This fund of $400 billion with 50% of profits on investment going to US would be put together by Japan for the US to sign the agreement with just 15% tariff total on Japanese autos and other products. The president calls it a signing bonus. WSJ Editorial and similar efforts to shortchange DJT tariff efforts to level world trade playing field also belittles the extraordinary effort of Luttnick, Bessent and Jamieson as trade negotiators in getting the deal with Japan for $400-$550 billion. It says DJT was lucky to get the deal when it is clear that Japan is returning the US the favor the US did to Japan, as a true ally should do, aside from US defense of Asia. ...

Some figures on the foreclosure situation. 2.3 million Americans faced foreclosure proceedings in 2008, 81% increase over 2007. 860,000 properties were repossessed by lenders, more than double the 2007 level, according to RealtyTRac a foreclosure listing firm in Irvine,, California. Moody's Economy.com predicts the numbers to go up 18% in 2009 before slowing through 2011. That is 2.71 million foreclosures in 2009. To prevent the foreclosure levels from getting much worse as unemployment drops, the new administration plans to use upto $100 billion of the remaining $350 billion TARP funds to help homeowners. The 4 states hardest hit are Nevada, Arizona, California and Florida. More than 1.1 million properties there received foreclosure notices, almost half the total nationwide. The hardest hit areas are in California, with the metro areas worst hit in order are Stockton, California, Las Vegas, Nevada, Riverside and Bakersfield, California, and Phoenix. In December more than 303,000 properties nationwide received foreclosure notices, up 40% from year ago month, and 17% above November 2008. At 303,000 the yearly rate is 3.6 million foreclosures or higher for 2009, so the Moody's estimate for 2009 must take into account acceleration of steps to help homeowners with the new administration. Are the rather modest steps taken upto now helping? RealtyTrac analysts estimate that without a state law requiring lenders to give borrowers a 30 day warning before starting the foreclosure process, the foreclosures in California would be 10% higher. There are similiar state laws in Massachusetts and Maryland. Throughout 2008 few steps were taken by the Bush administration to slow foreclosures, even though Republican economists like Martin Feldstein repeatedly advocated this. The editorial says the US Congress is not showing interest in the origins and the US president Biden has to take up this- some readers might have a question what would make the US Congress not interested in this when coronavirus has affected the US, India, Brazil, Europe, and the poorest countries on earth in unimaginable ways. Can such important matters as world public health fall under the authority of one person, such as Dr. Fauci and other health officials from one country or two countries, when other countries such as India, Brazil, UK, France, Italy, Germany, EU countries, are gravely affected. Global public health has suffered badly and billions of people around the world, in the poorest countries as well as the people in US and Europe have suffered unimaginably in 2020 and 2021 as a consequence of poor decisions. Much needs to be done to get the people themselves informed about public health and how it can be shaped in the future. ...

The reason for the on again off again action was to give Mexico, Canada, and China time to respond with action they have not taken on fentanyl flows into the US, and Mexico time to address migrant trafficking across its borders. The US International Trade Commission study in 2024 on the 25% tariff on US auto imports cited by BBC shows it would reduce imports by 75%, increase prices by a modest 5%, and increase revenues of auto makers in the US by 5%. Figures such as prices going up by $6000 may apply to BMW's that are imported from Germany and carry high price tags for a very small very affluent customer group unrepresentative of the US automobile market. ...

The Asian-American voters are significant in some states such as New Jersey 7% of voters, Nevada 9%, Minnesota 3.1%, and California 15%. Compared to the 2012 election this is the fastest growing demographic up 16%. With lower immigration from Mexico this is likely to continue for several decades. Nationally it is 4% but growing rapidly. The Asian-Americans come from countries such as India, China, Indonesia, Vietnam, Philippines. Seib says Trump has lost as many Asian-Americans as he has gained whites who chant "build that wall," by using such rhetoric. The Asian Americans are about 48% moderate and about 23% liberal, 19% conservative. Many are in the tech and white collar fields, in the suburbs of major cities including the South. Its this location that can make them an important influence. The Democratic Party has reached out to these generally better educated voters, who have heard about building that wall with unfavorable views- 40% saying they would vote against a person with "anti-immgrant views" regardless of what the other issues are. The early 2016 poll done by the Asian and Pacific Islander Vote project shows 61% having unfavorable views of Trump and 61% having favorable views of Clinton in 2016.   ...

