In this position he managed the expansion of the Fed's securities portfolio first in the early days of the fianncial crisis, and then under QE 1 and Operation Twist to its current level of $2.6 trillion. He has a PhD. from MIT and has co-authored papers with Fed chairman Ben Bernanke. Sacks is now leaving this position at the Fed.

A riverside project on the banks of the Sabarmati in Ahmedabad gives the city of 10 million a new look. The project is similar to ones on the Thames in London and Seine in Paris bringing new park space and areas for of public space for a rapidly growing city. Guardian Cities is looking at 15 new cities with population growing to exceed 10 million by 2035- from Tehran, Iran, to Luanda, Mozambique, Hyderabad, India, Ho Chi Minh City, Vietnam, Surat, India, Kuala Lumpur, Malaysia, Chengdu, China, Dar es Salaam, Tanzania. The way this was done was to develop a self financing model. This was the work of architect Bimal Patel who proposed selling 14% of riverfront land of 200 hectares to recover costs. The Sabarmati Riverfront Development Corporation spent 161 million dollars to build new housing for 11,000 displaced families who worked in squatter type housing on the riverbanks as domestic workers, clothes washers. The riverbed had become for decades a dumping ground for city waste. The goals were to provide access for public to the river front and clean up the water with water treatment plants. Bimal Patel calls the project one of three generations as  will take another three years for new water treatment plants. The Ahmedabad Municipal Corporation bears the cost of about $220 million. The famous Sabarmati Ashram of Mahatma Gandhi lies along this riverfront and it gives this sacred space in India's history, the home of Mahatma Gandhi for many years in the struggle for independence, a healthier, brightened space along the river. ...

How the shorter workweek is being tried at places such as Microsoft Japan, Toyota Gothenburg, Australian software company Icelab, and South Korean e-commerce company Woowa Brothers, with good results. Results include better collaboration, setting priorities effectively, and mutual respect for time. Workers get time to think, gain new perspectives, gather new ideas, and recover from weekly pressures. This WSJ reporter looked at over one hundred companies and found that if  done right it can improve company profitability and productivity. In a 4 week trial Microsoft Japan improved productivity by 40%. Alex Pang shows how this is being done in a new book - "Shorter: Work Better, Smarter and Less- Here's How." One way the shorter workweek works is by making everyone think what was not working during hectic work weeks without desired results, more work just adding to pressure and not producing results. For instance meetings had to be shorter and confined to certain hours only. Distractions had to be cut down effectively. Even soft music could help people concentrate. Building a new culture also helps bring people closer and find ways to work more effectively than in the past. The reinvigoration and ability to recover from pressures works wonders say experts and brings a new level of concentration, motivation and effectiveness. It is interesting to note that some of the pioneering effort in this area is coming from Japan and South Korea where long hours were tried and people began to realize that this approach to better results had serious drawbacks, and there had to be better ways.    ...

Arvind Panagriya, Prof. of Economics at Columbia University, points out the key initiatives of the Modi government in its first four years which will show results in future years for development of the country.  He mentions the Swachh Bharat Mission and cites results that show rural households with toilets are now 84% up from 38%.  By 2019 the whole country will be defecation zone free on the 100th anniversary of the birth of Mahatma Gandhi. The Dhan Jan Yojana DJY accounts opened for rural households are up to 316 million. Aadhar cards for identification are up from 650 million to 1.2 billion. The Aadhar and DJY work together to enable direct transfer of benefits to poor households, eliminating the leaks in benefits transfer and ghost accounts of the period since independence in 1947. Not mentioned by Panagriya is the Health Insurance scheme for lower income households that enable families to survive a sudden medical expense that could put them in dire straits.  These efforts work in a way to change India from the ground up from its villages and rural areas as envisioned by Mahatma Gandhi in the struggle for independence. The land acquisition law amendments were put on hold till farmers concerns could be better accomodated, an area of concern for industrial development cited in an editorial in the Hindu newspaper. Fiscal consolidation and inflation targeting have resulted in an average inflation rate of 4.3% for the 4 years of the Modi government. Inflation was over 9% in the last 2 years of the previous Congress UPA government with GDP growth dropping to 5.9% for the last two years. Average GDP growth for four years for the Modi government is 7.3%, even after the changes to implement GST taxation for one national tax eliminating state barriers in interstate commerce and demonetization to fight corruption and black money. Rate of GDP growth should be higher after the gains from the initiatives and the new GST integration of the country are felt, with increase in investment and FDI, after infrastructure improvements and land acquisition arrangements are made. Transportation infrastructure modernization initiative pushes ahead with the first bullet train in the pilot project for Ahmedabad- Mumbai set to start in 2022. This is a $17 billion project financed for $13 billion by the Japanese government at 0.1% loan for 50 years, moratorium on repayments for 20 years, using E5 Shinkansen series technology. Implementation of this project on a sound financial basis should lead to transformation of the Indian rail network, raising the level of technology implementation across the entire Indian rail system. Such an achievement would rival the first introduction of railways into India in the nineteenth century under the British. A new bankruptcy law is intended to free up capital for investment by putting behind the large number of non performing loans in the Indian banking system. Changes made by the central bank RBI are designed to speed up this process so that loss making enterprises are absorbed, consolidated or shut down, a legacy from the earlier period.     ...

