Turkey is reviving its relations with Saudi Arabia and the UAE. Prince Bin Salman will visit Turkey as part of a remake of Turkey Saudi relations. Turkey's economic crisis has revived the relationship as Turkey badly needs aid for its economy. The pressure on emerging markets is increasing with US central bank raising rates reducing inflows of western money into Turkey even further. Prince Salman has already received visits from French and British leaders. He visited Jordan and Egypt this week and will now be in Ankara. In the summer he will visit Greece and Cyprus. Saudis are modernizing their economy changing culture in relationships of men and women, in women's rights and education, and broadening relationships with the world under Salman. There is an astonishing openness to science and technology in a drive to be modern. The old Saudi monarchy and conservative rule with ancient traditions is giving way to what the Saudis in the group under Salman see as the modernization of Europe and America in the 20th century using science and technology as what they would like to see in their own country. There is also a drive to think independently from the dogmatic positions of the past that have turned the Kingdom into an American dependency with no obligation or incentive to modernize its culture and be open to the world outside.  The US fought a war to ostensibly modernize a backward mountainous remote state as Afghanistan, while being perfectly comfortable with the old Saudi monarchies of the past that made little change in the ancient culture and tradition and in women's rights and education. Such were the contradictions in American policy and the failure to think anew. As president Lincoln said "as our case is new we must think anew, and act anew." President Biden will now visit Saudi Arabia to build a new relationship with an independent nation, which along with the UAE is bringing change to the Middle East through infrastructure development and modernization. Salman's modernization comes as the kingdom also faced a need to make a transition out of dependence on fossil fuels. Salman sees trips to Greece and Turkey as opening up to all sides. Saudis have good relations with Israel and Egypt another part of this openness. The US senses this, India has sensed this. India's Modi government  made sending the Oxford vaccines manufactured in India to Saudis a priority during 2021. The Indian example is also changing the way the UAE and Saudis see infrastructure development and modernization in the region. This is also changing the way the region is looking at itself. For decades Egypt lacking the resources to build infrastructure on its own has languished economically. A helping hand from the Saudis is changing Egypt. The entire rail system is being modernized with the latest technology from Siemens. The Saudis have stabilized the Egyptian economy with a $5 billion deposit in the Central Bank of Egypt. On June 21 Egypt and Saudis signed $7.7 billion in investment deals for infrastructure, logistics, port administration, food, industry, medicine, energy and technology. In the investments in Egypt some of the oil money going to Saudis with $100 per barrel oil price is going to an economy in Egypt that can easily absorb and make good use of the investment to modernize.   The influence of Saudi leverage in fossil fuels which drove the US relationship with Saudis since FDR is being replaced with an independent Saudi kingdom making decisions to modernize across the board in all aspects compared to one that favored a few American companies such as Exxon Mobil and ARAMCO or arms makers such as Boeing and Lockheed that helped recycle American money going to pay for Saudi fossil fuels back to America.    ...

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

President Biden's cyber security strategy recognizes that "too much of the responsibility for cybersecurity has fallen on individual users and small organizations." The strategy signed by president Biden took months to develop with involvement of 20 government agencies. The cyber security strategy says that free markets and a reliance on voluntary security frameworks have imposed "inadequate costs" on companies that offer insecure products and services. The 35 page strategy report says that "we must shift the liability to those entities that do not take reasonable precautions." Kemba Walden, acting cybersecurity strategy director, says that "software companies can and should shoulder a bigger share of the cyber risk." President Biden sees this as an effort that will draw support from Republicans in Congress.  Modernizing federal government technology, forging international partnerships for cyber norms, more collaboration with the private sector, and international collaboration are other priorities listed in the strategy report. ...

Greg Ip in the WSJ says India is shifting towards  becoming an important partner with the US and the European Union in trade under the Modi government. This report reflects the situation upto 2021 and the changes in Indian and American perceptions during the pandemic. The recent Raisina Dialogue  brings together 26 countries- named after Raisina Hill in New Delhi where India's administration is located- in dialogue with Indian leaders. Finance Minister Sitharaman in an interview at Raisina Dialogue stated that Janet Yellen, US Treasury Secretary, was with her during a G-20 meeting, and Yellen called for friendshoring- foreign investment in democracies that respect the rule of law and provide the right conditions for investment. The right conditions are now being created in India, including infrastructure and logistics, trade practices, and assistance to foreign companies, to invest in Indian manufacturing. The conditions are being created for shifting significant number of manufacturing facilities to India in a complete redesign of the supply chain. A look at the period 1950-2015 in US-EU India relations says little of the newly evolving situation in trade in the way that looking at the US-EU China relations 1950-1990 during the Cold War would tell one little about how that relationship evolved in trade after 1990 in the 1990-2019 period for massive trade with China. The pandemic and the inflation from existing supply chain bottlenecks has led to a realization in US-EU that the existing concentration of manufacturing in one country  was a mistake and is a serious problem that needs correction.  This means an acceleration in the effort to build rapidly over the next 5-10 years a strong US-EU manufacturing presence in India for advanced technologies. India under prime minister Modi is creating the infrastructure and logistics for this to happen with large domestic investment, the help of Denmark's Maersk in port logistics, and from other countries.  Fo India manufacturing and infrastructure building is the only way to create the jobs needed to meet the aspirations of its young population. For the US-EU the redesign of the supply chain is the highest priority to cut inflation, remove potential bottlenecks, and provide a stable supply chain.    ...

