European Central Bank executive board member Benoit Coeure, says the ECB will act quickly on a program to buy government bonds, so as not to fall behind the curve in taking action. He said the ECB had a moral and legal responsibility to act, considering the low annualized inflation of 0.3% in November 2014. Analysts say this could come as early as Jan 22, at the next ECB meeting, because the meeting in March may be too late. Coeure pointed out that the design of the program will be made in the manner similiar to that of the Outright Monetary Transactions Program of 2012, so that broad consensus is achieved. The ECB's staff is currently working on this. The U.S. and Japan have implemented monetary easing programs with quantitative easing, and the ECB is now moving in this direction to increase growth and bring inflation to about 2%. The ECB also now plans to put out detailed policy minutes after each meeting. The euro is expected to weaken further below $1.24 with the announcement of the program....

The U.S. plans to withdraw from the 1987 Nuclear Treaty with Russia that banned development of missiles that fly from 300 to 3400 miles. The 1987 Treaty was signed at the height of the Cold War by presidents Reagan and Gorbachev. The U.S. says the missile system set up by Russia in 2017 violates the Treaty and puts the U.S. at a military disadvantage. Russia denies it is violating the Treaty. The withdrawal will take place over 6 months. If Russia does not restore compliance with the Treaty in 6 months the U.S. will withdraw.

U.S. president Trump says the U.S. will not remain constrained by the Treaty while Russia misrepresents it actions. Russia has placed importance in the deployment of the Novator 9M729 missile and insists it is in compliance with the Treaty.

The US House of Representatives voted 245-189 in favor of repealing the health care law. Only 3 Democrats joined the entire Republican caucus in voting for repeal, compared to 34 Democrats who voted in March 2010 against the health care law. This is a largely symbolic move as the Democrat controlled Senate will not consider the repeal, and even if it did the President would veto it. Republicans favor some aspects of the health care law which allow children to be on the parent's insurance till age 26, and a ban on insurers denying coverage due to pre-existing conditions. Opinion polls show 46% of respondents opposed repealing and eliminating the law, and 45% favored repealing it. The health care issue ranks third among the economic issues important to respondents, behind unemployment and reducing the federal budget deficit.

Biden looks at it from the perspective of the last 100 years not the way young people who only know the current court in their lifetimes. This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

This covers spending on investment goods - on equipment, software, inventory accumulation, residential and nonresidential construction. Compared to the 1982 recession non residential fixed investment has staged a weak recovery. In the 2 years after the 1982 recession nonresidential fixed investment went up by 27%, whereas in the last 2 years it is up only 12%. Spending on business equipment and software declined twice as much in this recession as in the recession of 1982, according to Mankiw. According to analysts Yahoo's 24% stake in Alibaba and its stake in Yahoo Japan is what gives its share price momentum. U.S. Yahoo operations are estimated by Topeka Capital Markets to provide only about $10 of Yahoo's value per share. This report from Germany in DW.com says Germany tried to build a softer relationship with Russia during the leadership of Adenauer of CDU and  Brandt of SPD. This continued under Schmidt and Schroeder. Under Merkel of CDU the emotional aspect of the relationship as Russia retreated from Bolshevism and Soviet Union collapsed was lost. Little attention was paid to East Germany and to how the fall of the Soviet Union had affected Russia negatively,and became purely focused on German industry and trade with cheap Russian gas supplies. Even as Germany did not invest in shared burden for defense with the US, and Germany under Merkel increased dependence on Russian gas supplies to 55% with the Nordstream gas pipeline from Russia, and shut down nuclear energy.  As a result the emotional or mental health aspect of the relationship with Russia of Germany was lost under Merkel. The focus on purely financial aspect of things has been proved wrong both for the economy as physical infrastructure was neglected under Merkel and social infrastructure such as child care and other social aspects of society were sorely neglected. A new broader framework that needs to be built will have to keep this in mind.  All the hard work and good intentions of the Adenauer and Brandt years has been lost with the short sighted basis of relations based purely on finance and trade under Merkel's leadership. This happened also in the US relationship with China with the relations based purely on finance and trade under Clinton, Bush, Obama proving to be too fragile as they did not protect other social aspects within the two countries as inequality widened and whole segments of society were neglected.  ...

