The attack against the ill trained and ill equiped Pakistan poilce forces in the Punjab and across the country. It also resembles the attacks against police forces and suicide bombings by insurgents in Iraq. The police force of 167,000 recruits the same way as it did during the times of the British rule, which is to take poorly educated recruits and train them to protect the ruling elites and maintain order. THe Punjab police officer in charge of logistics says the force has only 80% of the weapons needed for the 167,000 men. Because police officers take bribes routinely they are also not like by the public, whereas the terrorists act like pious Muslims and mix with the people. The terrorists by contrast are very well equiped and trained making the police no match for them. Making things worse the terrorist groups that were supported by the Inter Services Intelligence or ISI of Pakistan and encouraged to operate against India are now coordinating actions in Pakistan with the Taliban. These terrorists have even more training and equipment than the Taliban, operating in places like Kashmir fighting the Indian military....

Scott Anderson of the NYT provides an indepth look at the Arab World and its fragmentation through the eyes of five people from each part of the Arab world- Egyptian, Kurd, Syrian, Iraqi and Jordanian. He says the countries that fell apart are precisely the ones that were formed by the British and the French, and Italy, following the defeat of the Ottoman Empire  using divide and rule policies- Britain in Iraq, France in Syria, and Italy in Libya- without much thought given to setting up viable nation states. This is why Iraq has a Sunni-Shia divide, Syria has similar divisions, and Libya with a largely tribal based structure, never really held together after the colonial powers left, and were held together only by strong dictators. Today's problems trace back to these historical events. This is complicated by the largely young demographic and restlessness of the people for change coupled with problems of underdevelopment in education, tribal loyalties, religious loyalties, and lack of political and social structures that could keep the countries together as change and transition to democratic processes took place. The role of the military further complicated matters in Egypt. Even Iran experienced these divisions because of the intervention of the great powers including Russia in Iran since 1900, leading to swings between liberal governments, foreign power supported governments, and a swing back to religious leadership as at present. This is one view of the region, others are presented by Ramadan (Oxford),  Bernard Lewis (Princeton), and leaders in Qatar and Emirates, other experts, some of whom point to the failure in leadership and the elites to find solutions to the problems of underdevelopment, in education, health, infrastructure, and aspirations for a voice in their governance. As the same divisions left by colonial powers affected Asia- in India, China, and Korea, but a larger vision of progress prevailed through crises and difficulties.        ...

Mr. Trump told Irish prime minister Leo Varadkar at the White House he is disappointed with the way Brexit has evolved in the three years since he supported Brexit during the election campaign. Trump said "it is tearing the country apart. Its actually tearing a lot of countries apart."  After a series of votes in the British parliament Trump told reporters he gave May some negotiating advice. "I gave the prime minister my ideas on how to negotiate. I think she would have been successful., she did'nt listen to that." So what happened? What advice did Trump give on negotiating? There are only some hints on this. Theresa May told the BBC in an interview after Trump's visit to London in July 2018- "He told me I should sue the E.U. -not go into negotiations., Sue them."  Trump made a prediction a day after the referendum to Leave saying "the E.U. is going to break up." This was at the time of the financial crisis in the European Union with problems in Greece, Spain and Portugal. Since then the economies of these countries revived. Spain has 3% growth for three years even though it faces fresh elections. In his 2000 book "The America we Deserve" Trump pointed out his sense threat the U.S. should pull back from the E.U and save millions of dollars annually. In recent years he has suggested that the E.U was "a foe"  and "it was formed as a consortium so that it could compete with the United States." The problems in Europe happened in the period 2016-2018 with divisions emerging on the issue of immigration. This wave of immigration was a result of Arab and African conflicts and lag in Africa between development and the rapidly rising population. Chancellor Merkel was ill prepared to handle this wave of immigration and in retrospect her policy did little to address the roots of the problems of immigration from North Africa, a policy later adopted when popular support for immigration of this kind and scale declined. It affected the vote for Brexit playing into deep seated doubts about the benefits of EU membership in parts of Britain.  Mr. Trump supports no-deal Brexit which was defeated by large margins in the British parliament and lacks support across all parts of society, business and political parties in Britain. Trump own sense that Brexit has divided many countries and his dialogue with the Irish prime minister must show an awareness of the views of Ireland about the hard won peace and E.U. borders in Ireland.     ...

