The Ukraine war with increases in prices of oil and natural gas, and food imports has hit Bangladesh hard.  The currency has declined by 20% which also adds to the cost of imports. The government of Sheikh Hasina is seeking $1 billion each from the Asian Development Bank and the World Bank.  It is also seeking $4.5 billion for budgetary and balance of payments support through the new Resilience and Sustainability Facility set up by the IMF. The government is doing this in advance to avoid a situation in which most of the tax revenues go to paying for imports at high prices with little left for spending on development needs. Bangladesh imports cooking oil, wheat and other food, as well as fossil energy. The current account deficit is $17 billion and the foreign exchange reserves are about $39 billion in July, down from $45.5 billion in 2021, enough for 5 months of imports for a nation of 160 million people.  Action is being taken to curtail use of air conditioning at mosques. The shelling of Ukraine is down in the east and the south by a factor of six in recent weeks say experts. This may be the biggest change from western aid to Ukraine at this time.

The shutoff in Russian gas is resulting in additional efforts to increase solar energy in Germany. In 2020 Germany had 10% of its energy come from solar. July 2022 was the third month in a row that solar energy output was at record levels. Photovoltaic systems generated about a fifth of net electricity production. Installed solar power capacity is now at 59 gigawatts in Germany. For 2032 the target is around 250 gigawatts of solar energy, about 4 times what it is now.

Two popular mayors today run the two largest cities in Turkey- Istanbul and Ankara. The two mayors Imamoglu and Yavas are part of the campaign of Republican People's party head Kilcdaroglu, which has a real opportunity to provide a new government in Turkey following the disastrous earthquake and high inflation in the economy. This would also strengthen NATO during a period following Russian invasion of Ukraine and bring Turkey closer to its historical relations with the US and EU.

The most important response in the Ukraine invasion comes with Chancellor Olaf Scholz's speech to the German parliament. Berlin will not tolerate Russia forcing states in Eastern Europe into its sphere of influence, Scholz told German parliamentarians who stood up several times to applaud. No more hesitant steps. A infratest survey shows 91 % of Germans support taking in refugees in the current war in Eastern Europe. 53% of Germans support German government's strong response, and 27% think it doesn't go far enough. 14% say it goes too far. How much has changed since as recent as February 2022 is shown by the change- only 20% supported arms deliveries to Eastern Europe just one month back, this has risen now in March to 61%, and 45% feel that German government did not act soon enough.

A lot has changed in Germany's view of Russia, and also of China, in a few weeks in 2022. This also appears to be the prevailing sentiment in all of Western Europe and most of Eastern Europe. From the Baltics to Scandinavia, across, Italy, Spain, France, Southern Europe, Eastern Europe, there is a remarkable shift in thinking. This also appears to have affected world opinion from Latin America, South East Asia, South Asia, to Africa.

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

Researchers at Gottingen University in Germany analyzing data from a study published in the Lancet Infectious Diseases monthly journal say countries around the world have only discovered on average about 6% of all coronavirus infection cases. The true total of infections could be tens of millions worldwide. 2G+ concept in Bundesliga means that football stadiums in Germany are filling up to capacity with fans who are double vaccinated or tested not required to wear masks. Small groups of fans not fully vaccinated are separated in separate locations in the stadium requiring masks and social distancing.
