Jan Corzine, Governor of New Jersey has talked to governors from the states of Ohio, Michigan, Wisconsin, New York, and Massachusetts about how best to execute an effective economic recovery stimulus program with the federal government. Here are the ideas they have come up with. The stimulus should cover five areas, infrastructure, countercyclical programs, housing, education, and middle class tax cuts. The principle to keep in mind is to take advantage of the strengths of the federal government and of the state and local governments. Infrastructure investment should be intelligent ones to modernize the capabilities of the country for the next phase of development and competition in the global economy and in making far reaching changes in transportation and energy for sustainable development in a global economy. A key point of Corzine's here is that safety net social programs will need to be shored up or the stimulus effects will be lost. Over the 2 years 2009 and 2010 he suugests the federal government boost its countercyclical spending by at least $250 billion. And it should do this by increasing the federal medical assistance percentages, federal share of Medicaid costs and other health care related programs such as reimbursement to hospitals for treating the uninsured, Temporary Asistance for Needy families, and child care grants. He proposes doubling the federal funding of unemployment trust funds under the Unemployment Insurance Modernization Act, with incentives to cover vulnerable low-wage and part-time workers who are often denied unemployment benefits. Corzine emphasizes this. That even if the Obama administration puts large sums into infrastructure spending, cutbacks in state and local safety net programs would cancel out much of the effect of the stimulus. The reason is simple while the federal government is adding to jobs on one hand, the states without the money would be cutting back jobs and services. This point will be critical in making the stimulus work. The other point Corzine appears to emphasize by quoting Roosevelt at Oglethorpe University in 1932, is that bold experimientation not clinging to rooftops in the flood, will be needed....

What is California's position in nuclear and renewables and does the substance the facts justify the image it promotes of being energy friendly and using renewables? Answer is NO  because only 9% of its total end use energy consumption according to EIA figures (2023) comes from renewables. It uses no coal yet about 60% of its energy is from crude oil. During the current crisis in the war with Iran is California an example to follow? The answer is No because it has not used renewable energy the way Germany has or EU has, and it has not managed its crude oil well by not using domestic crude oil instead relying on imports, which only burden the global needs for crude oil coming from a state with capacity to do lot better. By comparison Germany gets 23% of its total energy consumption from renewables compared to 9% for California, and for Germany 60% of its total electricity production is from renewables compared to 46% for California. EIA data shown here from US government data does not paint a very energy friendly picture. California's imports of crude oil at 75% of consumption and drop in refineries from 48 to 3 shows it has not managed the oil refining side of energy in the best way possible. How does it rate in making good use of energy? Here it uses 174 million BTU's per capita no different than New York at 174 and about the same as Florida and Washington DC, Massachusetts, Maryland.  And Germany has achieved 122 million BTU per capita showing California far behind. How does it rate in using renewables and nuclear? As it is a state with urban and suburban sprawl with large driving distances it uses a lot of crude oil for transportation. Petroleum or crude oil use is 58% of total energy use, Natural gas 25, Renewables are only 3%, electricity generation is 14% of which only 46% is from renewables. California is NOT the model for the US. We have to look elsewhere for answers.   ...

Cecilia Wang of Taiwanese parents with student visas in the 1970's calls it an 128 year American tradition, but is it really the case that it was one individual case for Chinese immigrant Wang Kim in 1998 case before the US Supreme Court where it made sense for the Court to let Wang Kim stay, just as it makes sense for someone in the country for over 10 years to stay in Britain. Birthright citizenship is something else entirely and history shows that forget birthright citizenship for Asians- for most of the 19th century and over half of the twentieth century till the 1960's American public and Congress opposed any form of immigration from Asia. It was only under John F. Kennedy who was Irish, had served in the Pacific in Asia, that the idea of giving Asians citizenship was given credibility and acceptance with the American public and in the US Congress.  Without JFK and LBJ this opening for Asian immigrants coming legally in large numbers for education would never have happened, not under Nixon-Ford-Reagan-Bush. And the modernization of Asia, of Japan, China, now India could not have happened without knowledge of new technologies in American universities gathered by these visitors who were also allowed to work and stay legally. For this reason common sense is a more valuable way to approach this. Misuse and misrepresentation would only create the feeling that Asian Americans- who have integrated into the fabric of America and whose sons and daughters have benefitted the most from the gracious invitation of JFK and LBJ- who are mostly highly educated and can draw on the best economic opportunities the Nation has to offer, want to see their own interests only, and not the Nation as a whole as it struggles to bring a improvement in the lives of the have-nots in today's society, the less educated, the low income workers often immigrants from Latin American countries, those struggling to make ends meet in this economy. ...

