As she runs for president in 2016, Hillary Clinton faces a difficult challenge- to give Democrats a third term in the White House. Presidents elected for a third term such as Truman who followed Franklin Delano Roosevelt, and president George H.W. Bush who followed Ronald Reagan, were helped by the popularity of the president from their party who preceded them. Reagan's popularity rating was 57%, in the month preceding the election of George H.W. Bush, according to Gallop poll. Truman continued the popular policies of FDR, and took a strong foreign policy direction with the help of a capable team led by Marshall and Acheson in responding to the Soviets in the Cold War, before the 1948 election. In that election Truman upset political pundit predictions. He also brought an extraordinary tenacity in the rail tour across the U.S. and on the campaign trail. Hillary Clinton faces the 2016 election with president Obama's popularity rating at 46%, with only 32% saying the country is on the right track, in the WSJ poll. This means Clinton will have to distance herself from Obama to some degree. Other issues include her age 67 years, and the sense that she is somehow from the past in U.S. politics, offset by the experience she now brings. Hillary's popularity rating show 44% having a positive image in a WSJ-NBC poll of March 2015, down from 56% when she gave up her position as Secretary of State in the Obama administration. Her main Republican challenger, Jeb Bush, has only a 23% favorable rating in the same WSJ/NBC poll. Hillary's strategy for 2015 is to avoid large gatherings and try to meet people in small groups in this election campaign, so that she can bring a personal touch and come alive as a candidate relating to the everyday aspirations of working people. Hillary's election will depend on whether she can mount the kind of campaign Truman fought and relate directly to ordinary voters....

Rich calls Obama's speech for all its apparent thoughfulness and logic, a failure in its mission of coming up with a way to tackle Afghanistan and Pakistan. It did not grapple with the real issue and complexity of these places. He says the rigorous analysis failed and what Obama is ending up with is a too clever by half holding action which lacks credibility becuase the Karzai regime lacks credibility, and the American people have serious doubts of the wisdom of increased involvement. Worse it lacks acredible exit strategy for all the emphasis on early withdrawal. Making some calculations with Petraeus's field manual Rich comes up with a force of 586,000 that would be needed for a proper counterinsurgency in Afghnistan for its population of 28.4 million. But America still would have only less than one fourth of this number in the vast mountainous terrain of Afghnistan, especially when the government it is backing has seriously alienated its own people. So isn't it just as possible that McChrystal and Gates have made a serious error, that the surge that worked in Iraq was based on apeculiar topography that is absent here, which means even more troops not awithdrawal is likely a year from now? He points out that, as Fred Kaplan had pointed out in Slate, that the idea that the coaltiion partners are increasing their share of the burden is an illusion, as America's new share of allied troops with the surge will be 70% compared to 50% when the Bush administration left office. But what he finds most disingenuous is the idea that there will be no sacrifices in economic terms for America, that life can just go on like before, even as the cost of the war will shortchange urgent economic priorities at home and even gut alot of the domestic needs. This was missing in the Obama presentation....

This report in the Economist magazine says views in the Trump base of support in rural areas and among white working class voters are likely to persist for some time. One reason given is that many of these people live in isolation and little contact with the more educated urban voters in America. Another factor cited here is that only a fifth of voters follow politics closely, and of these voters only a small fraction have a good grasp of the positions of the two major parties. Most people follow the instincts and thinking of the groups they are with. As a result many of the issues covered in the media such as climate change and U.S. withdrawal from the Paris agreement, the Comey firing and the Mueller investigation into Russian meddling in the election, president Trump's Twitter comments, are not having much impact on the president's ratings among his support base at this early stage of the Trump presidency. Yet it is too early to tell only 6 months into the Trump term in office. After 8 years of president Obama's two terms in office voters who feel left out are not likely to change their views in so short a time. Republican voters as distinct from the core Trump base voter are also unlikely to change their views after 8 years of Democratic party administration. By staying close to traditional Republican party positions president Trump is likely to continue to have the support of the lifelong Republican party voters unless things change. Can a centrist position emerge after voter fatigue with excessive partisan opinion, as voters seek to make America a more quieter place and a consensus on working together to lift all boats emerges. This could be expected as time passes.   ...