Governor Newsom of California is joining Republican Governors of Montana and Alabama to allow cities to act to limit encampments of the homeless in American cities, taking the case to the US Supreme Court. The Biden Administration is walking a delicate path by supporting rights of the homeless that lower courts support  yet not wanting to see the spread of homeless encampments affect the overall safety and health of cities where homeless encampments affect quality of life in neighborhoods. Homelessness of 600,000 people in the US, with more than half sleeping outside in open spaces and parks is now before the US Supreme Court. The pandemic, the large increase in housing costs in the western states, and the cost of living have pushed many people over the edge, at an alarming rate for four years. Justices ask city attorneys of Grants Pass, and in effect other cities in the US, where are people supposed to go if no other shelter is offered by the city, that they have a right to sleep, and breathe. "Sleeping is a biological necessity- Justice Elena Kagan. "Are they supposed to kill themselves, not sleeping," Justice Sotomayor.  Justices Kavanaugh and Roberts questioned whether judges should be making decision that should be made by policymakers. US Supreme Court is reviewing a lower court ruling upholding rights of homeless people in the US  under the 8th Amendment that is opposed by the city of Grants Pass, Oregon. A small western town of 40,000 people facing a problem of a significant portion of its population, about 8%, having to sleep in parks and in open public spaces because they have nowhere to go. It has only 138 beds from the Gospel Rescue Mission for homeless situations with strict rules. It faces in today's America rising homelessness- affordability of housing affecting people in many states. In 2022 an three judge panel of the 9th Circuit Court of Appeals which covers western states Oregon, California, and Washington upheld a lower court decision barring the city of Grants Pass from enforcing a citywide ban on sleeping in parks at night if no other shelter was available with fines ranging $75 -$295. As a result of this decision encampments of the homeless are increasing in the western states because restrictions on public camping no longer play a deterring role. France's Macron has spent hours with Harris on her 5 day visit to France to soothe French feelings as reassure them following the US deal with Australia for nuclear submarines that excluded the French. During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. T do this he told a seminar organized by the American Chamber of Commerce in Moscow, that Russia should create dialogue with the people, and experts should be brought into the discussions, and the government guys need to dialogue with both the people and these experts inside Russia and abroad. The suggestion is that policy should come out of vigorous discussion, and the government guys should consult, listen and they should win honestly in the discussions in this policy debate or change course as necessary. On Georgia and Ukrainian gas supplies cutoff, these wounds he says should be healed by making symbolic gestures to Europe and the USA, like the one that Vice President Biden made, in saying in Munich that the US needed to press the reset button in its relations with Russia. It is not clear what this bazooka is. China's leaders are studying the economy carefully. Recent actions for stimulus were designed to offset weak performance of stock markets which have rebounded with Shanghai index up 11% into positive territory. Consumption spending is weak with worries about the safety net and propensity to save so that lower mortgage rates will mean households will pay of their mortgage first before increasing spending. Real estate construction is weak after bankruptcies in this sector. Some suggestions are for China to improve its safety net as in the US for working class people, low income families- to give them better medical insurance. And increase pensions of farmers, migrant workers, and low income families. They may still be inclined to save yet it is a move in the right direction as is happening in the US, and the trend worldwide is to reduce stark social divisions. China just lacks the resources for the kind of revival in the US that Harris has planned. As long as the US was frittering away its resources in foreign wars it had one hand tied behind it's back, as long as it did not invest these dollars going to wars overseas in the domestic economy it would languish and fall behind. It was in this sense Joe Biden who did the hard work that Trump after raising the alarm signals failed to do for lack of focus, and now it is Harris who is building the game plan for the kind of US that led the US into the twentieth century once before- optimism, imagination and hard work. ...