Germany's Economic Ministry is part of aconsortium to fund aproject called Desertec, which plans to to generate soalr energy in the Maghreb desert in North Africa and transmit it through anew grid of high-voltage transmission lines. IT would use low-tech methods using mirrors in the deseertto jeat up water, which drives turbines in alocal power plant. The new initiative could provide 15% of the energy needs of Europe, and would require cooperation from different European countries. The consortium also includes Siemens, Deutsche Bank, energy company RWE and Munich Re.

The new iPad coming out in March 2012 will be priced at $499, with the prior version being priced now at $399. Tim Cook, Apple's CEO, says the iPad sales in the 4th quarter of 2011 surpassed sales of PC's by any individual manufacturer. To give some idea of the impact Apple's sales of $9.5 billion for iPads in the 4th quarter were twice the sales revenue made by Microsoft for Windows software and close to the total revenue of Google during the quarter. This third generation iPad looks like the previous one. It has an A5X quad-core chip for faster processing and a higher resolution screen with 2,048 by 1,536 pixels. The new iPad also works on the new cellphone network technology called LTE. It works on AT&T and Verizon's networks. Users can dictate e-mail on this device.

In fact she says we have come too far in that direction and it is necessary to pause and reflect what this means. France's leading presidential candidate Emmanuel Macron has called for a closer union as a better solution to eurozone financial stability with a tighter union. German public opinion and other opinion in the EU does not favor more concessions following Brexit. This opinion from a Southern European country shows how young people especially have developed a new attitude and feeling of togetherness as the European generation. Young people from all parts of Europe have a changed attitude compared to previous generation, and this is a valuable experience that needs to be nurtured with closer interaction to take the EU experiment to the next stage. ...

A few events in the last 50 years are rewriting the rules for business, finance and economics, says the WSJ in this analysis. The admitting of China to the World Trade Organization under president Clinton in 2001 was one, another was the global financial crisis in 2009 with the selling of bad mortgages by the financial industry, the euro currency financial crisis with the bad accounting, real estate industry speculation, and lack of financial oversight in countries such as Greece, Ireland, Spain. The coronavirus pandemic is one more addition to this string of crises and events that have made the working class and middle class in US and Europe poorer and in worse shape after the recovery following World War II.  The changes indicated here are some of the surface changes- such as the shift to the suburbs for cleaner air and better living, the work at home as a serious option, the new focus on health care, wellness, exercise, nutrition and mental health, remote learning and community college as a realistic option to high tuition costs by the education industry, and a pharmaceutical industry refocused on public health and vaccines as it was in its early years before its shift into a simply profit driven industry. The underlying thread for all these changes on the surface is a deeper change in the public mind- a change that redefines what the people believe in just as happened after World War II. Rebuilding the devastated economies of Europe, America and Asia required a new vision at the time after World War II. And reconstruction could only happen with all the people involved and working for the public interest.  This also created a new hope for the future. President Biden's vision is for a new set of priorities that make child care, women's position in the economy, community college education as a right for all as a first step to opening the access to education that existed after the war in 1945. Investment in infrastructure, in building new roads, bridges and rail, water, internet connections, public services in transport, better layout of urban areas, better lives for retirees, are all part of an effort to improve quality and ease of living for all parts of society, not just those who can afford it.  This is uppermost on people's minds and administrations or governments that fail to deliver or simply talk with no action, will not have the support of ordinary working men and women in all countries. This is true for countries and regions as varied in their level of development as the US, Northern Europe, Southern Europe, Japan, India, Brazil and Mexico, and African nations. Democracy, government adminstration, technology and business structures exist for the people, to improve the ease of living, quality of life, through better health, education and public services.  ...

