This is huge- for Germany, for France, and for the European Union. After initial hesitation and a decade of not looking ahead, Germany under Angela Merkel is finally not just looking ahead to its vision for Germany but doing this as a part of the larger European community. And the European Central Bank after its initial lack of community spirit, is paving the way with its own actions for the Europe wide recovery with a significant increase in lending to EU countries.  Germany's finance ministry has agreed to spend 130 billion euros on more than 50 initiatives to promote growth in Germany. No longer is the government looking at the car industry as it did in the past. It is looking beyond to what Merkel calls the "profound upheaval" coming from climate change and digitisation. For Merkel after the changes caused by the pandemic something more had to be done- "We just could'nt introduce a traditional stimulus package. It had to be done with an eye to the future, so that is what we especially emphasized."  This also brings together France's Macron and Germany's Merkel in a combined effort to bring Europe up to face the future with confidence. It is amazing how the pandemic has changed minds in Europe. From the long drawn out period since 2008 when traditional policy ideas and austerity thinking prevailed, to the idea today that this is no way to face the future with confidence for Europe to be back on its own feet, for hope to return. Instead of partnering in austerity with the Dutch and the Swedes, the finance ministry is now looking to France, Italy and Spain, considering the common pain of the core European countries during the pandemic and looking to the future.  Merkel moved to circumvent the traditional Bundestag's refusal to permit debt sharing  across the euro area by producing 500 billion euros of grants for hard hit businesses across the European Union. As Macron says it was a necessary  step- " What is sure is that this 500 billion euros will not be repaid by the beneficiaries.... We are proposing to do real transfers (of money) ... that's a major step." Forecasts from Capital Economics and other forecasters show the European Union's major economies of France, Italy and Germany rebounding quickly in 2021 after the blow in 2020, in a V shaped recovery with growth of close to 6% in France, and higher in Italy because of the bigger hit taken there than Germany. The strong U.S. jobs report with addition of 2.5 million jobs for May shows that the rebound can be sharp upward swing if the policy, will and community spirit is summoned up by leaders and people, no matter what happened in the past decade. It is also based on having the right spirit that knows about investing where it really counts for the people - in infrastructure, health, public services, and avoiding the misallocation of resources and spending that happened before. ...

At the Al Smith event dinner she called the audience " a basket of adorables" only reminding the audience and press coverage of how she had misspoken with lack of respect for the workers and families supporting her opponent. 

During the Al Smith dinner in which the younger Bush spoke in 2000 he said about the audience "these are the haves and have mores, this is what they call the elite, this is my base." Bush coming off as accepting it for what it is.

Coal India, is a state run monopoly which is a huge stumbling block for India's economic development. India lags behind Brazil, Indonesia, Thailand, Vietnam and Malaysia in the percentage of the population having electricity. Production methods do not use modern technology similiar to mines in other countries, and the average age of the 333,000 employees is 45-50 years. An eight hour shift at some mines produces as much coal as a mine in the U.S. does in 5 minutes, because of the lack of modern technology. About 300 million Indians lack electricity. The Modi administration's focus is on improving efficiency, introducing competition, and bringing major technological changes to the coal industry. Piyush Goyal, India's Coal minister faces one of the biggest challenges in the Modi administration. His focus is on efficiency, and the Modi administration has set a target of 1 billion tons for 2020, a 15% increase in production each year for the next 5 years.

India's Modi government is introducing a new plan to reduce rural poverty. It is implementing Universal Basic Income by depositing Rs 6000 or $84 directly to bank accounts of farmers with less than 5 acres. This helps 120 million poor farming families meet basic living needs in India, where rural poor often make less than a dollar a day. The cost of the program is $10.5 billion a year. The opposition Congress Party also has a plan for Guaranteed Minimum Income. India has national elections in May, and the government plan is also designed to fulfill promises of improving quality of living of Indians with the programs for Clean India, toilets and electricity for all Indians, bank accounts for all Indians, and series of other programs.  The advantage of the program as shown in a government paper in 2017 is that money goes directly to bank accounts avoiding corrupt middlemen or bureaucrats, and that it is possible in India to accomplish a lot by spending a relatively small amount to realize immense benefits. The Budget deficit for the year ending March 2019 will go up from 3.3% to 3.4%, and for year ending March 2020 go up from 3.1% to 3.4%- small increases relative to the immense difference in the lives of rural Indian families as a result. A series of programs for universal access to electricity, health care, toilets and clean sanitation, bank accounts and basic income, are designed to bring forth a New India different from the past. These programs are being implemented or put forward in the first term, with the Modi government looking for voter approval to push forward further development in a second term. The government paper on UBI in 2017 showed that in a country like India a small amount goes a long way in reducing poverty. By providing income of just above $100 a year to around 75%  of Indians, poverty can be cut from 15% to 1%. The paper shows cost at 5% of GDP which can be partially offset by reducing other government  subsidies. ...

