The Economist points out serious problems at India's state owned banks. Following a $21 billion or 1.3 trillion rupee bailout from the government, and a new bankruptcy law to help banks deal with bad loans, the Indian banking sector was seen as recovering. Last week (Feb. 2018) showed new problems at three of the largest state owned banks. PNB, Punjab National Bank, is faced with fradulent transactions for 114 billion rupees, about a third of its market capitalisation. A jeweller, Mr Nirav Modi, had PNB employees issue letters of credit which were then used to borrow overseas, but the credit was not shown in PNB's books. The State Bank of India, SBI, is faced with losses after tackling bad loans. The Reserve Bank of India, India's central bank and bank regulator, has taken action to have banks recognize more bad loans to clean up the banking system.  The Bank of Baroda, the third largest state owned bank, is exiting South Africa after entering that market and lending to the controversial Gupta family that is seen as having undue influence on the government of ex- president Jacob Zuma of South Africa.  These events have battered the reputation of state owned banks in India. One private lender HDFC bank alone now has market capitalization worth more than the entire state owned banks in India. State banks are worth less than net assets in the market, showing a huge credibility gap. The bad loan situation that goes back to previous governments is affecting the growth rate in India's economy and creating new pressures on the government of prime minister Modi as it faces general elections in 2019. ...

The government's handling of the pandemic is disapproved by 71% of Japanese in a Kyodo News poll. France and Germany have a slow vaccine rollout. In India vaccination drive is affected by a lack of supplies as in France and Germany with shortages of vaccine. The European Union in April signed contracts for over a billion doses with Pfizer and India has plans for ramped up supply of its Covishield and Covaxin vaccines to 2 billion doses by December 2021. This shows how difficult it is for advanced countries and major pharmaceutical producing countries such as as India to vaccinate their populations quickly in the initial stages of the vaccination effort. In July the vaccine effort would be in its 7th month and vaccine supply constraints are expected to ease as a result of aggressive action by governments in EU, France, Germany and India. One reason why outside of the midwest there is not as much concern for Ford, and GM, is the entry of foreign automanufacturers. Good jobs are being created in the south by foreign auto companies, even as Ford and GM close plants there. And the appreciating won makes it more attractive for South Korean companies to build plants in the U.S. Kia Motors Corp. said it has chosen West Point, Ga., as the site for its first U.S. factory. The investment provides good news for a state that has heard both Ford Motor Co. and General Motors Corp. say they will close plants there as they restructure to cut costs. Also note the forecast of sales at 800,000 in 2010 for Kia, up from 275,00 in 2005, moving market share from 1.6% in 2005 to almost triple that. Where will it come from?

The largest part of the protest movement in Egypt is led by people under 30 years of age. This is a striking new face of the student protests and the opposition in Egypt to continued rule by dictators from the armed forces. A leader of the April 6 Youth Movement says most of the people he has signed up for protests via the internet- numbers reaching 90,000- were under 30 years. Ibrahim Issa, El-Baradei, Muslim Brotherhood leaders of an older generation, are all respecting this fact, and working with student leaders and young people to bring in a new transition based on the needs and concerns of a new generation of Egyptians.

Recognizing and being aware of the changes in our minds and thinking  with new waves of coronavirus actually helps us deal with it. This report says that fear or anxiety even if it is pushed to the periphery of consciousness produces a whole range of behavioural, emotional and physiological weirdness that most people have experienced themselves or noticed in others since March of 2020. Even if one gets used to the additional load one carries it still can weigh one down. We all have only this much mental energy, so that the effort required to ignore, repress, or shoulder this load of fear or anxiety reduces one's ability to be creative, connected or productive. By dealing with it constructively one can diminish the impact it has on us. This means being aware of it, acknowledging it and managing it in useful ways.  Experts cited here show that fear masquerades as other emotions including sadness, anger, irritation, or even excessive feel good behaviour. It can also be expressed in intolerant behaviours or hypersensitive. On the other side it could even be expressed in aloofness and being distant, or unfriendly. Fear can also show up in ways that reduce our ability to read social and emotional cues leading to improper or inept exchanges. Physiological changes can include muscle tension and fatigue, headaches, heart irregularities, dry mouth, hair loss, skin problems, and gastrointestinal symptoms. These symptoms are unrelated to pathology say health experts and are normal reactions to feeling threatened over a long period. Different people experience anxiety differently, and most people don't even know that this is what is making you feel this way. Instead of having unproductive exchanges with fear going back and forth one can have calmer, more useful exchanges. One should always ask say health experts- "So how are you and your family coping up in these weird times?" Mindfulness and spiritual ways of dealing with this are very useful. People slow down, calm their minds, and ask "what is going on in my head right now? Where in my body am I putting my tension?" Health experts say neurobiology supports this way of tackling it. Other useful ways are to set some predictable routine in your daily life- helps you think you are still in control of the parts of your life you can control. Thinking of others and helping others is a good way of keeping ourselves sane and healthy. Fear and anxiety may also serve some purpose- the negative emotion can be harnessed to do something positive and meaningful in our life, make changes in our lives for the better by helping others in society who are less fortunate or in difficulty. Just being larger than ourselves makes us feel a lot better day after day, till it becomes a part of us. ...