WSJ reports that the former president's supporters will rally to his side but swing voters might be repelled by this latest legal controversy including the context in which it happened that of a sordid affair. Mr. Trump built his support base out of two mistakes of president Obama, his neglect of rural America, and neglect of American manufacturing. And of the mistake of president Bush in pushing America into two wars in Afghanistan and Iraq that put money into wars with no productive purpose that needed to be put in rebuilding America's infrastructure. Others could have done this, Mr. Trump aggressively pushed ahead and found himself first. President Biden has closed the chapter on the wars by ending them, he has also closed the chapters of neglect of American manufacturing and put working families and America at the top of his agenda at every point. And as he did at the State of the Union address in 2023, made it personal by reciting what his father has told young Joe about standing up for working families. Biden's abilities rival that of president Lyndon Baines Johnson, who had as much experience in the US Congress as Biden, and delivered the passage of Medicare and Social Security for all Americans. Biden has done something that ranks similar with trillions of dollars for the Inflation Reduction Act, CHIPS and Science Act and pandemic assistance, and has the conviction that there is much more to be done. ...

The stimulus checks in government pandemic aid packages are being spent prudently in the US. Government aid checks were sent out in the first wave since March 2020 and now again in the second wave in 2021. The stimulus pandemic checks are being allocated wisely. A Federal Reserve Bank of New York study shows that Americans saved about 36% of the first stimulus payment checks, 29% was spent, and 35% was used to pay down debt. For the second stimulus payment underway in 2021 this survey also shows Americans are expected to spend even less and use even more to pay down debts. With stores mostly closed, travel restricted, and consumers not having the opportunities to spend, and the sense of insecurity, additional income from unemployment checks, saving has increased. Americans saved $1.4 trillion in the first 9 months of 2020 compared to half that in the same period in 2019, according to analysis by Berenberg Economics. That amount is about 10% of household spending. The tight spending during 2020 means, say economic researchers, that spending will jump in 2021 after the vaccination drive. The trend is positive in that Americans tended not to save enough. People in China and India, tend to save more giving government a larger pool of savings to draw from in national infrastructure spending. In November 2020 Commerce Department estimate is that saving in the U.S. was 12.9%, up from 7.5% in November 2019. Anecdotal evidence shows U.S. savings accounts for people at the lower end of incomes have been depleted for years, hit by the unemployment of the 2009 recession. This was caused by errors by the banking community and business. To this is added people in arts and culture, people in professions involving contact, travel and leisure, food, during this pandemic ten years later. National priorities need to be set to bolster this part of American society and its core social fabric. The steps to bring home manufacturing jobs under Mr. Trump and the "Buy American" initiative under Mr. Biden is just the first step. More steps are needed and the resources, implementation and drive to bring America back to the healthy society of social cohesion and upward mobility aspirations under presidents Truman and Eisenhower in the 1950's. ...

WSJ shows how the daughter of David Rockefeller Neva Goodwin and her daughter Kaiser have led the fight against Exxon for not making the change to renewable energy from fossil fuels in time to avert climate change disasters now common worldwide. One of the major problems of the last 50 years since the Reagan administration in 1980 involve oil wealth in the Middle East used to finance wars and US involvement in these wars in Iran, Iraq, Saudi Arabia, UAE, Libya, Yemen. It haunts us to this day with conflict in the Red Sea and Persian Gulf. This has its origins with John D. Rockefeller  who started the oil company Standard Oil in the 1870's in Cleveland, Ohio, now called Exxon in the US and Esso overseas. A bigger problem has emerged in recent years that remained unnoticed till about 2006 when David Rockefeller, the grandson of John D. Rockefeller, met with the head of Exxon for lunch to ask why Exxon was not doing more to invest in green energy and increase awareness of the damage to the environment by fossil fuels. This was the beginning of the dawning realization of the signs of climate change so prevalent 20 years later today in wildfires, drought, extreme heat and fast floods worldwide.   Today's Exxon is a descendent of the companies John D. Rockefeller (Library of Congress site) created by the 1880's to refine oil which he turned into a monopoly by deals with railroad companies to reduce cost of product. In 1888 he created the Anglo American Oil Company later called Esso which is a phonetic rendition of S and O in Standard Oil, which in 1972 was changed to Exxon. Many of the crises of this century have their origins in the activities of Esso and British oil companies in Iran, Iraq, and Saudi Arabia and the wars that wasted trillions of dollars in American resources through the administrations of Reagan, Bush, Clinton and Obama have their origins in the activities of oil companies, and the governments of these countries using oil financed wealth for wars that involved the US. Huge mistakes that combined with neglect of manufacturing the lifeblood of any economy have led to the gradual decline of the US, being reversed for the first time with the decisive and complete shift made by president Biden so that investments of trillions of dollars can be made to revive the strength of the US economy and the wellbeing of its people. ...

