Bret Baier and Martha McCallum were doing Fox News coverage as Kamala Harris made her speech. Japan has accomplished a remarkable transformation of its workforce and its economy even as the working age population is declining. For years Japan was seen as a stagnant economy with a rapidly aging population. In recent years Japan has shown how a change in policy can work. Since 2012 working age population declined by 4.7 million, yet the number of people working increased by 4.4 million. The proportion of the population in the workforce rose sharply since 2012. To do this Japan turned to three underutilized parts of its workforce and population- the elderly, women and new immigrants. Japan has pursued an active policy of reviving the economy by bringing women into the workforce and breaking taboos on new immigrants. In 2004 Japan raised retirement age from 60 to 65, and then made it mandatory for companies to raise or abolish the retirement age, or introduce a system for re-employing workers who retire. This has changed Japan a lot with Japanese men working well into their 60's and 70's. In the west coast city of Kanagawa which now has a bullet train to Tokyo, out migration was a big problem that added to a declining workforce. The head of Ohara, a family owned company that makes desserts tried a novel method of advertising to seniors in apartment blocks and starting attracting seniors to fill worker shortages. It found that seniors came to work on time, performed even tedious tasks, and brought a great deal of experience. Since then the regional government has started programs to get more retirees and women into the workforce. The special programs teach small companies to adapt to the needs of retiree workers who can work in shorter shifts of few hours and do less physical jobs. Women need predictable hours to pickup children from school and shorter work weeks, for which the regional government program helps companies adapt by sending in specialists to guide the companies. As a result female participation in the workforce, for very long a big handicap is no longer so. Female participation has jumped to 63%, higher even than that in the OECD where the average is 62 years.  Japanese women had a M curve that meant they worked most in their 20's. less in the 30's with children, and more in the 50's. First the government tried to correct this with extended parental leave, increased childcare, and rewarding companies with good work-life balance. Then in 2009 the effort accelerated with employers required to offer 6 hour days if a worker asked for this. Under prime minister Abe's "womenomics" effort child care was significantly expanded- by 2015 Tokyo went from 28 to 38 spots open for every 100 two year olds. Alongside these efforts the Abe government tried to get companies to rethink their assumptions about quantity of work and overtime as productive effort. One could work shorter hours and be productive, and the old notions were seen as resulting in lower productivity. As fathers with parental leave took on more responsibility the changes transformed the attitudes for women at work. Most remarkable is the quiet change in immigration policy. The government allowed foreign construction workers to address shortages for work on the 2020 Olympics. It introduced a 3-5 year visas program for nursing care workers. Two new categories of visas will add 340,000 additional blue collar workers over next 5 years. The total foreign born workers in Japan doubled from 2012 to 2017 to 1.3 million. ...

He says Trump's temperament could make or break his campaign, citing the disparaging remarks made by Trump when Megyn Kelly brought up the issue of denigrating women to Trump in a presidential debate. He compares this with a similar situation when he was with George Bush in the family theater practicing his first address to Congress, where he apologized to a teleprompter assisting him for being blunt and walking out. Gerson says it is time to take a deep breath and reflect on where we are today after many weeks of a campaign where the public discourse has deteriorated in unimaginable ways....

The US abortions increased by about 9% from 2017 to 2020 says this report in WSJ, going from 862,000 to 930,000 according to the Guttmacher Institute. Some states expanded Medicaid access to abortions and increased funding, leading to more services being added. Illinois for example had 25% increase which may have included women from Missouri going to Illinois. If the Supreme Court reverses Roe vs. Wade, the 1973 precedent that established the constitutional right to abortion, 25 states would restrict or prevent the access to abortion.

Democrat Gretchen Whitmer wins the race for Governor in Michigan with a double digit lead. Democrats also win the state house and Senate. This report in Politico looks at Whitmer and how she has helped change Michigan since the days of Trump's win in 2016. For Whitmer it is about delivering on good roads, infrastructure, investments in electric car production, and protecting women's rights. Michigan is on track to have fixed more than 16,000 lane miles of roads and 1200 bridges, according to her office.

Hard as it is to believe average leisure time in developed nations declined by 10-15% in the 2010's. After achieving the 8 hour day the burdens of childcare and blurring of the boundaris between work and leisure have led to this situation. This has led to the idea of "time poverty." 

For women who bear the greater share and burden of child care in normal times, and heavy burden during the pandemic, this is a situation that brings with it mental health issues.

This WSJ Investigation into workculture and poor treatment of women and minorities shows behaviour has not changed over the years. Some of the internal investigations go back to the time when Sheila Bair was head of the FDIC in 2009. The FDIC plays an important role in regulation of the banking system. It is not attracting younger employees with the workculture. That this has been ignored for so long is over decades is beyond comprehension, that such behaviour could exist as reported in the WSJ is astonishing.

Some Republicans in the three WOW suburbs around Milwaukee, Wisconsin- Waukesha Ozaukee and Washington counties- are shifting towards Democrats. This swing was clearly seen across the US in votes for Nikki Haley even after the Republican candidate withdrew in the contest with Trump. Abortion, democracy, and the erosion of the "big tent" are issues for women and college educated young people. In the past Democrats were dominant in Milwaukee and Madison and Republicans in the suburbs. This is changing in 2024 as the suburbs are being contested.

