For the first time the U.S. focuses on the huge trade deficit with China in a serious way. The trade negotiating team led by Robert Lighthizer has set forth its negotiating terms.  1. China must reduce its trade deficit with the U.S. by $100 billion in the first 12 months. In the next 12 months it must reduce its deficit by another $100 billion. In 2 years the trade deficit the U.S. has with China must come down by $200 billion. The issue is no longer just the tariffs on steel, it is about the core issue of balance in  trade. 2. The U.S. says subsidies to state industries in the "Made in China 2025" program must stop. Here the focus is on gaining an unfair technological advantage with a combination of U.S. technology imports and subsidies to state advanced manufacturing industries to erode over time the U.S. technological lead.  3.  China is expected to cut its tariffs by about two thirds on imported products so that the tariffs match that of the U.S. This is the first serious negotiation the U.S. has conducted with China on the core issue of the trade surplus which is growing with a stronger dollar not declining. The surplus approaches $1 billion each day for about $365 billion a year, unsustainable from any perspective. The vital issue of the erosion of the U.S. technological advantage under the Made in China 2025 has turned this issue into one in which the U.S. is unlikely to back down. Especially now that Mr. Lighthizer is leading the  negotiations and has the confidence of the president of the U.S. Lighthizer is a veteran of negotiations from an earlier period -under the Reagan administration in a similar situation with another national competitor- then it was the Japanese. A relentless negotiator as the U.S. seeks to reverse a trade imbalance of stupendous proportions neglected by previous administrations.           ...

This article in the Economist says the bad loans in the financial system threaten to derail India's rapid growth. It points out that about 17 percent of all loans are estimated to be non-performing. Government plans to set up a bad bank and have bad loans transferred at steep discounted rate to the bad bank are still at an early stage. India weathered the 2008 financial crisis with a financial system in better shape. Since then a surge in lending has led to an increase in the bad loans. Today both banks and corporate firms are facing this problem. The political system and dysfunctional governance with frequent changes for management at state controlled banks are part of the problem.

The Indian federal elections started on April 19 and will take place in phases for 960 million voters the largest of any country in the world in mountains in Ladakh to desert around Jaisalmer to the seas around Vizag and Kotchikode. It will take about 6 weeks to complete by June 1 and final results to be announced June 4. The voting is done using portable electronic boxes. "It may come as a surprise to many to know that in the assemblies of Buddhists in India two thousand and more years ago are to be found the rudiments of our own parliamentary practice of today." This is Rab Butler, who was born in Attock, India and the leading parliamentarian of Britain who set up the post war education system of the United Kingdom, the longest serving minister in Britain from 1941, Home Secretary under Churchill to Foreign Secretary during Suez Crisiz in 1956, under Macmillan as Home Secretary in 1964, the best parliamentarian Britain had to offer in the 20th century. Butler served under Viceroy of India in 1910, and worked hard as India Secretary to pass the India Act of 1935 that gave India its first parliamentary style assemblies and elections. His idea even in the 1920's was for India to gain Dominion dominion status similar to Canada and Australia with a democracy, and was opposed by Churchill. Churchill knew his own weakness and supported Rab Butler as the younger Conservative who would revive the Conservative Party- his 1977 book The Conservatives. Cooperation with Hugh Hugh Gaitskill of Labour Party right into the 1970's made Britain a stronger country, which is how the Education Act 1944 was passed to make free education to all children to age 16.  Much of it broken since 1980 in 50 years of failed Conservative policy leading to the chaos of the Conservatives today, and an effort to spread that chaos to the US. ...

Consumer electronics from the large flat panel tv which consumes more electricity than arefrigerator to other consumer electronics products, take up 15% of household electricity demand. But there are no standards for them that will reduce consumption. These standards were set up for refrigerators and have reduced consumptioon by 45% between 1990 when the standards were set till today. Washers have reduced consumption by 70%. The demand from these gadets will triple over the next 2 decades says the Intenational Energy Agency, making greenhouse gas emissions reduction more difficult. To satisfy growing demand 560 coal fired plants will be needed.

Charlie Munger, vice chairman of Berkshire Hathaway, America's largest conglomerate with a trillion dollars in assets, says Crypto currency should be banned outright. He calls it not a commodity, not a currency, not a security, but a gambling contract with 100% edge on the house. It exists in the US he says only because of a gap in regulation. Munger says China has banned it, so has India with RBI calling for it to be banned. India's central bank RBI governor Shaktikant Das has called i "nothing but gambling" and their perceived value is "nothing but make-believe." He also has called for an outright ban on cryptocurrency saying that modern currency can only be issued by the central bank/government. The question remains why it took so long for Charlie Munger and the leaders in the financial sector in the US  to say this in the WSJ, as it only further damages the interest of ordinary Americans who dabble in these ventures.