Russians vote in 2021 parliamentary elections. With 30% of votes cast the United Russia party of Mr. Putin wins 45% of votes cast, followed by the Communist party of the Russian Federation with 22%, and the Liberal Democratic party getting 8%. Russia has mixed voting system with half the seats directly elected from party lists, and the other half assigned to individual candidates. United Russia had 334 seats out of total 450 seats in the outgoing parliament. Putin will need over 300 seats in the new parliament to get the two thirds majority to enact changes to the constitution. Putin needs this to extend his current term which ends in 2024.  Putin draws most of his support from the older part of the population that has seen the hardships imposed following the collapse of Communism around 1990. This led to collapse of the ruble currency, increase in poverty, an effort by oligarchs to capture state enterprises, and a chaotic period for law and order. Shockingly during that period even life spans of Russians declined as reported in the WSJ. Liberals who supported the shift to democracy had not anticipated all the ill effects of introducing capitalist free market systems in such a sudden and free fall way. Such sudden shifts to free markets are now better understood and seen as the wrong way, as western capital markets fail without inbuilt protections, safety net for workers and retired people, and are subject to serious distortions if no vigilant authority exists. This is in reality not a free market but a market captured by the few, in the interests of the few. Once this was clear retired people, pensioners, military, law enforcement, and liberals realizing what had happened shifted support to United Russia founded by Mr. Putin. Mr. Putin faces the typical situation faced by incumbents over long periods where there is a sense of the need for change. Yet the pandemic and other economic crises that could happen in the event of mismanaged economy are never really too distant for countries such as Russia, China, India that are developed but yet have not the strong industrial base of US, Germany, France. Such economic crises including the ruble currency and Russian energy companies were better managed under Putin than under the chaotic period following the collapse of communism and the introduction of so called "free markets" that were anything but. During the recentfree fall in oil prices Putin was able to manage a transition period with the help of president Trump who negotiated a price for oil with the Saudis to protect US shale oil workers and companies, as well as Russian workers and oil companies. As a result Russians particularly young people look for alternative places to vote for opposition parties such as Liberals, Communist party, and other parties. But the majority of Russians including those working for state energy and other state companies tend to stay with Putin's choices for state, regional and federal administration and for parliament. Nationalist spirit also provides additional support as Putin has restored Russia's status as one of the important nations in the world. Some missteps such as interference in US elections have led to a loss of some of this international influence, yet even president Biden understands the situation in Russia and is willing to work with Putin with new rules of conduct Under the Russian system about 70% of the laws are not made by parliament but are done by the government and the administration of the president and then go through parliament. In addition to parliamentary vote there are 6 governor races and three races for heads of regional republics. ...

Huang even says in WSJ he would not start the company if he did this again as market forces can be crippling for personal lives as well. What does this all mean? The Biden Administration has a plan to revive America's chip making genius and innovation that has driven America from 40% of the manufacturing of chips to 5%. Intel is right at the heart of this plan. The Chips and Science law will do this including $8.5 billion for Intel manufacturing which Pat Gelsinger is pushing forward for Intel Corp.  Here comes a company that has outsourced Manufacturing entirely- Qualcomm to takeover Intel. It knows nothing about Manufacturing, it cares nothing about American Manufacturing and loss of leadership in Manufacturing, and for the millions of people who work in America in factories and research facilities related to manufacturing design.  ...

The US Federal Reserve Report on Economic Wellbeing of US Households 2024-May 2025 gives some insights into the well being of American households. It shows food insufficiency households the same in 2023-2025 at 7%. The situation for cost of living remains a concern in 2024 as well as 2025. Retirement savings have improved for many middle class Americans, as confirmed by reports from Fidelity and Vanguard. The people earning less than 25,000 are 19% and about the same in 2024 under Biden as under DJT in 2025. 39% make $100,000 or more and 26% make $50,000 -$100,000. Combining the 19% making less than $25,000 and the 16% making between $25,000 and $50,000 shows about one third of the population under $50,000 living paycheck to paycheck. It would appear that $2000 DJT rebate putting $160 billion out of $550 billion of tariff revenues for 2025-2026  in the hands of 79 million households that make less than $100,000 would go a long way to keep the situation stable with optimism and hope arising from the restructuring of world trade that would bring trillions of dollars of investment into the US from Europe and Asia. A this investment plus domestic investment should bring back jobs and higher incomes to US manufacturing in small towns across America. The rest of $550 billion tariff revenue of $390 billion would go to reducing the deficit which would improve prospects for the economy in 2027 and produce a more resilient economy in 2027-2028. As shown on this page the popular Democratic Governor of Michigan in her op-ed in Washington Post supports strategic tariffs, and supports using the revenue for a check to American workers of $2000 per worker or per worker household and offers to work with the opposite party to get a WIN-WIN for the American People.  In the whole process of trade tariffs it must be remembered when seeing the inconsistent cases of tariff use by this Republican administration that these were special reason situations not aberrations or whimsical. First, it should be borne in mind that behind the appearance of DJT making tariff decisions is a carefully thought out process that took ten years to form under Reagan era Trade Representative Lighthizer who negotiated with Japan, and his deputy Jamieson for 2016-2024, and the economic and capital markets experience of Scott Bessent as Treasury Secretary. The two cases of inconsistent application of tariffs relate to the 50% tariff on India and the reduction of tariffs on China agreement on rare earths, and the imposition of a large tarif on Japan and the EU. In the first instance with India it was intended to give Ukraine breathing room from Russian attacks as Germany steps up its military preparedness and assistance to Ukraine. With both countries it was about saving face important in Asian or any societies and it has achieved it's purpose. Reports show both Indian and Chinese refiners have quietly cut purchases of oil from Russia leading to Russian oil selling at about $20 discount to Brent crude oil. In the case of Japan the quick action to raise tariffs was intended not to get into long drawn negotiations and show serious intent- Japan is known for dragging out negotiations for years if not decades. The same is true for the European Union. With the Swiss it was about a certain disrespect of the US coming from attitudes that Swiss products were somehow superior. Not just in the long run, in 2026-2028 history will show that the effort done right - and it takes effort to get this right- to restructure world trade so that other nations are not siphoning off the benefits and leaving the US to lose its manufacturing and factories is the right one. And taken with courage and sincere desire to create a fair distribution of the benefits of world trade for too long distorted by egregious practices of competitors. It has nothing to do with 2 senators from the 1930's who were from places like the Mountain West in the US, having no concept of world trade, Smoot and Hawley, who under a irresponsible president Hoover got everything wrong. This is a carefully set out plan to evenly balance the benefits of world trade to all nations.   ...