Portfolio manager Robert Arnett, who manages two of PIMCO's funds, has some alarming things to say about the environment retirees face in the future. In ten years for every working age person added to the workforce there will be 10 new retirees, the complete reverse of what it was ten years ago when there were 10 new working age persons for every new retiree. The impact of this will take the shape of many more retirees selling stocks and bonds to live on and fewer buyers for the bonds and securities, lowering the prospects for higher prices for bonds and securities. He expects the demand for goods and services to continue with higher prices. He sees stocks giving a nominal return of about 5%, bonds a nominal return of 2-4%, for a balanced portfolio yield of about 4%, during the next 10-20 years. After inflation and taxes the returns will be very thin. Expectations of 10% returns do not take into account deficits, debt, and demography in developed countries, says Arnott.

The meeting of EU leaders in Brussels in Oct. 2012 focusses on the issue of setting up banking supervision for eurozone banks. France pushed hard for setting up the banking supervisory authority by Jan 2013. German chancellor Merkel facing elections in Sept. 2013 pushed for a longer time frame into 2013. Setting up the banking supervision, a basic part of the new eurozone financial architecture, would clear the way for direct aid to Spanish banks. In the end Germany and France agreed to complete the legislation setting up the supervisory system by the end of 2012, and getting the supervisory authority- to be placed under the ECB- operational "over the course of 2013," in Merkel's words.

During 2012 and 2013 the U.S. put pressure on China and India to cut oil imports from Iran to increase the effectiveness of sanctions. As negotiations eased the sanctions, China increased oil imports in 2014 by 30% in 2014 over the prior year. China's Foreign Ministry sees a "win-win spirit" in the nuclear deal that opens up economic relations with Iran. Analysts say China has setup three new storage facilities on its eastern coast with about 45 million barrels of new capacity, which could be filled with new supplies as its growth slows and demand decreases. China's imports were about 7 million barrels a day in June 2015.

People of a new generation cannot imagine that India that they know today could not exist without the integration of 560 smaller kingdoms within overall British India that were allowed self rule under British conditions and law. They made up no less than one third of the British Empire in India. During India's 75th anniversary of independence and looking to India's 100th year a young generation born after 1947 growing up in post-British India cannot easily imagine the critical years after 1910, with Gandhi writing Hind Swaraj that year during a period when he negotiated for the rights of Indians in South Africa just to move freely. The years of the struggle for Swaraj between 1910 and 1931, the Satyagraha March to the Sea at Porbandar to protest the British Salt Tax, the elected assemblies that brought the first experience with self-rule in the thirties, and the "karenge o marenge" pledge to do or die with Quit India Movement in 1942 by Gandhi.  The dominant role of Jawaharlal Nehru after 1947, and that of daughter Indira Gandhi after him, wittingly or unwittingly had the intended or unintended effect of obscuring from view the role of many of the leaders around Gandhi of whom Jawaharlal Nehru was just one. No doubt about Jawaharlal who wore a prisoners badge number token around his neck and spent years in British jails. No doubt about his contribution. Lyrarc throws a spotlight on other leaders who made equally large contributions so that India's young people can get a better sense of what this struggle involved and how it was won by the  people of that time  under the most difficult conditions and trials. This includes Vallabhbhai Patel, Ambedkar, Subhas Chandra Bose, Rajendra Prasad, Rajagopalachari, Maulana Azad, and the young Lal Bahadur Shastri. Others Naoroji, Vidyasagar, Vivekananda, from an even earlier period, Gokhale and Tilak, are people on whose shoulders Mohandas Gandhi stood on and fully accepted as his mentors, as do today's Indian leaders. This BBC report looks at the role of Vallabhbhai Patel of Kheda district in Gujarat state and of his assistant VP Menon. Gandhi was born in 1869, Patel in 1875 and Nehru in 1889. In 1947 Gandhi made the decision to go with Jawaharlal Nehru who was 14 years younger than Vallabhbhai Patel as the younger leader and prime minister who could take India through this critical first decade after independence with Patel as deputy prime minister. Patel died of heart conditions in 1950. Patel's assistant during the crucial period of negotiations for independence after the war ended in 1945 with Viceroy Mountbatten was V.P. Menon.  Mohandas Gandhi always believed that with hundreds of millions of Indians gaining consciousness of their rights even under British concepts of free men and free people, and a sense of their own dignity under God, the British would simply have to leave. His faith in the Bhagavad Gita that affirmed this right under God was firm and indomitable. This was true by 1947. He needed other leaders around him to structure the form this independence would take in terms of administration of the country and the constitution of the new nation. He also needed to bring those parts of British India that were not absorbed into direct British rule during successive wars between 1756 and 1857. These small kingdoms were retained under princely rule after the British decided to halt the policy of integrating them into direct rule following a war in 1857 that almost led to the downfall of the British in India. How large was this area is hard to comprehend when one sees that this was one third of British India in land mass from the Himalayan mountains to the Indian Ocean. Harder still it is to grasp that it would involve bringing in about 560 different princely states or kingdoms into the new India of 1947. It was the task of Vallabhbhai Patel and of his assistant V P Menon to do this. Strategic Vision uses 442 variable in its study and ties the customer response to emotional atributes such as "I Love it," a new approach which combines the conventional counting of reported problems with how people feel about the vehicle. This Total Quality Index is based on responses of 17,658 people who purchased 2013 models from September to November 2012.