German foreign policy is seen as too dependent on China and too China focused, in this conversation of DW.com with experts at German Council on Foreign Affairs (DGAP), European Council on Foreign Relations. Germany had little focus on India and no clear policy to expand ties under Merkel. German foreign policy should take the example of France and other Scandinavian nations in building strong ties with India, says this report. Relations with China of the US and EU countries are strained following trade and technological competition. Merkel continued old policies from 2000-2010 in 2010-2020 even as the EU was losing its technological edge with China. This report says a new German federal government after the upcoming election has to decide what relations it wants to build with India, following the example of France, and Scandinavian nations. And what role the EU will play in India's rapid development in industry,  technology, shipping, transportation, renewable energy, other fields, and opportunities for co-operaton in many fields in 2020-2030. This is also about "Whats at stake for Germany?" in new foreign policy under a new chancellor from SPD or Greens, or some other coalition. This editorial Board opinion piece in the WSJ gives exceptional insights into major issues facing Germany, the cost of electricity generated from renewables, failure to meet climate change emissions targets set by the government, and the difficulty of forming a new coalition government with conflicting goals of the Greens vs the CDU and the FDP.  By one estimate it cost households and business about $125 billion extra in higher electricity bills for 2000-2015 to subsidize renewable energy from solar and wind. Utilities are required to buy renewable at above market rates, especially since the energy revolution called Energiewende was launched by chancellor Merkel in 2010. German electricity prices are about 36 cents per kilowatt hour compared to 13 cents in America. The 2011 decision following the Fukushima disaster to phase out nuclear power by 2022 made the effort to meet renewables targets of 40% by 2020 compared to 1990 -exceeding the 20% for the EU- even harder. Germany sees a 30% target for 2020 as reachable.   Even though renewables can generate 50% of required energy supplies, only 30% of the supplies are utilized as the renewables are generated mostly in the north of the country and there is a lack of transmission lines to bring it to the industrial south. The dirty secret says the WSJ editorial board for the renewable story in Germany is that a lot of coal is used in dirty coal plants to meet electricity needs when wind and solar energy are not available. Cheaper coal not natural gas is preferred for such generation as daytime peak use that recoups more expensive gas cost is managed with renewables. Leading to the situation that Germany generates only 9% of energy from natural gas compared to 30% in the U.S.. The further Germany has gone in renewables has also led to the paradox of increased dependence on coal. Getting to the new Jamaica coalition being planned between the CDU and the FDP and the Greens. The problem is that the Greens want to see the 20 most polluting coal plants closed, the CDU and the FDP are willing to close only ten coal polluting plants. The WSJ's opinion is that voters chose the AfD right wing party with 13% of the vote because of the platform promise to shut down Merkel's Energiewende policy.   ...

Already the Court has found it is against the law to prevent athletic coaches from praying on a school field. It found in 2024 that Washington State infringed on freedom of expression when it allowed a coach to be disciplined for making such a prayer. There is a sense in America that prayer is part of the fundamental fabric of the Nation. In the deepest hour of crisis in the 20th century Chuchill and FDR met on a battleship near Newfoundland, August 10, 1941, when a prayer service was conducted to restore freedom and democracy to the world at war, it sustained America and Britain and Europe through these years, why should it not be in everyday life today is a question the Supreme Court has to ask itself when confronted with the new challenges of the 21st Century. As Justice Potter Stewart says to use metaphors such as "the wall of separation" that is nowhere in our Constitution, and to reject prayer in schools is to reject the deeply entrenched and widely cherished spiritual traditions of our Nation." Traditions that have come down from the time of George Washington whose miraculous survival that winter of 1754 through the hand of a Divine Providence ensured the survival of the Nation. ...

