The WSJ's Troianovski and Benoit's interview with German foreign minister Frank-Walter Steinmeier. Steinmeier served as foreign minister eight years ago in a prior four year term. Steinmeier says he does not know whether he would have taken such an active role 8 years ago in diplomacy and talks with other countries, given the German public's reluctance to take an active role in world affairs. He and chancellor Merkel are much more active and the chancellor has been vocal about Germany's position in a way that Germans are not accustomed to. This has led to criticism inside Germany about Germany's role. A poll by TNS Infratest Policy Research in spring 2014 shows that only 37% of Germans say they want to see Germany more engaged in international crises. The same poll conducted recently showed the results were still the same, little change in how Germans see their post World War II role. Steinmeier says this is the difficulty he faces, to do what is needed as crises happen and call for a German role, presenting no real alternatives. He has on his desk at the foreign ministry a color lithograph of Social Democratic Chancellor, and Mayor of Berlin during the Cold War, Willy Brandt, with Brandt's words from 1969- "We want to be and to become a nation of good neighbors, internally and outwardly." Steinmeier expresses disappointment with the recurring crises in Ukraine, and says he can only guess Russian intentions, that Russia is looking for international respect and recognition. German business critics point to lower exports to Russia. And most Germans prefer that Germany maintain a peaceful role without foreign engagements. Sanctions that hurt the Russian economy are not seen as part of the German role, but Steinmeier who headed the chancellery during Gerhard Schroeder's term as chancellor from 1998-2005, says in the long term Germany has to support a world with rules. It should be mentioned that Willy Brandt as Mayor of Berlin 1957-1966 during the Eisenhower and Kennedy administrations was internationally engaged in a way that goes even beyond Steinmeier's engagement today....

Starmer's visit to China and the result being halving of tariffs- it comes 8 years after Theresa May's visit 2018.  Starmer is following his intution  to set an independent course for Brtian's foreign policy. It makes sense as the US is using common sense in coming back to basics, to getting its own hemisphere policies right. How could there be a situation like that in Venezuela and Mexico as with the drug cartels operating as states within states- what would Teddy Roosevelt say about this? So we now have the Monroe Doctrine, the return of the Panama Canal, the restructuring of the oil industry in Venezuela, and other action. This also means Canada and UK, India, European Union can pursue policies that are common sense. It means for Britain a new openness with China after 8 years inward looking with Austerity, Brexit and Covid. For a smaller economy it makes sense for Britain to have agreements on trade as it signed with India, and now with China. Carney, Starmer and soon Merz will have worked out relations with China on trade and exchanges. For Europe and the US over concentration of making goods in China can be corrected while still engaging with China. For the EU the visits Germany's Merz made to the kite festival an India and Leyen/Costa of the EU following up with trade agreements are all part of common sense to not just reduce over concentration in China, but also to build a new partnership with India to form a 2 billion people market. All of which happened suddenly as European nations realized how to work out new arrangements following the war with Russia over Ukraine and China's support for Russia, taking up the cues from DJT common sense action in its backyard. "I'm a pragmatist, a British pragmatist, applying common sense," the prime minister tells BBC on the plane and says he wants to "make Britain face outwards again."  ...

Arina Haslova and her children make their way to southern Brazil where Ukrainian immigrants have moved to in the 1890's and during the second world war. She moved from Kharkiv to Warsaw and then to Brazil to this small town of 53,000 people most of them from Ukraine, where the weather is cooler than the north of Brazil. This WSJ report describes the first days for this small group of refugees who fled Kharkiv with just the clothes on their backs leaving husbands behind- ten women, two men and sixteen children. The first days experience, hot days followed by a downpour of rain, no snow.

There is only one way to interpret this. Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. There is the issue of nuclear non-proliferation on which US, Russia, China, India, Germany and the EU, and the rest of the world are in agreement which meant action to end Iran's nuclear program. Putin met with Iranian Foreign Minister and looked for a way to end the war. Putin said: “This gives us a chance to…think together about how it would be possible to get out of this situation,” said Putin. From the point of view of a safer planet Biden's period of not talking to China during the balloon incident, and not talking to Russia with a single minded focus on Ukraine conflict, can be seen as not the way a responsible world power should act. DJT's emphasis to end the wars in the Middle East yet standing firm on Israel's right to exist and the non proliferation of nuclear weapons, and working to end the war on Ukraine by puting pressure on all countries, is proving to be an approach that gives all world powers a chance to reflect truly on their obligations to their peoples and the people of the world. Biden efforts to reduce the level of escalation in relations with China include a visit by Secretary of State Blinken to Beijing in June 2023. The US says it seeks "to responsibly manage relations with China." The visit of Blinken to China was planned for February 2023 but postponed after the shooting down of a Chinese balloon craft in US airspace. China's support of Russia in the war with Ukraine has further strained relations. A similar effort is under way to reduce tensions with Iran by approving 2.5 billion euros payment by Iraq for Iranian oil deliveries. China sees Biden's efforts for stronger competition with China as affecting its economic interests. It seeks economic ties in the face of a slowing economy preserving its advantages in manufacturing developed over 2 decades. The Biden administration seeks with the EU a new supply chain that corrects the errors of overconcentration of manufacturing in China. This is what China means when it refers to the Biden administration stoking "competition" with China, as affecting China's sovereignty and national interests.  ...

