America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. Goldman Sachs Group is in negotiations with the U.S. government to admit responsibility for its role in the 1MDB corruption scandal in Malaysia and pay a $2 billion fine. The WSJ reports that Goldman raised $6.5 billion for 1MDB, or 1Malaysia Development BhD. Money raised was intended to be used for development and infrastructure in Malaysia. WSJ points out that it was misused by Malaysian government advisors under the government of Mr. Najib Razak, and 2 Goldman bankers. Goldman pursued $600 million in fees and ignored red flags that this misuse of funds was happening. Malaysia's newly elected government of Mr. Mahathir Mohammed is trying to clear up the mess of the previous government of Mr. Najib Razak, and has charged Goldman in a separate criminal investigation including 17 former and current employees of Goldman offices in Asia. Mr. Mahathir Mohammed came to power on an anti-corruption platform. The WSJ was the first to look into problems at the development fund, which it has continued to do for many years, helping Malaysia redirect development finances for growth. ...

Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. One reason for the low rate is culture in the workplace- most employees fear bosses and colleagues do not think favorably of this. Making this culture change is the difficult part. ...

The U.S. is keen on rebuilding its manufacturing now that the pandemic has exposed the weakness in depending on outside sources of manufacturing. After decades of job losses that hurt millions of workers and ripped apart the social fabric of America, this also left America bereft of the very ideals of opportunity for all on which the country was founded. This story by Asa Fitch and Luis Santiago in WSJ shows how America which produced 75% of the world's chips in 1990 when China's participation was negligible or non existent, made only 12% of the world's chips and semiconductors that power computers and smartphones in 2020. China's ascent only began as recently  in 2010 under a state model that targeted particular industries as Taiwan and South Korea had done before. America's failure to protect its technology led to the situation today. As this report points out Intel is the major American manufacturer of chips and it has a role to play in bringing back production and technology base to the U.S. ...

Oxford Biomedica is the company that is part of the consortium making the coronavirus vaccine being developed by Oxford University's Jenner Institute.  Her Mr. Dawson describes the challenges he faced and cash crunches 4 times in 12 years, the last 4 years ago. The turning point he says was in 2012 when the cell and gene therapy was validated with a new drug developed for a form of cancer using this method. Oxford Biomedica is setting up a facility for manufacturing the vaccine in England at a 84,000 square foot former Royal Mail sorting facility in the city's business park called Oxpark. Dawson says cell and gene therapy is going to be big in health care. He did not see it coming till 2012. In 2014 he says during a cash crunch they had realized that what they had to do at Biomedica was to get to the time when it was going to be big. Today Astra Zeneca of the UK is organizing the effort and includes the use of British and Indian facilities for manufacturing, and Oxford University for research effort. ...

Data from India in a large study shown in Science magazine show useful findings. Only a small number of people cause the wide spread of the coronavirus. This study covers the two southern states of Tamilnadu and Andhra Pradesh with total population of 128 million. Contact tracers in the 2 states reached about 3 million contacts for the 435,000 coronavirus cases. Researchers analyzed data from 85000 of these cases where enough data was available with 600,000 contacts. Some interesting findings are- About 5300 children infected 2500 contacts among other school age children showing children in schools can spread the virus. About 5% of the people account for 80% of the infections detected by contact tracing. 71% of the people did not seem to have transferred the virus to someone else. Median hospital stay is only 5 days much less than in the U.S. The number of deaths in India is much smaller than the U.S. less than 100,000. 5.2 million people out of 6.2 million people have recovered.       ...

Pennsylvania has also seen the impact of layoffs in the vital steel industry during two decades of neglect by previous administrations till the tariffs on steel from China by president Trump began a reversal of this trend. Unemployment is high in Pennsylvania as a result of the pandemic. 51 of 67 counties in the state recorded unemployment rate increases for 2020 that are in the top 20% for the U.S. Pennsylvania and Michigan are two critical states for the 2020 election. Pennsylvania has done much worse than other states including Michigan when it comes to the impact of the pandemic on unemployment rates in all counties. Voters could decide to blame the Democratic governor for lockdown restrictions  that worsened unemployment or president Trump for his approach to the coronavirus. With China's economy contracting China is now reviving the sidewalk trade with hawker stalls, food trucks, and other types of sidewalk retailers. Chinese premier Li Keqiang says small entrepreneurs at the micro level are as important as larger business to keep unemployment low. Li says these small traders are as important "as vital to China as bigger and more high end businesses." He is now promoting these smaller business enterprises and individual business owners saying "we will support you," and praising food stalls for their contributions in the past before China industrialized to "human culinary culture."  Only when the economy took off and large companies emerged were these small businesses forgotten. This reverses the Communist party's instructions to close street vendors. Li says that in Chengdu, population 14 million, 100,000 jobs were created in a few weeks by allowing 36,000 street vendors back on the streets.  In fact the informal economy plays a big role in India and other countries in Asia and Latin America, Africa. ...

