Solar energy is now the better option versus coal as costs are going down at rapid pace. In 2010 cost was about $100 per megawatt hour, This is down to about $35 per megawatt hour in many countries including India by 2020 as cost for the lifetime of new plants. New solar farm plans cost less for renewable energy than coal fired plants. The Modi administration hopes to double then triple production of solar energy to meet India's growing needs. This makes it possible for the European Union to set targets of 32% for renewable energy in the total energy production by 2030. 

The cost of coal has not changed much costing about $55 to $150 per megawatt hour for new plants.

Union Home minister, and then prime minister to succeed Jawaharlal Nehru in 1965, Lal Bahadur Shastri was the first Indian prime minister to take up the cause of Indian agriculture. It was under his leadership and with the kind help of U.S. president Lyndon Johnson that the Green Revolution was launched in India after periodic famines in northern India for many centuries of its history. 

As Transport Minister he introduced new rules for woman drivers and conductors in public buses and trains.

Mr. Giuseppe Conte, Italy's prime minister in the governing coalition of Five Star and Northern League parties was ignored by party leaders. He now finds himself leader of the Five Star Movement with which his views were aligned without being a member. In a new coalition of the establishment Democratic party and the Five Star party of Beppe Grillo after the earlier coalition collapsed Mr. Conte finds a new role as a leader.  Once an obscure lawyer who was looking for a job teaching job at Rome University even when he was prime minister Mr. Conte became popular with his speech in parliament strongly critical of Mr. Salvini.

This also gives Italy the chance to improve relations with the European Union.

French and German support for Ukraine alongside the US is critical for the ongoing effort to restore security on the Black Sea ports for Ukraine and on either side of the Dnieper River in southern Ukraine front. This is also critical for world food supplies particularly for Egypt and North African countries. A UN sponsored agreement with Turkish help is what makes it possible to ship Ukrainian grain to these countries from Black Sea port of Odessa. Even more critical after the drought has impacted grain harvests worldwide.

At one point Odessa was the target of Russian forces. Ukraine seeks to regain the Black Sea region in 2022 as its outlet to the world and to support its economic independence as a food exporting nation.

Karishma Vaswani of the BBC provides this report showing sexual harassment in the workplace is increasing in Asian countries. A recent ILO report shows over 50% of women participation in the workforce. With more women in the workplace the threat is growing for women. As many offences are unreported-and more so with women who have never been in the workplace before- the 30 to 40% incidents reported to the International Trade Union Confederation (ITUC) for women workers in Asia-Pacific may be understated.

The culture in many Asian companies is also not friendly to women. A lot needs to be done to change this considering the slow progress to ensure a safe environment for women at work, and governments need to make this a priority.

During a trip to Italy for a G-7 foreign ministers meeting, U.S. Secretary of State Rex Tillerson makes a symbolic stop at a memorial in Lucca, where 560 men, women and children were massacred by the Nazis in World War II. Tillerson said at the memorial that "we rededicate ourselves to holding to account any and all who commit crimes against the innocents anywhere in the world." Also present at the memorial were Frederica Mogherini, the European Union's chief of foreign policy, and Susanne Wasum-Rainer, German ambassador to Italy. British foreign secretary Boris Johnson said Europe supported the U.S. A meeting on Syria is being added to the G-7 meetings which includes the foreign ministers of Turkey, Saudi Arabia, Jordan, Qatar, United Arab Emirates.

Even today mask use can vary widely in the U.S. as seen in this map from the NYT. After repeated surge across the U.S. from the northeast to the south and west mask use has increased in the U.S. Texas has made it mandatory and president Trump wore a mask at Walter Reed Army hospital. Ypu.gov and other surveys show mask use as high as 80%, not universal as health agencies want to see, higher than Canada, Finland or Denmark.

Other factors such as gatherings at beaches, restaurant and bars, and earlier sport stadiums gatherings are additional factors for a surge. Young people's cooperation has lagged behind accounting for about 50% of cases in some southern states recently being among young people.

Mexico does 3 tests per 100,000 people very low compared to other countries. Reasons range from cost cutting to a push for herd immunity. Instead Mexico has pushed through deep cost cutting. The U.S. has 178 tests per 100,000 in comparison. This leaves Mexico running blind as it has reopened the economy. The government says half of Mexicans work in the informal economy and the economy needs to remain open. Not doing testing means there is less information on fighting the virus in the way it was done in Italy, Spain, UK, France and Germany. Other countries with a large informal economy are doing as getting as many as 500,000  samples a day for tests. Mexico now has 360,000 cases and its fatality rate is now approaching that of the UK.

Lamar Alexander, Republican Senator from Tennessee, and one of the longest serving Senators, votes against calling for witnesses in the Senate trial of U.S. president Trump. The vote against is 51 to 49, with 2 Republican senators, Collins of Maine and Romney of Utah voting for calling witnesses. Within hours of Mr. Alexander expressing his intention to vote against Republican Lisa Murkowski of Alaska decided she would vote against.  This vote was crucial in concluding the impeachment trial because of Mr. Alexander's reputation for fairness and his service as governor, university president, secretary of education, during a time when traditions of bipartisanship were honored. Mr Alexander stated his reason for his vote even though he believed Mr. Trump acted inappropriately. Was an improper decision on Ukraine by Mr. Trump at the level of treason or high crimes and misdemeanors? Mr. Alexander said it was not. Mr. Alexander shared his view saying what was on the mind of most Republican Senators including Sasse and Graham but expressed clearly- "For the Senate to tear up the ballots in this election and say Mr. Trump could'nt be on it, the country probably wouldn't accept it. It would just pour gasoline on cultural fires burning out there."   ...

