This is occurring in the middle of bigger changes, and as GM moves to introduction of more fuel efficient cars with better quality and appeal to younger demographics. GM is restructuring to transform itself into a global company with growing Asian sales and shifting volumes overseas. It is shifting employee and capital base to more countries overseas to create new opportunities and make GM a new and different company, a global company. Incentives pay part of the gas price for buyers, and more fuel efficient SUV's also chip in to pay gas costs. Americans are not out to get off the SUV's just yet, as fuel effficiency standards go up.The investments oil companies are making are expected to provide a payoff in increased production by 2008-2009, and the new oil policy of Saudi Arabia kicks in (see Naimi at CSIS 2006 meeting). The situation eases up for families accustomed to carrying kids around or hauling stuff around. BAE Systems has a $120 million contract to provide social anthropologists to the Defense Department of the USA. In December, L-3 Communications Holdings Inc. acquired International Resources Ltd, a Washington based economic-development firm which is different from its military advisory business. This is the way the Defense Department and the suppliers to the Defense department are changing in response to Defense Secretary Gates philosophy that economic development, rule of law programs and strategic communications and a whole host of soft power initiatives are essential needs, and to the new President's philosophy. Now US Defense suppliers Lockheed and Northrop are providing peacekeepers thorugh the State Department, and BAE SYstems is providing social anthropologists in addition to armored vehicles to go with US troops on village patrols. The State Department, Agency of International Development and a changing Defense Department are all getting the attention of suppliers who are building new relationships for new needs and new services tackle the issues of terrorism, poverty, drugs and crime that generate or exacerbate conflict in other countries. In the first budget presented recently Obama pledged $50 billion double the amount before for foreign assistance. A portion of the $130 billion requested for wartime operations in 2010 will be allocated to these new kinds of services which are more effective and generate better understanding and support for the US in other countries....

The government created a$5 billion fund to guarantee payments to auto parts suppliers for products shipped to car companies. This stabilizes the auto parts companies which are finding it difficult to access credit and have late payments from car companies. It ensures money for payrolls and other expenses. And autoparts companies receivables can now be sold to the fund so that thye have more liquidity. It also generates more confidence for the auto parts sector that they can survive the difficult conditions facing them and be asteady source of parts for car companies.

The problem the world feels with the flawed nation idea is that it does not make America the beacon of democracy, the rule of law, of scientific and industrial progress that offer a path to progress for the emerging nations of Africa, Latin America and Asia, that they can emulate. AP History of the College Board does not accept the idea that the Bible was the source of inspiration for the Pilgrims that came to the US on the Mayflower, and not reading the Bible is to not be able top see life as seen by the early settlers of the US, even when there were flaws. ...

“The industry operated in a certain manner in the first half of the decade that is not an appropriate path for the second half of the decade,” says Microsoft President and Vice Chair Brad Smith. Microsoft will now act as aresponsible company and pay higher electricity prices, replenish water supplies, and pay more for land so that electricity prices are not pushed up by AI data centers and passd on to consumers. This draws praise from DJT as the US faces an affordability crisis and AI is suspected to increase the cost borne by consumers of electricity.

For the first time the U.S. focuses on the huge trade deficit with China in a serious way. The trade negotiating team led by Robert Lighthizer has set forth its negotiating terms.  1. China must reduce its trade deficit with the U.S. by $100 billion in the first 12 months. In the next 12 months it must reduce its deficit by another $100 billion. In 2 years the trade deficit the U.S. has with China must come down by $200 billion. The issue is no longer just the tariffs on steel, it is about the core issue of balance in  trade. 2. The U.S. says subsidies to state industries in the "Made in China 2025" program must stop. Here the focus is on gaining an unfair technological advantage with a combination of U.S. technology imports and subsidies to state advanced manufacturing industries to erode over time the U.S. technological lead.  3.  China is expected to cut its tariffs by about two thirds on imported products so that the tariffs match that of the U.S. This is the first serious negotiation the U.S. has conducted with China on the core issue of the trade surplus which is growing with a stronger dollar not declining. The surplus approaches $1 billion each day for about $365 billion a year, unsustainable from any perspective. The vital issue of the erosion of the U.S. technological advantage under the Made in China 2025 has turned this issue into one in which the U.S. is unlikely to back down. Especially now that Mr. Lighthizer is leading the  negotiations and has the confidence of the president of the U.S. Lighthizer is a veteran of negotiations from an earlier period -under the Reagan administration in a similar situation with another national competitor- then it was the Japanese. A relentless negotiator as the U.S. seeks to reverse a trade imbalance of stupendous proportions neglected by previous administrations.           ...

Ahmadinejad says at a news conference in New York that he opposed the decision by Iran's central bank to allow the currency, the rial, to drop by about 60% against the dollar in the first 9 months of 2012. Marie Le Pen in France and Salvini in Italy have dropped ideas of France or Italy leaving the EU. Nationalist politicians are now shifting to a new agenda of reforming the European Union from within. Voters are being reassured by politicians that it is best to remain inside the European Union. Chancellor Merkel has carefully guided the European Union through this crisis, first through the eurozone financial crisis, then through a period of migration to Europe from war torn Middle Easter and African countries, and more recently with president Macron of France facing the effort to get Britain to leave the EU. After Boris Johnson's win in British elections with 44% of the vote Britain now faces the difficult choice especially for hard line Brexiters such as Mr. Jacob-Lees Moog and Johnson, to either accept European rules, regulations and standards over which it has little control or lose market access to the EU. There is also the issue of Scotland which favors being inside the EU and a Scottish independence referendum. ...