A NATO summit has tension and uncertainty with president Trump pushing forward his idea that Europe should take on a larger share of the burden for its own defense. Some of this goal was achieved with the jawboning style of Mr. Trump- NATO plans to increase military spending and increase EUropean governments share of defense spending. A European Defense Fund with 13 billion euros of funding is being set up to develop military capabilities. This is also what Mr. Trump hopes to accomplish by using this approach where other approaches were resisted by Germany in previous American administrations from Bush to Obama. It is also why Mr. Trump says he thinks NATO is now stronger than before, even though his approach throughout is unorthodox from Korea to NATO. Europeans see a divergence between the U.S. and EU on issues- such as Iran, Middle East and Israel, and Mr. Trump's efforts to maintain good ties with Russia meeting Mr. Putin after the Summit. This leads to a sense that the U.S. cannot be depended on in the face of threats to the EU. Mr. Trump's policy suggests the U.S. has no permanent friends or permanent enemies, will follow its own interests independently of its transatlantic partners, says one expert. At the root of the problem lies Trump's conviction that the European nations benefit economically by spending less on defense and thrusting more of the burden on the U.S. -even after 2 costly wars have diminished American desire to take on responsibility especially as other economies have prospered better than the U.S. ...

Joe Nocera of the New York Times, says that it is the Attorney Generals of the 50 states in the USA, that have taken up the rights of homeowners, not the federal authorites. He points out that the Obama administration, the Treasury department and the federal agencies, have failed miserably in getting the banks and servicers to take loan modification seriously. It was the attorney generals of the states that were with homeowners from the beginning, to prevent predatory lending and outright fraud. Until they were stopped by federal bank regulators, who sided with the banks in court. The subprime lending crisis might never have ocurred, says Nocera, had the states not been obstructed in this way. As the subprime lending mounted, the state AG's were talking to people in their communities, and knew the reality on the ground. The Office of the Comptroller of the Currency and the Office of Thrift Supervision, two primary regulators of the banking industry, saw their role as protecting banks from consumers rather than protecting consumers. Professor Prentiss Cox, of the University of Minnesota Law School, who was an assistant attorney general in Minnesota in charge of consumer enforcement, says federal regulators should have been listening to us, instead of trying to shut us down....

Bernanke's plan to address the deep downturn is very aggressive and he is pulling out all the stops. This includes the purchase of mortgage backed securities, Fannie Mae and Freddie Mac corporate debt and other assets, Since it stated its intention in late November to buy such securities, the 30 year mortgage rates have fallen to 5.2% from 6%, and refinance applications have tripled. Now the purchases will be greatly expanded. See the related link to this in Hubbard and Mayer article based on their research paper, in the WSJ, that shows that at a mortgage rate of 4.5% the housing market prices could stabilize. Next step the Fed will, starting early 2009, pump money into markets for student, auto, credit card ansd small business loans in hoping to bring life to those markets. How much money is involved? Quite a bit. All told the Fed's assets could add up to $5 trillion says Ed Yardeni of Yardeni Research, up from $2.2 trillion now. Its these sweeping moves and decisions that have overshadowed the December 16 announcement cutting the target federal funds rate to a range from zero to 0.25%, the lowest in its history. Whats the thinking behind this? Coy of BW points to Bernanke's research on the depression years and the lost decade years in Japan. In 1999, in a book he contributed to, Bernanke referred to Japan's monetary policy and passive approach as a self induced paralysis, including all the zombie loans that were allowed to continue on company books and no effort to clear up the bad assets quickly. He always thought highly of the aggressive approach taken by Franklin Delano Roosevelt, and felt that more tools available and a better understanding of the market system since FDR's day enabled a lot more actions to be taken to reverse the kind of steep global downturn that might occur. Yardeni's view is that even though this huge asset buildup could lead to inflation down the road, the economy in the medium term faces a deflationary environment, and the only way to cope with this series of bubbles bursting is to create another bubble, rather than risk anything going seriously wrong. Basically Bernanke is making an assessment of the current situation, and he sees bad credit situation getting worse, bad unemployment situation getting worse, consumer spending falling off and getting worse, continued home foreclosures and falling prices, the transition between administrations and lack of policy direction for a few critical months complicating things, and he sees the economies of all trading partners in Asia and Europe weakening in great speed, and sees very tough years for 2009 and 2010 no matter what the administration and the Fed do. Not enough aggressive actions to forestall the worst is as bad as inaction in Bernanke's view. And with all the aggressive moves, including the $1 trillion stimulus and infrastructure spending to create 2.5 million jobs that Obama administration plans, the US and global picture for the next 24 months will still be a long uphill climb. So the risks for Bernanke are all in the region of not doing enough and not doing it vigorously and speedily to get the best results. ...