Most questions about the vaccines from Oxford, Pfizer and Moderna are answered in this Q&A in The Times.  The Oxford vaccine is the only vaccine that is being provided at cost to the public at a cost of 4 pounds, Pfizer using German technology at 15 pounds and Moderna from Cambridge, Massachusetts, at 28 pounds. The Oxford vaccine can be stored in a fridge, the others use mRNA technology of messenger RNA which requires ultra low temperature storage. Astra Zeneca could have handled the trials and methodology for results in a better way. As the two trials one that produced results of 62% and the other results of 90% cannot be combined to give results of 70% but are two distinct and separate trials. However too much emphasis has been placed on the vaccine, as other prevention measures remain important for 2021. Other vaccines are being developed in Britain with new technology and in India by ICMR which are in trials stage and about which not enough is known. How financing for ambitious infrastructure and Atman Nirbhar Bharat (self-reliant economy) development is being financed in India is explained here. The central bank acting as debt manager for the government of India is pushing government securities to trade in lots of 5 crores or more, seven crores being about 1 million dollars. This is now being traded among commercial entities. These are essentially 3 month, 6 month, and 12 month treasury bills, and long term debt instruments for the government that run to maturities of 5 to 40 years. Retail investors are being provided opportunities to participate in a different pathway. Currently institutional investors such as banks, mutual funds, insurance companies are major participants.The government needs 1.2 million crores or $175 billion from the financial markets to fund its ambitious capital expenditures for 2021 financial year. To do this it turns to financing such as government securities. Higher demand for capital leads to higher interest rates. The RBI and the government want to keep interest rates down and one way its to broaden the base of investors for government securities which it is now doing. ...

Hong Kong Chief Executive Carrie Lam has called for conversations to replace the confrontations protesters have with police. Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

Here The Guardian shows Megan Bergman taking up the challenge of going up the Seven Carries route in this wilderness finding peace and mental health in the waters  with her backpack in the canoe. Take this trip up the rivers and ponds in the area and through portages which are carrying of the 15 pound light Kevlar canoes on one's shoulders or arms for the sections of land that connect the ponds and rivers. The American Indian and the early French and British explorers made their way through upstate New York and around the Great lakes in Michigan in this way.  Megan says she wanted that sense of calm, of transcendence, and the fierce delight of putting her backpack into the canoe after the portage. She says she felt content out on the water in the wilderness with a friend. I wanted to feel reverent and at peace with this wilderness which felt safe, she says. ...

Prime minister Ranil Wickremasinghe has assumed the finance minister position as Sri Lanka completes one phase of negotiations with the IMF. The IMF says "Since Sri Lanka's public debt is assessed as unsustainable, approval by the Executive Board of an IMF supported programme would require adequate assurances that debt sustainability will be restored." Sri Lanka facing lack of capital to pay for essential energy and other food needs suspended payment on nearly $7 billion foreign debt repayment due this year with action taken under a new central bank governor. About $25 billion is due for repayment by 2026 and total debt stands at $51 billion. The IMF comments come after reports that Sri Lanka Monetary Board at the central bank and finance ministry in 2021 failed to address the debt sustainability issue even though the IMF in April 2020 had advised Sri Lanka to go for restructuring. Discussions IMF says "focused on restoring fiscal sustainability while protecting the vulnerable and the poor, ensuring the credibility of the monetary policy and exchange rate regimes, preserving financial sector stability, and structural reforms to enhance growth and strengthen governance." ...

A sanitary health expert Arne Panesar of the German Corporation for International Cooperation says for about six of ten persons in the world there are no sustainable sanitary systems for the waste. It is not enough he says to build toilets, equally important  is how the waste is treated and disposed. Prime minister Modi of India has stated that toilets are more important than temples in India and the goal is set for all Indians to have secure sustainable toilets in 2019.  Panesar says of Dacca, Bangladesh, that for its 16 million only 2% have securely managed sustainable sanitary provisions. Waste that is not treated and correctly disposed off ends up in streams and neighborhoods creating health hazards- diseases like cholera, typhus and polio thriving in such conditions. It is not clear says this report that sanitation needs can be met by even 2030. In India the focus is now not just toilet building but on on safe sanitary provisions to make health a priority, as well as women's education which suffers without adequate toilets. ...