See how dysfunctional today's politics have become in the way the Speaker in the U.S. House of Representatives and the U.S. president expressed utter disdain for each other and their opposite political parties at the State of the Union gathering in the U.S. Congress. Trump focussed on the economic gains for the U.S. in trade and the economy, and sees impeachment efforts as unfair as not rising to the level of high crimes and demeanors defined for that in the U.S. Constitution. Pelosi and Democrats see Trump's style and manner as violating norms for politics followed earlier.  Harry Truman, a president in the fifties never got much respect from Republicans who saw his style and manner as too rustic and Missouri farmlike. Andrew Johnson a Republican during the early post Civil War period after Lincoln, without the education of the upper class was treated with disdain by Democrats. Interestingly both were chosen by icons Roosevelt and Lincoln. This time the focus of attention is a president who comes from outside, motivated to run in politics as he said in his speech in Congress by the wrongs the U.S. suffered from other nations in business and trade. Truman got attention from Roosevelt through the hard work to cut the extensive cost overruns and mismanagement in production for the war effort. Johnson for his loyalty to the Union from a Southern state, Tennessee. All seemed to shrug off the disdain without much discomfort and Truman was known to say- "The Buck Stops Here." ...

 China exports to the US $438 billion vs $143 billion the US sends to China - the US deficit with China 2024 equals $295 billion. This is the fact that the media continues to ignore. Behind this is the gutting of the industrial base of the US shipped offshore to China since 2000 by American companies. 5 million jobs lost and tens of thousands of factories destroying the backbone of the economy, America's middle class.  Much of the US exports are oil and gas which can be shipped to Europe, India and other places. The soyabeans and grain from America's farmers is the other part of exports of $13 billion. The US can find other markets for the farm products including India under a trade agreement, and farmers can be supported with agricultural subsidies. It only makes sense to rebuild America's industrial base and pull back from an unfair trade arrangement that can only be the result of serious neglect of their responsibilities of previous administrations before DJT in 2016. The piecemeal efforts 2016-2024 have not worked to rebuild America's middle class,  recover jobs and factories, as a result a new bolder approach is needed in 2025 to rewrite the rules for world trade for an even playing field where everyone is treated with fairness. ...

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

Luis Almagro, president of the Organization of American States, from the small South American nation of Uruguay, says he has decided to speak up on Latin American issues, for respecting the sentiments of the people and democratic process. This is a welcome trend and more Latin American voices need to be heard, for Latin Americans to make their own assessment of the needs of the people, the problems and how to tackle them. More dialogue is needed between the government and the opposition parties to come up with better approaches and throw light on problems. The effort of Mr. Chavez however well intentioned, following neglect of social spending and needs of neglected groups under previous administrations, has gone to the other extreme leading to isolation from the rest of the industrialized world's economies- something no country can afford to do today because of the pace of technological change, much less smaller oil or commodity dependent economies. Large petroleum subsidies need to be addressed in Venezuela, as Mr. Maduro now says, and opening of a dialogue with the opposition parties is one result of Mr. Almagro's efforts. At some point a transition is needed with support of all political parties to bring Venezuela back into the global economy. Inflation of 141%, and contraction of the economy by 10% hurts all Venezuelans. Not even faint traces of the Monroe doctrine that asserted U.S. dominance in South America exists today, and it is upto Latin Americans to tackle problems of corruption, misguided policies, lack of emphasis on innovation and education. The Washington Post's deputy editorial page editor Jackson Diehl, does a service to Latin America by calling attention to such voices for dialogue and problem solving....

It will take time to rebuild parts of rural America that were in decline for decades, neglected by politicians of both parties, and are now seeing big investments. Mississippi County, Arkansas is one such rural area where US Steel and other steel makers are putting in new plants to make 12 million tons of steel a year. Only northwest Indiana has larger steel manufacturing plants. Subaru of Japan is located in Indiana. Here in Arkansas only 38% of workers live near the plant as it has seen a lot of decline, most commute from neighboring states or work from RV's.

