The official investigation by Adam Tolley KC found that Raab branded civil servant's work "utterly useless" and "woeful," says this report in The Guardian. Tolley rejected claims by Conservative MP's that civil servants were "snowflakes" and stressed that he did not find "any lack of resilience" among civil servants who "had many years of experience" working with ministers. What the report shows is that the entire Brexit process, the brusque nature with which one of the finest civil services in the world was handled by Conservatives pushing for Brexit and for other policies of the Conservatives, has led to a crisis in its operations. Much needs to be done to restore a level of confidence that civil servants deserve as part of the long tradition in which the British Civil Service has done much of the ablest work of the government of the British Isles over decades going back to the nineteenth century. ...

New developments in the lawsuits filed in Washington DC by 38 states attorney generals related to legal theory. A separate lawsuit was filed by the Justice Department in Virginia against Google. With 90% of the advertising search queries worldwide and $160 billion-in-sales advertising business Google is in a position that is not supported by the idea of competition that is inherent to the American system of business and the economy that holds that no one competitor should dominate the market. This happened during the early twentieth century under Rockefeller's Standard Oil and is happening once again with Google and other tech companies that monopolize space that is vital to maintaining an economy based on fairness and competition. Current legal theory practice fails in this respect as it does not clearly recognize that the principle is at stake that no one company should be allowed to control vital public space or resource such as in this case internet or in the case of Rockefeller energy. Monopolies seen in this way fail the people because they make it impossible to exercize the inalienable rights of man and limit his possibilities by excluding alternatives and alternative expressions. ...

Jordan Bardella,  age 28 years, is the youngest proposed candidate ever for prime minister of a G-7 country. The US Constitution says the presidential candidate, the head of government, has to be 35 years old, setting an age limit. No such age limit is set in the French Constitution for the Fifth Republic setup by Charles De Gaulle in 1958- a French citizen over age 18 years is allowed to stand for president. The current prime minister of France Gabriel Attal is 35 years old, appointed by president Macron. Macron ran for president at age 38 years, had experience as a cabinet member in the Economics ministry of Francois Hollande. Attal was Minister of Public Accounts and Public Action in the Elisabeth Borne government in 2022, and Minister of Education and Youth in Borne's government reshuffle in 2023. Jordan Bardella lacks any experience in government and most of his time was spent in representing his district in the National Assembly and in party positions. As the RN is unlikely to get an absolute majority in the National Assembly Bardella by saying he would not take up PM position without an absolute majority is also aware of this lack of experience and an astonishingly young age. ...

Offenders as young as 12-15 years are charged in the UK riots. On judge tells youth who was involved in disorder in Manchester, then a few days later throwing stones at police in Rotherham, was told by the judge at Manchester magistrate's court- “You are the first person I have dealt with to have been involved in two. It’s time to stop letting your mum down now. You are to do one thing – do as you’re told.” Online offenders are also charged. Janet Potter, deputy chief crown prosecutor for CPS North West, said: “This conviction should be a stark reminder to so-called keyboard warriors: online actions have consequences.” One offender 53 years was jailed for 15 months for a Facebook comment inciting disorder. Persons posting TikTok videos  that incited unrest were also charged.  The oldest rioter a 69 year old first time offender got 2 years and 8 months for joining the riots in Liverpool. Even not participating n a riot but in taking a computer monitor from a burnt out library in Liverpool as for one 22 year old,  the judge's response was for stiff sentences. ...

The opposition Alternative for Germany and the Free Democrats were critical of the government's handling of the pandemic which they called a failure with rising cases reaching a total of 1.2 million. Alice Weidel of AfD described Merkel's handling as aimless and grotesque.  Christian Lindner of FDP said the lockdowns had proved to be ineffective. He was critical of undue harm to Germany's business and economy. Weidel said Merkel's legacy would be debt and unemployment.   ...

Google Inc. has made an agreement to acquire Motorola Mobility Holdings Inc. for $12.5 billion in cash. This deal puts Google in direct competition with Apple Inc., RIM, and Nokia. Google is taking on new risks with this acquisition. It is known as a software company, and the acquisition puts it in an area with which it has little experience- manufacturing and managing sales of devices working with retailers. It also risks making partners- such as Samsung, HTC Corp., Sony Ericsson, and LG Electronics that make mobile phones- into rivals. Forrester Research points out that this could lead to these companies hedging their bets and also making mobile phones that use the Microsoft operating system. Google considered a similiar plan for entry into the PC market after it developed the Chrome operating system but decided against it, opting instead to work with PC manufacturers Acer Inc and Samsung. The deal brings with it a large number of patents Motorola holds in mobile technology.

