 years, according to the US Army Corps of Engineers. It would cost $157 billion to repair and build new dams to replace these aging dams.

Most people do not realize how prevalent noncompete is with about 30 million workers affected. What the new FTC order under the Biden administration does is to ban such noncompete clauses that prevent workers from seeking jobs or working with rival companies. This will increase competition and boost wages. This is another instance that shows free markets were never really free from its advocates since the Reagan era and free was limited to interests of companies or monopolies, where it conflicted with their interests there would be no freedom.

He will need 68 votes to form a majority government. It opens a new chapter in Catalonia after efforts to form an independent Catalonia by some parties. Filosa was the head of Americas operations of Stellantis and is Italian from the Fiat operations. Mark Carney, chief of the central bank of Canada, was chosen to be the next Governor of the Bank of England, succeeding Mervyn King. Carney's private sector experience with Goldman Sachs has given him contacts with people in the city of London and in British industry. He also studied at Oxford for a doctorate in economics. He helped Canada strengthen the economic reforms made in the previous 15-20 years, in his position as head of the Bank of Canada, say experts. This helped Canada withstand the 2008 financial crisis better than other countries. He says he can "play a constructive role in relaunching this institution with its new responsibilities."

Under new CEO, Georges Plassat, Carrefour focusses more on Europe and reduces expansion in emerging markets. As part of this strategy Carrefour buys 127 malls in which it operates stores and forms a separate propoerty company in which it owns 42%. This reverses the decision in 2001 to sell 150 malls partly to finance the push into China, Brazil and Argentina and other European countries. The prior CEO, Lars Olofsson, increased emphasis on hypermarket stores and expanded presence in emerging markets. Carrefour share price took a 60% drop in 2010-2012 and is gradually recovering. Plassat's strategy is to go back to focus on Europe and withdraw from poorly performing places such as Greece, Portugal, Indonesia and Columbia.

This report in The Guardian describes the role of TCE or trichloroethylene acting as a carcinogenic agent and its tole in contributing or aggravating to Parkinson's disease. Dry cleaning, carpet cleaning and other household products such as shoe polishes are some of the products and uses that create exposure to this chemical. This report says New York in 2021 and Minnesota in 2020 have followed the European Union in banning this chemical. Other states lag behind and this report says Santa Clara County, California has 23 Superfund sites that contain hazardous chemicals.

Food security for India comes with the achievements of agricultural scientist MS Swaminathan. Coming from Kumbakonam Tamilnadu, the eminent scientist's father was inspired by the movement of Gandhi for independence. Swaminathan took up the cause of farmers who were the vast part of the population of India in the 1920's when urbanization was just beginning. He studied at agricultural colleges in Coimbatore and New Delhi, and at Cambridge and U of Wisconsin, before heading the Agricultural Research Institute. By the late 1960's he was a leader in India's Green Revolution supported by the Kennedy and Johnson administrations in the US.

Why the lessons of Wuhan have not been understood correctly says this WSJ report. Merely putting lockdowns is not enough, systematic testing and quarantining of the affected persons is needed for controlling the outbreak. The outbreak in Wuhan was controlled by sending affected persons to makeshift hospitals and temporary quarantine centers. Two hospitals were quickly setup in Wuhan in 2-3 days to isolate affected people from the rest.

It is slow but this is being done as New York sets up a makeshift mobile hospital with 1000 beds at the Jacob Javits Convention Centre. And London sets up 4000 beds at a conference centre in the city.