After a swift course of events and British withdrawal from Greece and Turkey by March 1947 this is the address to the US Congress made by US president Harry Truman on March 12, 1947, for $351 million in aid to Greece and Turkey facing Soviet threat to the two democracies after German armies had destroyed most of the infrastructure in Greece, thousand villages burned, 85% of children tubercular, with no savings, tragic conditions and facing political chaos. Truman said in this address aid was one tenth of one percent of the $341 billion spent to fight threats to democracy in World War II. "One of the primary objectives of the foreign policy of the United States is the creation of conditions in which we and other nations will be able to work out a way of life free from coercion. This was a fundamental issue in the war with Germany and Japan. Our victory was won over countries which sought to impose their will, and their way of life, upon other nations." Shortages of natural gas lead to a 40% rise in prices. China is bidding high for gas supplies as it faces shortages of natural gas for heating during the coming winter. The UK and Europe also face shortages. Russia has the largest reserves of natural gas and is by far the largest producer. The start of the undersea Nordstream 2 pipeline avoids use of existing Russian pipeline through Ukraine. It is seen as a way to bring in more supplies to Europe.

Australia is another large producer of natural gas. China is now changing its import ban of Australian coal and natural gas as it faces a cold winter.

Biden's ultimate faith in the fairness of the American cause and the American people gets him two big wins with the $280 billion semiconductor bill, and the $369 billion climate change action bill. Biden says about this when many had given up hope- "The work of government can be slow and frustrating, and sometimes even infuriating. With Europe at war and struggling to get through the winter with gas rationing it was up to America to lead the way as the world faces ever increasing floods, fires and heat waves that affect food supply and environment. And Schumer? The New York Democrat asked about the effort quoted his father who passed away last year. "As my late father said: you need to persist. God will reward you." For months Mr. Manchin a critical vote in the US Senate had opposed the Democrats proposed bills. Then Senators Mark Warner of Virginia, Chris Coons of Delaware, John Hickenlooper of Colorado took a different approach. They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way. Vladimir Medinsky of Russia, 54 years, sees the Ukraine war though a different lens. He is the head of the negotiating team for Russia with Ukraine in Istanbul. He sees as an example that Russia prevails in long wars- the 21 year conflict of Peter the Great with the Swedish Empire 1700-1721. The Battle of Poltava in 1709 led to the Russian victory even though the war ended in 1721, with Russia not Sweden dominant in the Northern Baltic region.

Lower oil and natural gas prices are a big boost to the economies of the US and the European Union. Cost savings equal about 3.5% of GDP in Italy and 2% of GDP for Portugal, Germany, and Spain, according to Capital Economics. The price of oil has dropped to $77 a barrel from $121, falling below its pre Ukraine war levels. This boost could increase eurozone output by 1.5%, equivalent to about a years worth of growth. Instead of contracting by 1.3% eurozone economies are expected to grow by 0.7%.

China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

This WSJ editorial says despite his call for "hard-hitting sanctions" prime minister Cameron of Britain has not taken action to stop the flow of "dirty money" from Russia into the City of London. About $75 billion left Russia so far in 2014 in capital flight as the Russian elite shifts money overseas including to the City of London. France has a planned $1.6 billion sale of Mistral naval ships to Russia, and will need the British example to cancel this sale. Putin's strategy is to distance Europe from the U.S. In the EU countries opposing tougher sanctions are Germany, Netherlands, Italy and Greece. Netherlands suffered the most with 193 Dutch citizens killed in the shooting down of Malaysian Airlines Flight 17 over eastern Ukraine.

A small town mayor who says he will fight with Biden for workers and families in every county in Pennsylvania wins the Senate seat against aTV health show host favored by Mr. Trump. The scrappy fight put up by Democrats on their own in different parts of the country is the main takeaway from this election for control of running 36 of America's 51 states and control of Congress. Fighting an election with major legislation on controlling healthcare costs and for renewable energy, infrastructure investments, Mr. Biden and fellow Democrats was forced into a back to the wall fight because of price increases from Russia's war in Ukraine. Voters took notice not falling for the message on inflation alone that is being tackled by the Fed's Jerome Powell, giving room for seeing the larger picture.