DJT deportation sweep in Chicago. DJT's model is Operation Wetback deportation of Eisenhower administration in 1954 after the Truman administration had appointed a commission in 1952 to investigate the issues from large scale illegal migration. Truman appointed the commission as he objected to racial quotas against Asians. The US Congress passed the Immigration and Nationality Act of 1952, vetoed by Truman, the veto was overridden in the US Congress.  Operation Wetback of Eisenhower in 1954, conducted by Lt. Gen. Joseph Swing, and Attorney General Herbert Brownell, returned about 1.2 million migrants from Mexico who had crossed the US Border back to Mexico by ship or by road into the interior of Mexico. From 1942 for each year the immigration enforcement increased from 12000 in 1942 to 727,000 in 1952, the last year of the Truman administration. This is a pattern similar to what was seen in 2014-2024 under Obama-Trump-Biden. ...

How will posterity view Angela Merkel. As she ends a fourth term this BBC News report says it will remain a contested legacy. Much of what went right has already been written. A woman, a pragmatic scientist who hewed to the center not just as a scientist but with a knack for politics. Much of her early period in office was one in which she had to tackle the eurozone crisis. The euro's weakness had its roots in the way Mr Kohl allowed eurozone membership for countries such as Greece without adequate entry requirements. Some of the other problems were also left behind by an overzealous mentor Helmut Kohl who pushed for German reunification that never really happened in terms of bringing all east Germans into the idea of the Federal Republic. These problems in a neglected eastern part of Germany around Dresden were never tackled by Merkel. They were social issues that Merkel's pragmatic thinking failed to grasp. Letting in migrants from Arab and African countries was a move that Merkel made without realizing the full implications. This policy was reversed but led to the emergence of extreme right wing sentiment in parts of the country. It is left to a future German leader to tackle the social and economic disparities that affect Germany today. As time passes people reflect and a more careful view prevails. Dr Rudiger Schmitt-Beck reflects this when he says that the Merkel years were about  a bizarre mix of modernization and backwardness. Merkel rejected nuclear energy after the events at Fukushima nuclear plant in Japan. As a scientist she was able to tackle such issues. Yet on the major social issues of the day Prof. Schmitt-Beck of the University of Mannheim, says she left Germany "grotesquely behind"- on child care, climate policy, digitization, infrastructure building, on demographic change. These are the issues that the Social Democrats and the Greens are standing up for today. Ironically Merkel may be remembered more for something that is not even mentioned in this BBC report. This is the European solidarity shown by action to financially support all EU countries including Italy with EU funding during the coronavirus pandemic.  This may be her biggest achievement because it will be lasting. Without it Europe would not be the better place it is today, resilient in the face of the pandemic.  Seen from outside Merkel will be seen as a German leader who failed to see the potential for India and other Asian countries with almost twice the population of China. Fascinated with 13 visits to China she studied Chinese history, politics and economics, says the WSJ. And did too little to balance Germany's close business and trade ties with China, with efforts in India and other countries. Seen from America as pointed out in the WSJ front page on September 23, Merkel made no effort to rebuild US relations with the Biden administration after the tumultuous period under presidents Obama with spying on her phone and with Mr. Trump over the EU's participation in NATO defense. She seemed resigned to a view that America had seen her best years, a belief that today does not exist anywhere in America. US president Biden's first phone call to Merkel was put off for a few days says the WSJ, and Merkel continued to build close ties with China, ignoring the fact that this was a new administration closer to that of presidents FDR and Harry Truman who did so much for Germany. And a president very different than any of Biden's five predecessors. ...

