Japan's new prime minister runs into difficulties in improving public finances by cutting some of the pork-barrel spending and making chages such as abolishing the gasoline tax to put more money in the hands of consumers. Cuts of wasteful spending came to less than a fourth of the target of $33 billion. The Finance Minister said that tax receipts for the year ending March 2010 would come in at $400 billion, about $100 billion less than estimated earlier, and this is less than the deficit for the current fiscal year of $590 billon.

Denning points out the shift in Mexico to becoming a net oil importer from the U.S. by August 2013, that put new urgency to the passage of the oil law in Mexico for attracting foreign investment. Mexico's exports of crude oil were about 0.9 million barrels a day in August 2013. U.S. refinery products imported by Mexico including gasoline on an oil equivalent basis were 0.8 million barrels a day. Mexico became a net importer of energy in March 2013. Another negative factor in the energy trade between Mexico and the U.S. is increasing U.S. oil production and refineries in the coast of the Gulf of Mexico being full. As this U.S. production increases Mexico would have to offer competitive discounts in the future. Pemex drillled in all 25 deepwater wells in the last decade, according to Sanford Bernstein. The U.S. in the same period drilled 1500 ultra-deep water wells alone, showing the urgent need for foreign investment in the Mexican oil industry.

As the US prepared to enter World War II in Feb. 1941 an obscure Senator from Missouri rose up in the Senate to call for oversight over the $10.1 billion Roosevelt had got approval from the US Congress to spend on war efforts. The oversight was to fight overspending, waste and fraud in spending the huge amounts dedicated to the war effort. The result was the Truman Committee in the US Senate with as chairman of the committee Harry Truman 1941-1944, James Mead (NY) 1944-46, Harley Kilgore (Wisconsin) 1946-47, Ralph Brewster a Republican from Maine in 1947-48. President Trump says the terms set in the deal Boris Johnson negotiated with the European Union preclude any deal with the U.S. He says after looking at the agreement that "we can't make a trade deal with the UK."  Trump made similar comments for prime minister Theresa May when he said that May's strategy for Brexit would "kill" any chance of a trade deal with the U.S. Mr. Boris Johnson, UK prime minister, has promised to negotiate a free trade agreement with the U.S. after delivering Brexit. A separate report in DW.com showed that countries with large potential in trade for Britain such as India are also less likely to sign a deal with Britain because the EU is a much larger trading partner with India. Much of the cost for Canadian oil sands are fixed costs and once these costs are incurred production increases can take place over decades say Canadian oil sands company executives. CFO Corey Bieber of Candian Natural, says costs at it large Horizone mine are at $37.13 Canadian dollars per barrel in Jan 2015. He expects to cuts costs by at least $10 Canadian dollars per barrel by higher volume production cutting the operating expenses. Increasing production says Bieber does not mean adding people. As a result most of the Canadian oil sands producers can operate at oil well below US$47 a barrel, as low as $30, and are increasing production in 2015. This means Saudis will have to face competition from Canadian oil. It also means the Keystone pipeline will still be needed to transport Candian heavy oil to Gulf Coast refineries in the U.S. Suncor, the largest Canadian oil-sands producer, is increasing capital spending to C$7.2 and output by 11% in 2015. Canadian Natural is increasing production by 7%, and Syncrude Canada Ltd. is planning a 6% increase for 2015....

A requirement that the government submit a review every 90 days on compliance to Congress also gives president Obama's successor a chance to reassess the situation....

About 22% of French women are expected to vote for Marine, according to Elabe polling agency. In previous elections only 12% of French women had supported Marine's father because of overt racism. Yet recent remarks by Marine about Vichy regime shootings have revived some of the old memories of the National Front among some women. High unemployment and sense of neglect has led to a search for alternatives, and the terrorist incidents in Nice and Paris have added to the momentum for the National Front that calls for tougher measures. The Republican Party candidate Fillon, now has the support of Alain Juppe of Bordeaux, and former president Sarkozy. Fillon is also advocating tougher measures, and it is not clear how many votes would shift from Fillon on the right to Le Pen.  ...

Reports from automotive experts in Stuttgart show German car companies and suppliers are not well prepared for the competition in electric cars. Their leadership may not be taken for granted in electric car world causing threats to jobs, tax revenue and growth. It was in a Stuttgart garage that Daimler and Maybach invented the internal combustion engine 136 years ago in 1884.

The Institute for Employment Research of the German government prediction is that if electric cars make up 23% of all cars sold in 2035 the country would lose 20 billion euros in output, 0.6 percentage of GDP, and 13% of its 870,000 auto industry workforce. This is because China is emerging as a formidable competitor in electric cars and has invested heavily in this sector.

As in broad band infrastructure shown in a recent report in Lyrarc, Germany has failed to invest enough in electric cars.

This WSJ report looks at Li Qiang and how he could be a moderating influence on Xi and provide another perspective for business and economic policy in China. He is seen as having his own instincts on policy, believing in competition, yet deferring to president Xi on broader policy issues for the CCP and China. He replaces Li Keqiang who was sidelined by Mr. Xi as Xi formed his own team from his early days in the provincial governments in China. Some of these connections date back to the early days under Xi's father, Xi Zhongxun, who was one of the leaders in Yenan in the war against the Japanese and the encirclement efforts of the Nationalists against the Communist party local governments in the north during the 1930's. Xi's father was later one of the leaders in the 80's shaping the opening up of China to a market economy under premier Deng- a role not tackled by hardly any of China's leaders from the 1930's. In this sense both Xi's having taken on difficult roles in shaping China's recent history, with the younger Xi building his own team to chart a new path for China. ...
