It had one intent- to discourage illegal immigration and migrants flow across the border. Intentions have been well meaning for the Biden administration yet the goal is the same- discourage and send a signal to migrants so that there is no surge in migrants. Chancellor Scholz went ahead with a smaller stake after opposition from 6 ministries within his administration including the Free Democrats and the Greens.
