As credit shrinks the property market has borrowers borrowing from hedge funds that are lightly regulated and charge higher interest rates as much as 12% on some loans. The market for commerical mortgages issued by banks has all but dried up, last year 2007 it accounted for 70% of financing commerical property. Before this hard money lenders like these hedge funds operated at the fringes targeting desperate investors and developers who needed cash fast or had poor credit, now commericial borrowers with good credit and track records are scrambling for funding. Its a sign of the times.

Energy Conversion Devices, a Michigan company, is providing the solar electric system for the largest rooftop array, 12 megawatts, to a General Motors assembly plant in Zaragoza, Spain. This project uses solar devices manufactured in rolls like carpet runners. Veolia Environment and Clairvoyant Energy will lease the rooftop space from GM and operate the installation. Spain has become a center for solar installations as it offers large subsidies, 0.42 euros or 66 cents for each kilowatt hour, this is about 5 times the average cost of a kilowatt hour in the USA. Energy Conversion plans to produce 150 megawatts of cell this year and recently raised $400 million an dannounced plans to build cells for 1 gigawatt or 1000 megawatts. Solar arrays on houses are only a few kilowatts and 1 megawatt can run about 1000 window airconditioners simultaneously while the sun is shining.

The 41 year old actor and comedian Volodymyr Zelensky, is elected president of Ukraine winning 73% of the vote, compared to 24% for Petro Poroshenko. He plays a fictional Ukrainian president in a popular television comedy Servant of the People. Zelensky's team has promised a new era in which political and business interests are unable to interfere in the judicial system. Poroshenko made similar promises but failed to live upto them. A member of the Zelensky team Ruslan Stefanchuk, says "we need to cut the lines between the presidential administration and the courts and prosecutors."

Many of the countries in Eastern Europe that emerged from the fall of the Soviet bloc, face similar challenges. Zelensky emerged as Ukrainians were struggling with the issues of corruption and deteriorating relations with Russia following a separatist movement in the eastern part of Ukraine supported by Russia.

The situation in Tampico, Mexico, with corruption, crime and dangers to public safety, show the problems Mexico is still grappling with to ensure a rule-of-law state right next to the U.S. The paradox is that of a breakdown in public safety with Calderon's war against drug gangs undermined by corrupt police and local government, and the continued foreign investment in the country. DuPont is investing $500 million in a new plant near the port of Tampico and South Korea's steel manufacturer POSCO is planning a $300 million investment to double production in this area.