Both Xi and DJT are playing to a domestic and international audience to show they are wise leaders willing to engage and at the same time protecting their national interests. The Berlin conference in 2020 on Libya is an effort taken seriously by chancellor Merkel and French president Macron, supported by president Trump, for an "inner-Libyan reconciliation process" with "a sovereign Libya" that would prevent another larger large scale emigration to Europe from North Africa. On one side is a UN backed government of Mr. Fayez Sarraj, that controls Tripoli and the west and on the other a group of Militias under Mr. Haftar that controls the south and east.  Various foreign powers are fueling the conflict and the goal is have them disengage and drop support for their faction- Turkey for the Tripoli government and the Saudis and UAE, with Egypt, Russia supporting the rival government. All hope to gain influence, for what that means, at the risk of large scale refugees and further destruction, and dislocation of European unity through large scale emigration to Europe. It is almost like the Thirty Years War when Sweden, Austria, and the French fought proxy wars in Europe in other countries mainly in German states and central Europe. That period? - 1618-1648, losses of 8 million dead from wars, famine and plague, with loss of 20% of the German population. What started as Catholic- Protestant ended up with Austrian Hapsburg- French rivalry wars, today local religious factions conflict with secular factions ending with rival power conflict.  The foreign policy expert for Merkel Mr. Hardt says "it is key to the further stabilization of North and West Africa. If we succeed in leading Libya into a peaceful future, it would be a milestone for the entire region." ...

Germany's growth rate for GDP in 2016 was 1.9% compared to 2015. This is the highest growth rate in half a decade, and better than 2015 when the growth in GDP was 1.7%. Fiscal surplus was 0.6% of GDP in 2016. Germany's Economics and Technology Ministry says the economy is improving because of the positive labor situation, rising incomes and consumer spending. Real estate boom is also helping growth, and also the state spending including on refugees accomodation. Exports have surged and the economy has recovered from the Brexit effect. Exports surged to 1.1 trillion euros in 11 months of 2016.

"Ram Rajya" is a concept of a just society that serves the needs of the people based on the ancient history and ancient paths of Bharat or India. It is easily understood among the farmers and ordinary people of India. During the long period of colonialism it meant to Gandhi and hundreds of millions in the villages of India a sense of society free of colonialism and colonial rule that did not invest in the country or its people, no matter their religion or caste or language group. In this sense Ram Rajya is all about a just society of governance that meets the needs of all the people, that makes investment in the resources of the country to the benefit of the people. In the modern period in the transformation of rural societies such as China or India or other parts of Asia, Ram Rajya or Buddha Rajya as an extension of the same concept, and about what Abraham Lincoln called society for the people, of the people, by the people, in his call to America for a Just Society. In this sense it has connotations for the world as it struggles to build a style of governance in society that builds the infrastructure, invests in the education and minds of the people, in their health and wellbeing along all dimensions. In this way it is a social concept that is embodied in the best of human society throughout history. It embodies the aspirations of the people of Asia to modernity inspired by ancient tradition, aspirations to science and technology and building modern societies. Of India with Ram and the Buddha, China in its connections to the Buddha, to the people of Indonesia with the connection to Hanuman, and the people in South East Asia and Japan through their connections to the Buddha which were embedded in the ancient society of Ram and the Upanishads in the land south of the Himalayas. No one is too small, no effort is ordinary or small- "I am very small, I am very ordinary, if someone thinks so one must remember the contribution of the squirrel. Remmbering the ocntribution of the squirrel will dispel our hesitation, and teach us that every effort big or small, has its strength and contribution. The foundation of Sabka Prayas (everyone's efforts) will be the foundation of a divine, and capable, just and good Bharat or India for all its 1400 million people."   ...

