This report in the WSJ gives a detailed profile of Liu He, who as vice premier and top regulator is now a top economic official in charge of the financial system and the industrial sector. The appointment will be confirmed at the annual meeting of China's legislature in March 2018. Liu He is a classmate of Jinping at Beijing's Middle School 101, went to Renmin University for a degree in Industrial Economics, and studied at the Kennedy School of Government, Harvard. As the superregulator and overseeing the central bank, Liu He's team has set the goal of bringing financial risks in the Chinese economy under control in 3 years. This team also setup the 2018 economic blueprint that made "Xi Thought" the guiding principles for running China's economy. Financial risks in China's economy from the high debt to GDP ratio which worsened after the 2008 financial crisis and higher lending practices, are seen as a threat to the economy. Policy now is focused on stabilizing the economy and setting a long term path to slower but sustained growth, so that the entire country can share in the benefits of modernization that the coastal regions and parts of the country in the east have experienced during a period of rapid growth. Even the quashing of term limits for presidentcould be seen in the light of this economic blueprint as financial risks could lead to other serious problems if a stable path for the economy is not set and followed over the next decade. As part of this effort Xi Jinping has focused his efforts on corruption to improve perception of the party in the country. Liu He is the main economic official speaking for Jinping at Davos Forum. Another member of the circle advising Jinping is Wang Quishan, who has helped run the anti-corruption campaign. Both Liu He and Wang are expected to handle the future relationship with the U.S. Liu He's policy ideas are for strengthening the state sector with mega mergers, closing less profitable competitors, reducing industrial overcapacity, and making the remaining companies stronger and more profitable. GM will pay Prudential Insurance $29 billion upfront to take over $26 billion in pension obligations for its salaried retirees. Pension buyouts will cost about $3 billion. GM said on May 31, 2012 that it will turn over the responsibilities for all assets and obligations of its salaried retiree pension program and management of the obligations to Prudential Financial Inc. This will be done by purchasing of a group annuity contract. GM says retiree payments will be kept the same. About 42,000 of the 118,000 salaried retirees will be given the option of a one time payment. Ford has made a similiar plan. GM has $134 billion in global pension obligations, with a $25 billion shortfall, which affects its debt ratings and draws investor concern. This is one step in addressing this problem. GM plans to do the same for the pension obligations of union retirees which is about twice the size of the salaried workers plan.

The fact that G7 leaders are meeting in Japan also has significance as Japan unlike Europe with NATO faces Russian presence in its northern islands and China in the South China Sea and around Taiwan, North Korea, with only the American defense agreement in any conflict. The US should push forward with its plans to compete with China and Taiwan in the chip business. That was the intent of the Chips and Science Act that both parties supported in Congress. The naysayers simply don't want to take up the difficult challenges and are wilting even before the struggle to regain advantage in chip US manufacturing technologies has begun. Gelsinger at Intel says the scale is necessary for gaining technologies, and making chips for other companies is key to doing this. The products business and business manufacturing for other companies complement each other and enables Intel to co-develop technologies and introduce them faster. Amazon cloud computing has given Intel its business order for AI fabric chips, other companies will also decide to go with a US supplier. Gelsinger's goal at Intel is to make it the second largest manufacturer of chips by 2030. This is not just the goal of Intel, it is the goal of the US to recover its chipmaking capacity and technologies as a major priority for the Nation. It takes ten years to make such a change, after the neglect of the US to add funding for US manufacturers as China and Taiwan have done. Intel is doing this faster  and losses will peak in 2024. Leadership at Intel must persevere with "bold, persistent innovation."   ...

Rajasthan has tended to give only 1 term to an incumbent government, and in Madhya Pradesh Congress party had 113 to BJP's 111, a very close vote, with the BJP facing anti-incumbency sentiment in an effort to win a fourth time in succession.  A lot depends on regional allies for the Congress says Biswas, and here it is not clear how well this will work. The Modi government faces discontent of farmers, and the loan waiver for farmers promise by Congress helped it with voters. In the general election much also depends on how well prime minister Narendra Modi keeps the narrative focused on development and retains the support of younger voters, and his personal popularity. This only leaves an embattled Republic between a government that has struggled to create jobs and modernize the country even with good intentions, and a older centrist party that has not cultivated new leaders from within its ranks and lacks a compelling narrative to take the country into the ranks of close to developed nations the way its neighbors South Korea, and China have rapidly developed. ...

A wider debate than this is needed on vital issues that affect the 400 million people in the US and Canada and the 500 million in European Union and Britain. Articles in Foreign Affairs can tilt the direction of American policy leading to involvement in conflicts overseas which are not in the US interest instead of educating the population on international affairs which is something very different. Mark Roe and expert on cororate governance and bankruptcy law at Harvard Law School, says two of the toughest issues facing the auto industry are clearly better dealt with under bankruptcy law. For the $30 billion of bond debt he says while a few holdouts can prevent arecapitalization outside of bankruptcy, under bankruptcy Chaoter 11 bondholders vote on the plan, and if those holding more than two thirds of the bonds by dollar value accept the deal it applies to all of them. For the supplier network he says courts know that the bankrupt company has to have supplies, inventory and parts flowing for it to function, so the bankruptcy code and bankruptcy courts put payments for new supplies at the top of the queue ahead of old lenders. HE says a bankruptcy judge has to approve these kinds of payments, but the approvals are regular and quick, sometimes on the first day of bankruptcy. So why is GM management saying the supplier network would collapse under bankruptcy? Mark Roe's answer to this question is that bankruptcy usually leads to a sharp change in management, and a new direction for the company. He adds that here are experts at fixing troubled companies who would take new directions and be more effective than current management at GM. ...

GM and Chrysler will face a tough market in the years ahead. The last year as seen GM's image with the American customer erode even further. Reputation Institute surveyed 70,000 people worldwide, and found only Mitsubishi and AvtoVAZ have a worse image. This inspite of improvements in quality at GM, which shows that management errors and its image matters a lot in buyer behaviour. Worse still GM and Chrysler, both are not favored by the younger generation of customers. The new demographics show that 73 million 21-33 year olds will be customers in the next few years, and they have shown little interest in Detroit brands. These people says one expert on atitudes towards automotive brands at AutoStrategem, can't see heir friends in these brands, and so can't see themselves in them. Perception matters a lot to these young people who are better educated. Studies have shown that college graduates and better educated Americans favor overseas brands by a wide margin. Chrysler is pervceived as having poor quality according to JD Powers and Consumer Reports. With $21 billion in debt Chrysler is more burdened with costs, needed improvements are less likely without investment. Chrysler may shrink to 6% of the market says BW, and GM will probably go down from 19% in 2008 to 14% in the next 3-4 years, as competing with Honda, Toyota, Hyundai, VW and new competitors from China and India makes for a very tough environment. Worse still there is about 90 million car production capacity worldwide, and the worldwide market has shrunk to 55 million cars and is still shrinking. ...

GM management is now considering government supported bankruptcy as a serious option, after insisting for months that that would not work, and that it would affect the whole supply chain. This comes as GM's auditors raised "substantial doubt" that GM could operate as agoing concern considering its state of finances. Prices on GM's bonds are down to less than 20 cents on the dollar, for GM's $3 billion 30 year bond. according to Thomson-Reuters. Under bankruptcy GM's entire debt load could be reworked and bondholders would see it in their interest to make necessary concessions for this to happen. Also the franchise overhaul could proceed on the retailing side. A prepackaged bankruptcy would typically be accomplished in afew months.

He said at a news conference with French president Macron that it was "our duty to protect Mother Earth."
