This article in the Economist points out that 84% of Britons want the 3.5 million existing immigrants to stay in Britain, even though the government of Theresa May has not given a clear commitment. May wants a reciprocal commitment for 1.2 million Britons living abroad in the EU. In 2015 330,000 immigrants came to Britain, with close to half from the EU. The Conservative government has not been able to reduce the number- a result for the most part from 10 Eastern European countries entering the EU in 2004 and 2007, says the Economist. Brexit negotiations are not likely to lead to results in migration partly because of the long negotiations with the European Union needed for changes. Other issues are that the food processing, farming and hospitality industries need low cost labor from Eastern Europe.

Boris Johnson wins the race to lead the Conservative Party and become the next prime minister of Britain. Several ministers resigned underlining the problem he faces lacking support from the Conservative party members who do not support exit from the European Union without some deal or arrangement with the EU. He will lead a minority government that could fall with the loss of support from within the Conservative Party itself. Boris Johnson beat Jeremy Hunt by 92,153 votes to 46,656. He now has a margin of only three votes with the help of the Unionist Party of Northern Ireland and faltering support from members of the Conservative Party who see Boris Johnson's idea of simply leaving the EU on October 31st deal or no deal as problematic.

European Union president Ursula van der Leyen says Africa could be facing a massive surge in coronavirus in a couple of weeks similar to what is happening in Europe. She said only a globally coordinated response would win the war against the coronavirus. "It is in our interests to ensure that the fight is successful worldwide." To help African economies and health systems the European Union will provide aid and grants of 15 billion euros or about 16.3 billion dollars.

The NYT's look at the televised debate between Macron and Le Pen for the presidential election. Macron has this to say in closing about Le Pen's shelving her plans for exit from the European Union compared to her position in the last election. "It's a project that doesn't say its name but entails leaving the European Union. I'm not lying about the goods, you are lying about the goods." Macron says Le Pen is being disingenuous about this, arguing that by reducing French contributions to the Eu budget and by ignoring fundamental rules of the EU such as freedom of movement and the single market, that would lead to a de facto exit from the European Union for France. Lyrarc has shown today on this page how the debate was covered in FR24, DW.com, The Guardian, BBC News, WSJ, and NYT. One of the key questions is what would she or some other candidate such as Mr. Melenchon done differently than Mr. Macron- For the once in a century pandemic? Macron is not faulted by any one for the work done by two prime ministers he appointed for the task. What would she or some other candidate done differently for today's surging inflation, considering that it is happening worldwide? Are their aspects of France's welfare state, and her economy and the currency that are better protected under the European Union than in a situation of de facto exit. The absolute power in the French presidency is something that happened after a weak system of prime ministers and coalition governments in the period between the two wars, and that power used wisely enabled De Gaulle to take decisive steps  over a decade for France in the post war modernization of France. This was a problem for Melenchon with his calls for a new Republic and a new constitution. Yet many of todays problems of decaying communities and once prosperous industrial towns in decay in the north, northeast and the south require a next generation industrial revolution to bring manufacturing back to France and back to the European Union, and large scale investment in France, as is happening today in the US which is confronting the same problem.    ...

New York Governor Cuomo gives unions and the state's Education Department 30 days to settle a lawsuit brought by teachers. The lawsuit delays job performance evaluations for teachers which include student test results. Cuomo said the alternative was for him to pass new legislation requiring this. He gives school districts 1 year to implement the new system using the framework setup by the state or loss of $805 million in state aid. Cuomo said: "No evaluation, no money. Period." This money comes from the Obama administrations Race to the Top education program which provides additional funding to states that make such improvements.

European Union's Leyen said on her visit to India with Da Costa- "We are on the cusp of a historic trade Agreement indeed some call it the mother of all deals one that would create a market of two billion people." Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). Expect all tariffs to be in place under other legislation to be in place in coming months. ...