France's Macron has spent hours with Harris on her 5 day visit to France to soothe French feelings as reassure them following the US deal with Australia for nuclear submarines that excluded the French. During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. Lost on Europeans and Americans is this idea that Asians and particularly in India, see the failure to do this as part of the collapse of Asian civilizations to European advance in the 18th and 19th century. From Seoul, South Korea-"I was most impressed when she said that a society that helps its women fulfill their dreams and pursue their professional careers without discrimination is an advanced society,” said Baik Hyun Wook, head of the Korean Medical Women’s Association. ...

This report from Taiwan in DW.com points out that German opinion has changed significantly in recent years and is not reflected in Merkel policies. With a change in government to Greens, SPD coalition under Scholz of the SPD and Annalena Baerbock of Greens, German policy towards Taiwan is likely to change. Scholz is seen as having different views from Merkel and is likely to reflect public opinion more closely which is reflected in polls that show 58% of Germans not in favor of Merkel's China policy which moves away from the US. Germany also needs to consider NATO alliance and relationship with US which will be difficult with Merkel policies now that president Biden has made Indo-Pacific  with Aukus and Quad alliances critical to his administration. France has moved closer to India, which will mean pressures from the US and France and German public opinion for Scholz to  come closer to US and France in his policies. A sense that the Merkel period had serious issues and was "grotesquely" backward in childcare, education, digital modernization, infrastructure, climate change, as one German expert puts it, also will make SPD and Greens reconsider Merkel's policies.  After the election there could be a fuller reassessment of the Merkel years and further change in German public opinion as Germans see how much was lost in the later Merkel years in the lack of much needed change inside Germany in addressing the social and economic problems. Merkel may also be seen as having a sensitive relationship with the Biden administration which the SPD and Greens in their different orientation may not see in the same way. Biden's families and workers plan has much that Germans are looking for from the SPD and the Greens and on a scale of $3.5 trillion that the SPD and Greens may see as changing everything.  Population of India combined with South East Asia, Australia and Japan is also about twice that of China, which Germany will feel sets the path for a new policy that reflects a different Europe and a different Asia for the future. ...

No country benefited more than first Japan and then South Korea till 2000, and now China till 2022 from the trade and sharing of industrial technology enabled by the American backed system of trade and industry. Walter Russell Mead says in WSJ that China has chosen to challenge the system through which it developed into an industrialized nation with the US running huge trade deficits, sharing its technology and letting Chinese manufacturing displace American local manufacturing. China is seen as challenging the system. Yet what has happened is that this process of displacing American manufacturing and industry was not sustainable anyway and continued for a decade longer than it would otherwise have lasted because American industry could not easily reverse a course it had set of setting up manufacturing in China, once that manufacturing base had already been transferred from the US to China and American companies had grown accustomed to a new state of affairs of making overseas in China. Not much thought was given to how American workers would react to that situation as companies and industries making that transfer made independent decisions. This led to the election of Trump with wins in midwestern states that had suffered from loss of manufacturing communities.  The Trump tariffs on Chinese goods and the Biden administration lining up completely behind American workers and families for the first time for Democrats has sent the signal to China that it finds the situation of China's dominance in the trade system unacceptable. The document of "China 2030" of the Chinese Government with planned dominance in key sectors and industries was met with alarm across America in all parties. The paradox of Apple as a key sector in Chinese manufacturing and the largest American company is the result of policies pursued by America without realizing the true cost of shipping manufacturing out of the country. That process is now being reversed with change of management starting at Intel Corp. and other companies to bring the manufacturing base back to the US. This policy is being resolutely pursued by the US and will speed up following the pandemic which has further demonstrated how much of a mistake the policy of sending out manufacturing in critical areas such as health could be. This is the reality behind the rhetoric and verbal exchange between China and the US. With the rapid growth of Chinese manufacturing countries such as India were put in a difficult situation  as this was preventing the local industrial base developing in India with Chinese imports in the same way as it had damaged that of the US and the EU. Worse it led to the use of US and European technology in China's defense industrial base including aviation and other sectors that threatened India's borders with repeated Chinese incursions in the Himalayas, from the Pakistan western Himalayas to Ladakh and the eastern Himalayan mountains. That situation existed long before the Trump and Biden administration and the Modi administration called for a return to America of its industrial manufacturing base and its technological leadership. Both the Bush and Obama administrations and the Indian Congress administrations failed to realize the dangers of letting the US, European and Indian industrial base wither. India is not just a country but a culture that extends from the Himalayas all the way across Bangladesh to the Indonesian islands which shares a common cultural history of Buddhism and the Vedanta. This is a region that has a population of about 2 billion people. In a larger sense the cultural history extends to  Vietnam and Japan with its Buddhist culture whose origins go back to India, and also of China itself. In the larger sense this is a population of close to 3 billion people. The economic development of this region and learning from the parliamentary traditions and scientific discoveries of the modern period since 1700 is a task for both the US, Europe and the people of the region.   ...