Leonhardt points out in the NYT that Hillary Clinton actually won in the popular vote by a substantial margin, by more than 2 million votes and more than 1.5 percentage points. He says that Democrats need to pay more attention to the working class in midwestern states- the job losses, crumbling infrastructure, and the plight of communities such as Detroit, Michigan which suffered through the bankruptcies of Chrysler and GM, and again with the foreclosure crisis, the financial crisis of the City of Detroit. With a similar situation in the neighboring states of Wisconsin and Ohio, in places like Toledo and other parts of communities facing industrial decline. While the Silicon Valley centred region powered the economy in California, and the financial industry and real estate powered New York, older midwestern communities never really recovered from a long decline stretching over 2 decades. The result was the loss of faith in Democrats among union workers and young people, leading to the loss of Wisconsin, Ohio and Michigan. For most of its history the Democratic Party was based on its union and working class base including a large number of white voters. Only under Obama because of his unique candidacy was the coalition so dependent on the minorities vote. Before minorities were part of the Democratic coalition, but not in the way under the Obama candidacy. A return to its historic and normal base among whites in unions and working class communities, liberals, minorities, is a way to go back to the historic and natural base of Democratic support. In a sense dependence on tech communities for election funding and the tech booms, globalization, may have distorted Democrats sense of their historic role as champions of the working class and middle class communities throughout the country. There is now an opportunity to restore this lost mission of protecting the interests of the middle and working class who have seen huge drop in net worth as reported by Janet Yellen of the Federal Reserve at the Inequality Conference on October 17, 2014-"62 million households with a net worth of $11,000 for the year 2013." Poorly covered in the media and not made the utmost priority by Democrats (or Republicans). In the words of Janet Yellen, this was in the past several decades "the most sustained rise in inequality since the 19th century after more than 40 years of narrowing inequality since the Great Depression." She added the shocking words "by some estimates, income and wealth inequality near their highest levels in the past hundred years, and probably much higher than much of American history before then." Even discussion in the media goes back to the Obama coalition and treats it as a way forward for Democrats, when history shows it was different and the situation described by Yellen calls for a serious response. ...

Naoto Kan becomes Japan's new Prime Minister after the resignation of Hatoyama and his entire cabinet. Kan was a civil rights activist and was actively involved at the grass roots level. He is also known to have tried to control the bureaucrats and civil servants who have tended to be secretive and distanced from public opinion. As Health Minister in the mid 1990's, he exposed his own ministry for using blood tainted with HIV. He was deputy prime minister in the Hatoyama administration which lasted only 8 months.

