The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...

What does Business in the Republican party think of J.D. Vance?   WSJ says the book "Hillbelly Elegy" is about cultural dysfunction not globalization or economic dislocation. Vance's book is about growing up in Appalachian part of Ohio around 2000. Lyrarc Retrospect shown on this page has a Wash.Post report of Robert Kennedy's visit in 1968 to poverty stricken Appalachian rural America in eastern Kentucky.  Running through Pennsylvania and Ohio to Tennessee. Mostly rural, mountainous low income and lacking roads, highways, and lacking schools, medical clinics. JFK and LBJ as presidents in the 1960's setup the Appalachian Regional Commission to lift it out of poverty. It increased income growth modest 4% above neighboring counties. Bush and Obama wars left this region and rural regions across the US neglected till Biden pulled out of Afghanistan and made rural America a top priority with the hundreds of millions of dollars needed to invest in it. It is as tough to tackle as the poverty in a similar forested and hilly part of eastern India called Orissa and Chattisgarh, which is only now receiving the attention of prime minister Modi in his third term. WSJ says J.D. Vance called mere rhetoric as no answer to such intractable problems in his Yale days, calling mere reference to cultural issues and immigration as forms of cultural heroin that would do little to change the centuries old poverty of the region.  Of the 39 year old senator J.D. Vance migration to MAGA, WSJ says it reminds them of Obama with only 2 years experience in the Senate- Vance has only a little over a year- who with lack of experience contested for the presidency of the US only to find Republicans poking Obama for seeking the presidency with such insignificant experience. This led to one of the least effective presidencies for lack of bipartisan support similar to that of Bush, both distracted by wars neither had the wisdom to not enter in the first place or to end quickly.   ...

WSJ's Andrew Restuccia and Michelle Hackman look at another deportation of about 1 million people of Mexican descent in 1954 under the Eisenhower administration. It looks at the human toll. Many of the people were brought in to tackle the shortage of men to do farm work and harvest crops during the war period 1941-1945.   The alternative proposed by Biden and senior Republican senators McConnell and Lankford and supported by most senior Republicans is the tough immigration legislation drafted by Lankford that president Harris has pledged to sign. In 1954 the US economy was a small fraction of what it is today and struggling from the aftermath of the world war and the Korean War. The US economy would suffer shortages of manpower in construction and farm work that would reduce economic growth by about 1%, from the effects of a 1954 type plan and from the distraction for American focus on chips, science, and manufacturing that is needed to compete in a new world of India, China in addition to Japanese EU competition. States such as Kansas in the midwest feel this shortage, and in the Carolinas in the south, Red states and blue face shortages. Kansas is actively seeking new legal immigrants and welcoming them as shown in the WSJ. This is a different country than 1954 and this must be recognized or we will fall behind China, Japan and India. Cultural literacy is world knowledge and was proposed before by the Exxon Foundation and E. D. Hirsch in 1988. This needs to be revived so that children like Harris who know enough about American history, language and culture to be productive American citizens- as they learn in school and through interaction with fellow citizens in the neighborhood and libraries- can become the norm. There is no reason this cannot be done effectively with the resources committed to this from the federal and state governments in tens of billions of dollars, including to the library system, community colleges, community civic education centers, and to literacy and world knowledge sites such as Lyrarc.com, Wikipedia and Britannica.com. ...

Republicans other than Mr. Trump and his supporters are for stronger support to Ukraine following US policy of opposing invasion to achieve military goals since 1900 against the Japanese in China and the Vietnam War was fought on the same basis in the 1960's considering the South Vietnamese state as an independent republic, just  invaded by the north, by North Vietnam, just as the US had done in the Korean War between North and South Korea. In the Vietnam War nationalism played apart with the Vietnamese nationalism prevailing by 1970. Russians see Kiev as the origin of the Russian State in the 9th century, and eastern region of Donetsk as Russian if western Ukraine seeks to join NATO and EU. Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide for 200 years till about 1950. Britain engaged in the Crimean War against Russia so that along with the French it could control Turkey and its Ottoman states in the Arab Middle East under the guise of trade. This effort was pushed back by Kemal Ataturk in the 1920's when he founded the modern state of Turkey in Ankara. ...

