Only by learning the lessons of "normal" trade with China, and accepting a feeling of "buyers remorse," says Senator Sherrod Brown of Ohio, will a better bilateral trade relationship with China evolve. He points out that every $1 billion of the trade deficit with China, has destroyed 13,000 net jobs, making the $226 billon deficit a tale of shuttered factories and devastated communities. He says China uses illegal subsidies and currency manipulation, and punitive steps are needed, not the moral suasion that the Obama administration keeps doing with no result. He wants the Senate to give tariff authority to the President, to impose tariffs on countries that manipulate their currency, when it convenes next month. The US Fed under Jerome Powell stress tests of 31 banks for 2024 shows the banks can withstand a rise in unemployment to 10% and 36% drop in house prices. This is relevant now that the new administration of DJT makes another effort to correct the huge trade imbalance with China, Mexico and Canada, which itself is destabilizing in the long run and needs to be addressed. The first term of DJT failed to correct the imbalance with new tariffs kept in place by the Biden administration. This is not just one's imagination, reports suggest China has poured $230 billion of subsidies into its EV industry since 2003 mandate given by premier Jen Biao to dominate that industry. And now has capacity of 20 million car production a year, twice the domestic demand in gasoline cars, wanting to send the surplus production to the US and Europe. This isn't the 1930's type of tariffs, it is simply to get a fair even playing field for trade, where no one side is massively subsidizing and dumping which is one of the principles of WTO free trade that is being broken by China and Mexico. Specifically the anti dumping clause in Article 6 of the 1994 GATT agreement on free world trading mechanism to ensure free and fair trade. ...

Starmer of the UK's plan for Ukraine is clearly a stop gap plan in the chaotic manner in which DJT plan for disbanding NATO was conducted. This gives time for the Europeans to act. Meanwhile Leyen's EU -Leyen was Defense Minister of the Federal Republic of Germany- put out a $158 billion plan for funding defense. Merz of the CDU is clear how his coalition with SPD will act for independence from America on Europe's defense. On Canada's Justin Trudeau- looking back at his 10 years 2015-2025 mostly inherited the work of his father. The Washington Post looks at the political career of Justin Trudeau. During that period Pierre Trudeau a lawyer practicing labour law in Montreal and educated at the University of Montreal had three significant accomplishments. Canada Act of 1982 passed into law by Queen Elizabeth and the British Parliament, set up Canada as a sovereign state. Prior to this only the British Parliament could amend the Canadian Constitution under the Dominion Act of 1867 under Queen Victoria. As a Quebeker Pierre Trudeau succeeded highly respected Lester Pearson as head of the Liberal Party, and held off the Party Quebecois's effort for separatism in the early 1980's. By 1981 the Canadian Supreme Court 9-0 rejected the Party Quebecois bills that conflicted with the Charter of Rights set up under the Canada Act which protected minorities in Quebec having education in English.   ...

Jimmy Carter comes back to us from a different era. He was born in a tiny town of Plains, Georgia, in 1924 and grew up on a family farm in a home that lacked plumbing, electricity, as a boy.  Jimmy Carter attended college for 2 years in Georgia, then enrolled at the US Naval Academy graduating in 1946. It shows the changes happening in the US with Franklin Roosevelt and Harry Truman in the efforts to industrialize America, bringing electricity and new opportunity for college education to rural areas in 1932-1952 which continued with highway systems under Eisenhower 1952-1960.  Carter also led the unwinding of the Democratic party with roots in the Roosevelts-Wilson era since 1902, going back to Teddy Roosevelt who as a Republican pushed hard for integrity, pro worker and antimonopoly policies in the administration. A process that went on with another Southerner, this time from Arkansas that led China's entry into the WTO and world trade without any safeguards for American workers 1992-2000. Policies that went unchanged under another Democrat Obama in 2008-2016. Instead of staying in the Navy he joined his family's peanut farm business in 1953, followed by running for governor of Georgia and grasping the opportunity to run for president as an evangelical from the South to bring moral integrity to the White House.   ...

During the period of US engaged in wars in the Middle East under Bush and then Obama, the US Navy lost time and China built up its Navy. The lack of foresight of US business and focus on profits of firms like Apple shipping manufacturing to China meant loss of the manufacturing knowhow as other companies followed Apple for 2 decades. The result is that it takes long lead times for the US to build the ships the US Navy needs, a repeat of the situation the US faced with Japan by 1935 when the US was focused on tackling the Great Depression under FDR. At that time at a Naval Conference in London in 1934 the Japanese walked out rejecting the Washington Naval Agreement of 1924-25 that limited Japan to 60% of the US and British Navies ships tonnage. By 1941 the Japanese Navy was its main reason for its efforts to control Asia. FDR who had been Secretary of the Navy was not far behind so that America launched its own efforts in 1937- in an 18 month period 1942-1943 the US destroyed the Japanese Navy and protected China, India, from the worst Japanese Kwantung army elements that ran the government leading to 14 million lives lost in China. ...