Anton Troianovski presents how things are seen by Russians and in Russia of  the Biden Putin meeting. Mr. Putin says in an NBC interview that he sees president Biden "as a professional who has spent all his life in politics." Putin compared this with Mr. Trump who he thought was relatively unprepared, new to politics by comparison who was unable to deliver on the friendlier policy he had promised, and instead delivered too many impulsive moments in the relationship. This has helped set the relationship of the US with Russia on a "stable and predictable basis." Russian experts say the Russian president was seen badly by the American political class, and not just badly, "insultingly badly" creating a rift at another level. Biden is seen as a member of  the old school in a good sense, one expert says, who as senator visited the US for talks on limiting nuclear weapons in 1979 and in the 1980's, who knows Russia and who has genuine respect for Russia as a country, and sees it possible for adversaries to work together for some overriding interests. Some Russians are are nostalgic for that time when Russia was treated with respect and as an equal. For Biden and America the priorities are for America to achieve the economic rebuilding that is needed, to bring back hope at the time of the losses from the pandemic, the positive message is genuine. One Russian expert says this summit has huge meaning for Russians. It tell them the US has a desire to set a kind of positive agenda. At the time of the worldwide pandemic, and with so much rebuilding to be done, it comes as a fresh breeze for both nations and for Europe, and the rest of the world. This marks the end of an era in which British Empire based journalists and media barons such as Beaverbrook and Murdoch were able to unduly influence events in the world. The period from 1915 to 2020 was one in which the British Empire and the USA  were dominant in the world. News Corporation will be run by Lachlan Murdoch who is the CEO as his father Mr. Rupert Murdoch has resigned his roles at the company. He remains as chairman emeritus at age 92. This marks the end of an era for a son of journalist Keith Murdoch who gained prominence in Australia evading censors and  covering a disastrous campaign in World War I, the invasion of Turkey by British forces in which 8000 Australian soldiers were killed, 20,000 wounded, about half of the Australian force before evacuation on Dec. 20, 1915. It could be said that Rupert's father Keith Murdoch left with his reputation intact in the British Empire after building the Australian newspaper business that his son Rupert inherited. Rupert introduced new technology and set up Sky News in Britain and Fox News television channel in the US. A large legal settlement for improper coverage of election machinery in US 2020 presidential election leaves his media business with a diminished reputation as Lachlan inherits it compared to the reputation left by Keith Murdoch in standing up to British authorites in the First war for staggering losses suffered by Australia. Rupert Murdoch tried to innovate with an aggregation news site for internet news Knewz to achieve some of what Keith Murdoch had achieved. This venture did not get the resources or ideas it deserved and failed. Apple News has started its aggregation site years later in 2020 with human  selection for aggregation following Lyrarc.com which started in 2010.  ...

Predators who abused women, fraudsters who ripped off consumers, cheaters who broke the rules for their own gain.” “So hear me when I say I know Donald Trump’s type”  On project 2025, the blueprint for the first 100 days in office of a Trump second term, the action items are ones that would jeopardize the safety of American institutions that were set up with so much care by Thomas Jefferson, John Adams, and nurtured by the first president George Washington with little attention to himself, and protected by president after president through civil war under Abraham Lincoln, through 2 World Wars and The Great Depression under Woodrow Wilson and Franklin Roosevelt, through recovery under Harry Truman and Ike, only to falter under a series of mediocre presidents Reagan, Clinton, Bush, Obama and be endangered by a NBC television show and construction business person with support from new social media networks that were unknown throughout America history till 2010 and television networks that had degenerated into recklessly divisive behaviours to win silo audiences. ...

This NYT report by Thrush, Shear and Sullivan, looks at retired Marine general John Kelly, the head of Homeland Security till he was made the new chief of staff at the White House. He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...

Chrysler's sales are dropping the fastest of all the car companies . April 2009 sales dropped 24% from March 2009. Ford sales are doing better than Toyota, as they declined in April over same month prior year by 32%, compared to 42% for Toyota. It appears that the Buy American factor may be helping Ford Motor more than the other American car companies, and that Chrysler also suffers from the lack of new models with new technology and investment in new features. At GM the situation is better at Chevrolet, Buick, Cadillac and GMC, where sales in April 2009 declined by 29%, over same month prior year, which compares with a 55% decline in sales, of Pontiac, Hummer, Saab, and Saturn brands which are likely to be dropped. A former top executive at Nomura Securities heads for Greece, and former CEO of Itochu Corporation heads for Beijing.
