Here the NYT answers questions about the Panama Papers- what they are, who is shown to have used the tax havens to avoid taxes, and what this all means. Politburo members in China, relatives of president Xi Jinping, close associates of Mr. Putin of Russia, prime minister Cameron's father, the new head of FIFA, the head of Transparency Chile, president Mauricio Macri of Argentina, prime minister Nawaz Sharif of Pakistan, President Petro Poroshenko of Ukraine, are some of the figures mentioned by the NYT. An unnamed source tapped into the files of offshore law firm Mossack Fonseca in Panama to collect 2.6 terabytes of data or 11.5 million documents that contain this information, and gave it to a German newspaper Suddeutsche Zeitung about a year ago. These papers were then shared with the International Consortium of Investigative Journalists, and 100 news agencies including The Guardian.

Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. That growth is slowing and it presents another potential risk for the automakers- the potential for China to export 10% of what it makes to overseas markets including the U.S. and Europe. All of which increases the urgency of building the industrial base and competitiveness of the automotive industry in the U.S.

Sweden stands as a success story with growth of 5.5% in 2010, and Citigroup estimates expected growth of 5% in 2011. Sweden has significant export growth to the rest of Europe and emerging markets. The Swedish currency has appreciated significantly to 8.76 krona to the euro and 6.52 against the US dollar. Compared to China Sweden has not limited the appreciation in the currency, as the prime minister Fredrik Reinfeldt believes that currencies should be "market valued." The central bank raised the interest rates three times in 2010 to 1.25 %, pushing the krona up by 14% against the euro. Sweden aims to double exports to $310 billion by 2015, according to Trade Minister Ewa Bjoerling. International sales of Swedish companies drive the growth in exports. Truck maker Volvo AB's Asia sales were up 50% in the first 9 months, and Electrolux AB's sales went up by 11% in the fourth quarter.

Zhang Juwei of the Chinese Academy of Social Sciences believes that the overall fertility rate is at most 1.6. A recent report by CASS says the figure of 1.8 used by the government is an overestimation. CASS says its data shows the fertility rate for migrant workers is about 1.14, much lower than people think. The policy for one-child only was introduced 30 years ago, when the fertility rate was close to 3, having fallen to that level from close to 6 in 1960. Does the policy serve China well in the future as China's population ages and there are more older people for younger workers to support, is a question raised by critics in the Chinese media. China's government family planning officials say it applies to 40% of the people, considering the two child policy operating in some areas of the country.

Labor Department reports U.S. created 209,000 jobs in July 2014. The unemployment rate goes up slightly to 6.2%. Wages went up only by a penny and remain only 2% higher than a year ago. Retail was up by 27,000 jobs, manufacturing by 28,000 in July. Economists say the steep drop in the unemployment rate to 6.2% does not reflect the true conditions in the labor market, as the labor force participation rate is at 62.9%. One economist called this disturbing as some of the youngest workers are dropping out of the labor force. The Alliance for American Manufacuring pointed out that the U.S. manufacturing sector has recovered only about 30% of jobs lost during the recession following the 2009 financial crisis. It said the the lack of investment in infrastructure, high trade deficits and currency manipulation by China and Japan, remain obstacles for American manufacturing's resurgence.

This is to continue the export emphasis for as long as possible to countries like China and India, which neede the machinery Germany makes. Exports makeup 47% of German GDP, the highest of large industrialized countries. German industries are being assisted by the government to keep employees and tide over the transition period as markets in Aisa and emerging countries stuggle to recover form the economic crisis. GErman industries in chemicals, automobiles, and machinery are feeling the change and are scaling down and moving to other countries where its advantageous to manufacture. The alternative of promoting entrpreneurial sectors such as software and computers has not met the same degree of success as building a large solar energy industry, in which Germany is taking a leadership role.

The WHO, World Health Organization, comes under criticism for failing to warn about the pandemic. President Trump says the U.S. finances the WHO with $450 million but the WHO has opposed some of the basic common sense approaches to the virus such as early quarantines and suspension of flights from virus hotspots. Including opposing the U.S. action taken by president Trump on January 27, 2020 to close all passenger flights between U.S. and China. A 14 day quarantine was put into effect for Hubei province. About 8.5 million passengers visited the U.S. from China in 2018 according to the U.S.Transportation Department. Reports show Chinese cities deserted on NYT January 30, but infections only 1300 a week earlier going up to 12,000 and only 259 deaths. President Trump says the world was misled by the WHO on the extent of the crisis developing in China, as he sets up a review of the WHO's role in the crisis and on funding by the U.S. President Trump says the crisis in the U.S. would be much larger if some of the 8.5 million passengers from China arrived in U.S. cities. He also says the decision was his own intuition about what was happening with health experts not realizing the extent of the crisis as there was very little data on the crisis. Most of the experts Mr. Fauci and Dr Birx were also not aware at the time of the gravity of the crisis, and some leading epidemiologists at American universities even called it an emotional reaction. ...

The Atlanta, U.S., firm of Portman will build a new Hilton Waldorf Astoria hotel at No. 2 Bund in Shanghai, an address that had an ornate ballroom and social club for European tycoons during the colonial period called the Shanghai Club. Carrie Lam, Chief Secretary for Administration of Hong Kong SAR government from 2012-2017, led the negotiations on Beijing's side with the Hong Kong movement for more autonomy. She did not back down in the negotiations and is favored by Beijing over the former Financial Secretary Mr. Tsang. Tsang spent some years in the U.S. compared to Lam who spent some time in the UK for education. Chinese official are skeptical of Mr Tsang because he said in the past that more legitimacy for Beijing could be gained with further autonomy for Hong Kong.  Tsang is supported by the autonomy movement in the election to be decided by the 1200 member election committee, and Ms. Lam by pro-Beijing members. Tsang also has good relations with the Chinese government and has higher popularity with the public, but his early years in the U.S. are paradoxically making Chinese officials skeptical, even though Ms. Lam's husband and two sons are British citizens.