Bank of England minutes for the Jan 8-9, 2014 meeting show officials saying "they saw no immediate need to raise the Bank Rate even if the 7% unempoyment threshhold were to be reached in the near future." This comes as the unemployment rate average in 3 months to November 2013 was shown at 7.1%, according to the Office of National Statistics. The rate declined from 7.4% in the previous three months. In August 2013 Bank of England officials said unemployment would have to fall to 7% before raising the Bank's benchmark interest rate. The Bank of England has set the bechmark rate at a low of 0.5% and the size of the bond buying program at 375 billion pounds.

This article in The Indian Express shows that even though Subhas Chandra Bose differed with Mohandas Gandhi during the late 1930's, Bose had a deep respect and affection for Gandhi in mobilizing the Indian people for Swaraj. Bose's relationship with Nehru and Patel were of people at the same level and appeared to compete for attention compared to the relationship with Gandhi which was one of mentor and follower. In the end Bose's restlessness at British refusal to negotiate Swaraj and Gandhi's patience led to Bose actively resisting British rule in 1940.  Mohandas Gandhi had deep faith in the Bhagavad Gita and believed the lines in the Bhagavad Gita where it says- "Whenever, O descendent of Bharata, there is decline of Dharma, and rise of Adharma, then I embody Myself. For the protection of the good, for the destruction of the wicked, and for the establishment of Dharma, I come into being in every age." Gandhi wrote in his Discourses on the Bhagavad Gita on November 11, 1930- "God dwells in our hearts as the holy spirit within us, and when yearning for knowledge, like Arjuna, we take our spiritual difficulties to Him, and seek his guidance, seek refuge in Him, He is ever ready to instruct us." The other way in which Gandhi differed was in his deep insights and views of the British as a people that Bose lacked. Some of this came from his days in London and some of this from his days in South Africa working with and negotiating with the British. Mohandas Gandhi says in Hind Swaraj in 1910- "The English merchants were able to get a footing in India because we encouraged them. When our princes fought among themselves they sought the help of Company Bahadur. That corporation (British East India Company) was vested alike in commerce and war. It was unhampered by questions of morality. Its object was to increase its commerce and make money. It accepted our assistance, and increased the number of its warehouses. To protect the latter it employed an army which was utilized by us also. Is it not then useless for us to blame the British for what they did at that time? The Hindus and the Mahomedans were at daggers drawn. This too, gave the Company its opportunity, and thus we created the circumstances that gave the British control over India. Hence it is truer to say that we gave India to the British than India was lost. The causes that gave them India help them retain it. Some Englishmen say they took India and they hold India by the sword, both these statements are wrong. The sword is entirely useless for holding India. We alone keep them." Gandhi''s view of India was of a nation of shopkeepers, even citing Kruger of South Africa when he was asked if there was gold on the moon. Kruger said likely not, for if there was the British would have annexed it. By 1945 when Gen. Wavell, the Viceroy wrote back to London that he would require more army divisions to control India than Britain could afford, or the British people had the will to support or had commercial interests worth protecting after the war, the British moved up the year of their withdrawal. And began the negotiations with Gandhi for independent India.  Gandhi also says that in his reading of Vivekananda's writings the love that I had for my country became a thousand-fold. Gandhi looked to Vivekananda for inspiration in some of his ideas on Swaraj. Bose says Vivekananda's writings sent him into raptures yet saw Vivekananda "simple as a child" not realizing the spiritual strength Vivekananda had drawn from which overcomes all. As the Lord says in the Bhagavad Gita- "I am the Self, O Gudakesa, existent in the heart of all beings, I am the beginning, the middle, and also the end of all beings. Of the Adityas, I am Vishnu, of luminaries, the radiant Sun; of the winds I am Marici; of the asterisms, the moon."   ...