Sharp swings in attitudes have left America divided in terms of education. A comparable situation exists also in the UK as areas with more education access have separated from areas with less access to higher education. As the WSJ analysis points out at one time social cohesion prevailed in the postwar years till 1970 with educational attainment playing a small part leaving social cohesion intact. Even in the period 1970-1990 when there was a shift for college educated women to prefer Democratic Party and white men without a college degree to prefer Republicans this was not a significant gap. The Democratic Party appealed to less educated union voters in manufacturing industries as well as it did with college educated men and women. This gradually fractured during the Clinton and Obama administrations as the Democratic Party  moved closer to the higher educated and drawing more support from new tech industries than manufacturing. Nowhere is this more evident  than in the way college educated women have shifted to the Democratic Party and white men without a college degree have moved to the Republican Party. Swings of different types are normal in elections and politics. But swings purely based on education are rare in American politics and not healthy for the democratic system of government. As the analysis from WSJ/NBC News shows college educated women favor Democratic Party by 33 percent margin. And the swing is even deeper for white men without a college educated degree who favor Republican by a 42% margin. This is the situation before the 2018 U.S. Congressional elections. The combined group of college educated women and white men without a college degree make up 40% of the U.S. voting public. This makes each group unreachable for the other party, a situation unimaginable for many of America's leaders if they would be living today- from presidents Harry Truman and Dwight Eisenhower, John Kennedy and Lyndon Johnson. White voters make up 70% of the electorate, and a situation where they would be unreachable for Democrats would be unthinkable or unimaginable for Truman, John Kennedy. And Eisenhower would also find it unimaginable that he would have to writeoff college educated women in his campaign.  By returning the Labour Party to its roots Britain is combatting this tendency for fracturing of social cohesion. In the way the UK's Blair administration moved away from Labour party's roots in manufacturing and the trade unions, the Democratic administrations under Clinton and Obama  moved away from manufacturing industries and the trade unions.   Most of the postwar leaders of the stature of Eisenhower and Kennedy would have seen such a situation as a significant failure in political leadership. ...

This article in the Economist provides a detailed account on women in the U.S. armed forces. France, the Netherlands, Australia and Canada exceed the U.S. in the percentage of women in the armed forces. The U.S. is at about 15%. This is a good time for women to join the armed forces as rules are being put in place to protect women from sexual assault, women are increasingly accepted in combat units and are accepted for training in the U.S. Army's elite ranger school. Women are in senior positions in the Navy and Air Force. Getting the best people, intellectually capable as well as pysically capable is a challenge for the new forces. Technology has changed the nature of war, and intelligence, preparation, strategy are critical elements for success. Much needs to be done, as the article at about the same time in the NYT about Lieutenant Courtney shows to get intellectually capable women to stay and invigorate the forces. As this article does to some degree the emphasis on physical prowess, and the lack of enough women in the forces to create pressure to create a better environment for women, act as inhibiting factors. The rules are still set in a way that provides less psychic support for women than they do for men. Some of the psychic stress shows up in the higher rate of single parents for female service members, with 12% of active duty women bringing up children on their own compared to 4% for men, and the failure of marraiges of female service members 3 times the rate for male service members....

This editorial in the Economist says Spain's economy has recovered to pre crisis levels by 2018 with growth at 3 percent. It says Spain had a bigger crisis than Italy and took stronger measures under prime minister Rajoy to fix problems in its banking system, address the housing crisis, and unemployment. Italy's steps by comparison were timid and faltering. Mr. Rajoy had his problems including corruption scandals in his party and a poor handling of the Catalan drive for independence. Yet Spain owes muchas gracias to Rajoy for his leadership in bringing Spain out of the housing and economic crisis, and for running the country for two and a half years after losing his majority in parliament.  Another difference with Italy is the generally favorable attitude to immigration for all parties. Of the newer parties Ciudadanos remains at the centre and the Podemos party remains to the left in politics, as part of the populist changes in Spain during the economic crisis. The new government of Pedro Sanchez has a positive attitude to immigrants and to women, with the largest number of women in the cabinet of any European country. ...

Later, years later, Elizabeth was to tell about this treasured possession to Modi during her two meetings with the Indian leader who started his own version of khadi with Har Ghar Jal, water, life's basic necessity, to all Indian homes by 2024.

Anne Lukits brings this exceptional bit of evidence about improved parenting and family life. Only about 15% of families in a University of British Columbia research study had fathers who shared equally in household work with mothers. About 65% of fathers and 14% of mothers reported inconsistent behaviour about their beliefs in gender roles and how they acted at home. Girls were seen as more likely to pursue careers in science and nontraditional fields if fathers played out their beliefs in real life by taking active part in household work, from doing the laundry, washing dishes, vacuuming and cooking meals. The study is discussed in the August 2014 issue of Psychological Science. This means that only one in four fathers who believe women should not have to do all the household work and work outside in paid jobs, actually play their beliefs out in real life roles in the home by sharing in the household work. Other aspects of this that are still to be researched are how much an active role by fathers in the home can improve the number of meals that are home cooked with fresh ingredients, with fathers taking daughters or sons out to fresh food markets, which have a significant bearing on how families can eat healthy and pass this onto the next generation. An unnoticed aspect of this is that it improves the overall quality of life for families through healthy eating and healthy living. When companies recognize this and encourage their employees with some extra time for family acitivity and work the overall benefits would include- healthier employees able to do more productive work in shorter time, less paid for employee medical coverage, and healthier members of society....