Rep. Frank is saying he will move slowly on the bill that gives government the powers to put bankholding comapnies, insurance companies, and other large financial comapnies, into receivership. Now he wnats to put in the same bill the creation of a body that would act as systemic risk regulator. So instead of next month, this may take several months. Senators Dodd and Shelby on the Senate banking committe are also inclined to move slowly. Its hard to say why, because the government has been doing this on an adhoc basis for Lehman and AIG, and it ends up costing the economy even more, and creates more uncertainty. Congress would also need to provide funds for this.

Questions about how Mr Geithner has handled his job at the New York Fed and at Treasury during the bailouts of financial firms. Were there close relationships with bankers, hedge fund managers, and others that compromised the Fed's ability to regulate the financial industry? Why was Geithner advocating loosening standards for the reserves financial institutions have to hold to insure against potential future losses, as late as 2007? Inherent in the design of the job of New York Fed President was a conflict of interest, as the institution is supposed to be a watchdog over the financial industry, but the President of the NY Fed reports to a board that is comprised of the heads of banks and financial instituitons. These financial leaders also participate in the selection of the new President. Geithner was a quick learner and a listener, who asked questions, but he was an outsider coming from work at AID, the IMF and Treasury. He is described by one bank executive Sanford Weill as "a baby face," and lacked experience in dealing with the financial industry. He was brought in by Rubin and Summers, two mentors at Treasury. These two had close ties to the financial industry, and did not question practices of overleveraging and risk taking in the financial industry. Was it too much to ask of Geithner, under the circumstances, that he would rock the boat and ask the tough questions about risk and leveraging. On the other hand did he miss things completely when he was asking for even looser capital standards for banks in 2007, less than a year before the crisis hit, which were never adopted. And was he too close to the financial industry and aggressive in the wrong sort of way when advocating in a meeting as President of the New York Fed, that the government back up all the debt in the financial system. Did he too casually overlook the conditions that could easily be put in place for the government to be able to recover some of the money put into the bailouts. And was he too close to Goldman Sachs, that he brought Goldman in for advice in the AIG bailout, even though there were conflicts of interest and money that would never be recovered from the $182 billion bailout of AIG, some of which went to banks including Goldman. If Geithner had seen some of the problems in risk taking why had he not supported FDIC's Bair in her opposing view for capital reserves, and government conditions on bailouts that enabled some recovery of capital put into failing financial institutions. And did he get too close to Citi, that at one point Sanford Weill tried to bring him in as CEO even when he was already President of the New York Fed. Does it go to show that -the very idea that this was even possible- the design of the New York Fed with the President reporting to the Board of the very same bank presidents that he was supposed keep in check, makes for an incomprehensible position of regulation at odds with the structure of reporting and selection....