Everything you might want to know about coffee, where it comes from, how cultivation is changing with climate change and higher temperatures, and the effort to map the coffee genome. With higher temperatures the farming of coffee moves to higher altitudes in coffee growing countries in the tropics, but it is easier to cross breed the 124 varieties to produce a plant that can withstand the change in temperatures and one that can resist fungus.  A coffee fungus and higher altitude rains destroyed much of the crop in Central America including Guatemala. This led to increased migration to Mexico and U.S. of farmers leading up to Mr. Trump's plan to have the National Guard of Mexico police Mexico's border with Guatemala.  Coffee is a sensitive plant and needs cooler weather and water which is found more in the tropics. Growing it in California or in Italy makes it very costly leading to Frinj coffee being sold in California at $16 a cup. Climate change could reduce the area where coffee can be grown by about 50% in the tropical countries from South east Asia to African countries such as Kenya, Uganda, Tanzania and Ethiopia, and in south America Colombia and Brazil, says Climate Institute, Washington DC based climate change experts.   ...

The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. This report in DW.com looks at the response of Germany to the coronavirus epidemic and says Germany may have let a window of opportunity to act quickly slip from its grasp. It says Germany's leader Merkel has not shown the leadership required by the health crisis. Germany DW.com points out recorded its first case on January 27, yet Merkel's first press conference on the subject of coronavirus came on March 11, when Italy was on lockdown quarantine for 2 days.  Germany lacks a quarantine and effective government action to mandate and require social distancing across the country to limit the spread. The steps this report points out pale in comparison with the actions taken in other neighboring countries. Spain earlier and Belgium on March 17th joined a lockdown in Italy. Merkel called on Germans to stay home, yet enforcement is lacking.  In this situation the calm and reacting with reason may be obsolete, a proactive approach being the right one. And a braver one because it would anticipate what happens a week two weeks from now based on experience of China and Italy, and act quickly with a lockdown and quarantine to prevent spread. What was established in Alaska meeting in Anchorage was the necessary rapport between two world powers. During the Bush, Obama, Biden administrations Russia was treated as a secondary economic power on Wall Street, with the focus shifted to China, which damaged relations with Russia which has always seen itself as a Northern European economic power. Some of the roots of the conflict go back to this period. In a nuclear world the size and historical relation in Northern Europe of Russia cannot be ignored purely on economic grounds about the size of it's economy in the way China could not be ignored in the 60's and 70's when it's economy was not what it is today. History and culture are not in Wall Street or Silicon Valley's understanding or grasp of international relations which go beyond economic and business considerations. The contrast between lack of effective measures taken in the Lombardy region with the aggressive action in Veneto that has proved effective. Veneto followed the method of quarantining, mass testing for clusters and isolating the affected people.  The Italian government took the first steps to close off northern Italy Feb 22, and it was not till March 10 that a nationwide lockdown was done. The action taken in the Veneto region is shown here in this WSJ report with the town of Vo as an example of steps taken that worked. A microbiology professor and infectious diseases expert at the University of Padua, Dr Crisanti, developed a test for the coronavirus as early as mid-January using the information made public by Chinese doctors. Dr. Crisanti oversaw the testing of 95% of residents of Vo, a town of 3400 people in Veneto region. He found 3% of the population was infected, with half testing positive asymptomatic. Following the aggressive lockdown the tests were done two weeks later and the rate of infection had fallen to 0.1% with only 8 new infections. "The main lesson from VO is that when you have a cluster of infected people, you should do a very aggressive lockdown and then test as many people as possible," Dr Crisanti says. The results from Vo led to Veneto increasing testing in the rest of the region carrying out 80,000 tests, compared to 88,000 in Lombardy, with double the population and 5 times more infections. Lombardy followed government directives to test only those with symptoms. When it spreads it is harder to do the test isolate clusters, test isolate clusters, in a continual loop, yet this remains the method cited by Dr. Brx in the U.S. today as the right way to target clusters in a laser approach. In yesterday's briefing at the White House Dr Brx said this is a method the U.S. is familiar with and has used in Africa to tackle HIV, Ebola Virus. It is possible using GPS to target down to a specific clinic in a specific place, which is how it was successfully done in Africa. ...

Gary Yonge provides this exceptional report after spending a month in Muncie, Indiana, before the U.S. presidential election of 2016. He talks to different women in the town that is known as Middletown, representing midwestern America. Linda Hanson of the League of Women Voters in Muncie, says that just as the election of a black president brought out the latent prejudice of people towards blacks, in the same way the latent misogyny of people has been brought out by this election towards women. Part of the difference in how Hillary Clinton is viewed comes from partisan views such as coming from women in Republican organizations. A college professor at Ball State University who supported Sanders is ambivalent, hesitant about Clinton as representing the working class. A young college student who is progressive says she is voting for Jill Stein of the Green Party. In Whitely a black part of town, a young woman who works with children and in after school education says she is for Hillary. Sousa, 75, former spokesperson of the League of Women Voters say Hillary is being held upto a higher standard, and there is no perfect candidate among women as there is no perfect candidate among blacks, and sometimes this is used to deny rights or opportunities to women. Also prevalent is the divide among women of older age who have experienced gender discrimination and were denied rights from a younger generation of women who have not experienced this and have no idea about that time. Muncie elected a female Mayor in 2008. Others including a counselor at a women's shelter see a lot remaining to be done, that she hasn't seen women being treated with respect. Sousa of the LWV says its a lot about what the candidate will bring to the country and what she is able to do, not just being a woman, which is the way to tackle the country's problems. ...