Greg Ip of the WSJ looks at the result of changes in supply chains away from China, and the new trading relationship with China to 2028. He says the shift to a new global supply chain that diversifies it away from concentration in China is taking place. Would taking the tariffs from 30% to 60% under a new Trump administration be a good idea? Greg Ip thinks it is a bad idea as the change is gradual and is actually taking place. It may have the unintended effect of worsening US China relations essential for global stability when it is coupled with erratic or retaliatory rhetoric. Rhetoric that appears to China that it is being singled out in world trade beyond what are changes that have taken place with Japan in the past in trade. The Biden administration is for good reasons working to restore a balanced yet stable relationship with China. Apple is shifting production of 25% of iPhones to India. Samsung is investing more in Vietnam. The trade deficit with Mexico has reached $151 billion twice as large as in 2017. And $100 billion with Vietnam three times as large as 2017. The US trade deficit with China has dropped from $381 billion to $281 billion in the last 12 months, the Commerce Department reports show. And from $1.1 trillion with the whole world from $1.2 trillion for the last 12 months, 4% of US GDP. Overall the Trump era tariffs of 30% have not reduced the US  trade deficit substantially but has shifted American and European foreign investment to India, Vietnam, Mexico and other countries as well as to the home country. Over time the supply chain would become truly diversified as India makes great strides to become the third largest economy with new infrastructure by 2030. The head emeritus of the European Union Chamber of Commerce in China, Joerg Wuttke, says the pressure to export will be high for China as its economy shifts more to manufacturing from construction. Most Chinese companies are producing more than internal demand in China, and most companies in solar are losing money, in wind turbines and solar all are losing money, Wuttke says. This means China will double down and increase its investments in Mexico, Vietnam, Morocco and other countries so that it can send its products to the US through third countries that do the final export. One expert even says removing a few screws here and some there, find a different supplier, and shipping to a third party for final export that makes it not 100% Chinese content, the pressure for that is high. ...

At 83 years he is the most resilient and active Senator in the US. Bernie Sanders support was key for president Biden's election in 2020. “It should come as no great surprise that a Democratic party which has abandoned working-class people would find that the working class has abandoned them,” Sanders said. “First, it was the white working class, and now it is Latino and Black workers as well. While the Democratic leadership defends the status quo, the American people are angry and want change. And they’re right. “Today, while the very rich are doing phenomenally well, 60% of Americans live paycheck to paycheck and we have more income and wealth inequality than ever before. Unbelievably, real, inflation-accounted-for weekly wages for the average American worker are actually lower now than they were 50 years ago. “Today, despite an explosion in technology and worker productivity, many young people will have a worse standard of living than their parents. And many of them worry that Artificial Intelligence and robotics will make a bad situation even worse. “Today, despite spending far more per capita than other countries, we remain the only wealthy nation not to guarantee healthcare to all as a human right and we pay, by far, the highest prices in the world for prescription drugs. Vice President Biden says "I would not refer to Mubarak as a dictator," showing a lack of sensitivity and understanding of the Egyptian people's demands for freedom of expression, human rights, and democracy. Harshaw says that its clear the Mubarak regime has been wounded at the core. In the light of this the Obama administration's hesitant and timid response to the protests against 30 years of one party rule under Mubarak is baffling. It means the US will have to bear the costs of being on the wrong side of public opinion in the Arab world says Harshaw. And President Obama has failed to bring the much needed change that he promised for US relations with Africa, the Arab world, and the developing world. Pat Schumer Democratic Senate leader takes a position to support passage of the spending bill in the US Senate proposed by Republicans, as not doing so would hurt ordinary Americans. Schumer sees this as important as a shutdown would not be good for the American economy. Other Democrats see things only from the point of partisan politics and not the interests of the Nation as a whole. It is to Pat Schumer in the US Senate that president Biden looked to for the legislation that supported rebuilding American infrastructure in the Inflation Protection Act. The same responsible attitude is taken by senior Republican senators and governors who are keen on working together on a bipartisan basis in the interests of the Nation. This was on display at the recent Governors conference when Oklahoma Governor (Republican) discussed how to address US needs in various areas with Beshear of Kentucky and Shapiro of Pennsylvania, both Democrats. The strength of the US economy with growth, lower inflation at 3% and low unemployment at 4% is a result of the farsighted thinking, and efforts to work together of senior members of the Senate from both parties, and of governors in different states. ...

The emergence of the Greens Party in Germany as a party that could govern at the federal level. In Baden-Wurttemburg, a western state with many large companies, the Greens emphasized foresight and pragmatism to win the election. Analysis by ARD broadcster suggests 145,000 voters from CDU migrated to the Greens after corruption scandals led to resignation of CDU members in the Bundestag. One of the problems The Greens face is the relative youth of leaders at the federal level. Robert Habeck is 51 years and Annalena Baerbock is 40 years.  For Angela Merkel who retires in the autumn, and the CDU with its new leader Armin Laschet, the results are a bit of a shock. The CDU gained about 24 to 28% of the vote in 2 state elections. The SPD socialist party was at about 16%. So that the 2 parties that governed Germany since 1950 are combined now at about 40%-42% of the vote.  New coalitions will be formed in the future that include The Greens as a major political party. SDP's Scolz clearly welcomed this idea saying that it is now possible to form a government without the CDU. For Germany the coronavirus years 2020-2021 mark the beginning of a new period that may no longer include the CDU or Merkel in government. Popular fatigue with the Christian Democrats and search for new alternatives for Germany now make a new Greens led coalition a distinct possibility. ...