Jimmy Carter comes back to us from a different era. He was born in a tiny town of Plains, Georgia, in 1924 and grew up on a family farm in a home that lacked plumbing, electricity, as a boy.  Jimmy Carter attended college for 2 years in Georgia, then enrolled at the US Naval Academy graduating in 1946. It shows the changes happening in the US with Franklin Roosevelt and Harry Truman in the efforts to industrialize America, bringing electricity and new opportunity for college education to rural areas in 1932-1952 which continued with highway systems under Eisenhower 1952-1960.  Carter also led the unwinding of the Democratic party with roots in the Roosevelts-Wilson era since 1902, going back to Teddy Roosevelt who as a Republican pushed hard for integrity, pro worker and antimonopoly policies in the administration. A process that went on with another Southerner, this time from Arkansas that led China's entry into the WTO and world trade without any safeguards for American workers 1992-2000. Policies that went unchanged under another Democrat Obama in 2008-2016. Instead of staying in the Navy he joined his family's peanut farm business in 1953, followed by running for governor of Georgia and grasping the opportunity to run for president as an evangelical from the South to bring moral integrity to the White House.   ...

India's Foreign Minister S. Jaishankar said at an Atlantic Council event in Washington D.C. that estimates have been made of what the British took out of India over two centuries and this has come to $45 trillion in today's value. India suffered humiliation for two centuries from 1756 to 1947 with British rule. The country was "bled" and this was first documented by a member of parliament Dadabhai Naoroji in 1901 in London in his book explaining the causes of India's deep poverty in his book with the title- Poverty and Un-British Rule in India. For the first time detailed financial figures were put together on what Britain took out of India and India's Mohandas Gandhi says this was how he learned about how much India suffered economically under British rule with the neglect of agriculture, the peasants and landless laborers making up the vast population of India. Taxation was burdensome on a poor population during most of the period. Railways and mass communication only helped keep the vast region together under British rule and most of the budget went into security and policing for the Empire. Investment in industry or agriculture was neglected for most of the nineteenth century and half of the twentieth. Strangely the first Indian edition of Naoroji's book was only in 1962 with most Indians unaware of what had happened and where this was first documented. Even Cambridge educated Nehru looked at the railways and mass communication as British contributions to india when in actual fact this was of a strategic security aspect for the British in a vast region, and little was done to improve the standard of living of the people in the villages who worked in subsistence agriculture. Gandhi's task was to increase awareness at the grassroots level of the condition of the country. Something he never hesitated to do even writing to the Viceroy who was in charge directly showing how the budget in the 1920's was entirely lacking in any funds for India's development. This letter can be seen today in the Sabarmati Ashram in Ahmedabad, the museum for Gandhi in his home state of Gujarat. One of the lesser known facts about the independence struggle is that Gandhi wrote a little book in 1910 with title "Hind Swaraj" on a steamship making its way back to South Africa from Britain where Gandhi led a deputation for rights of Indian coolie laborers in South Africa. I picked up this book at the original home of Gandhi and his parents in Porbandar, India, recently. In this book "Hind Swaraj" written in 1910 we find astonishingly all the details of the planned struggle for independence that were to happen over the next 20 years. In 1930 with a new edition Gandhi wrote that he had followed this unchanged for 20 years and would change nothing except one line in the book. The book in 1910 was promptly banned by the government of Bombay, yet Indian editions appeared soon afterward. It is written in question and answer format with Gandhi himself posing the questions which he answers, some challenging his view of India, Britain, Indians and the British. He did not blame the British, and called for Indians to take responsibility for letting the British rule in India happen and what was the best way out.  ...