France's Macron calls again for security guarantees for Russia with NATO on its borders, so that the Ukraine war can be ended with a negotiated settlement. Mr. Macron met with Mr. Biden in November at the White House. Macron said on board the aircraft carrier in a TV interview- "Peaceful times will require talks. First and foremost for guarantees for Ukraine for its territorial integrity and long term security. But also for Russia as it will be a party to an armistice or peace treaty." A recent WSJ report showed Moody Analytics research that 80% of US consumer spending is now done by 20% of the top income earners in the US. Decline in demand from this group will affect the economic growth in the US and how well the stock markets do. This will affect the job growth in the economy month to month.  This means with inaction from the DJT administration and the SCOTUS lack of comprehension of the economic aspects of this issue in ruling out action taken by the Biden administration- that this failure to take action on relief poses added risks to the US economy in 2025. It also means uneven and unbalanced growth where some groups upper income are favored by the virtue of the way the economy operates leaving many young people out of the benefits of growth. This adds to the general feeling of frustration and discontent after the pandemic and after cost of living surges in 2022-2024. It also means university education is no longer affordable or accessible to young people. Other issues play into this such as the surging cost of university education and action needs to be taken to bring this into line with earlier post 1945 patterns where university education was affordable and taken up. The increase in apprenticeship programs is a good thing, yet the gradual turning away of young men from college education is a serious danger to the cultural literacy in the US in 2020-2030. Leaving aside Ivy leagues making state college and universities affordable is one of the big problems needing to be solved as a priority in the US.  ...

During a public dialogue during the federal government's open day German Chancellor Scholz takes time to go over the origins of the war in Europe as he understands it. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...

The difficulties the new U.S. Treasury Secretary faces as she tries to navigate the politics in Congress and the tries to reach out to moderates and progressives within the Democratic party. All have different views on spending, and where stimulus money should go in a second stimulus. Her long experience with the Fed is seen as not preparing her for the political role of evaluating different opinions that are described by some experts as ten times more political than anything going on in Fed meetings. As a student of Prof. Tobin Yellen sees government intervention as needed in times of economic crises. Twice in ten years the U.S. and the rest of the world has been struck by economic crises- the bank leveraging behaviours and poor lending practices that induced the 2009 financial crisis and in 2020 the coronavirus pandemic. Lessons learned Yellen says about the 2009 recession are that not enough stimulus was provided after the initial stimulus to get a strong enough recovery. Democrats are eager to spend over $2 trillion in a second stimulus. Republicans much less so particularly with a new president. Even under Mr. Trump spending was set at under $700 billion by Republicans for a second stimulus. Another economic crises is one of the U.S. strategic economic position in the world. On this issue of trade Yellen's husband George Akerloff, also a economist is more skeptical of the value of free trade. The failure of the World Trade Organization to ensure a level playing field as China subsidized key industries, and the loss of America's manufacturing advantage over three decades is now the defining issue in American politics. It takes the shape of manufacturing communities that were once a part of Democratic party support shifting away after devastated local economies from the loss of manufacturing plants to China. It takes the shape of a Republican party that is committed to bring back American manufacturing, and a Democratic party that under Biden is seeking the same result. How much each party will invest in terms of making things happen to get this done is one of the issues facing all parties, Congress, the administration, Ms. Yellen, and the new president. Economics does not have the answers. As economists could not have predicted the increase in women participation in the workforce, the drop in Black and Hispanic unemployment rates under the Trump administration. The lack of moral will to get trade to work for the American worker was more of an issue under Democratic and Republican administrations for the last 2 decades, so that issues of growing inequality were never better addressed by any party. It depended more on focus of the president elected to help American workers, and to avoid the cost and distraction of foreign wars when American interests could be protected in other ways. Yellen was not able to make a difference at the Fed because of these reasons and low interest rates have both helped and hurt the middle class, as low interest rates meant Americans were less able to accumulate savings for retirement since 2000. Determination and action counts for more than ideology or policy is the lesson learned in building strong economies and manufacturing.   ...