The deal for a peaceful end to the protester camps of Morsi supporters arranged by the U.S. and the E.U. through the foreign ministers from Qatar and the United Arab Emirates. E.U. envoy for Egypt, Bernardino Leon, says a simple package was proposed by Burns, Leon, and the two foreign ministers for removal of the camps to be followed by talks between the government and the Brotherhood party leading to new elections. Gen. Sissi refused to accept the package leading to the resignation of the leader of the secular parties, El Baradei. This deal by Leon is referred to by the minister for planning and international cooperation of the Morsi government in his op-ed in the NYT on August 16, 2013, and was an effort by the international community to bring a peaceful resolution of the problem leading to new elections.

Credit, getting loans has been faulted for the startling drop in sales in recent months. Not so says Toyota's sales chief. Jim Lentz says the vast majority of Toyota customers can get approved for loans. He says in Toyota's case its not credit but consumer confidence thats the biggest issue. Lentz says a record number of customers are postponing new car purchases. Toyota sales were down 32% in September 2008.

President Trump pushes forward with a deal with Mexico so that it can be signed before the new Mexican administration of Lopez Obrador takes over. This means leaving Canada out and having a separate deal with Canada later on. Mr. Trump sees negative connotations in the term NAFTA and would like to call it the "United States - Mexico Trade Agreement." Terms for Canada to join the agreement would be tougher and the pressure on Canada to strike a separate deal was increased with Mr. Trump saying there could be tariffs on imported Canadian made cars. Mexico has accepted revisions to NAFTA that make it harder for Mexico to challenge U.S. trade penalties. Mr. Trump's negotiating position is based on his conviction that the eagerness of other nations to sell in the U.S. market gives the U.S. a lot of clout. Mr. Trump also faces pressure from within the Republican Party to show results not just by imposing tariffs and playing hardball on trade but to come up with new trade deals. Steps taken by Mr. Trump were to impose tariffs of 25% on imports of aluminium and steel, and 25% tariffs on a list of imports from China including solar panels. President Trump hopes to get support from Democrats by including provisions that support trade unions in Mexico and higher wages in Mexico. The provisions also require higher wage labor in the U.S. to build the required U.S. content and are designed to support American jobs and wages in the auto industry.   ...

This editorial in the Hindu- after encouraging news from Moody's and the World Bank on India's economic future- says that the Modi government should not be distracted by the upcoming elections as it focusses on the task ahead. After a gap of 14 years Moody's raises India's credit rating one notch. Moody's cites steps taken by the Modi government as creating a better environment for future growth- the implementation of GST goods and service tax, efforts to clear some of the bad loans in the banking system so that capital can be freed up for infrastructure investment, and reducing bureaucratic hurdles for clearance of projects. Moody's cites the high public debt burden as a constraint for growth. General government debt is at 68% of GDP in 2016, higher than the 44% median for economies in this range. On the plus side the better targeting of welfare measures to help the poor including steps in the banking field, bringing more businesses into the formal sector to improve tax revenues, and the large pool of private savings, are cited by Moody's. Critical is timely implementation in the future. As the discussion in the media on bullet trains and other new infrastructure shows, there is not enough momentum for stretch goals as China has done over the last 2 decades.   ...