Did a major U.S. chip maker Advance Micro Devices give away advanced computer chip technology in deals that saved the company as it faced a downturn in business. In Jun 2019 the U.S. Commerce Department issued an order that bars several Chinese companies from getting American technology. In the meantime Chinese versions of AMD chips are rolling off production lines in China, according to this report in the WSJ. It shows that AMD's partner in China, a military contractor, already used those chips to build what could be the world's fastest supercomputer. The AMD deals gave China access to state  of the art x86 chips made only by AMD and Intel Corp. Here the WSJ says AMD's CEO in October 2014 Lis Su, faced AMD's financial difficulties when she joined, with lack of cash, large debt, and declining revenues. Some analysts predicting bankruptcy protection. The deal for China's company Sugon to manufacture the x86 chips included $293 million in licensing fees, and $371 million for selling an 85% stake in its two factories in China and Malaysia to China Integrated Circuit Industry Investment Fund Co, a state backed financier. The U.S defense Department tried but failed to get AMD to submit the deals to Cfius, the committee on foreign investment in the U.S. that has people from Treasury, Defense, Commerce, Justice and Energy. The Treasury Department ruled in AMD's favor in the closing months of the Obama administration. Defense Department officials say the deals were structured to sidestep U.S. regulations through two interlinked joint ventures. The first venture focusses on R&D and production controlled by AMD, the second on design and sale controlled by AMD's Chinese partner. The second company venture enables China to show that the resulting product was developed locally in China. In another development Sugon publicly announced that it was using the AMD x86 chip to advance China's chip technology advancement just as it had done for high speed trains. Making indigenous an imported technology, designing it at home, absorbing it, and then innovating to make China a leader. By mid 2017 this information reached General Spalding at the Trump White House. Lawmakers wanted to give Cfius committee new powers. By August 2018 Defense department submitted the Sugon deal for review a second time. After the Defense Department's deputy undersecretary for Research and Engineering criticized the whole deal publicly in front of industry executives, Commerce Department stepped in and on June 21 it asked for the unwinding of the deal with Sugon,  imposing new export restrictions to limit access to U.S. technologies. For AMD the cash infusion from China enabled it to get back from near bankruptcy. China gained x86 technology in its bid to make the fastest supercomputer, the U.S. faced with another loss in technological edge, and AMD shares jumped 80% to $30 per share recently. Rex Tillerson, U.S. Secretary of State takes a strong stand on North Korean missile testing and nuclear program in a visit to Seoul and Beijing. He said the U.S. would be forced to take pre-emptive action "if they elevate their threat of their weapons program"  to an unacceptable level. Continuing a policy of the Obama administration following missile tests by North Korea, the Trump administration has rejected any talks with North Korea. Tillerson said that "the policy of strategic patience has ended." It was also meant to signal U.S. intentions before Tillerson goes to Beijing from Seoul. President Trump commented on Twitter; "North Korea is behaving very badly. They have been "playing" the United States for years. China has done little to help." Because China sees North Korea as a bargaining chip with the U.S., Japan and South Korea, the situation has ended repeatedly in a impasse with the North Korean nuclear and missile program continuing during the Bush and Obama administrations. This has also meant that North Korea was unlikely to collapse on its own, with China pursuing a policy of using North Korea as part of its defense policies in the region, as pointed out by Sanger in this report. As the North's missile program continues the U.S., and with the North seeing the missile program as the only way to ensure the survival of the regime, the U.S. needed to come up with a new way to tackle the situation.   ...

The story from the side of an Shiite Iraqi Brigade commander who served in the Hussain army in the Iran-Iraq war, that shows how the Americans under General Petraeus persevered and won with a new counterinsurgency strategy of clearing an area of militants and then carrying out humnanitarian projects by living in the same areas where the militants lived so to speak spread out among the people, This has worked in the insurgency areas around Ramadi and also in the Mahdi areas in Basra and gives the Iraqi army the confidence to bring safety and law and order to Iraq. The perseverance of the Americans and corrective actions like in this case letting former Iraqi army soldiers enlist and work in the new Iraqi army and letting some of them rebuild their brigades as is the case with Al-Azawi. Gaining the confidence and support of tribal leaders has been another element of this strategy as well as getting some of the insurgents on the American payroll under the Awakening groups. And quite a lot of credit goes to Petraeus for leading this effort against the odds and using unconventional methods that helped get the job done and bring some sense of safety throughout Iraq in an unbelievable turnabout of events....