Kennedy were writing Profiles of Courage in 2024 he would have James Lankford as one of these Senators who showed courage to take the right stand in the face of opposition from his fellow Republican Congressmen and people in his state and the country who support loyalty to president Trump. Lankford says in this NYT interview that in December 2023 the immigration bill would have passed Congress into law. He has always seen that no one person is the boss. Trump is not the boss even as president. He is a co-equal branch, says Lankford. He sums it up saying- I work for the people of Oklahoma not the president.  Senator Lankford of Oklahoma is interviewed by Lulu Garcia Navarro of the NYT for his role in negotiating a immigration bill with Democrats in Congress and president Biden that would fix asylum policy and close the Border with Mexico. It is a tough bill says Lankford, and the Republicans held onto their position that there would be no citizenship for the immigrants who crossed the border illegally since 2024. If it came up in December 2023 it would have fixed the Border, says Lankford. It came up in February, and by this time the election nominee was Trump who decided not to support it, as it would take away the immigration issue that he hoped to run on against Democrats. It is still alive as Kamala Harris says it is her top priority to get the Lankford immigration bill passed into law. To know Lankford is to know that he ran the largest Baptist youth camp in the Nation at Fall Creek. He believes every person has value and worth and even if he disagreed with them that person has value and worth. His faith, he says, is something important for him, and not something you take off and put on.  The title should be The Men and Women who Solved Immigration for the Nation. This includes Republican Senator James Lankford of Oklahoma, Senator Krysten Sinema of Arizona, and Democrat Senator Chris Murphy of Connecticut. Lankford for 22 years a youth Baptist minister from Oklahoma, Sinema immigration attorney from southern Arizona, and Murphy a lawyer from Connecticut. The man who selected Lankford to negotiate the immigration bill on behalf of the Republicans in Congress was Senator Mitch McConnell of Kentucky. For the Democratic party Pat Schumer helped bring Democrats in Congress and president Biden behind a tough bill that reflected the consensus view that something serious had to be done about the US Border for a lasting solution. This opportunity may come again if Kamala Harris wins as she says it will be her top priority to get the Lankford -Sinema Bill passed. ...

