The Awakening members who went on the American payroll were former insurgents who fought the American military forces and worked with Al Quaeda organization. They did this at a time when tribal leaders were under great pressure to work out some kind of settlement with the Americans, and Sunni civilian casualties from bombings had alienated the Sunni general public from their activities. Now that Americans are announcing a phased withdrawal first from the urban areas and then from the rest of the country, the Shiite government is trying to keep a check on the Awakening fearing they might reorganize to fight the Shiite government once the Americans left. Only about 5200 of the Awakening members have been allowed to join the 100,000 security forces according to General Perkins. Now the Shiite led security forces want to arrest the most effective of the Awakening members about 650 are on the arrest list according to insurgent members. Only 5 have been arrested and most have fled the areas which they first terrorized then helped keep safe on the American payroll....

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. China says it would f"ight this to the end." A sign that the USTR will try to get other nations to come up with deals and tackle China separately. ...

Spotify is in the same position as Netflix in 2011 with its margins restricted by the fact that most of the major TV content was controlled by a few companies. It broke out of this with its own TV series "House of Cards." The gross margin at Spotify is at 24.5% but it will be hard to bring it up because Spotify is dealing with a few producers of music for licensing deals, the big 3 and Merlin controlling 87% of songs streamed.

Competitor Apple Music has the deep pockets to offer music subscriptions on plans that are minimal cost in the first year. This puts pressure on Spotify with monthly subscriptions dropping to $6.55 or 5.32 euros in 2017 from 6.84 euros in 2015. This pressure on pricing from Apple Music will only grow. Spotify meanwhile has not made profit since its founding.

From Europe Chancellor Scholz of Germany says of Harris whom he knows from her attending 3 consecutive Munich Security Conferences as Biden's representative. “She is a competent and experienced politician who knows exactly what she is doing and has a very clear idea of her country’s role, of developments in the world, and of the challenges we face." France's Macron has spent hours with Harris on her 5 day visit to France to soothe French feelings as reassure them following the US deal with Australia for nuclear submarines that excluded the French. During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. The water situation on the Euphrates river. Three reporters for the NYT, Amir, Mohammed, and Abeer, join NYT's Campbell Robertson in talking to farmers along different stretches of theEuphrates river in Iraq, near Jubaish, Karbala and where it meets the Tigris. The causes of the problem are the water policies of TUrkey and Syria which are the upstrema countries and have built dams along the river which control its flow, a two year drought, and water mismanagement and neglect in Iraq. The river is significantly smaller now, and at this rate could be half of what it once was. It affects rice and wheat fields along the river which are turning into scorched dirt, canals becoming small streams, and water treatment plants sitting idle. The area for wheat and barley in the rainfed north is down 95%, and the date and citrus orchards in the east are dry. There are no treaties for water use with Turkey and Syria, so the situation is unpredictable. Recently Turkey doubled the waer flow into the Euphrates, a mover that increased water flow to ablut 60% to cover half the irrigation requirements for the rice growing season....

The southern U.S. states may be losing their advantage with midwestern states as costs come down in the midwest. An index developed by Moody's Analytics which shows a mix of labor, energy, taxes and real estate, is at 96% of the national average for the midwest compared to 95% for the southern states. Costs in the western states have declined the from 107% of the national average in 2004 to 101% in 2011, according to Moody's, but still remain high compared to the midwest. The northeastern region still has the highest costs. The 2007-2009 recession was severe in the midwestern states and helped keep wages down in Michigan, Indiana and Ohio. The costs for employers for wages and benefits was $27.66 in these midwestern states compared to $31.00, the gap once $7.00 is now down to $3.34. One of the factors helping the midwest is that energy costs are lower there than in the south and other parts of the country. Another factor working in favor of midwestern states is the increased tax incentives offered in these states to compete for manufacturing investment....

The EU has pushed the date for France to reduce its deficit to 3% once before -to 2015 giving France 2 more years. French president Hollande faced with unemployment at 11% in March 2014, has set the task of convincing Brussels to allow more time after losing badly in local elections and facing opposition to continued austerity in his own party. France is expected to come up with a plan to present to the EU for cutting public spending by 50 billion euros over 3 years 2015-2017. In the televised address on March 31, Hollande put the priority on growth, saying "Its not a question of cutting spending for the sake of it." After election in May 2012, Hollande and prime minister Rajoy of Spain went to Brussels together to push for a growth oriented policy in the eurozone. This time he has support from Socialist Party leader in Italy, Matteo Renzi, who is also introducing growth oriented policies to reduce unemployment and boost the economy. The two leaders faceoff with Angela Merkel on the need to relax austerity policies in the eurozone....