The size of the stimulus package announced at 4 trillion yuan ($586 billion) involves only 1 trillion yuan in new spending according to analysts, the larger number was announced to bolster consumer and company sentiment. Export order are falling quickly from 27% increase in 2007 over 2006, to 21% increase in Sept 2008, to 19% increase in October 2008. over same month prior year. But imports are falling more quickly which is not good news for European exporters like Germany and for American exporters except for infrastructure exporters, and for commodities exporters like Brazil, Australia and Canada. In October imports slowed from 21% in September to 15% in October, which actually increased China's trade surplus from $29 billion in September to $35 billion in October. Exports of iron ore from Australia and Brazil are down and machinery from Germany. For China's urban middle class and rural poor the one relief is in inflation for fuel and food, the consumer price index rose 4% in October compared to 4.6% in September and down from a peak of 8.7% in February 2008. The spending will come in infrastructure including railways. Railways construction spending will be increased from 300 billion yuan in 2008 to 350 billion yuan and double to 600 billion yuan in 2009. This is expected to create 80,000 new jobs to replace jobs lost in the toys and furniture export sectors and other job losses. ...

Dudley Althaus looks at Mexico's 2018 election from a working class suburb of Mexico City called Valle de Chalco. Once a squatter settlement outside Mexico City this area was courted by the ruling PRI Institutional Revolutionary party for 3 decades with a social investing program building sewers, water and power lines. Today this area like others in the state of Mexico have turned to a new party Morena led by Manuel Lopez Obrador, to find a way out of the corruption, violence and failure of the rule of law under the PRI. Obrador left the socialist PRD party to form Morena in 2014 after running for president on the PRD ticket twice. The thirst for change is widespread inside Mexico giving Obrador a higher vote margin in state of Mexico than the 53% he won overall in Mexico. The PRI won just 16% of the vote. The old politics of piggy bank and patronage of the PRI is now discredited in Mexico.  The reason the old politics does not work anymore is the change in places like this from a shanty town of tin shacks to a bustling city of 400,000. This place has a technical school, a state university branch, rows of well kept cinder  block homes along with malls and wealthier homes. With basic necessities being met Mexican workers are turning to larger issues of national identity and how the next chapter can be written in the social contract. Obrador's nationalist message and criticism of the globalized economy struck workers and middle class as the right direction for Mexico. This came just as president Trump brought new views on immigration and NAFTA on the other side of the border challenging Mexico to find its own direction and independent position in the world economy, even building new links to other countries in Europe and Asia. ...

Without the patience and skills of S. Jaishankar peace at the Indian border with China could not have been restored in 2022. Here he describes the challenge of border incursions when he still called on his counterpart Wang Yi and maintained friendly communications, asking Yi not to let China complicate matters so that solutions could be found and things did not deteriorate further. At the time of tense Ukraine dispute in Europe, Jaishankar who was earlier the Indian ambassador to China, navigated this period of tension with China using his knowledge of China and how best to continue the diplomatic communications.  Less well known is the work put in by Jaishakar to bring citizen to citizen contact between Indians and Chinese by setting up such intercultural and educational programs in several Chinese cities as Ambassador to India. Jaishankar had the foresight to know that this would be important for the future. Yet these contacts are only a small fraction of the potential contacts between India and China on a citizen to citizen direct basis that are needed. Never is that more true than today with the wars in Europe, and the need for peaceful development in Asia. China is still a middle income country and India modernizing to become a middle income country. Both Europe and the US are far ahead in development than China and India. Jaishankar was appointed the Foreign Secretary of India in 2015 and in 2019 Foreign Minister of India in the Modi administration. He was the longest serving Ambassador to China for about 5 years in 2009-2013. He is unique because of his having been a senior diplomat to China, Japan, Singapore and the US, and speaks Japanese and Chinese. ...