China's GDP declines by 6.8% in the first quarter 2020 year over year, and 9.8% from the previous quarter, the first such decline since 1992, even going as far back as 1976 with the passing of the Mao era. It is not power production or coal consumption which have returned to prior levels. It is the demand from the U.S. and Europe, other countries which are in lockdowns. Estimates are that 80 million people in a population of 900 million working age people lost their jobs, with another 10 million expected to be lost, about 10% of the total. Global trade companies are hardest hit.  Consumers inside China are reducing spending. Some are using only the small government issued vouchers designed to get people to go out and spend.  The Trump administration plans to bring back some of the production lost to China in essential areas such as public health and security back to the U.S. The supply chains are already shifting to other countries from U.S. tariffs. As a result some estimates show zero growth in 2020 for China. Financial instability and prior leveraging concerns remain to prevent any serious stimulus. By contrast the U.S. is cushioning the impact with $2 trillion aid package benefitting from a strong dollar and healthy economy before the virus. ...

In this sense the DJT administration has made a bold move in three key areas no taxes on social security benefits, no taxes on tips which address employment in hospitality/restaurants, and doubling the child care benefit for mothers, tackling key population sectors. To pay for this and keep the deficits down the dollar strong, one other action was taken- to increase investment in the economy and in manufacturing by allowing expensing of investment 100%. Nikki Haley is doing what has happened before, fighting for principles in her party and showing that a fully significant 40 percentage points of her party believe in the old conservative ideas, of the Republican party. That of the country club type, the everyman who happens to be conservative the core of the party, small and large business owners. The situation is analogous to the intraparty struggles that beset the Democratic party after the abrupt end after 1000 days of the John F. Kennedy presidency and administration. Since the 1920's and two periods of rising inequality accompanied by technological change from the 1870's that ended with the Great Depression, the US had experienced a great revival under Franklin Roosevelt, Harry Truman and Eisenhower. In 1960 a new future was articulated by Kennedy of the new world that lay ahead, one he had seen upfront in Asia before, during and after the war. How would we bring the post colonial world of billions of people into the modern world. Since then both a modern China and now modern India are part of this change. "Today our concern must be with that future. For the world is changing. The old era is ending. The old ways will not do." Acceptance speech for the Democratic nomination for President, July 15, 1960. It was interrupted after the intraparty disputes that began in 1968, Robert Kennedy challenging LBJ, leading to Richard Nixon, and Edward Kennedy challenging Jimmy Carter leading to Ronald Reagan. John F. Kennedy had articulated a vision that still is alive today based on an understanding of how America's needs fit into all humanity's needs.  In some ways the situation after 2024 or 2028 still goes back to the vision of a new order of the world with emerging nations in Asia with 3 billion people, and additional billions of people in Africa, Latin America. The Arms buildup promised by Reagan in 1980 has yielded little about 50 years later, not even the fall of the Berlin Wall which today has been replaced by another struggle in Eastern Europe in 2024. Truman tackled the Berlin Blockade,  Eisenhower had faced upto Soviet tanks in Budapest, Kennedy had faced the Berlin crisis in 1963 his ich bin ein Berliner (I am Berliner). What purpose would an orbital weapons program serve- and could the US ever be or even want to be  "only one superpower in a safe world," with an orbital weapons program as Reagan and Weinberger went out to do and failed completely. America faces a situation analogous to 1920's with increasing inequality and weakness in the social fabric, as a result of four decades of rising inequality accompanied by technological changes, and misguided Reagan programs that diverted from John Kennedy's vision that the "old era is ending, the old ways will not do."  The vision put forward by John F. Kennedy has more relevance today for the future. That vision he articulated in the First Inaugural Address in which he also said that this work may not be accomplished "in our lifetime on the planet." It is important to remember that John F. Kennedy connected his vision to FDR when he said in his State of the Union Address to Congress in Jan. 1961- In the name of a great President whose birthday we honor today, closing his final State of the Union Message sixteen years ago. "We pray that we may be worthy of the unlimited opportunities that God has given us." This is the vision that stands before America even today in 2024.   ...

