Russia's central bank revises the initial figure of $500 million for rescue of Trust Bank to $2 billion, and an additional six year loan of about $550 million to go to an "investor" bank to take control of Trust Bank. State controlled VTB Bank will receive $2 billion and Gazprombank $1.4 billion in government help, according to Mr. Siluanov, Russia's Finance Minister. So far the Russian government has approved $20 billion for rescue in the banking system. Foreign currency reserves have declined by $16 billion to $398.9 billion, according to figures released by the central bank on Dec. 26, 2014. The Russian government plans to use the foreign currency holdings of Rosneft, Gazprom and other large state controlled exporting companies in 2015 to support the ruble. Mr. Siluanov says the government will need to look at its budget again to reduce spending, including military spending. This report in WSJ by Mike Colias about personal politics exaggerates the impact of political party Republican vs Democrat in the switch to electric cars as most of the resistance comes from the lack of charging facilities and not enough technological breakthrough in cost and efficiency to make the switch. And much of the political resistance by a third of the population comes more from the idea that it supports China sourced materials. This comes from misinformation and old data as Biden has imposed 100 percent duty tariff on imports of China made electric cars and 50% on solar panels just last week. Americans including Republicans are realizing that the only way to compete with China's subsidized push for key industries is for America to do the same. This gives the American manufacturers the time and the support from the US government to compete with EV's made in China supported by Chinese government large not so visible subsidies over long periods. WSJ reports recently showed how China's prime minister supported building Tesla plants in China to observe American manufacturing methods and technology, in the process advancing its own technologies in EV's at a faster pace. Making Tesla's role contradict the idea that politics not misinformation and technological lag is causing resistance to EV's both of which will fade over time. ...

The partial lockdown with closing of the leisure sector and keeping work open, and retail shops open has not helped keep the virus in check as hoped. Christmas is an important holiday period in Germany and crowds continue to form in many shopping areas spreading the virus. Chancellor Merkel lacks authority in a pandemic as the law says states have to decide how best to tackle a pandemic.

Such is the drama in the House nowadays as Democrats look for ways to restrict the president's action in the international arena on the Monroe Doctrine. The resolution if passed would require Congress to authorize the action to deploy troops. The Venezuelan action was taken quickly in a few hours bringing Maduro to the US. The US set a naval blockade of the country which has fallen apart with high inflation and mismanagement, corruption and drug trafficking after Chavez entered Venezuelan politics with a military coup in 1998 and set up an authoritarian government. When he died the power was handed to a person who lacked experience tackling a complex oil economy and inflation reached 1000 percent destroying the economy. The Monroe doctrine had fallen into disuse since 1824 and its revival in 1904 by Teddy Roosevelt which made it difficult for the US to take action in the interests of peace and security in its neighborhood free of European colonial powers. Russia withdrew from Venezuela after the Trump administration set a new start for US Russia relations based on "respect" for Russia as a power in Northern Europe. In 1824 the situation facing Venezuela and other South American countries blocked by president Monroe was intervention by France, Spain to collect debts.  President Teddy Roosevelt affirmed the Monroe Doctrine during his term 1900-1909 to ensure fairplay, democratic governance and good governance in the western hemisphere free of European powers. In 2026 much of this is being misrepresented in a torrent of what TR called "mendacity." The issue of Greenland and security for the Eastern seaboard of America from foreign powers is also getting the same treatment by the US and European press with no mention of Admiral Perry's discoveries in Greenland for the US Navy in 1890's, and Denmark as a colonial power which had no belief in representation of local people having transferred its colonies in Asia and other parts of the world to other nations for payment or in exchange of territory. The entire population of Denmark of 6 million is smaller than the Houston area and the entire population of Greenland of 50,000 would not fill a baseball stadium, and yet it seeks to block US security for the entire eastern seaboard of  North America from foreign powers in 2026 after it did so in 1947 when Harry Truman offered $100 million for Greenland, as the Cold War intensified in Eastern Europe. ...