Under IMF and US presssure S. Korea's government took tough steps to resolve its banking crisis in 1997. The government closed or restructured 12 of the 32 largest banks and put in $60 billion to write off bad loans and replenish cash reserves of remaining banks, says Prof. Eichengreen. The Korea Asset Management Corporation, a public fund, bought about two-thirds of the problem loans on the bank's books, to free up capital for new loans. This was also done in a compressed period of time under US pressure. In the US because of heavy lobbying influence in Washington and with the Bush and Obama administrations, and the lack of any external pressures such as S. Korea experienced, the banking industry has not undergone a serious restructuring. Volcker recommended reforms have actually been watered down. The difference in the two approaches is striking. S. Korea had the advantage of being able to rebound with exports to a growing US and Europe during that period. A serious restructuring of the banking industry was the first step, something that has not taken place in the US. And there is a failure to cleanup the problem of mortgage backed securities in the US financial system. ...

Latest data from the U.S. Treasury shows it has collected $63 billion in tariffs over the preceding 12 months. Even though there is no agreement on trade with China, president Trump says the U.S. is benefitting from higher tariffs by tens of billions of dollars. In May he estimated tariff revenues could reach $100 billion.This report in the WSJ says this could happen if the the new tariffs of 10% on additional $300 Chinese goods imported to U.S. goes into effect on September 1. This is likely considering that China sees this in different terms than the U.S. such as its sovereignty, whereas the U.S. sees it simply in terms of fair trade. With new elections China may be simply putting things off till the election is decided as Mr. Trump has pointed out. The tally of what the U.S. Treasury gets annually if $100 billion is generated in tariffs goes something like this. Of this $30 billion was generated previously for the U.S. government, so the incremental amount is $70 billion. Of this about $16 billion goes to offset the effect of loss of farm exports to farmers, mainly soyabeans exports to China, through a rescue fund. This leaves additional $54 billion for the U.S. Treasury. Money that could conceivably be put back into infrastructure that the U.S. badly needs in mobile and fixed to improve internet speeds and move up from its low rankings compared to China and other countries. A WSJ report this week shows Germany in worse shape than the U.S., both countries having dismal status in mobile infrastructure- the U.S. at No. 37, and Australia No. 4, Canada No. 3, and even Croatia No. 9. This throws some light on why this trade dispute has become intractable, for China the right of a sovereign nation to move past middle income status even as its telecom technology with Huawei 5G is top class, and for the U.S. the right not to fall behind in advanced technologies such as Telecom. It is also why one hears so much about Huawei and why it has become a flashpoint of the conflict in trade and trade practices. It is thought Mr. Trump is conducting this trade dispute. Yet less known is the fact that prominent Republicans in Congress such as Senator Warner have stated on television talk shows that they are concerned Mr. Trump may give up too much in negotiations that lead to the U.S. not being able to compete in telecom advanced technologies that matter for competitiveness and for national security. What was treated by Bush and Obama administrations routinely without much attention to the consequences is now a top concern for Republicans and others in Congress and business. ...

Create small, more transparent financial institutions out of the big banks by breaking these big banks up and selling them to private equity. These big banks are too big to save, too big to manage, andprone to taking excessive risk, thus damaging the economy. Craft policy and antitrust laws so that no financial firms become too large, as this has been proven to create risks for the whole economy. Do this by dividing banks up regionally or by type of business. TARP simply contimues the old game of big banks and financial institutions. These are the views of Paul Krugman and Simon Johnson presented to the Joint Economic Committee of Congress on April 21, 2009. Senator Tom Cotton says in this op-ed article in the NYT that president Obama's inaction in the face of a chemical attack by the Syrian government in 2013 badly damaged American credibility in the world. Failing to act to prevent the extension of the conflict to civilian areas in 2013,  had many adverse consequences- it showed the U.S. lacking the determination to prevent the use of chemical weapons, worsened the refugee crisis in Europe, created the conditions in which the pro Brexit camp could use immigration as a major issue, left the Turkish government without the support it had counted on from NATO allies and facing the brunt of the refugee crisis by itself as it took a downward course. The U.S. has long held the position of being a force that stands up for the basic rights of human beings, alone of all countries it has felt that it had to act when acts of this nature are committed. In this sense more was lost than just the credibility with other countries, in some ways the light shining on the hill could no longer be seen in the world, bringing on a sense that some dark cloud had settled in. ...