This report in FR24 looks at the Ukraine war from a demographic perspective. The chaos in Russia after the collapse of Communism led to fewer births during the 1990's and there are fewer people born during this period who are now of child rearing age. This has led to a further effect on childbirths after the earlier decade when population declined to 143 million.  Mr. Putin has offered incentives for child birth, improved hospital care, and incentive payments to new parents. Yet the war can have its own effects of reducing the sense of economic well being and opportunity that drops the level of childbirths. This is already confirmed by statistics showing a decline in childbirths in the first quarter of 2022. The Russian government and Mr. Putin see that Russia's position in the world depends on its population. Mr. Putin may have wanted to make up for the population decline by integrating parts of Ukraine such as eastern and southern Ukraine into Russia, says this FR24 report. It also shows that other factors such as population decline may have played a part in the invasion. It is a miscalculation according to the Biden administration and also from the perspective of many Russians who see Ukraine as a brotherly people speaking the same language and sharing culture and traditions. Russia's occupation of Poland for 2 centuries since the 1750's, and the region of western Ukraine near the Polish border such as Lviv about 100 miles from the Polish border  with Polish influence and distrustful of Russia, have led to pro-EU sentiment in Ukraine. This played apart in splitting opinion in Ukraine about Russia leading to the conflict. With Putin going by historical ties with Ukraine from the foundation of the Russian state in Kviv in 1000, and today's geographical realities after 2 centuries of occupation of Poland and the desire for options to join the European Union of a younger generation of Ukrainians. ...

With the strong jobs growth report in September the US Federal Reserve, America's central bank, is expected to increase interest rates by 0.75% at its meeting on Nov. 1-2. That will be the fourth interest rate increase in 4 consecutive meetings of the Fed. It is designed to tackle inflation yet it also reverses the period of low interest rates for savers that extended from 2000 to 2020. This period covered two crises one created by irresponsible behaviour of banks in the financial crisis of 2000 and the second a natural health disaster from the pandemic when interest rates were brought down to zero as a policy response. During that period savers who suffered decline in savings with little interest income and lower income groups were hit by both the financial crises, employment gaps that hurt income and savings, and the shift of jobs overseas as jobs were shifted to China and American manufacturing declined. Economic policy was determined in that period by economists who failed to grasp the dangers to American manufacturing, to American communities with loss of jobs from offshoring, rising inequality that fragmented society.   This has changed under the Fed run by Mr. Powell first appointed by Mr. Trump and now renominated by Mr. Trump, who is not an economist and brings a very different mindset to central banking, going with common sense about what works for average Americans. a sense of humility, and down to earth about American workers and American manufacturing and its place in America. ...

Critical to move forward in making investments for growth in the Indian economy are the government debt to GDP ratio and GST revenue collections. FInance minister Sitharaman tells parliament that the government debt to GDP ratio is 56.2 % and considerably less than many countries of the leading economies in Europe and the US, less than France and the US, Canada which are in triple digits. GST collections are at 1.49 lakh crores for July 2022, the second highest in history. Inflation is at 7% or below that.  Non performing assets of commercial banks are at 5.9%. She said about 4000 banks in China were reportedly on verge of being bankrupt by comparison and China has huge debt problem for local government. This report in the NYT says US officials now say Russia was not involved in the attack on the Nordstream pipelines in the Baltic Sea. The pipeline was connecting Russian oil and gas undersea to Germany and generated revenue for Russia, cost $12 billion each to build for Nordstream 1 and 2, so that it would have no reason to sabotage its own pipeline, say US officials. Cost of repairing the pipeline would be over $500 million.  Nordstream I and 2 stretch across the Baltic sea from Russia to Lubmin, Germany for 760 miles under the sea. Nordstream 1 completed in 2011 cost $12 billion to make, with a similar amount for Nordstream 2 completed over American objections in 2021 by the Merkel government in Germany. American officials are still reviewing the intelligence to understand how it happened. Just as happened for the spy balloons over the US initial reports and speculation have turned out to be misleading. It shows the importance of getting all the facts right, more than ever.   ...

About the collapse of two banks- Silicon Valley Bank and Signature Bank Fed vice chairman for financial and banking supervision, Michael Barr, had this to say at a Congressional hearing last week- "I think anytime you have a bank failure like this, bank management clearly failed, supervisors failed, and our regulatory system failed."  The rest of this report looks at changes the Fed can on its own make stricter supervision of banks over $100 billion, action the Biden administration is thinking of taking, and action by the FDIC. The Biden administration does not want to be seen supporting wealthy depositors at Silicon Valley Bank by guaranteeing uninsured deposits as it did. It took this action solely to protect the financial system so that it would not hurt working families. For this reason alone the Biden administration will seek tighter controls of mid sized banks now that the illusion that banks below $250 billion do not pose a risk to the financial system is gone. It will also seek to recover all funds used to support these failed banks from the banks and financial sector that has lobbied for so long for less regulation leading to failure of banks not once in 2009, but again in 2023. This time under the Biden administration the damage is carefully controlled so that it does not affect the American economy and working families. ...