Grim warning from chief scientific and medical advisors to the British government that we are not through this yet, there is more ahead. Without strong action there could be 200 deaths a day and 50,000 cases a day, says Sir Patrick Valance, chief scientific adviser. Tens of thousands of deaths could happen in the winter and there is little prospect that restrictions can be lifted for the next 6 months. The chief medical officer to the government says if we do too little the virus is going to take off. Sir Patrick Valance said at a joint appearance with Whitty in Downing Street that if the virus doubles in 7 days, then if we have 5000 cases a day, it would be 10,000 the next week, 20,000 the next week and 40,000 a day the week after. In a month we could be near 50,000 a day. The vaccine the advisors said may be available to small groups by the end of 2020, only in the first half of 2021 will it be a likely scenario of it being available in widespread way. On protection they say most of us are not protected only about 6-8% may be protected in the hope that immunity is gained by having been infected and developing antibodies. We have to deal with it collectively for the next 6 months as it is now growing across the whole country, not just in some places or environments. Doing too little is dangerous and could let it take off speedily and affect hospitals again, doing too much so that unemployment is affected and poverty social deprivation happens is also to be kept in mind. ...

It depends- only if you look at it in actual millions of people. In percent of people Voice of America and this WSJ report show that US obesity rate is much higher with 22 states above 35% and the rate overall at about 25%, compared to China's at about 14%. The fact that this was reported in this way is happening as this issue is taken far too casually in the US, when the quality of life is largely dependent on health. And such high levels of obesity in the US, catastrophic levels in some southern and midwestern states, means one is not doing things right and heading for a poorer quality of life. This report in the WSJ cites estimates of obesity in China of as high as 200 million and likely to grow by another 100 million by 2034, about 14% of the population being obese today and obesity increasing to about 20%. In China the demand for weight loss drugs is growing. The government has a program to reduce the intake of salt, sugar and oil and increase health foods in the diet. Meat in the diet has tripled and there is a need for more health conscious attitudes in China, even more so and urgently in the US. Both the US and China are too auto centric in their culture, particularly the US where public transportation has not been given high priority leading to a lack of enough exercise getting to work. ...

WSJ and NYT, Wash.Post exaggerated defense of Denmark's claims to Greenland. DJT says there is nothing in writing that says Denmark owns Greenland. The NYT, WSJ cite 1916 Treaty that transferred Danish West Indies to US for $25 million.  The agreement in 1916 said Denmark would extend its economic and political arrangements across Greenland, which was the status quo, but this did not give ownership of the island to Greenland. In 1947 US president Harry Truman offered $100 million for Greenland. This was a generous offer and would be around $1.5 billion in today's terms. The agreement of 1916 is superseded by Admiral Perry leading the US Navy's exploration of Greenland all the way to the north of Greenland at the Arctic northern most points in Greenland. The US planted its flag on Greenland at the time. DJT on Truth Social planting the flag is nothing new. Admiral Perry is never mentioned by NYT, Wash Post and WSJ, the television media and Google internet other AI, which gives the Denmark government an opportunity to misrepresent US claims to Greenland since 1890's and leave out Adm. Perry's discoveries in Greenland. By comparison a few Danish boats and Norwegian boats landed in Greenland. Worse it sets up the Europeans for actions that Scott Bessent says are "unwise". It is mainly Denmark and the Nordics who are in opposition, the rest of Europe has no stake in Greenland and would be better off with the US owning Greenland. Danes were a colonial power and cannot bring up the Greenland Inuit population of 50,000 smaller that what would fit into a baseball stadium as they had never sought to help the Inuits. As recently as 1803-1848 Denmark was struggling to abolish the slave trade in its colonies in the West Indies- it is something that can easily be looked up. It was the US with it's Declaration of Independence by Thomas Jefferson that laid out the vision of a free people which also fought the Civil War under Lincoln by the 1860's with loss of millions of lives for a free and fair society, something the European colonial powers failed to do. Denmark should accept the offer of $1.5 billion from the US consistent with the US offer from Harry Truman in 1947, and not use the European Union to create dissension within Europe as it has done so far in a misleading effort that does not serve the interests of Europe. ...

Till a vaccine is developed in about one year from now what will the gradual reopening look like?   It shows a cafeteria at a company in Seoul with plastic shields separating each person, the Amsterdam office concept of six foot distancing offices at Cushman & Wakefield. This real estate company manages 800 million square feet in China real estate. It has developed a 300 page manual on safely reopening offices with every detail possible. Toyota plants will run at slower speeds because of large drop in demand, with plants reconfigured to maintain social distancing. Many companies are doing this now when it is easier to do without people. Protocols such as onsite health screenings are being integrated. A Knotel app  will add features for office tenants that gives employers the option to track some employee movements and trace their contacts to prevent illness. For sports and event venues the challenge is sanitation and cleanliness. Adding janitorial cleaning shifts and making food grab and go, cashless transactions and protective shields. Schools and colleges face a challenge of how many students to let in, and how many to seat and how, dorms with one room one student, and so on. One college in Maine is planning for thinning the students on campus, rotating students with shorter term modules, more online instruction.  ...

