The report shows the top 10% of Germans having 26% of the country's income before taxes and transfers in 1991. This increased to 31% by 2010. For the same period of about 20 years the bottom half of the population took in 17% in 2010 dropping by 5% from 22%. The growing income inequality in Germany is comparable to what has happened in the U.S. over this period.

Spain's foreign minister Alfonso Dastis says Spanish authorites may have not realized the extent to which the situation in Catalonia would get out of control with the actions by separatists towards fragmentation. He admitted Spain's government may have been naive in tackling the situation and anticipating the response. Reports of excessive use of force by Spanish police may have exacerbated the situation. Ireland's prime minister Enda Kenny says following the Brexit vote that is seen as a disaster for Northern Ireland-"My first interest is Ireland's interests, the protection of the common travel area, the peace process, the open border." Other issues facing Ireland are economic- British people will find Ireland's exports costlier by 10 percent, and make Ireland costlier for British tourists who make up 41% of all Ireland's tourists. Ireland's effort to build an all island health system is also at risk. As Ireland tackles this economic problem it is also moving to attract new business to relocate in Dublin. Among ordinary people the fears are more basic- no one wants to go back to the old days and the sectarian strife and conflicts. For most people the open borders mean a great deal- an achievement that took a long, long time, and no one can see this being reversed overnight, which is why Northern Ireland voted 58% to remain in the EU. ...

This is supported by Le Monde, and it goes along with "burden sharing" with other countries in Europe including Britain and Germany, Sweden in building up conventional forces as conventional deterrance that comes before and works with nuclear deterrance.

Christian Noyer, the Governor of the Bank of France, says that the supervisory infrastructure and deposit guarantee structure for the eurozone has not kept up with the creation of a single currrency, leaving an obvious gap that has to be fixed. Of particular importance is the link between sovereign and banking risks that is behind dangers in today's eurozone crisis, especially in Spain, which he says should be broken. The creation of a single euroarea supervisory authority is a prerequisite for a deposit guarantee fund that will separate and delink bank and sovereign risks. The other step is to create a banking resolution scheme similiar to what the U.S. has setup, with the FDIC having a resolution plan to come in and unwind a failing bank, include large banks with systemic risk.

This opinion in DW.com says the refugee camp in Calais, France, called the "Jungle" was ignored by the British who transferred border control to France and did nothing. The French government of Hollande also ignored the problem and the deteriorating conditions at the camp. Media attention and the election led to effort to disband the camp and find spots around France for about 7000 people. Because of the radical right in France the French government has not considered humanitarian help and providing certainty of status for the refugees.

The mood has shifted and so has the political situation with new governments in Europe, the mood has shifted in Italy, Germany, France, UK, Netherlands, Sweden and Denmark, across all of Europe. Merkel's failure to grasp the true nature of the situation has led to a huge burden on social services, on literacy for national identity, and created dissension within democratic processes in many countries in Europe and North America.

Food inflation in Europe is much higher than in the US, 5-10% in the US, Canada and Japan compared to 15-20% in Europe.  UK Chancellor Jeremy Hunt sees further interest rate increases better than the continuing instability and cost of living crisis from inflation in this report in The Guardian. A recent report in WSJ shows how this is a fourth shock in Europe after the supply chain bottlenecks, the jump in energy prices, the labor market shortages. Germany is in a mild recession.

Roberts lost his job at aChrysler plant in Belvidere, near Rockford, Illinois, and Butt lost his job a German auto parts maker. Roberts gets a $64,000 severance package, and 59 weeks of unemployment insurance, with apossible additional 13 weeks, with monthly check of $1426 that is 27% of his income of $64,000 a year when employed. attribute 33 weeks of the 59 weeks to the stimulus measures of President Obama. Butt has 4 months as atransfer worker at full pay, which can be as long as 1 year, then he has till May 2010 at 80% of his pay when employed full time of 2700 euros amonth. The transfer company gives job training and job hunting advice. He continues getting his medical insurance benefits which are provided by the state. Roberts loses his health insurance with his job, and hopes to pay his expenses for a2 bedroom apartment with his girlfriend who makes close to $1500 as an elementary school teacher. He will take a2 year electronic engineering course with a local college using $6000 from Obama's Dislocated Worker's Program. But he isn't sure if he can do his studies after one year when his unemployment benefits expire. Butt can afford to take a vacation to Cyprus and his lifestyle is not much affected he says. His wife works as a nurse at a rheumatism clinic. Butt is like the 64% of Germans who say the crisis is not affecting them personally. Roberts is like the 87% of Americans who say this crisis id hurting them in their persdonal lives. To pay for the state funded benefits the total wage tax burdenas a percentage of labor costs for Butt is 52% in Germany. FOr Roberts it is 30% in the USA. France is at 49% Spain at 39% and the UK at 34%. Germany's public expenditures for these labor benefits are 2.97% of GDP in 2006, the USA's are 0.38%. Spain and France are at 2.32% and the UK at 0.61%. This also explains why the impact in countries like Germany and Spain is not felt so badly as in the USA. In SPain there is also the lower mobility and the safety net of family support helping people cope making it possible to cope with 20% unemployment without serious distress and hardships. Alexsandar Vucic's Serbian Progressive Party wins half the vote in the Serbian 2016 general election. Socialists won 11% of the vote. Most of the parliament members are nationalists, who favor joining the European Union. The vote reflected a mandate to improve living conditions as Serbia's growth rate was only 0.7% a year in 2015. The Democratic Party that emerged after the fall of Milosevic has only a small number of seats. Democracy is only slowly taking root in Yugoslavia after the turmoil of the Milosevic years, the recovery after the war, and a struggling economy under the Democratic Party and the Progressive Party.