The US needs good manufacturing jobs for the jobs and income that it brings into communities, and also because of the tax revenues from the companies making products in America that provide the basis for local governments to provide good public services in healthcare, education, and transportation. To say comparitive advantage that helped first Japanese and now Chinese manufacturers is real and how society gains is to deny some basic facts that are self evident from observation that contradict textbook ideas in economics. Comparitive Advantage is a textbook economics concept that says countries are proficient in what they make best and should specialize in that product. But it is a static concept that exists only in textbooks. If Japan in 1960, China in 1980 and India in 2000 were each presented with this idea they would have turned down the idea of making steel and remained makers of lower end products such as footwear and textiles. If Japan in 1980, China in 2000, and India in 2020 were each presented with this idea they would have turned down the idea of making semiconductors and remained makers of lower end products such as steel. A senior vice president of US Steel in the late 1960's even told this writer a graduate student at Northwestern in Chicago- as the US can make steel better than India or China let us keep making it for you. He and much of the business faculty at Northwestern also could not understand in 1970 why Airbus was being setup to compete with Boeing who by the concept of comparitive advantage should have had the whole market to itself for commercial aircraft . By this kind of thinking Airbus would not exist today because it did not have the lowest cost or the manufacturing technologies Boeing had through its vast manufacturing operation. America would be still the only one making aircraft in 2023 if textbook concepts ruled the day. By indirect methods such as hidden preferential arrangements, provision of inputs such as land, capital and labor, tax relief, the costs can be represented in a way that shows it is cheaper to manufacture overseas. The lack of a level playing field is what president Biden is correcting by doing what first Japan, then South Korea, then China and now India are doing since the 1960's. By 1974 in four years after its founding in 1970 Airbus came up with its first model the A-300 using advanced technologies. America will regain its leadership in the cost and manufacturing of many products through Biden policy and the efforts of American companies by 2030, and do this in a transformative way that will benefit the world as a whole.  It is an enormous error to say the US does not need good manufacturing jobs, that local governments do not need the tax revenues from manufacturing plants to build services for communities where manufacturing workers live, and the US does not need the manufacturing experience curve that leads to reduced costs. It is this loss of the manufacturing experience curve that is the most vital aspect for understanding the need for the US government to compete effectively with the governments of Asian countries to keep manufacturing healthy and strong at home. Economics experts ignorant of how important this science and engineering principle is fail to grasp this. Related to this is the idea of a virtuous cycle in manufacturing- whoever braves the hard years of moving up the learning and experience curve gets rewarded because once that country has mastered that skill it gets better an better as the technology advances- making it harder and harder to prevent a new monopoly in manufacturing by the country (Japan, China or Taiwan) that had the highest costs and the least advantage ten or 20 years earlier but just persevered through it all with the government's help to gain cost competitiveness. This part does not make it into the economics textbooks which are mostly theory and much of it outdated by the time they are written. Observation is the best teacher and guide as it is in science, to guide policy and action. Obsessive attachment to theory that ignores observation becomes the enemy of progress. Comparitive advantage is one concept that needs to be retired even from the textbooks. Overseas manufacturing then is a piece of the overall picture that fits into what is good for the US. Macroeconomic principles determine microeconomic outcomes as opposed to microeconomic principles with companies out on their own being forced to compete without a level playing field, or handing out technology for special status in a recipient country as some do putting the US at a macroeconomic disadvantage. This is also healthy for the recipient country overseas, as recrimination with loss of manufacturing jobs in the US inevitably leads to the kind of recrimination that does not serve either country well as in the case of China today, and worse still can lead to conflict, even war. After the egregious situation of loss of manufacturing communities across the US leading to destabilizing the social fabric, it is hard to see such thinking prevail about the US not needing manufacturing as a vital part of its social fabric and industrial strength. China, it can be said, would have developed, and developed well over the past two decades without overconcentration of US and EU manufacturing in China. Without aggravating the problems of climate change and contamination of air, land and water, and destabilizing the social fabric in the US hurting workers and communities across the US, if macroeconomic policy was made to manage this process in the US government without it being left entirely to individual companies to decide. Instead China faces today a difficult situation through events such as destabilizing the social fabric in the US (the Trump tariffs), advanced economies in G-7 resistance to sharing of technologies, the damage to its environment from microeconomic locally determined policy at individual companies, and the global effects of climate change from climate unsustainable levels of growth since 2000.  ...

Senators in the US Congress, Rubio and Schumer, have asked the US government to look into Apple's plans to work with Chinese semiconductor company YMTC. As a result the Commerce Department has placed export restrictions on YMTC. This NYT report looks at the two decade long rise of China and of Apple after Steve Jobs returned to Apple in 1997 and shifted manufacturing to China. When Jobs returned to Apple he found major quality issues at Apple's manufacturing facilities, a demoralized workforce, and financial losses, with CEO Michael Spindler running the company into the ground. Jobs had to start with afresh model for Apple and decided to shift manufacturing to China under the engineering leadership of Tim Cook. Alabama native Cook went to Auburn University for his engineering degree and Duke for his business degree. Cook joined Jobs in 1998 at Apple and for ten years till 2007 the two cut costs, shifted to contract manufacturers and rebuilt Apple with new products, iPod, iPad and the iphone. By not manufacturing Apple avoided quality control issues, and the costs of maintaining inventory. It was Tim Cook who ran operations worldwide, and he gradually built up the manufacturing relationships in China with Foxconn, which makes most of Apple's products in sprawling Chinese factories that employ 20 years later about 3 million Chinese workers. Foxconn was chosen by Apple in 2000 to manufacture the Apple Mac laptop. Before that it was a parts supplier to Apple. Increasingly Apple relied on Foxconn to make its new products including the iPhone. Both companies growth relied on the manufacturing of Foxconn to the point where Apple was dependent on Foxconn and had intertwined its operations with Foxconn in China. Today the whole relationship is being called into question after two decades in which American workers suffered the effects of the outshoring of manufacturing jobs. It should be noted that though Mr. Trump raised the issue of manufacturing exclusively in China with Apple, the Trump administration did little to change the practices of the company that pioneered this type of massive manufacturing role for China. That surrendered the entire supply chain to foreign suppliers in the interest of cutting costs and maintaining huge profit margins, with which it financed an array of new products and reached $1 trillion in sales from $10 billion, hundredfold increase over 2 decades. American workers and families for the first time in American history got very little from this Cook-Jobs project. American infrastructure in communities that would have been supported by American factories including the services and infrastructure in communities financed through local taxes, a practice throughout the Industrial Revolution in the US, was sharply disrupted over 2 decades. It caused a rupture in social relations and increased inequality in the US, and defunded infrastructure that comes with manufacturing.  It is the task of the Biden administration to now correct what Mr. Trump simply talked about but never induced or required Apple to do- lead the resurgence of American manufacturing, and make its major investments in the US, invest in its workers and families, invest in America. ...