Barrett is a Judge who has served for 2 years on the 7th Circuit Court of Appeals. She is a devout Roman Catholic and a legal scholar from Notre Dame University in Indiana. Lagoa is a judge on the 11th Circuit Court of Appeals and the first Latina on the Florida Supreme Court. Trump's nominee is likely to be confirmed quickly by the Senate as Republicans have 53 members in the Senate from a total of 100 members. Democrats want the nomination to be done after a president is elected in January 2021.

India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

Russian and China sign a contract for Russian natural gas from undeveloped fields in Siberia during Putin's visit to Beijing in May 2014. The 30 year contract is for about $400 billion. China gets natural gas at prices about 25-40% below the current cost of importing liquefied natural gas from Australia, Qatar, Malaysia and other countries, according to RBC Capital Markets. For the last decade China and Russia have failed to agree on a price. In these negotiations a price was reached but is being kept a commercial secret. China imports large amounts of natural gas by pipeline from Turkmenistan at about $10 per million British Thermal Units (BTU's). Gazprom needs about $12 per million BTU's to break even. The two Siberian fields are the Kovykta field and Chayanda field which would remain undeveloped without the deal to supply China. Russia will spend about $55 billion for pipelines and infrastructure on its side, and China $20 billion. China's needs for natural gas were 170 billion cubic metres in 2013, growing to about six times consumption of about 30 billion cubic metres in 2000, according to China's NDRC. This is expected to reach 420 billion cubic metres by 2020. Currently 17.7 million metric tons come by pipeline mostly from Turkmenistan and 15.5 million metric tons of LNG mostly from Qatar and Australia, according to China General Customs Administration. The deal will put on hold higher cost LNG projects for Asian countries and make mores gas available at reduced prices in Asia, according to analysts....

"Favorable" District courts are now being used to support illegal migration into the US that was rejected in the 2024 election. A District Court in DC makes a ruling on ending asylum "invasion" of US southern border, by questioning that millions of illegal migrants entering in one year alone is an "invasion." Even though it is publicly known that over 2.4 million people crossed the US southern border in fiscal year 2023. These District Court rulings are being given high priority by the US Supreme Court.  In the most recent ruling from last week the SC stated in a 6-3 decision written by Justice Coney Barrett on birthright citizenship that the law on the lawsuits can apply to the individual case not  be converted into a national injunction.  The situation of asylum seeking deteriorated in three ways, the Mexican government of president Lopez Obrador, Alejandro Mayorkas as Biden's selection for Homeland Security, himself an immigrant from Cuba, and the Biden administration not grasping the true extent of the crisis at the southern border with the unsettled situation in central America and the economic disaster in Venezuela. For the first time in the 400 year history of this hemisphere since the Spanish colonization by 1600 and American independence by 1800 the ideas of the Monroe Doctrine of the US protecting this hemisphere were ignored leading to the disastrous situation at the US borders, leading to fentanyl and illegal migration of such proportions. As a result of the election of 2024 and the public view of illegal migration the DJT administration is taking the approach taken by president Eisenhower in 1952 in Operation Wetback, seeking to return illegal migrants to their home countries.   ...

A detailed look at the limits of the November 23, 2013 nuclear deal at Geneva negotiations with Iran. David Sanger of the NYT points out the limits of the deal and any future deal reached with Iran. Experts and negotiators of deals with North Korea point to the difficulties and the reversibility of such deals. Only a deal that takes the centrifuges and the nuclear fuel out of the country would be complete, say experts in Israel. In the period since 2009 when Obama took office Iran has increased the amount of low-enriched uranium to 9000 kilograms from 2000 and centrifuges from a few thousand to 18000, according to the International Atomic Energy Agency, showing the difficulties of achieving such an agreement. The reactor at Arak is another pathway to nuclear weapons using plutonium. Any hidden facilities also present risks.