Tabuchi provides an exceptional account of the difficulties overcome by Rieko Fukushima as she returned from maternity leave to setup the 3-D TV team at Toshiba to commercialize the technology. Her inventive skills, networking and collaboration with other parts of Toshiba, hard work and perseverance paid off when her team solved the problem of being able to view the 3-D television without glasses. The solution was a new algorithm based on Toshiba processer Cell that sent different images to the left and right eyes. Here she describes the astonishment with which her team received the news that a woman was in charge of the team, just returning from maternity leave, and only 39! Was it tough as a woman? Yes, she says! Rieko was exceptional in many ways. Japan's challenge is to get more women with even a fraction of Rieko's talent to make a huge difference in a country where women play a minor role in positions of responsibility and initiative at all levels. It would make a large difference in Japan's prospects in the global economy- about 8.2 million more workers, and an estimated 15% increase in GNP....

Kaname Harada, 98 years, was a Japanese fighter pilot during World War II. Here NYT's Martin Fackler provides this exceptional account of Harada's effort to remind each new generation since 1965 of the horrors of war, and why Japan should not forget the lessons of World War II. In 1965 Harada started teaching kindergarden children at a school he opened to help give a new Japanese generation the right values of peace. Since he retired he gives frequent public speeches on the values of peace, and how Japan has benefitted from the post war peacetime period. He reminds listeners about the horrors of war from his own experience shooting down 19 Allied aircraft from his Zero fighter plane, and being close enough to see the horror stricken faces of Americans in the other planes. Even at the age of 98, Harada's voice has vigor though he suffers from throat cancer. His message is that the best way for Japan to protect its children, and its children's children from war, is never to forget. He says the current generation of leaders were born after the war and have no idea what it is....

India's broadband prices have dropped to the point where they are the lowest in the world. A UK comparison site shows 1 gigabyte of mobile data  costs $0.26 in India compare to $12.37 in the U.S. and $6.66 in the UK, and globally about $8.53.  Reliance Jio the company which dropped prices starting in 2016, says it is using voice and data on a spectrum known only for data use. Reliance Jio is using only one fifth of its capacity. and says is it is making more revenue per user than competitors. Competitors including Airtel and Vodafone have lowered prices reducing margins of as high as 30 percent to being barely profitable. Reliance Jio gives away its 4G feature phone JioPhone against refundable security deposit of $21, with plans of $1 a month. The handset supports Wifi and WhatsApp. India ha 1.17 mobile subscriptions, 55% in urban areas. Most broadband use now comes from Jio. Mobile data consumption has jumped in India in 2 years to more than 10GB per user per month, which is close to that in the U.S.    ...

Portugal showed growth in GDP of 1.1% in the second quarter of 2013 from the prior quarter, according to Eurostat. Higher petroleum exports and better prices were part of the reason for the improvement in exports. At the same time Portugal's business leaders and mid sized businesses are improving competitiveness and exports as a way to create growth. Here the NYT's Raphael Minder shows the progress in exporting olive oil at a midsized olive producing farm business in the Alentejo region of Portugal. Morais de Almeida and Miguel de Almeida shifted direction to export to Brazil at this 127 year old olive farm business called Herdade de Manantiz. Manantiz had to use European and Portuguese rural development subsidies for 40% of the cost to put in its first irrigation system, as banks have reduced credit. The Almeida family tapped into family savings for the rest of the funds. This investment of 197,000 euros will help quadruple production at the 529 acre olive farm and generate exports. Brazil took in 524 bottles, and buyers are being contacted in Sweden and Japan for the oil produced from galega olives, unique to Portugal....

The introduction of a tax on sugary drinks to fight a surging diabetes rate, setup of a universal social security system, unemployment insurance and tax reform by the Nieto administration in Mexico in 2013. Taxes on high income earners will increase from 30% to 32%, a capital gains tax of 10%, and closing of some corporate tax loopholes such as tax consolidation to offset losses in one subsidiary against gains at others, are part of the tax changes. The remarkable aspect of these changes is the Pacto de Mexico signed by the three major political parties, centre left and right, to provide Mexico a new competitiveness for the economy, eliminate monopolistic pricing, introduce testing of teachers in the education system, combat health risks such as diabetes, and the social reform of seting up a social security system that Mexico lacked. Nieto said in a televised address while being flanked by the leaders of three major parties- "the tax reform is a social reform." For the first time in decades Mexico is poised to compete in a global economy with a new spirit of change and renewal....