Lower prices have boosted unit sales for Microsoft and Autodesk for Chinese operations. Autodesk now sells its software for about half the price in the USA. Autodesk saw a doubling of licenses in China to 300,000 after slashing prices. Microsoft sells Windows 7 Home Basic for 399 yuan or $59, a third of the price in the USA. By reducing margins, Microsoft makes up for it in volumes, says Microsoft's China CEO. IDC and Business Software Alliance estimate that 79% of the PC software installed in China in 2009 was pirated, down from 86% in 2005. Lower prices make Chinese buyers more willing to invest, and education helps to increase the value of using legitimate copies. China's PC market is expected to be 67 million units in 2010, behind 78 million in the USA, but software sales in China are only $5.8 billion, behind the US sales of $143.6 billion. This makes the potential for software sales large at the right prices.

An investment of $1 billion for 5 years for a transitional jobs program, to place the unemployed in temporary jobs. The Obama transition team did not return requests seeking comment on the 20 city plan or the $1 billion for transitional jobs, says the WSJ on January 20, 2008, the day of the inauguration. Its incredible that right in the nation's capital there exists another Washington DC of such neighborhood decline within sight of the Capitol.

Reports of ATM's running out of cash in India in 8 states. The government says this is a result of a spurt in demand and will ease in a few days. The government's policies are to increase the number of debit card and digital transactions to shift more of the transactions in an underground economy into the formal economy so that tax revenues to fund infrastructure can be generated. As a result fewer currency notes of Rs. 2000 or about $30 are being printed. This is aggravated by black market hoarders of 2000 rupee notes. Public confidence in the banks was shaken by some high profile scandals leading to people keeping extra cash at home increasing the demand. The government plans a bailout of $32 billion for bad loans at banks.

This writer suggests that people will not move to such neighborhoods till more of them are built and the price comes down. The World bank president Robert Zoellick in an interview with Sudeep Reddy of the Wall Street Journal. He says its frustrating to see Europe respond to problems in banking, sovereign debt and competitiveness that have a chance to work, but only to find that the action is a bit late and a bit short every time. He says the Germans are right in insisting that credit cannot be given away freely, and that reforms have to be made. Yet these reforms in the case of Spain and Italy to increase competitiveness will take time and in the meantime both countries will need bridge financing. A direct recapitalization of European banks by the European Financial Stability Facility is needed to avoid this slow and continuous decline in confidence from negative news and uncertainty. Because the problem now is of a longer term nature with debt issues that will take time to resolve and energy price volatility, Zoellick says simply doing short term stimulus and monetary will not work, and a longer term plan needs to be implemented. Zoellick supported the China Development Report of the World Bank and China's DRC which called for a shift in the economy away from reliance on state owned companies and heavy infrastructure spending. Here he says the new stimulus plan for China was necessary because of slowing growth. Yet he hopes China's leaders keep this in mind as they develop solutions for the long term that avoid the rampant credit expansion and investment of the 2008 Stimulus, and come up with a new policy mix....

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

William Galston points out in this piece in the WSJ that U.S. president Obama's Syria-Iraq policy has lost credibility with the American public. He cites CNN/ORC polls showing rising concern among Americans about terrorism even 1 year before the San Bernardino attacks, at 55% saying that this was likely increasing to 61% in the week before San Bernardino attack, with fears about terrorists being in the U.S. increasing to 81%. As a result only 38% of the American public in a CNN/ORC poll at the beginning of December 2015 approved of president Obama's handling of terrorism, with 68% saying that the U.S. military response is insufficient. A major shift has also taken place on the use of ground troops with Americans favoring use of ground troops by 53% to 45% in the current situation. Here Galston points out the shortcomings of Obama's military response in not conducting an effective use of the military response from the air in setting up safe zones and coordinating efforts with the Kurds and other forces....

With other links such as the US EU Trade and Technology Council the group encompasses most of the industrialized world. Combined with Latin America this would reach about 3 billion people. With Biden setting a new vision for the Free World after another US president Harry Truman did this in the years following the Second World War. ...

The progress of efforts to be inclusive as seen in the UC University of California system of colleges over 25 years has increased the representation of Hispanics to 36%, blacks marginally to 2.5%, and reduced the presence of white Americans to about 18%, while allowing Asians to increase representation to above 40%. As white communities declined with the outshoring of manufacturing the loss of income opportunities was accompanied with less access to education. In this sense it has created problems of negatively impacting non-minority access as it worked to solve a problem of minority representation. The other problem the Supreme Court noted in its decision to stop race based admission or affirmative action was its stereotyping students into groups not treating them with respect for individual character. The bigger problem that has emerged that now overshadows others in its effect on America is the poor access to college for white people particularly white men, over three decades in which manufacturing shipped overseas has destroyed the middle class incomes in manufacturing with whole manufacturing  based communities erased off the map of America. Restoring college opportunity for all Americans, including black people, and including the sons and daughters of generations of white Americans and settlers who built America is the task of this generation, so badly has it been eroded. ...