Alas, economists and intellectuals such as Gita Gopinath of the IMF, just don't get it when they say the EU can increase growth by half percent meeting labor shortages using immigrants. As WSJ reports 50-60% of asylum seekers in Netherlands since 1999 are less skilled /less educated immigrants, are unemployed or on benefits.The new view across all parties is lets stop the immigration surges, its too overwhelming for the people to deal with, so that we can focus on cost of living and low wages for workers. Across Starmer's Labour in Britain, across Biden/Harris Democrats lined up with Republican Lankford in the US pledging to sign the legislation to close the southern Border, and in France Macron's premier Michel Barnier wants to do the same.   Mette Frederiksen of Denmark was a pioneer in the EU in showing that immigration acts as a distraction that hurts the working class as it distracts people from the key issues facing workers of cost of living and low wages, poor benefits. She was elected as a Socialist party leader in Denmark in 2015 and as prime minister in 2019. Sahra Wagenknecht, follows Mette Frederiksen, herself a daughter of immigrant, has formed her own party out of Socialist Die Linke in Germany which is now getting about 15% German voter support, 25% in the east, along similar lines to pause and stop immigration because it hurts the working class. In other parts of EU- France's Macron coalition has a prime minister who has called for a pause on immigration. US president Harris and Candidate Harris have pledged to sign bipartisan legislation drafted by Republican Senator Lankford to close the southern Border. The European Asylum Agency has the numbers at just over one million asylum seekers in EU in 2023 and agains in 2024 split by country- Germany 127,000 24% France 77,000 15%, and Italy and Spain 87,000 each 17% each Belgium, Netherlands and Austria 17,000 each at 3% each, Greece a bit higher. Some like the US and Germany with stronger economic base and industries can absorb the educated immigrants from middle class fleeing wars and strife, and less educated immigrants in construction and hospitality. The bigger danger is in creating support for parties that will use the issue to take whole economies and countries backwards by further depressing workers wages, benefits and rights, exacerbating social divisions around race and income that they say they will solve but have no economic policy to do this. All socialist and socialist democratic parties have grasped this in 2023-2024, some earlier by 2019. ...

Reaganomics, trickle down economics, it is clear don't work. James Mackintosh says in WSJ, the latest version of Reaganomics, in the form of the LIz Truss budget in September 2022 with cuts in corporate taxes, no relief for vulnerable populations in the cost of living crisis as in all other major European countries and in the US, is already getting a bad reception in financial markets with the tumbling of the British pound.Times have changed there is nothing to be gained in its approach as there are no trade unions strangling growth as in Thatcher's time that need to be restrained, and not that much red tape to increase business flexibility. Most of the privatization has already been done and some of the state run companies are operating much better today than privatized companies handling water and other services.   Instead the problem is one of much needed investment in infrastructure and public services, and social protections after the pandemic. Businesses are not being crippled by high corporate taxes. Instead the opposite is the case, with windfall profits, so that the opposite approach taken by president Biden to use the higher tax on profits of Tech, oil and other companies to finance social protections and a huge climate energy initiative made more sense, leading to the passage of the $369 climate bill  and Inflation Reduction Act of 2022.  The WSJ makes these points- Britain has a higher current account deficit and higher debt at over 100% of GDP compared to the period of Thatcher in the 1980's when debt was only 40% of GDP. Most important is what the WSJ says about what has happened since the 2009 financial crisis and the austerity policies pursued after that crisis that were worsened by the pandemic so that public services in Britain are actually crumbling. Politically this lacks popular support and little backing at a time of a recession in the British economy, because such policies require public support to go through a tough period . And taking this trickle down economics today when Britain faces a cost of living crisis may be an unwise act of taking an approach that is no longer relevant or shown to be working at the worst possible time, says the WSJ. ...