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. Greg Ip in the WSJ says India is shifting towards  becoming an important partner with the US and the European Union in trade under the Modi government. This report reflects the situation upto 2021 and the changes in Indian and American perceptions during the pandemic. It does not reflect the rapidly evolving situation under president Biden.US president Biden and Jake Sullivan National Security Advisor see rapidly expanding US trade and investment in India. The recent Raisina Dialogue  brings together 26 countries- named after Raisina Hill in New Delhi where India's administration is located- in dialogue with Indian leaders. Finance Minister Sitharaman in an interview at Raisina Dialogue stated that Janet Yellen, US Treasury Secretary, was with her during a G-20 meeting, and Yellen called for friendshoring- foreign investment in democracies that respect the rule of law and provide the right conditions for investment. The right conditions are now being created in India, including infrastructure and logistics, trade practices, and assistance to foreign companies, to invest in Indian manufacturing. The conditions are being created for shifting significant number of manufacturing facilities to India in a complete redesign of the supply chain. A look at the period 1950-2015 in US-EU India relations says little of the newly evolving situation in trade in the way that looking at the US-EU China relations 1950-1990 during the Cold War would tell one little about how that relationship evolved in trade after 1990 in the 1990-2019 period for massive trade with China. The pandemic and the inflation from existing supply chain bottlenecks has led to a realization in US-EU that the existing concentration of manufacturing in one country  was a mistake and is a serious problem that needs correction.  This means an acceleration in the effort to build rapidly over the next 5-10 years a strong US-EU manufacturing presence in India for advanced technologies. India under prime minister Modi is creating the infrastructure and logistics for this to happen with large domestic investment, the help of Denmark's Maersk in port logistics, and from other countries.  Fo India manufacturing and infrastructure building is the only way to create the jobs needed to meet the aspirations of its young population. For the US-EU the redesign of the supply chain is the highest priority to cut inflation, remove potential bottlenecks, and provide a stable supply chain.    ...

This report in the WSJ looks at the war in Ukraine in July 2022 as seen from the Ukrainian side. Ukraine has 12 million people displaced or refugees, about a third of the population, particularly in the east. Most of the refugees are women and children. Cities in the east and the south face artillery attacks and airspace over Ukraine lacks the air defense systems that would help Ukrainians live lives not constantly under threat of bombs going off. In this situation and with the massive damage, there is also a breakdown of trust on both sides. Not just the leadership but 93% of the population is against negotiating a peace till the territories lost in the south and the east are regained, says this WSJ report. This report shows Zelensky describing his typical day, his yearning for peace, but serious fears after the failure of the 2014 peace agreements with Russia that Russia is simply negotiating agreements so that it can consolidate its control over territory till it launches another attack. This means that the war will go into a counter offensive phase in the south where Ukraine has its economic links on the Black Sea around the port of Odessa. Ukraine will want to recover the territories in the south so that its future on the Black Sea is restored to what it was before. The eastern part of Ukraine in the Donbas region is being integrated into Russia and Ukraine may seek to improve its position in that area around major cities that it controls and controlled till losses in June.  The lack of air defense systems over Ukrainian airspace that would protect civilians and people of Ukraine in the countryside and cities is what hurts Ukrainians the most. It is the reason why there are so many refugees and displaced people. The US and European countries have failed to provide the air defense systems that would have protected the civilian population and created the worst aspects of this war in the number of refugees having to flee their homes and seeing them destroyed. Years from now people may look back and say this is the worst aspect of this war apart from the claims of either side. As Lincoln said during the civil war in the US in his annual message of 1862 the land is there for ever, and this generation will pass away. The conflicts and tearing apart that this generation of Russians and Ukrainians have experienced, may not be the feelings of future generations.  ...

About 7 million people or 10.3% of people living in France in 2021 were immigrants, says national statistics agency INSEE. Compare that with 6.5% in 1968. About one third have acquired French citizenship. What this has done to French society is to shift sentiment away from protecting workers and families struggling with a cost of living crisis by splitting the vote of traditional parties supporting working class families. Shifting some of it to the far right anti-immigration parties that have emerged since 2010. This has added to the fracturing of society that happened from neglect of manufacturing communities across France as more manufacturing was concentrated overseas in  China. Neglect of rural areas and smaller towns, the emergence of tech hubs disconnected from the larger community across France has added to this. This is true of other European countries and a similar situation happened in the US. Denmark's prime minister is very candid about this, saying immigration of this type hurts the working class families in Denmark. Mette Frederiksen of the Social Democrats is the first to have clearly stated this problem and is providing a new way of protecting Danish workers and families from these social and technological changes in society from which they have no protection. President Biden in the US has also grasped clearly the dimensions and magnitude of the problems facing workers and families in the US. The problem is not limited to worker loss of income security, it affects the whole society and the public as a whole in other ways. Opportunistic politicians using anti-immigration appeals without a true commitment to democratic principles and ideas have tendencies that threaten democracy itself. This is the real danger of concentrating manufacturing in one country such as happened with China. And of neglecting rural areas and small towns. For this reason Frederiksen in Denmark, Biden in the US, and other leaders in Europe are looking for ways to send aid and industry promoting assistance to poor countries but restricting illegal immigration. This requires handling cultural issues which have further hit society with care- "with malice towards none, with charity for all," so that the focus can be kept on the real issues affecting workers and families of the cost of living crisis and a better life, better education, health care and public services for all, to improve the quality of living. It requires a new state of mindfulness from leaders in North America and Europe, as well as from allied countries of Asia, Latin America and Africa.  ...