Most of the media has failed to cover this aspect, yet the Collective agreement is a big, a huge plus on June 17 2026 at the G-7 Summit (G-9 expanded with India and Brazil). There was discussion and effort to convey different points of view which was an healthy aspect of this G-9 meeting in Les Bain, France, near Geneva. German chancellor Merz described the atmosphere as very constructive with lots of open thoughtful discussion- "This is the ​first ‌time since [US] President [Donald] Trump took office that we ‌have issued a joint ‌declaration ​at a G7 summit and found common language on the major ​foreign and security policy issues of our time. ⁠I ​consider that ​a real success."  "This ⁠sets a new tone, including ⁠regarding ​trans-Atlantic unity and resolve." Merz says all issues on the summit agenda were talked about "very openly" and "very constructively." Merz  says he will support a peace deal in the Middle East, including a possible military mission if there is "a lasting ceasefire."  A series of "preconditions that are not yet fulfilled, so there is no immediate hurry." What this means, as most of the media has failed to cover this aspect including NYT, WSJ and Washington Post, is that the US and the EU, India and China, Brazil, the poorer countries  Egypt, Pakistan, Turkey, are now in a lot better positions, coming at it from different angles,  and are all aligned for their own interests, to push hard to support the US effort to get to the Memorandum of Agreement with Iran, and future settlement in Ukraine. The onus is for Iran and the entire Middle East to collectively come to an agreement to live with harmony among the neighbors for the mutual interest- including a nuclear free Middle East that is in their mutual interest- so that the rest of the world's people, a massive 5 billion compared to 500 million in the Middle East can industrialize, modernize, and make economic progress that benefits all the people of the world. ...

This article in DW.com says Russia's open intervention in Syria with bombing attacks on Aleppo comes with risks. It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

Former Chinese foreign minister Wang Yi (2012 -2022) and its senior official makes these comments at the Munich Security Conference on US shooting down Chinese spy balloons. Yi says it was "absurd and hysterical." He says China is going to put out a paper on Ukraine that would underline the principles of territorial integrity and sovereignty. For China its crucial relations with Germany, trade with Europe are critical for its economy and growth. Germany's coalition government itself is divided on investment by China in the port of Hamburg, with the Greens not supporting that decision by chancellor Scholz. The issue for Biden is not simply the balloons. As The Guardian points out the US is pushing for China to withdraw or at least make conditional its support of Russia in its invasion of Ukraine that is a clear violation of the UN Charter that China says it supports.

One of the Russia's goals was to form a rival economic bloc of former soviet republics. Instead the Ukraine invasion has led to disastrous results for the economies of this region which are interconnected. Research from the World Bank shows the Russian economy declining by 11% and with further economic impact upto 25%, Ukraine's economy by 45%, former soviet republics like Tajikistan, Uzbekistan, Kyrgyz Republic, by 30% because of loss of remittances and the fallout from the economic effects on Russia. Belarus would see its economy shrink by 30%, Moldova by 30%, according to the World Bank. 

The miscalculations of all sides from leadership in Russia to that of Merkel in Germany, and the invasion itself, is putting severe economic losses on this part of Europe. Many of these economies will have to take loans from the IMF and the World Bank to remain solvent.

William Burns is president Biden's CIA chief. He has spent 33 years in the State Department and this experience is being used by the Biden administration as Burns is sent on key missions to the Middle East. He was in touch with Putin before the invasion of Ukraine. He made 16 overseas trips since taking up the job in March 2021 with missions to Kabul to talk to Taliban and to UAE to meet leaders. He is seen here in this WSJ report as someone who can take up making conversations with people Mr. Biden isn't ready to talk to or preparing the way for future conversations as in the Middle East. Mr. Pompeo took that role under Mr. Trump.

The Ukraine, Israel and Indo-Pacific aid bills are passed in the House of Representatives with 316-94 vote on April 19, 2024. Vote rule set with support of Democrats made a simple majority vote sufficient to  pass. It was a significant win for both parties as 165 Democrats and 151 Republicans voted for the bills. 55 Republicans and 39 Democrats voted against. It was as Speaker Johnson had said earlier for each Congressman to vote his conscience. Speaker Johnson said it was the best possible bill "we could get under the circumstances." He said if this wasn't done then Democrats would have bypassed Republican leaders and forced their own package of bills through the House. As a nod to the former president $60 billion in aid to Ukraine has $9.5 billion in forgivable economic loans. Overall similar to what Democrats had passed in the Senate over a month earlier. “I hope at the end we can take care of our responsibilities. Ukrainians desperately need lethal aid right now. I mean we can’t allow Vladimir Putin to roll through another country.” - Mike Johnson, Speaker ...

Senator John Thune of South Dakota who had the support of Senators Daines and Mullin, and of retiring Republican Minority Leader won in a 3 way race against John Cornyn of Texas and Rick Scott of Florida. Scott of Florida had support of the MAGA allies of DJT. His liability was the way he had run the party as head of the Congressional campaign of 2022 with poor results. DJT stayed aloof from the race only saying he expected the Senate leader to defer to his policy for Ukraine.

Thune won 29 votes to 24 for Cornyn. His way of running the senate will be more open than Mitch McConnell's, getting more feedback from Senators, and more open to amendments. Priorities are securing the border and reauthorizing the tax cuts.

Thune seems a good choice so that the president gets to hear views of all members in the Senate and is well informed to make decisions.