Drier weather is affecting wheat production in Europe, India, Brazil and other countries. This is happening as the war in Ukraine and blockade of Black sea ports such as Odessa is affecting supplies from Ukraine. A more than 5% fall in French wheat production is expected. France is the fifth largest producer of wheat after China, India, Russia, and the US. It is the 4th biggest wheat exporter. EU forecasts for wheat are for about 279 million metric tons in 2022-2023 growing season, down 4% because of dry weather. The UN Food and Agriculture Organization FAO says in its twice a year Global Food Report that global grain production including corn, wheat and other grains is expected at 2.78 billion metric tons in 2022 down almost 16 million metric tons from 2021. It is the first decline in 4 years and much of this is from the problems in Ukraine. India has banned wheat exports for food security reasons after the drier weather.  And Russian production of grains faces problems because paying for Russian grains is more complicated. ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. Turkey's inflation rate continues to rise even after a government effort in December to stabilize the economy by stabilizing the lira. Annual inflation jumped from 21% in November to 36% in December, according to the Turkey Statistical Institute. The true inflation rate could be much higher. The ENAGrup estimate after assessing thousands of prices is that true annual inflation is 82%. Ordinary Turks have difficulty affording essential food supplies, says this WSJ report. Turkey has overdependence on the US dollar in its government and bank borrowings which has intensified the impact of the cost increases world wide with the supply chain problems and higher energy prices. Food imports now are much costlier. Depreciation of the lira currency by about 50% added to the impact of the overall global inflation. The lira has come back a bit to 40% loss of value after an unorthodox government plan, yet inflation continues to rise. Deeper problems within the economy that were hidden when the economy was in high growth years are now apparent as the world sees an inflationary surge during the second year of the pandemic. ...

If Zambia can put in almost a billion dollars to make primary and secondary schooling free should not an affluent nation like the US make K-12 schooling free and support a big part of college and university fees. This report in the WSJ  shows that president Xi is pulling back from his signature economic policy to reduce wide gaps in wealth and opportunities in China. In 2021 this was a policy that Xi pushed to reduce inequalities that have built up over decades of hypergrowth. One tenth of the population owns 68% of the wealth in China creating an highly unequal society. Concerned about the future of the Communist party as disparities kept widening and 40% of the population was left behind, Xi early on in his first and second terms made tackling corruption and inequality part of his policy.  Yet the way China's economy is structured, its dependence on the construction industry for growth, and on local governments for investment, it is easier to tackle infrastructure projects than address widening gaps in society. Xi's efforts have led to slowdown in growth to 5% or less. With the US and Europe moving to shorter supply chains and moving supply chains to less integration with China, slowing growth to less than 4-5% presents a major challenge for China. Leading to a pull back from the Common Prosperity policies that Xi initiated and which are part of Communist party policy in its early period after 1949. A major problem for China says WSJ is that social security contributions revenue is 6.5% of GDP compared to 9% for advanced countries in the OECD, the Organization for Economic Cooperation and Development. Personal income taxes are 1.2% of GDP compared to 10% in UK and US. This prevents the better funding of programs for maintaining a better safety net and social support for the less well off in society. The pandemic followed by Ukraine war have added new urgency to the acceleration of the effort to build new supply chains, leading to new manufacturing innovation and manufacturing leadership in the US and European Union, and in countries such as Japan, India, and other parts of Asia. This too has made the goals of reducing inequalities and addressing the wide disparities in Chinese society more difficult with sharply slowing growth in China. This was also the experience of Japan and South Korea with decades of fast growth followed by sharp slowdown with unanticipated problems. ...

It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

Building the large LNG terminals to get gas in its liquid form from Canada, the US and Qatar, is essential for Europe as it is expected that Russia will cut off gas supplies this winter. Germany needs three large LNG terminals on the Baltic Sea.  About 1.6 million tons of weapons and explosives were dumped into the North Sea and Baltic Sea after World War II. The problem is most acute near Germany as Allied Commanders ordered the destruction of German explosives after the war. All this debris has to be removed before LNG terminals or offshore windfarms can be built as shown in this report in WSJ.

China sees stronger sanctions against North Korea, as urged by Japan, South Korea and the U.S., as being counterproductive by reducing Chinese influence in North Korea, alienating North Korea and further increasing its isolation. As a result China is maintaining improved relations with South Korea, as it continues to use diplomacy with the North Korean government.