The U.S. National Security Agency is going through four separate reviews- one by a White House internal review team, by the Review Group for Intelligence and Communications Technology setup by president Obama in August 2013, by the Privacy and Civil Liberties Oversight Board setup in 2004, and by the Senate Intelligence Committee. Sources say the head of the agency Gen. Alexander offered to resign but this was not accepted because it would be seen as a win for Snowden. Proposals being considered are having a civilian head the agency, setting up a process where a determination is made balancing the potential value of the information with any political implications. Decisionmakers at the NSA are trained to be apolitical in collecting intelligence making it difficult for them to make such determinations. The recording of conversations on Merkel's mobile phone was made at the request of the State Department. Mr Ledgett, a senior NSA official says there are 36,000 pages of "requirements" or intelligence requests from all parts of the U.S. government, including State, Defense, and Commerce. What to do with such requests and how to assess them will now be important questions for NSA. One of the risks of the NSA revelations is that individual countries will impose restrictions on the internet to protect information leading to a fragmentation of the Worldwide Web. U.S. relations with Iran have remained stuck in the original atmosphere of the period under U.S. president Carter in the late seventies with the Islamic revolution with the most recent president Ahmadinejad being one of the activists from that period, the isolation and sanctions have also created a siege mentality in the Islamic republic. The U.S. and the world has changed since that period after over three decades. The Obama administration sees an opportunity to gradually resolve the Iranian nuclear crisis by relaxing tensions and giving small wins to moderates in Iran like Mr Rouhani. Rouhani may see a way out for Iran's isolation and falling behind other countries in the region in developing its oil resources and economy. The moves also helps to reduce new sectarian tensions in the Middle East as the different countries take sides in the Syria....

WSJ asks the question how are companies run in America by CEO's during the 9 month old pandemic? To answer that question it looks at Emerson Electric, based in Ferguson, Missouri, with its 90,000 employees in the U.S. and around the world. David Farr is CEO of American conglomerate Emerson Electric that makes products in a number of industries, for longer than most CEO's in America. At 65 years today, he has managed the company since he became CEO at the age of 45. It has 8000 employees in China and 10,000 in Mexico, and plants in the midwest, all hard hit by the pandemic. Add to this racial riots after killing of a black man in Ferguson, Missouri, and you have a challenging situation for any CEO.    As a son of a plant manager at a Corning plant in Corning, New York and growing up in a manufacturing environment in England, his instincts are that customers are what matter the most. That shrinking production could lead to some competitors making it and others shrinking if they did not act quickly to protect their supply chains. His goal is to keep factories running to have parts ready for their customers who made the finished product in the oil and gas industry and in factories where Emerson supplied the automated processes. As a first step he has 7 charter planes fly parts from a Nanjing factory to Shanghai when the trucks stopped moving. He campaigns with the Mexican ambassador to the U.S. to have the company listed as essential business to be kept open in a lockdown but fails. He gets up at 5.30 am and works till 8 pm and spends most nights reading, lounging with 2 spaniels, and going to bed early. He tells his son who works at Caterpillar company to get back to work as soon as he can as he believes being on the job is really really important. Yet he is worried up his daughter working as a pastry chef in New York and wants her to come back home to the midwest. He is a manager in the old style saying he wouldn't hire American workers because the Obama administration was out to destroy American manufacturing with its environmental rules forgetting that he was doing just that in the end-  and what had America and the concept of a free nation and a free people with opportunities for all have anything to do with like or dislike of any president or party. He also has his quirks, keeping 5 baseball bats and swinging a bat while he took walks and did some thinking. Passionate, hard working, and getting it done he keeps Emerson in the game as an industrial competitor from the U.S. ...