Workers at Pemex are about half as efficient as workers at the Brazilian oil company Petrobras, and have one fourth the efficiency of workers at BP, according to a study by the baker Institute in Texas. Union leaders run the union in a manner reminiscent of feudal times with favors and patronage for workers and politicians. Once in power union leaders have run the union for decades, including shooting of rivals. Hernandez Galicia, a son of an oil worker, built up a system of patronage in the sixties and remained in power till he was arrested in 1989 on weapons charges by the government of president Salinas Gortari. The union formed part of the PRI party power base as the 200,000 union workers were expected to vote for the government. In the 1988 election union votes did not go to the PRI candidate and Salinas barely won with 50.7% of the vote. After Hernandez the system of patronage and corruption has continued. At the top of Mexico's agenda for president Nieto is changing Pemex, improving efficiency for reversing decline in oil production, and working with foreign oil companies. ...

Much of the cost for Canadian oil sands are fixed costs and once these costs are incurred production increases can take place over decades say Canadian oil sands company executives. CFO Corey Bieber of Candian Natural, says costs at it large Horizone mine are at $37.13 Canadian dollars per barrel in Jan 2015. He expects to cuts costs by at least $10 Canadian dollars per barrel by higher volume production cutting the operating expenses. Increasing production says Bieber does not mean adding people. As a result most of the Canadian oil sands producers can operate at oil well below US$47 a barrel, as low as $30, and are increasing production in 2015. This means Saudis will have to face competition from Canadian oil. It also means the Keystone pipeline will still be needed to transport Candian heavy oil to Gulf Coast refineries in the U.S. Suncor, the largest Canadian oil-sands producer, is increasing capital spending to C$7.2 and output by 11% in 2015. Canadian Natural is increasing production by 7%, and Syncrude Canada Ltd. is planning a 6% increase for 2015....

Shinzo Abe is determined to avoid the mistakes made during his last term as prime minister 2006-2007, which lasted only 10 months and ended with defeat in the upper house elections. The LDP is aware that it won by a landslide because of the splintered opposition. The LDP won only 40% of the vote in the electoral districts in Japan. His focus will be on the economy, on tackling deflation, on central bank policy and efforts to support exporters with a weaker yen, and this time he will be cautious about sounding too nationalistic. Abe told a news conference: "I once fell to rock bottom and was hit with a storm of criticism. Now, I want to prove it's possible to start over again." During 2006-2007 Abe followed a popular LDP leader, Junichiro Koizumi, and hope that he represented a new post war generation of leaders. One approach he might take is to stay close to the U.S. on policies. The early stumble in this respect hurt DPJ's prime minister Yuko Hatoyama after differences with the U.S. shortened his term in office....

France's unemployment rate for youth 15-24 is over 25%. France's president Hollande has a plan to get companies to hire young workers on a permanent contract. The "generation contract" gives small business 4000 euros a year for three years to hire a young person on a permanent contract a the same time committing to keep an employee over 57 years in age. Companies with over 300 employees are required to set targets for hiring younger workers and keeping older workers or face sanctions. The program would cost France $1 billion a year and the government estimate is to generate 500,000 jobs in 5 years. A think tank OFCE sees this as generating about 100,000 jobs, because many companies would have hired anyway. The German approach is focussed on state sponsored apprenticeships and vocational training, which some French companies says is the right direction for France. German youth unemployment is 8.1%, with 2.6 million students at vocational schools, and 1.46 million apprentices. Beginning Jan 2013, Germany will support youth from other eurozone countries with language courses and travel costs to work in these programs in areas of Germany with shortages of workers....

Friedman says he hopes Hillary Clinton will take a mediating role to bring all the Iraqi political factions and ethnic communities to work together in a democratic framework, and not go their separate ways into sectarian conflict once more. With the US out of Iraq by June 30, 2009, this is critical. Friedman says Iraq, Pakistan and Afghanistan are not separate wars, but part of the same war, and the same struggle to win credibility for democracy and reconciliation, education, women's rights and modenization for the Muslim world as a way forward. Its the only alternative to looking backward. He says he has never bought into the idea of Iraq as the bad war, Pakistan as the necessary war and Afghanistan as the good war. In fact he says experts point out that very little will spread out of Afghanistan when the US leaves. But Baghdad has been acentre of culture, education and influence in the Middle East for centuries, so getting it right there after so much American effort and sacrifice has been invested there, is crucial for the Muslim world to move forward in the right direction....

David Brooks say this is one of the periodic crises of faith America has faced. Its the rise of China. and its not the economic growth rate. Its the deeper spiritual issue that is troubling. The vigor that once was characteristic of the US, the optimism for the future, and the belief that the country is headed in the right direction, these are the things that stand in marked contrast between China and the USA today. 86% of Chinese people believe tht their country is headed in the right direction compared to 37% of Americans. Only one third of Americans believe that the next society changing innovation will occur here , while a majority of Chinese feel confident that it will happen in China. The results are from aNewsweek-Intel survey called the Global Innovation Survey. Brooks says America needs to slow down consumption and reward production, building things and innovative ways. And leaders must make the long term narrative of America's story convincing. The U.S. Department of Labor says it has evidence of "systemic compensation disparities" against women at Google in violation of federal employment laws. A regional solicitor for the Department of Labor says the government analysis shows this "discrimination against women at Google is quite extreme, even in this industry." Google's own diversity statistics show 31% of employees were women in 2014, with whites making up 59% and Asians 32%.
