People of America reflect on what has the most promise for our future?  Critics have focused so much on delivery on one night to forget what was actually said. The president's message to Congress and the American People of last week is all there for everyone to read. It states what was said in the State of the Union in January 2024 on the floor of Congress with vigor not seen since the days of FDR in 1932. Critics could read the actual text of what Biden said in the debate, and they did nothing of that acting in ways that only the uneducated would do and manipulating information about the president's health in dishonorable ways. Polling is an uncertain business and may be all wrong depending onthe sample and what questions are asked. This was proven true in last week's results of the French election. Where are the people relying on polls who predicted RN National Rally on top when it ended up in third place. The pundits have not reflected on the meaning of the French election and the British election where parties that made cost of living action, fighting for working families, and infrastructure investment coming out on top. Who is going to fight for and take climate change action and going delinquent on climate change is that an answer the American people will make? Who has done the most for climate change action, health care and education? How does the US compete with China without investing at home a fight which president has fought with economic theory from the Reagan/Friedman era that let American industry wither while China took the lead in industry after industry?  ...

Biden gave a passionate and vigorous speech at the Democratic Convention in Chicago, Aug 19, 2024 comparable to what he did in the State of the Union message to the US Congress and people in January 2023 and January 2024. Gone was any semblance of the bad day at the debate that came after covid symptoms. The first night at the Democrat Convention brought before Biden's speech speakers Hillary Clinton, Governor Beshear of Kentucky, touching personal accounts of trauma of women who were denied abortion in rape and incest and mother's health conditions, Steve Kerr, US Coach men's basketball team at the US Olympics, and three members of Congress. Steve Kerr said it was the duty of Americans to protect American democracy and the respect for the dignity of people, workers and families, that is part of the values of the American people for two hundred years, values Biden exemplified and Kamala is shaped by. Ashley Clinton reminded people of her father's love for the country and family- telling the country how her father took the train from Washington D.C. to Wilmington Delaware just to see Ashley, Jill and the family for her birthday when she was just seven years, stayed for a few minutes at the station and after blowing the candles headed right back to D.C. Dignity, decency, values, personal sacrifice, courage, these are the values that Coach Steve Kerr said America expected from its leaders. Thes are the values of Joe Biden of Delaware as he went through 50 years int he US Senate, 8 years as Vice President and his term as president. And above all Biden used this experience to pass legislation  for the Renewal of America that makes him many speakers say the most consequential president since FDR. ...

The US Navy emerges for America's role in the Pacific from this time at the turn of the century. Francis Perkins in her book  "The Roosevelt I Knew" describes Roosevelt's advice to Perkins in 1934 about the League of Nations and how Woodrow Wilson's failure to get Congress to understand it on Senators own terms led to the US not becoming part of the League of Nations. The US was not automatically inclined to accept the world role or its role in Europe. Roosevelt tells Frances Perkins  who was closest to him in his presidency- on International Labor Organization membership FDR told Perkins he must get the Senate Foreign Relations Committee members on board. "Remember how Wilson lost the League of Nations, lost the opportunity for the United States to take part in the most important international undertaking ever conceived. He lost it by not getting Congress to participate. They have a sense of responsibility and can't have sincere convictions unless they are given a chance."   ...

The nomination of Harvard economist Jeremy Stein, who has experience in monetary policy and financial regulation, to the U.S. Federal Reserve Board of Governors. The nomination of Stein was presented to Congress by the Obama administration with the nomination of a Republican, Jay Powell. Powell served in the Bush administration as undersecretary of the Treasury for domestic finance. Powell has experience in investment banking and private equity. Powell graduated from Georgetown Law School and is now a visiting scholar at the Bipartisan Policy Center. Former Fed governor Laurence Meyer's firm, Macroeconomic Advisors, said in a letter to clients that the nominees would significantly help deliberations at the Fed, and bring expertise in areas that the Fed needs to strengthen. Stein's published work has endorsed higher capital standards for banks.

Daniel Henninger of the WSJ Editorial Board says even if a Republican is elected president it would be a question of 4 more years of what? The big problem today he says is the small number of legislators in the US House of Representatives, about 20 in the Freedom Caucus, that are opposed to the government operating unless they get their way. The result is that independent Speakers of the Republican controlled House, with Republicans having a slim majority, are unable to get elected, and the Speaker elected is a relative newcomer Mike Johnson of Louisiana, who entered Congress as recently as 2017. The new Speaker has said the legislation passed by a bipartisan group of Senators in the US Senate 70-30 for aid to Ukraine is "dead on arrival." Result an impasse with some saying this is the most ineffective Congress ever. In this situation if a Republican is elected president says Henninger he can do little because a loss of even one legislative branch to Democrats the House or the Senate would leave America where it started- in an impasse for 2024-2028. For this reason he says even though Mr. Trump said he would do great things there was little he could point to in his vision for the future, and little he could do just by signing executive orders that would later be reversed.  ...

