The European Central Bank says it will no longer accept Greek bonds as collateral for loans. A similiar move preceded negotiations in 2012 for revisions to loan conditions from the ECB-EU and the IMF. Greece's banks will no longer have access to cheap loans at 0.05% from the ECB. The banks can still use the Emergency Liquidity Assistance facility for loans without which Greek banks would face serious problems. The ECB's reason for this action was that it no longer had confidence that Greece would comply with the bailout terms and could not conduct an ECB review in the current conditions. Both sides are staking out initial positions in the negotiations. Greece's prime minister Tsipras says he wants to work within the eurozone rules and at the same time respect the mandate from the Greek people for better terms on the loans. Tsipras met with the EU's Martin Schulz, and the ECB's Draghi, as the EU and ECB begin discussions.

This NYT report says US president Biden is different from past presidents in two ways. He is pushing for infrastructure spending on a big scale from the very beginning of his administration. He is also not interested in shrinking his plans for multi-trillion dollar infrastructure spending to win support from Republicans. A big reason is that he sees the opportunity to go ahead because the perceptions of the American people have changed in the last five years, and have changed even more in the last year with the pandemic. Health, education,  infrastructure, and competitive technology leadership resource development spending with government playing a leading role is seen as indispensable for the US as a nation if it is to play the leading role that it has played over much of the last 100 years. Only a last minute change of heart by Senator Tillis gets the 50-50 tie that was broken by VP Vance's vote to get the Hegseth nomination through. Armed Services chairman Wicker in questioning in the Senate supported Hegseth as he faced tough questioning from Democrats Duckworth, Slotkin and Peters.  Wicker cited Hegseth's service in two wars in combat as a Major in Iraq and Afghanistan and the way many who had fought in these wars had struggled and overcome difficulties, the need for second chances in some situations. Other Republican senators said the position was held by others who did not have experience running large organizations. Panetta was a lawyer and Gates an academic who had CIA positions before appointment to Secretary of Defense. Perry had experience running defense supplier companies. Patrick Modiano wins the Nobel Prize for Literature in 2014. His work is on the search for identity, and is based mostly on France during the Occupation and after World War II. Le Clezio is the other recent Nobel Prize Winner for Literature in France. Clezio travelled widely and one of his novels Onitsha is based in Nigeria. By contrast Modiano is less well known outside France and writes for a smaller audience. Modiano expressed surprise on hearing the news. A German with a similiar post World War II theme covering a similiar period is Heinrich Boll, who won the Nobel Prize for literature. The focus in Boll is the hardships in Germany following the war. The war raised many questions inside France and Germany in the postwar years.