The electricity grid in Africa is being strained by electricity demands of mining companies. Power outages are costing African economies as much as 2% of their GDP according to World Bank estimates. Energy shortages in South Africa are creating blackouts in South Africa and neighboring countries Botswana and Zambia and affecting the mining industry in these countries. South Africa's energy company Eskom is petitioning regulators for a hike of 50% in electricity prices to reduce demand. Shortages of electricity have increased prices of platiinum and other metals in the commodities industry. Mining in South Africa produces 7% of GDP but consumes 17% of the electricity leaving less for domestic consumption and for industry. Eskopm was late in ordering new plants not taking action till 2004. For Africa the total electricity generating capacity of 63 gigawats supplies 770 million people about what Spain generates for 40 million people. And the expression energy poor means that this shortage in urban areas means the rural poor wil have no electricity for decades to come. And in places like energy rich Port Harcourt Nigeria electricity is inconsistent or in dire shortage. An accountant at a construction firm in Dakar, Senegal has to choose between paying his child's school fees or paying for electricity, chooses to pay for electricity as prices have gone up by 88% in 3 years. And rural areas of Africa have little hope of electricity. This is another sign of how adverse effects of huge energy consumption in places like China and the wasteful consumption in the USA affect global energy prices and in turn affect the poorest in Africa. In places where the voices will never be heard. How boom times in some Asian and westen economies can lead to choices like fuel guzzling vehicles and energy wasteful plants in China that reverberate across Africa....

After denying clearances for development projects for three decades, the Indian Supreme Court green bench of Justices Gavai and Vikram Nath clears 118 development projects already delayed for 5 years for pending litigation. 118 projects were cleared, including 15 held up for 10 years, based on the "sustainable development" idea that takes a look at the bigger picture, the aspirations of youth, and the bigger possibilities for renewables and environment with a bigger economy. It shows how India which at one time in 1990 had about the same GDP as China, has today one fifth the GDP of China, and with it lacks the same scale of investment for renewable energy and climate change action that China has because of China's larger economy. In this sense the whole country of 1.2 billion Indians, including hundreds of millions of farmers and urban residents, the Supreme Court and India's institutions, have suffered more than the one lost decade the prime minister referred to in the Budget session of parliament. It is more like three decades since China pushed ahead after 1990. China having suffered from the Japanese invasion and civil war for three decades in the 1920-49 period and three decades of drift in economic direction following 1949. India faced its own period of failed governance that matches the failures in China by 1990. The SC bench stated- "The Supreme Court is flooded with applications after applications, seeking permissions to construct primary schools, public health centers, anganwadi centers, an other public utility buildings in remote areas. Himachal Pradesh is constrained to approach the Supreme Court even for seeking permission to connect villages in remote areas by roads. Needless to state, the citizens residing in the remote areas cannot be deprived of the developmental activities that are being done in other parts of the country."  The Supreme Court called it ridiculous that the states were required to rush to the Supreme Court to do the minimal developmental activities.  That the Supreme Court and other institutions have taken so long to say and do this is itself one of the reasons India has fallen behind China. It will need to accelerate its efforts, in the way that the rest of the country and the world is doing to create an environment in which development can meet the aspirations of the Indian people. Efforts for climate change action can take place at the same time with bigger investment capabilities from the larger economy and advanced technological capabilities. The two can and do go together, a point missed for far too long.  An approach even the US has grasped and is doing under president Biden. The US has gone through its own period of failed governance for four decades of neglect of manufacturing and infrastructure that president Biden talked about in his State of the Union address to the US Congress last week.  Biden now sees the problem itself as an opportunity to get it right. To do this the Biden administration passed laws to fund a entire new electric car industry, renewable energy industry, and promoting other industries in advanced technologies, including aerospace, to bring back America's leadership in manufacturing of most of the twentieth century with a bold vision for the future. Mr. Trump lacks the experience on this issue and is simply playing the rhetoric to his base without any plan to deliver the goods to sections of the American public that have already suffered the most from decades of neglect of manufacturing by Republicans going back to Reagan and Bush, Democrats Clinton and Obama. ...