Obama told the crowd he understood the public's mood for change and that he himself had benefitted from it. Yet he said that it did not add up. Obama said: "This guy is suddenly going to be your champion? I mean, he spent most of his life trying to stay as far away from working people as he could, and now this guy is going to be the champion of the working people. Huh." NATO was formed in the days of the Truman administration on 25th July 1949, following the Berlin Blockade, the coup in Czechoslovakia by Soviets, and the efforts to set up pro soviet governments in Turkey and Greece. It accomplished its purpose by pushing back against the Soviet effort securing democracy in Greece and Turkey in the 1950's. Much of this was achieved under Heads of NATO from the US- Gen. Eisenhower, Gen. Ridgway, Gen. Guenther and Gern Norstad proteges of Ike all from West Point by 1964, when Brezhnev was new head of Soviet Union and by 1991 Warsaw Pact of Soviets setup in 1955 was dissolved yet NATO was not. The US interests shifted to Asia - Gen MacArthur leading a UN effort in Korea and the US leading its own effort in Vietnam in the 1960's. The Soviet threat actually receded after 1964 when Brezhnev became head of Soviet Union till 1982. During that period in the 1970's till today the face of NATO as today was from a series of heads of governments of Dutch Stikker in 1970's or other small European states such as Norway Stoltenberg and Rutte Netherlands again in 2025. It could be said that none of these leaders  of small EU countries represented US interests- or even European interests- a point the DJT administration is trying to make. It hurt the US in Venezuela as Russia propped up a regime which led to millions of refugees entering the US illegally. And it hurt Europe as Russia propped up the Syrian regime with millions of refugees entering Germany and destabilizing its political structure. Going back if a new defense institution was set up to replace NATO by the Europeans in 1970's this would have been the right step which would have not led to Russia propping up regimes in the Americas or the Middle East. A goal that is being discussed with Russia by the DJT administration to refocus American efforts in a new direction and pause not just the Ukraine war but also put the US  and Russia in a new direction with the new competition from 3 billion people in China and India. WSJ Editorial Board takes the British position on the Ukraine peace proposals with centuries old skeptical attitude on Russia's intentions. The US government position put forward by DJT is that there are constructive discussions with Russia, and the need to settle the underlying issues behind the conflict. This includes NATO's future. NATO setup in 1949 for Soviets,  on the borders of Russia in 2025 after the end of the Cold War when its rival the Warsaw Pact set up in 1955 of the Soviets was disbanded in 1991. The British position comes from centuries of conflict in Europe and its interests in protecting its Empire till the 1950's remaining unchanged, and cannot reflect American interests in the 21st century as its economy competes with China and India and the EU, and seeks to do this by keeping former colonial powers out of the Americas including Russia, and China.   ...

Polls on Deutchland opinion trends show Merkel has gained support with her careful handling of Brexit, and the AfD has lost support. Only a month ago media reports covering the immigration issues had put AfD in the light of gaining using this issue. The infighting in the Conservative Party and the lack of any plans of ministers in the British government favoring Brexit for leaving the EU have Germans questioning this kind of politics compared to Merkel's promise of a "calm and composed manner" in dealing with issues of people's lives and the future of Europe. The extensive coverage in Germany of the vote for Brexit, the EU referendum in Britain, increased awareness in Germany of the benefits of the European Union. Merkel and other leaders offered their assessment of how the European Union has brought peace to Europe and improved the lives of the people during the pre Brexit media coverage. Now Infratest Dimap polls show the popularity of Merkel has increased to 59%. Compared to a June poll before Brexit things look better for Merkel-  the AfD Alternative for Germany has lost 3 percent of support dropping to 12 percent, the Christian Democrat party of Merkel is up by 2 percentage points to 34 percent in popular support, the Social Democrats also increasing support by 1 percent to 22 percent.The vast majority of people said the European Union provides security (74 percent) and prosperity (79 percent). Germans are skeptical about the value of referendums on such major decisions as EU membership because of swings in popular opinion such as that on immigration that swayed British voters- 49 percent saying parliament does better in these situations than a referendum, 42% saying referendums are better. For voters who said Germany was hindered by membership only 11% supported that proposition and 52% said the EU is beneficial for Germany. Over 75% actually favor more cooperation on refugees, data policies and energy, setting the prospect for a stronger European Union. Also proving the importance of responsible politics, and honest, flexible leadership, responding to people's concerns yet not pandering to swings in opinion for temporary advantage. A separate piece in the Guardian by Yonge points out that Cameron actually won only 23 percent of the eligible voters for Conservatives in the 2015 elections in Britain, reflecting a two decade slide. Brexit only made this failure widely visible, and did not escape the attention of the German people.   ...

Benjamin Pavrd's 20 yard goal with France behind 2-1 against Argentina in the World Cup will be remembered as the goal of the tournament. Pavard's parents living near the Belgian border in a small town made great sacrifices, and travelled a lot to send Pavard out at 10 years to practice soccer with teams in France including Lille. 

He accepted an offer from Stuttgart after getting few opportunities to play in Lille. He was also made part of the 23 member team for France only when a player could not play due to injury.