As Foreign Minister in the Moraji Desai government he met Premier Deng and restored ties with China in 1979, leading to yearly meetings that continue to this day for keeping peace- following the invasion of Tibet by China in the 1950's and the border war with India in 1962. China completes its first phase of modernization by this time, India embarks on its first phase of modernization and seeks calm on the border in alliance with the US to concentrate on development efforts. The British period in India brings with it borders set from that time. The invasion by the Japanese of China leads to Communist control following a civil war and a sense in China that it needs borders that extend to Tibet to be secure. This generates the Indian Chinese border disputes that extend from Ladakh to Arunachal in the high mountain altitudes of the Himalayas.

Senator Manchin says it is time to remove carried interest and this would raise $14 billion over a decade. Sinema is in favor of climate change action and favors a tax on carbon emissions.  On corporate minimum tax Sinema has worked with Senator Elizabeth Warren for the tax change that would require a minimum 15% corporate minimum tax to be paid by corporations. On precription drug prices Sinema has worked with Democrats on what the list of drugs should be for Medicare to negotiate drug prices.  As many of these key points have been worked out with Kristen Sinema it now remains to be seen how Democrats get the agreement of Sinema and any other members in Congress to prepare for the passage through Congress of the Climate Change action bill Schumer has negotiated in the Senate. ...

Biden brought Japan and South Korea together reminding them that their differences over wartime occupation can be overcome, leading to the US, Japan and South Korea forming  close cooperation in 2023. After all it was the US that helped setup the democratic framework in the two Asian neighbors after 1945. This story shows how the problem of South Korean and Japanese technologies illegally transferred is being tackled by both countries in 2023. This is part of overall cooperation in the Indo-Pacific region that includes India and Australia, for an open Indo-Pacific region based on the rule of law. ...

Mueller continues to say nothing exonerates the president for his actions. The Japanese stock market index Topix dropped 6.1 percent on August 2, 2024. What caused this is the Japanese yen going from 161 to the US dollar to 150. The strengthening of the yen comes as the markets sensed two things- one the US Fed considering a rate cut based on employment and inflation reports, and the Bank of Japan raising rates. The rate increase of the Bank of Japan leads to a shrinking of the wide interest rate gap between Japan and the US. That gap had shifted money in Japan in the direction of US holdings. On Aug 5 the Nikkei 22 Index dropped 12.2 percent. It rebounded on August 6 by 11%. By August 7 the Nikkei 225 index was up another 1.2 percent. The situation can be summed up by saying that the Nikkei settled into a situation which recognized some strengthening of the yen to 151 to the US dollar. The fundamentals for the US and for Japan have not changed.

The U.S. Congress voted for stronger sanctions on Russia with only 5 members in the Senate and the House of Representatives voting against sanctions- an overwhelming vote in favor of sanctions. This means future policy on Russia will be determined by the U.S. Congress, and with bipartisan support for such policies. President Trump reluctantly signed the bill, saying it took away from executive authority. Russia had hoped its efforts in favor of Trump would lead to an easing of sanctions, not grasping the role of Republicans in Congress who see interference in the democratic process in the U.S. in the same way as Democrats.

Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? There are as many languages in India as in Europe and the media is lively in every language, so that it is an encounter that is the one of the wonders of the world to know and grow up inside India in the second half of the twentieth and the first part of the 21st century. It is also the first modernization effort in the context of Britoish and American democratic forms of government for over 1.4 billion people, almost 2 billion people counting other regions such as Malaysia, Indonesia, Vietnam and the Philippines, that use India as their role model. Several ministers resigned underlining the problem he faces lacking support from the Conservative party members who do not support exit from the European Union without some deal or arrangement with the EU. On immigration  she was as Home Secretary responsible for one of the difficult issues of the Brexit campaign- with net immigration at 330,000 in 2015 exceeding the 100,000 target set by Cameron. That she retains confidence from all segments of the party, as well as her education, experience, and resilience, may provide some of the "calm and composed" manner that German Chancellor Angela Merkel has called for in the Brexit negotiation. ...

Republicans have taken up the cause of small businesses in the US who are supported by this bill. The bill in the view of Treasury Secretary Bessent helps growth of the economy through its 100% expensing provisions, so that the capital expenditures spending of small and large businesses on equipment and buildings that is now held up will take place  rapidly in the coming year. The 3B Tax Cuts Bill does decrease the taxes of the higher income households, yet it also decreases the taxes of small business owners, and of people in the middle income range. Similar bills in the Reagan period led to a larger share of national income going to a majority of the population, and increasing growth and investment. This bill's expensing provisions goes a step further to release capex energies. During the Carter period before Reagan and the Biden period before Trump's second term the lower income classes were cheated out of their income's propensity for a better standard of living by inflation. Republican administration of DJT has focused on inflation to help working class people and focused on capital investment to generate the growth that will increase jobs. ...

This is the shown in a study by Harvard professors Goldin and Katz. A big part of the problem is the high dropout rates at some high schools in the U.S. Another part of the problem which is growing today is the high cost of tution discouraging students from going to college, and the large student debt being borne by parents. Student debt reached $1 trillion in the U.S. by 2012.