This Wall Street Journal editorial says the Balanced Budget Amendment (BBA) currently being put through the House is unlikely to pass especially with a supermajority tax limitation. It raises questions about the advantages of BBA considering that the 1981 Reagan tax cuts may not have survived the BBA, a period when the U.S. experienced robust growth for 7 years. Unintended consequences could put defense spending at risk such as the Reagan spending on defense that helped end the Cold War, which may not have survived the BBA. The editorial calls instead for a repeal of the Nixon administration's 1974 Congressional Budget and Impoundment Control Act, a law which tilted control of spending in the favor of Congress after Nixon's impoundment battles with Congress over spending. This would mean getting rid of budgeting that uses baselines and increases the budget from one year to the next automatically, restoring the President's impoundment powers, and requiring a two thirds majority for tax increases. The editorial supports the House Republican majority's plan to cut spending in fiscal 2012 by $111 billion and cap spending as a share of GDP in future years....

In Pennsylvania's crucial Senate seat Trump supported an affluent TV health show host Mr. Oz who failed to beat a small town mayor Mr. Fetterman who turned this into a scrappy contest in every county in Pennsylvania. Fetterman saying he would fight for workers and families every step of the way. In race after race for governors and for Congress many of the more Trump loyal candidates did not do as well against Democrats who had learned that they need to put up a determined and scrappy fight for the working class and families.

The U.S. Mexico, Canada trade agreement USMCA is now seen as a model for future trade agreements with China, Japan, Germany, the EU, and Britain as it leaves the EU. It is based on a pro-growth, labor protections, higher wages in America model. The USMCA provisions to raise American wages for workers, improve labor protections in developing countries, pro-growth, and level playing field, are portable and can be transferred to other trade agreements. The USMCA now has support from all parties and is expected to become law when it passes Congress next week. The USMCA when applied to countries that favor or subsidize their businesses also provides a template to level the playing field and ensure fair competition.

Jill Biden pushes the long neglected US agenda on education. She has talked to teachers and union members in about 21 states. Dr. Biden told teachers in Salt Lake City that president Biden was committed to increased federal funding for schools and to pay teachers competitive salaries. In his speech to the joint sessions of Congress president Biden said " she (Jill Biden) has long said any country that out-educates us will out-compete us- and she'll be leading this effort." One part of this is 2 years of free community college education. China's growth will slow to about 3% in 2022 as the decisions made at the Central Economic Work Conference that ended on December 10 were to emphasize economic stability as the overriding goal. The U.S. government partially shutdown on December 22, 2018, after members of Congress failed to reach a deal on funding a border wall with Mexico that president Trump has supported. Mr. Trump is seeking $5 billion for constructing the border wall which he sees as needed for securing the border. Two bills in Congress provide $1.3 billion and $1.6 billion in spending. The shutdown comes at a time of Christmas holidays with Democrats and Republicans continuing negotiations for a deal. A House Bill provides $5.7 billion for the wall, but faces a hurdle in the Senate where 60 votes are required and Republicans have a slim 51-49 majority. Speaking at the Economc Club of Indiana, U.S. Federal Reserve chairman Bernanke, says responsibility for fiscal policy lies fully on Congress and the administration. Monetary easing through QE I,II and III, which reduces the borrowing costs of the U.S. government by keeping interest rates low, cannot be seen as taking pressure off Congress and the administration, as critics claim. Rappaport of the NYT asks how it is possible that the U.S. Treasury is critical of the EU Commission's ruling that Apple pay back $13 billion in taxes because of its low tax rate of .005% in Europe, when Treasury is strongly critical of tax avoidance. The negligible tax by Ireland, base of Apple operations, is seen as a state subsidy not available to competitors. It also, as the EU Commission says, does not correspond to economic reality because the revenues are mostly made outside Ireland. An arrangement that is basically a strategy of tax avoidance. Today the leading candidates for president, Trump and Clinton, the major parties, and Congress, all are critical of tax avoidance strategies which deprive Treasury of much needed revenues. Restoring upward mobility is a priority today and programs to provide tution free access to public colleges, healthcare access, and infrastructure development, require public funding. Then why is the U.S.Treasury critical of the EU ruling? It is because Treasury sees this as money that should be coming to Treasury not the EU. However Treasury has failed to make this clear. The Financial Accountability and Corporate Transparency Coalition's Clark Gascoigne, calls it very ironic. And other experts say the money would not be coming to the U.S. anyway unless a low tax rate induces Apple to repatriate profits to the U.S. One expert calls it hypocritical. Senator Schumer says he agrees with Paul Ryan that tax legislation for a low tax rate for repatriation of profits back to the U.S. should be the next step, so that an infrastructure fund can be setup. Senator Levin and transparency advocates sees the EU action as normal and to be expected, as the anti-establishment sentiment today comes from such dealings that create the impression that the system is rigged in favor of some corporations. ...

President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.
