Biden has put forward a new initiative to strengthen democracy by getting increased commitments to key features for democratic processes in the world. The idea is not to limit partnerships with other countries says Anthony Blinken, Mr. Biden's main adviser and secretary of state. This means India a key partner in both democracy and the Indo-Pacific can for defending its thousands of miles of border in the high Himalayas with enroachment of China into border areas such as Tibet, maintain its good legacy relationships with Russia as happened in last weeks Modi-Putin meeting.  The idea says Blinken is- "The US does not want to limit your partnerships with other countries. We want to make your partnerships with us even stronger." This means the Philippines, Indonesia, Malaysia, Sri Lanka, can maintain economic and development related ties with China which contribute to their economy, and build stronger relationships of culture and democratic processes with the US, India, European Union and Japan. For this reason the White House has emphasized that this is not about the US giving stamp of approval or disapproval of which country is a democracy and which is not. Too much of that happened under previous governments including Reagan, Carter, Bush, Obama.  The situation of Turkey relates to independence of judiciary and the unwillingness to take another look at problems. There is also the issue of technology is to be used so that citizens are protected from undue surveillance. Mistakes can be made but judiciary acts as an independent branch under the arrangements of checks and balances in American, British and now European frameworks of democracy built over centuries of struggle between monarchies and the people dating back to the Magna Carta in Britain. Neglect of workers and families also is an issue for democracies as for instance the effort now taking place in Germany under Scholz to "respect" workers and families. Lack of this led to the movements in US and European democracies giving room to vent that could ultimately lead to subverting democracies in the homeplace of democracies in the US or Britain. Why such a large gathering of 100 countries? Biden understands that the processes of democracy are always being improved and are a work for each new generation. For this reason there is no perfect scorecard- an ever renewing effort to make the process work in the best interests of the people of the country one generation at a time, to improve the quality of life and do this by preserving the right of peoples to choose their governments.  Why exclude China and Russia, till recently China had a consultative arrangement to run the country and Russia has elections? On this question the response of the Biden administration is that countries commit to the process and back initiatives to "counter authoritarianism. combat corruption, and promote respect for human rights."   Pakistan because it struggles with a long legacy of shortfall in the area of education after the collapse of Mughal rule that was seen under the British, and the general poverty of the Indian subcontinent that is striving to preserve the practice of elections, judiciary, and other democratic processes that were introduced in the Punjab and Sind provinces, and elsewhere since 1900. This is true for much of Africa, and also in parts of India, where aspirations of the people are for democratic process but faced with difficulties, corruption and poverty. In India the efforts of Naoroji, Gokhale, Gandhi, Nehru and Rajagopachari, Govind Pant, almost all leaders of the period since the 1850's, and able well meaning administrators since Lord Mayo in 1868 were to let democratic processes gradually find deep roots. Biden see aspirational in the face of difficulties as acceptable, even truly remarkable, with a willingness to learn from other countries to strengthen its own processes for democracy. It is no longer an Anglo-Saxon model alone as Germany and Europe are part of this process to be renewed by each generation. So are India and Japan. India after a century of elections since 1900 gradually expanding voters from one million to 5 million in the 1930's and to 900 million in 2019, with independent judiciary in a system of checks and balances as in the US.    ...

Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. And some of the roots of this conflict go back to the Napoleonic invasion of Russia in the 1800's period and the German invasion in the 1940's. Macron is even more ambivalent in his position and he has remained this way from the beginning- not committed to humiliating Russia. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

"A 27 station, 21 mile subway is being built under one of Asia's most crowded cities- Mumbai. It is moving ahead at the pace of one mile a month, with 9 miles complete, started in 2016 the $3.3 billion Metro Line 3 is on track to be completed by 2021. The government of prime minister Modi is eager to show that it is able to tackle some of the toughest infrastructure projects like this one and get them done on  time. As the head of the Metro Rail Corporation, Ms. Ashwini Bhide puts it this should have been done yesterday, considering the appalling and difficult rides facing Mumbai's millions of residents every day on its old and creaky rail system. There is she says " a desperation" to get this done as is true for so many of the infrastructure projects that need to be done in India." In a country with 70% inflation and debt of $83 billion, the NPP party leader Anura Dissanayake  who had only 3% of votes in the 2019 election wins by a landslide. Sri Lanka's economy is stabilizing with IMF assistance and negotiation, yet the economy has left the people in great difficulty to meet basic needs. Dissanayake led the JVP party in 1989-1997 period with considerable disturbances for which he has apologized. The Rajapaksa government also won with a landslide but failed during covid and the debt buildup crippled the economy and left the central bank without funds for essential imports. Ranil Wickremasinghe of a centre right party the UNP led a government after the economic collapse and negotiated a deal with the IMF, which included raising taxes to stabilize finances. Corruption and depletion of funds that are allocated for infrastructure and essential economic improvement, is a perennial problem in Sri Lanka since independence, making it impossible to build a modern economy from what the British left- rubber and tea plantations, an educated citizenry, good administration without the investment it deserved.  This problem also exists in India, Malaysia and many parts of Asia. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. WSJ talk of "reverse Nixon" shift of Russia from China Feb 2025- reminscent of how China moving away from Russia in Mao's last years by 1971- with DJT overtures to Russia. This report does not say that Lt. Keith Kellogg has said clearly and many times the main reason- it is a senseless war that is costing an entire generation of young men from Russia and Ukraine with loss of about 1 million young people in war zones including civilians. All coming after a pandemic has taken away millions of people of an older generation from China, India, US and Russia. PM Modi has also described it in this way.

Europe sees this but has become so entrenched in a view that there will be a winner in this war when there are no winners. America as a beacon of hope in the world takes a position that is in the interests of India, China, EU, Russia and the US.

China's growth has slowed, and it faces problems with large debt, need to reorient the economy away from dependence on exports, and a bubble in real estate markets. Russia and Brazil are both hit by drop in oil and commodities prices, and Brazil's ruling elite faces corruption charges. South Africa's economy under president Zuma faces problems of mismanagement of the economy and corruption. Only India says Freund, is the bright light in this group. The Modi government in India is working on removing barriers to growth such as bureaucratic hurdles, unification of tax scheme through the new unified GST for the whole country, and efforts to attract foreign investment. In many ways the BRICs has become a thing of the past as China focusses on its own Belt and Road Initiative and tackles its internal problems. The border dispute between India and China at the time of the BRICs conference in Xiamen shows a lack of policy agreement on economic and development priorities between the two major countries in that group. This had the effect of reducing whatever impact BRICs had in the past. The term originated at an American investment bank and it appears to be an odd grouping of countries today. ...

The issue of remaking supply chains are on both the Republican and Democratic agendas with president Trump giving more rhetoric against China's role in dominance of supply chains and Mr. Biden taking stronger action in Theodore Roosevelt's style of carrying a big stick and quiet posture in restoring America as a manufacturing powerhouse. The impact of climate change is short term rather than long term as seen by the heat wave in South Asia today, the fires in North America and Europe. Republicans are losing sight of the importance of making the shift on renewable energy quickly with some short term pain, as they push for oil and gas solutions and a less effective program for renewable energy. Mr. Biden is taking on bigger risks in the short term in the midterms and beyond but following a sound policy of aggressively pushing renewable energy. This can also be seen in the importance renewable energy is being given even in countries with a need for coal and natural gas such as India. Modi's plans in India are to buildup renewable energy capacity with aggressive targets for 2030. ...