The riots in Athens as the Greek parliament voted to support the passage of an EU plan of austerity cuts, including a 22% cut in the minimum wage, pension cuts and large cuts in the number of government employees. The Popular Orthodox Rally party in the governing Greek coalition withdrew its support, 22 members of the Socialist party and 21 members of the New Democracy party in parliament opposed the measures. Elections are planned for April, 2012. Antonio Samaras, head of the New Democracy party, told parliament that he supported the measure only so that Greece could continue using the euro and have "the possibility tomorrow to negotiate and change the policy that is being imposed on us today."

Jimmy Lai is one of the prominent Hong Kong businessmen who have actively spoken up for universal suffrage without screening of candidates by the government, instead of sitting by on the sidelines. He says he is not talking to the student leaders, and it is upto the young generation to take the initiative as it is about their future. At age 12 Lai was smuggled into Hong Kong by parents in Guangdong province in 1960, making him one of the older generation who has lived through the many changes in Hong Kong- from the British period, through the years of turmoil on the mainland in the seventies, the transition period and transfer to China under the Basic Law. He worked in factories instead of going to school, and later started his own clothing chain Giordano, followed by a move into media publishing. He is the publisher of the Apple daily and Next magazine publications which support the pro-democracy student movement. Lai says the roots of student protest are in the May Fourth Movement of 1919, a cherished part of Chinese history because it led to the awakening of China, sparked the interest in breaking away from the past leading to modernization, lasting for 2 decades till the Japanese invasion and Communist control. Lai says the protest movement is more mature than the movement in China at Tiananmen in June 1989. Another factor that makes this different is that the protest in Hong Kong does not chart out an indefinite future for China just when it is embarking on the path to modernization, the situation facing a cautious Deng in 1989 who experienced the chaos of the sixties and seventies. The movement in Hong Kong is about reinstating what is felt to be in the spirit of the Basic Law- universal suffrage in its true spirit and intent without prescreening candidates for 2017- it is a limited objective and does not risk the modernization drive, more likely to enhance it by keeping dialogue with the outside world open as China looks for new ideas to tackle many prblems left behind from the industrialization period of 1990-2014. ...

The New York Times editorial on the violent military action against Morsi protest camps near Cairo University on August 14. NYT calls for cutting off the $1.3 billion in aid to Egypt. Baradei, Morsi, and the moderates are seen as complicit in letting the military take advantage of the split in the political parties through their failure to reach a compromise on constitutional and other issues. NYT calls it a foreign policy disaster for the U.S. and a tragedy for Egypt to return to military rule. U.S. president Obama is seen as having shown lack of leadership for both Egypt and Syria. The likely conclusion being that the low key approach has failed and the opportunity for a more peaceful Middle East focussed on improving the living conditions of the people in the region has been lost through inaction.

Its time for trains says Stuart Braun in DW.com, with all the flight cancellations and hardships of plane travel these days. Don't forget he says that trains make up only a tiny 0.4% of the total transport carbon emissions in European Union- planes produce 10 times that- and provide a better alternative to flying. 

Right now only 7% of passenger transport is by train. A lot needs to be done including making travel seamless across Europe. Banning short haul flights is one way. High speed trains connecting all European cities is another. The 150 busiest flight routes across Europe can be done by trains. Studies show 81 million passengers could shift to trains with high speed rail connections making the time comparable to flying including airport travel and waiting time. Train companies and infrastructure is too nationalistic to meet the challenge of climate change and action is needed immediately.

President Trump plans to introduce  tariffs of 25 percent on steel and 10 percent on aluminium. It is not clear whether this will be targeted at Countries flooding the U.S. market with cheap metals, or generally for all countries. Executives from the steel industry and aluminium industries met with Trump at the White House. This would fulfill one of the president's campaign promises.

There is a vigorous debate in the White House between advisors who advocate limiting the measures such as Gen Mattis at Defense, Gary Cohn at the Economic Council, on one side, and the Trade Representative Robert Lighthizer, Peter Navarro, on the other. 

Mr. Lighthizer has convinced the president of the need for strong action, yet he has hesitated in the past. Now president Trump says he wants "free, fair and smart trade," and will not let "American companies and workers be taken advantage of any longer."