The sense of conflict in China and US relations may not have developed in the shaping of Xi Jinping's thinking till the emergence of Mr. Trump. Jinping comes into the China shaped by Deng and Zemin after the collapse of the purely Communist experiment with modernization without access to western technologies and capital, and the experiment with American help. It is only after the realization that the Communist party had lost its sense of purpose in these years leading to the Bo Xilai episode, and the rhetoric of Mr. Trump against China, that the idea of first friction and then conflict emerged. The initial idea for Jinping before Trump was that this has worked for China- the experiment with the cooperation of the US in modernizing China. Trump's rhetoric and the Republican party's rhetoric about China stealing American jobs and technology after 2015 may have been targeted to win the election but it had an unintended effect after the tariffs of shaping Jinping's thinking about the future for China. Between the Bo Xi Lai episode in 2012 when it appeared he would be attempting to manipulate the Communist party's direction in unknown and unpredictable ways, Bo's trial in 2013 and the anticorruption campaign and the 2015 election campaign of Mr. Trump in the US, there must have been much soul searching in the party that shaped Jinping's thinking about the future for China after all the tumult of the 20th century starting with the Boxer rebellion in 1901. Stability is highly prized in China particularly for modernization. This perspective is important to grasp for world peace to be preserved with different coexisting perspectives about the world based on national as well as shared interests in issues such as climate change. US after its own disastrous experiment with capitalism that led to widening inequality of the kind not seen since Lincoln in the 1850's, the 2009 crisis, and the shift of jobs to China under a purely capitalist idea of how economies should function, had its own national interests in jobs, local manufacturing and Made in the USA. Once this process was underway after 2016 and grasped by president Biden after 2020, and supply chain reconstruction made the goal after covid, the US and China were on divergent economic and political paths.   That rethinking by Xi Jinping is not over as it may still be going on. The war in Ukraine may even convince Jinping and China's No. 2 leader Li Keqiang who studied the US constitution and American urbanization under mentors when he was in college, that Russia's prolongation of the war in Ukraine does not serve the interests of China. That risking relations with the European Union as Russia prolongs the war and finds itself in the complex problems of  a war it started, is not in China's interests in setting its own course for the future. ...

About the title it depends- costs have come down for food made at home and eating at home, it is the cost of eating outside that has doubled from 3% in 1960's the Kennedy years to 5.7% in 2024 as a share of personal disposable income.  Costs of eating at home are now half of what they were in the Kennedy years when they were about 13% of personal disposable income, as shown in USDA data and charts.The American public says in voting preference and other surveys  that inflation is a key concern, food prices  are mentioned as a key concern. Food prices fell by about 8% during the pandemic 2020 and rose quickly by 2022 by 12%.    Eating at home declined from about 13% of personal disposable income in the Kennedy years in 1962 to about 9% in the Reagan era in 1990 and down to 5.7% today. The real culprit in food inflation is people paying higher prices to eat outside at restaurants. In that period obesity has increased and general health has declined by these spending habits and lack of food savy cooking knowledge that not only cuts costs but also makes it possible to eat healthier by controlling intake of the fat, oil, and other poor ingredients by cooking for oneself at home. At home one avoids packaged goods and cooks the food from healthy ingredients. A correction is badly needed and will help not only health but also the family budget. Its a crazy way to do things not to educate children on healthy foods starting early in school, including in designing lunches and gradually increasing interest in making simple items from scratch. And instead to neglect food and food intake ending up with increase in cost plus poorer health outcomes. Hitting not just the family budget, also the nation's budget with higher and higher expenditures on healthcare. American habits need a change to make more at home like mothers and grandmothers in the 1960's and reverse obesity, poor health outcomes. As for the manufacturers of packaged foods President Biden talked recently about shrinkflation putting less in each bag of food at the same price. "The American public is tired of being played for suckers. I've had enough of shrinkflation. It's a ripoff." WSJ looks at food prices in 1991 and other points in the past and today. In 1991 as a percentage of disposable income food was 11.3%, according to Agriculture Department. This was after an inflationary increase in the 1970's. USDA data shows it has reached 11.2% in 2022. The public is responding by eating less outside and making its own granola and other items, and generally buying less that cuts into sales, a healthy trend. This is expected to lead grocery stores and manufacturers to reduce prices in 2024. ...