The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. The US sends aircraft carrier group of the US 7th fleet with the aircraft carrier USS Reagan and destroyers on a freedom of navigation mission through the South China Sea. What is a freedom of navigation mission and what is the US goal? "Our presence in the Pacific is to demonstrate our commitment to a free and open Indo-Pacific," says commanding officer of the aircraft carrier USS Ronald Reagan, Captain Fred Goldhammer. Seen on a map the Paracel Islands are far from China's coast. They lie on the waters further south in the South China Sea closer to the coast of Vietnam and between Vietnam and the Philippines. Till 1974 the Paracel Islands were part of Vietnam. In that year China took control of these islands after a war with Vietnam. The name Paracel is of Portuguese origin on maps in the 16th century. There are 130 islands or reefs with total area of about 3 square miles spread out over about 6000 square miles of ocean in the middle of the South China Sea near the coast of Vietnam. The French had  weather station there in 1932. After independence South Vietnam controlled the islands. In 1974 the islands were taken over by China from Vietnam. The result is that by taking over the islands China put itself in the position it is in Tibet. In Tibet it has put itself right across the Himalayas in a position that interferes with security on the border with India in the Himalayas that for centuries almost going back to Buddhist times 2500 years ago had very little and most of the time no Chinese presence. The passes in the Tibetan region are at heights over 15,000 feet that were mostly inaccessible except by yaks and other animals for transport for most of the 2500 year period. This is true also of the Paracel and other islands in the South China Sea as they are right in the middle of the seas of open navigation used by traders before the coming of the Europeans and for ocean going trade since 1500. Britain and the US have enjoyed free and open navigation in these oceans which connect past the Philippines into the Pacific to the Japanese islands and on to Hawaii and the US Pacific coast. What the US and European allies are saying is that the free and open navigation of the seas has always been the case for the last thousand years in the Pacific. The taking of the islands in 1974 by China from Vietnam now put it up against the US and European allies, and their Asian allies, as it interferes with navigation in the open seas essential for trade and travel between Asia and the Pacific. This is how the Chinese invasion of Tibet and the taking over of the Paracel Islands have put China into the position of interfering in the normally open and free areas in the Himalayas and the Pacific. This is where the Quad group shares a common interest in preserving what always existed in history-  a free and open Pacific and a free and open Himalayas. It brings together the US, Japan, India and Australia which stretch all the way from the Himalayas and the Indian Ocean uninterrupted all the way through Indonesia to Australia and Japan and the US. From the Mediterranean through Egypt into the Indian Ocean all the way to the Pacific and the US keeping free and open seas for trade and navigation. Or across the Cape of Good Hope into the Indian Ocean and the Pacific to the US. ...

This report  by Joshua Partlow in the Washington Post shows frequent and extensive contacts between Mexican officials and the Trump administration. Skeptical experts say this is mostly damage control. Yet it has helped defuse tensions on NAFTA and other issues, in some situations having president Trump reverse his stance. Mexico sends 80% of exports to the U.S., making this relationship crucial. Yet the scaling down of plans for a border wall, the emergence of a solution to NAFTA through changes without canceling NAFTA with support from Wilbur Ross, the Commerce Secretary, show the dialogue has preserved relations. Uncertainties loom such as the trade stance of president Trump, and the potential of front runner Lopez Obrador from the opposition party to emerge in upcoming elections as the new president of Mexico. Obrador, a former mayor of Mexico who was a close contendor in previous elections, says he will take a different stand than the current government in negotiations. Mexico's Foreign Minister Luis Videgaray made 12 trips to Washington in 2017 as part of the effort by the Mexican government to preserve NAFTA with some changes. He has relationships with John Kelly and Jared Kushner in the Trump administration that have facilitated his efforts.  ...

Renewed warnings about the bubble in housing prices in China. Earlier warnings came from Krugman, Lardy, John Taylor. This one comes from Nomura economists Zhiwei Zhang and Wendy Chen. Could the government's action to curb rising housing prices not be adequate leading to a financial crisis as early as 2014, is the question posed by Zhang and Chen. They cite the rise of housing prices by 84% from 2001 to 2006, before the financial crisis of 2008 in the U.S., using the Case-Shiller housing price index. One problem- the government statistics may have underestimated the extent of the bubble. China's official index shows housing prices rising 113% in major cities from 2004 to 2012. Zhang and Chen say this is much smaller than the actual rise because it includes older, lower quality housing property. They cite an academic paper that adjusts for this and finds prices jumping by 250% in the period 2004 to 2009. Another problem is that China's housing prices growth slows after government action but then resumes the growth, leaving the risk exposure at the high level as before. Because the local governments are tied up in the housing bubble the problem would hit the banking system. About 14.1% of the outstanding bank loans are to local government financing vehicles, and 6.2% to property developers, according to Nomura economists. The declining potential growth rate in China means there is less room for bad loans to be absorbed by hyper growth levels than in the past. Errors in policy can magnify the risk including loosening monetary policy and exacerbating the bubble at the wrong time. In the absence of errors the risks still remain requiring the sale of public assets to bail out local governments and banks. The argument made by Krugman and other economists has been that China is not immune to the risks of a housing bubble going bad, in any way less than Sweden, the U.S., Spain and other countries, requiring bailouts of banks....

Mr. Chatzis is being forced to choose between paying a $372 real estate tax bill to keep his lights on, and paying for his wife's medicines on a $720 a month pension. Under new laws Greece now incorporates new property tax bills in the electricity bills ordinary Greeks receive. He says he cannot pay this. This was added as part of conditions agreed to by Greece for aid from the EU. Ordinary Greeks have paid real estate taxes in the past when they bought or sold property, and paid much lower taxes yearly to municipalities- about $133 yearly for Mr. Chatzis. The new tax means he will have to pay an additional $372 for the next two years. The new tax is added to electricity bills from the government owned electricity company to ensure payment. The tax makes no exceptions for the elderly or the unemployed. It is based on square footage, age of the building, and average value of the neighborhood, and has no relation to income. The feeling in Athens is that of growing resentment. Union workers have occupied the electric company's billing center, and the power company is holding off on electricity cutoff notices till the government decides. ...
