This editorial in the Hindu- after encouraging news from Moody's and the World Bank on India's economic future- says that the Modi government should not be distracted by the upcoming elections as it focusses on the task ahead. After a gap of 14 years Moody's raises India's credit rating one notch. Moody's cites steps taken by the Modi government as creating a better environment for future growth- the implementation of GST goods and service tax, efforts to clear some of the bad loans in the banking system so that capital can be freed up for infrastructure investment, and reducing bureaucratic hurdles for clearance of projects. Moody's cites the high public debt burden as a constraint for growth. General government debt is at 68% of GDP in 2016, higher than the 44% median for economies in this range. On the plus side the better targeting of welfare measures to help the poor including steps in the banking field, bringing more businesses into the formal sector to improve tax revenues, and the large pool of private savings, are cited by Moody's. Critical is timely implementation in the future. As the discussion in the media on bullet trains and other new infrastructure shows, there is not enough momentum for stretch goals as China has done over the last 2 decades.   ...

Biden says at the APEC Summit that the US is seeking stable and good relations with China, that this is good for the world. He pointed out that the US wanted to be clear -"We are derisking and diversifying our relationship with China, not decoupling." This refers to the excessive dependence that happened in the relationship with China in the supply chain, in manufacturing, and in trade during the last three decades.

It will take time to rebuild parts of rural America that were in decline for decades, neglected by politicians of both parties, and are now seeing big investments. Mississippi County, Arkansas is one such rural area where US Steel and other steel makers are putting in new plants to make 12 million tons of steel a year. Only northwest Indiana has larger steel manufacturing plants. Subaru of Japan is located in Indiana. Here in Arkansas only 38% of workers live near the plant as it has seen a lot of decline, most commute from neighboring states or work from RV's.

France's former president who preceded Macron was Francois Hollande of the Socialist party. Macron was a socialist party member from Amiens and a member of Hollande's cabinet, choosing to challenge Hollande with his own newly created party EN Marche just months before the election of  2016. This party is relabeled the Renaissance or Ensemble in 2024. Francois Hollande, 69 years, was elected in 2024 Assembly elections with 43% of the vote from Correze, and speaks for the NFP Front Populaire which defeated the Macron Ensemble and the RN National Rally to be the largest party in the National Assembly. Here he talks about the snap elections, the failure of Macron for working families struggling to make a living, and the responsibility to the French Nation of the Front Populaire, the need for cost of living actions to lift the burdens on working families, and the need to stand up for working people across the country. October 1 is a national holiday in China  and the 75th anniversary of the founding of People's Republic of China in 1949. Youth and students in China travel across the country to visit historic sites in the Chinese Revolution in what is called Red Tourism. The perceptions of young people and students on Mao in 2024 is shown in this video in FR24. This is how China wants to remember its past- a century of conflict with European powers and the British Empire after European Powers tried to breakup China following the Opium Wars in the 1850's. This was followed by the Japanese Empire staking its claims over parts of northern China in 1900-1945, and the period in which the US under General Joe Stilwell struggled with the dilemma of China knowing the corruption and failure of leaders to modernize China.  Then followed the decades when hunger and inadequate healthcare was banished from China, yet the industrial revolution that happened in western Europe and the US was elusive. Efforts in the 1960's to do this failed. Only when China showed the spirit of humility to work with Europeans and Americans and the Japanese and opened up its thinking to adopt markets in its own context of state run operations was the industrial revolution accomplished and modernization made to happen in the 1990's onwards. Three decades of rapid industrialization transformed an ancient nation in the heart of Asia. ...

The price of gas powered cars and EV's is closing, to about $5000 according to Cox Automotive. Tesla is cutting prices because of new competition from Japanese, Korean and German models in the US market. China's BYD is also in the global market with new battery technology that cuts cost. Batteries make up 40% of EV car cost. The cost of making EV's will drop to becoming the same as gas powered models by 2027 as companies get more experience in the new technologies, says Gartner.

India is storing as much oil as it can at today's low oil prices of about $20-$30 per barrel in May 2020. With India asking the U.S. to store oil from U.S. shale producers at its strategic petroleum reserve storage facilities in the U.S. Already its existing storage facilities of 5.3 million tonnes (39 million barrels) are full, and the storage capacity will be more than doubled with an additional 6.5 million tonnes (48 million barrels) to be built quickly. About 8.5 million tonnes (62 million barrrels)  are in ships on oceans around the world. Demand is only 20% during the lockdown but is expected to reach levels of 2019 by June 2020. Only about 20% of oil consumption comes from existing storage.   That Indian oil capacity is 39 million barrels of storage shows how little was done over succeeding administrations without national aspirations for a growing country with hundreds of million of young people, when the oil storage capacity today of 39 million barrels compares with over 500 million barrels for Japan and for China. A huge Indian government aid package of $280 billion for the economy can be offset by gains in other areas such as low oil price oil storage, and gains in supply chain manufacturing, increasing the size of the domestic market for local manufacturers with incentives and loans, and new rules for stressing local manufacturing for a self-reliant economy. ...

A new review of defense policy undertaken by the British government is outlined in paper, "Global Britain in a Competitive Age." The 100 page report points out that Britain faces a different world situation today and redefines the situation in which nuclear weapons would be used to include biological or chemical weapons attack. It sees the need for Britain to be able to respond to threats of chemical and biological weapons attacks coupled with cyber attacks from countries without nuclear weapons. The report also says other countries "are increasing and diversifying their nuclear arsenals." It identifies a "developing range of technological and doctrinal threats." In response Britain will increase its Trident nuclear warheads to 260 from 180. The report says China presents the "biggest state based threat" to Britain's economic security, and a "systematic challenge" to its prosperity and values. It says China's military modernization and increasing assertiveness in the Pacific region poses "an increasing risk to UK interests." Britain will make more secure its critical infrastructure, including hospitals, power plants and water systems, so that it can confidently trade with China. ...

A long history of terrorist or militia trained in Pakistan has led to  terrorist incidents all over the world for the last three decades including the Kashmir and Afghanistan conflicts, the last having drawn Russia and the US into long wars which depleted their resources and led to loss of many lives. Yet much of the media remains oblivious of this in the US and Europe, and how it has led to the rise of China using this period of conflict under Bush and Obama since 2000, and the access to US, EU technologies and assistance. ...

The EU has agreed to allow a new Brexit extension, this time till January 31, 2020. According to the paper agreed on by member states the UK can leave on the first day of the month that a deal is ratified if a deal is ratified in parliament before the new extension date. The EU has also put in a declaration attached to the agreement that it will not renegotiate the withdrawal agreement. EU leaders did not have to meet to do this as it was done by a written procedure used by EU council president Donald Tusk.