The main lines of the Message to Congress by the US president in 2025 related to flood of illegal immigration, and illegal fentanyl flows with deaths of Americans in the most vulnerable neighborhoods across 51 states over 12 years, 490,000 deaths, more than Vietnam. "The media and our friends in the Democrat Party kept saying we needed new legislation to secure the border—but it turned out that all we really needed was a new president.” As it turns out the legislation Biden with Republicans led by Senator Lankford negotiated in Feb 2024 did not have the strong action taken in the first 100 days to deter illegal immigration and remove illegal immigrants endangering safety in American neighborhoods. That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. Apple has told the president it will start making inside America investing hundreds of billions in the US from now on. ...

Under the McConnell-Biden fiscal cliff deal of Jan. 1, 2013, $620 billion is raised for deficit reduction over 10 years. This is made up of $395 billion from raising the top marginal income tax rate to 39.6% from 35% for the top 1% of filers who make $450,000 for couples or 400,000 for singles. Raising the top rate on capital gains and dividends to 20% from 15% raises $55 billion. Limiting the personal exemption and itemized deductions on incomes over $250,000 is a key component as it raises $150 billion. This reduction of tax expenditures was recommended by Simpson-Bowles deficit commission and Republican advisor Martin Feldstein, with more money raised under their proposals than the current proposal which follows the Pease format. Under the Pease limits named after a Congressman who proposed this in the 1990's, 3% of the amount above the threshhold income is deducted from the total deductions. Feldstein's proposal limited deductions to 2% of adjusted gross income. Romney offered a plan to limit deductions to $25,000. Finally, increasing the estate tax to 40% from 35% raises $20 billion....

An enormous achievement of president Joe Biden and of the Federal Reserve's Powell goes unrecognized with the highest growth of any the economically developed nations by far in the US, as groups stuck in old frayed concepts of economic orthodoxy and wanting to keep as FDR said "their place in the economic order," work to denigrate this achievement. They have sold trickle down economics, broken some common sense rules about failures in indiscriminate use of tariffs from the 1930's, which will put at risk this remarkable growth in the US economy. It is also standing up for workers and families even on the picket lines for higher wages, a better future for America. True it is that in 4 years the effects of problems that were unanticipated from the pandemic relief and the supply chain crisis with ensuing inflation and price gouging in groceries and essential items, have affected the most depressed groups in America including blacks and Latinos and rural White Americans.   A look at European history shows even in the religious wars between Catholics and Protestants France took the Protestant side when it was in its national interest. Other European nations also did the same in the Thirty Years War 1618-1648. China shifted out of the Soviet Bloc in the 1970's. There is no monolithic way in foreign policy. US sees it in its interest to get a European population Russian on its side or separate from China in meeting the challenge from China. After 3 years of war in which the US relations with Russia deteriorated because of the Ukraine war and US supplying Ukraine under the Biden administration, DJT reverses US policy to improve relations with Russia. The goal is to improve US-Russia relations. Because this also involves ending the Ukraine war that is destroying a whole generation of young men in Russia and Ukraine, US is exploring ways to end that war through early discussions to get a sense of Russian perceptions.This is why the US does not need the Europeans or the Ukrainians at the table. Ways in which US will restore relations-Restore staffing levels at embassies and consulates. Find ways to cooperate on economy and foreign policy issues.   ...

This is not just offering something to every group, it is rebuilding the middle class when seen in the larger context of rebuilding America's industrial base and taking  it to new heights after losing it to China under Bush-Obama 2000-2016. Under MAGA Trump inequality is tackled just differently from the way Democrats tackled it under Biden. The tax break for auto loans, interest on auto loans is deductible for taxes, is part of the new Tax Bill to appeal to auto workers. It is only applicable to US made cars and this promotes US made cars over foreign factory made cars such as the Germans and Koreans and some Japanese auto makers did before 2025. Reagan scrapped this tax break, it is back under Trump as the Republican base now includes auto workers and the now back to growth mode middle class. The deduction in local and state taxes increases to 30,000 to benefit small business owners. There is also the tax on tips which is removed. Retired people get an added $4000 deduction and not elimination of taxes on social security benefits entirely because of the Bryd rule that prevents changes to retirement with a simple majority vote not the 60 votes in the Senate.  ...

Rick Rieder of Black Rock and David Kelly of  JP Morgan Chase and others sense that the US is entering a phase they call "the satellite economic phase in which there are no crash landings and takeoffs but steady orbiting in space. Less boom and bust and more steady growth for years is the new economy Biden is creating with huge investments in infrastructure and manufacturing and worker skills training that upgrade the workforce. Investments in health and education are part of this. This type of unanimous support remains a hope, yet just as the efforts of president Biden were needed for investment in crumbling infrastructure, there is also today the need to see that $4 trillion in the US budget is wisely and prudently spent, even if this effort is led by the opposite party. What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...