The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....

Gone are the days when Pat Brown was able to put his son Jerry Brown in the race for governor, there are 9 persons running for governor of California in 2026. The current governor Gavin Newsom is said to be promoting his book in Nashville, Tennessee, where many Californians are moving with the inflated cost of housing in the state. Gavin Newsom's grand father gave a $5000 check to Pat Brown in 1943 to run for District Attorney, this report says citing the book. From that time Pat Brown became Attorney General and then governor of California in 1958, defeating Richard Nixon in 1962. In 1962 Pat Brown seemed vulnerable as his signature accomplishment setting up the UC system of college campuses and the water reservoir, tax increases to pay for this, were in their beginning stages and their lasting value not recognized at the time. Nixon from Whittier, California, was a former Vice President and was seen as likely winner. This toughly fought election created the Pat Brown myth and so called machine that helped his son Jerry Brown to two terms as governor 1975 to 1983, and again after serving as Mayor of Oakland and Attorney General to come back to governors race again in 2011 (because term limits came after 2011) and be governor again 2011-2018. Another way of looking at it is that in his last two terms it was also Jerry Brown's careful balancing of the budget and finances of the state, his environmental support, that made him a reliable figure for the public interest not just the political machine backing him.  California to be sure has had popular governors on both sides Reagan won in 1966 as governor of California to succeed Pat Brown. The Kennedys and Pat Brown are matched by the Reagan supporters in the state. In today's situation where China's dominance in industry and manufacturing has affected all parts of deindustrialized America, California is no exception, where much of the middle class has seen their savings eroded, the issues are different and the challenges are different. ...

Germany's furlough scheme is called Kurzarbeit. About 10.1 million workers are signed up for the scheme with about 5.6 million actually using it because they are working shorter hours than normal. Under the scheme about 60% of workers earnings are normally replaced with government aid with contributions from companies. For the pandemic the German government increased benefits to cover 70%-80% of lost earnings if a worker has lost over 50% of working hours. It cost about 9 billion euros and payments are made by the German Employment Agency. This scheme is being extended from the initial 12 month period to 24 months. A similar scheme in Britain that ends in October covered 80% of earnings for workers lost earnings up to 2500 pounds a month, at a cost of 35 million pounds up to August for 9.5 million employees at the peak. The British scheme is not being renewed. The seniors deduction means 88% of seniors will now pay no taxes on social security benefits from 64%. Medicaid changes so that able bodied Americans will have to put in 80 hours of work to qualify.  Note that the Medicaid program was becoming unworkable and unsustainable- starting with the idea of helping people unable to work and transitioning those who could work, it jumped to $228 billion cost in 2000 from $28 billion in 1980, ten times over 20 years. Going up to $918 billion in 2024, 4 times the 2000 level. Medicaid is now 62% of what Social Security costs, $918 billion compared to $1480 billion for Social Security. ...

The U.S. Government Accountability Office says only $179.5 millon of the first $1.5 billion- in a five year aid program to Pakistan worth $7.5 billion- has been spent. USAID's director for Pakistan, Andrew Sisson, says the $1 billion from prior ununsed funds was spent in Pakistan in 2010. This includes $500 million for aid during the disastrous floods last year. Projects include the Gomal Zam Dam in South Waziristan, at a cost of $20 million. That project helped build a spillway to apower plant bringing electricity to a remote region in Pakistan. That dam was built by Chinese engineers from the Sinohydro Corporation. The Obama administration wants to see large signature projects to which it can point to as signs of success. With a failing economy, corruption and a weak civilian bureaucracy- especially with a weak and ineffective civilian government- getting projects implemented has proven extremely difficult. The U.S. government has committed to spending 50% of the aid money through the Pakistan government and not through civilian contractors with large overhead expenses....

US president Biden announces a plan that makes it mandatory for all employers with more than 100 employees to require their workers to be vaccinated. The Labor Department's Occupational Safety and Health Administration will issue an emergency temporary standard for implementing the new rule. This will cover 80 million private sector employees. Businesses that fail to meet the standard will face fines of up to $14,000 per violation. Employers must also give workers paid time off to get vaccinated or recover from any side effects.

Federal government workers and contractors also must meet the new requirement or face regular testing. In all 100 million workers or two thirds of American workers will be covered. 

To meet testing needs the Biden administration is procuring $2 billion in rapid point of care and over the counter at home Covid tests, using the Defense Production Act for accelerated production.