India European Union Trade Agreement of 2026- game changer in world trade reconfiguring supply channels with 2 billion people market. EU's Leyen says she is determined to push ahead and make this the defining trade arrangement of this century. That the EU will deliver. For India it gives a reliable partner for modernization of its logistics, its infrastructure, and its industrialization, India's modernization in a rapid way. Similar to what China gained over 2 decades with its trading relationship with the EU, even surpassing that because of newer technologies in 2025-2050. It is a relationship based on two cultures and two civilizations, on respect for European and Buddhist/Vedic civilization for each other, totally different from the Imperial Japan of the 1930's that overran China, and the CCP in China ambitions for China Dreams based on belligerent action or support for belligerent action as in Ukraine. Leyen goes as far as citing Romain Rolland, a western philosopher of Indian civilization in the concluding point in her speech. In fact the first translation of the Bhagavad Gita was done by Charles Wilkins in 1765 taking it out of the hands of the Brahmins in Varanasi similar to how William Tyndale translated the New testament into English from Greek in 1534.  The Bhagavad Gita was then translated by German philosopher Frederick Schlegel into German from Sanskrit, spreading learning of Asian languages throughout Europe. India owes a lot to Europe and Europe to India, for two civilizations that speak the same human language of spiritual aspirations. ...

Iran Proposal that asks $2 million per ship to be split with Oman for opening the Hormuz Straits- April 6 2026. China, Japan can pay this amount to get the 90% of the oil they need from Hormuz, which would go to reconstruction of war damage in Iran. India would shift some of its purchase of oil and gas to the US and so will Japan over 2027-2028. This would result in a shift away from the Persian Gulf dependence to renewable energy and to buying oil and gas from US+Venezuela as more reliable sources. European Union and Britain would also make this shift as shown in the adjoining article by Prof Geoffron of Universite Paris Dauphine in Le Monde. The proposal also requires US and Israel to commit to no future attack on Iran, and Israel to stop its attacks on Hezbollah in Lebanon. The US and DJT call the new regime under a Speaker of the Iranian parliament, an elected president who had to respond to people sentiment in the election, and a grandson of Khomeini, one that is easier to talk with than the earlier regime. The problem remains nuclear weapons and ballistic missiles development that the US has as its sole objective which is what the war is about than Hormuz as the US and DJT say Hormuz is China and Japan's problem where for some strange reason these industrial powers import 90% of their oil from Hormuz and have done this after 40 years of disruptions, a mystery they can solve on their own. ...

A behind the scenes account of the chain of events after the meeting of French President Sarkozy and German Chancellor Merkel at the seaside resort of Deauville, France, on October 18, 2010. Based on interviews with EU officials this account shows how these events are leading to closer union of the 16 nations of the European Union. At the seaside meeting Sarkozy met privately with Merkel. Merkel offered to take back the German demand for automatic penalties for nations failing debt guidelines. She insisted that bondholders should bear losses if a member nation of the EU defaults. The French president agreed to accept the German condition knowing that Germany was reluctant to support the bailout fund beyond 2013, and German public opinion was souring on the bailout. The European Central Bank president, Trichet, was furious that the two leaders were undercutting his efforts to create confidence in the euro. Trichet told Sarkozy, he must not understand how serious the situation was. Sarkozy told Trichet, "you must be talking to the bankers," "we are responsible to the citizens." Weeks of negotiating between the ECB and the Irish government followed, leading to the bailout of Ireland. The contagion effects on Portugal and Spain created more tensions for the euro. Merkel softened the German position and the EU leaders meeting in December 2010 moved in the direction of a closer union. Bondholders would still take losses but only if one of the EU member states were to become insolvent. And after months of discussion and debate the EU leaders realized that the only way forward for the European experiment was to build a closer financial union. This report says she has advocated for Italy and as a mother and a Catholic, but that is nothing new in Europe with most nations looking for their national interest first. On Ukraine and the European Union there is no ambiguity as Meloni supports the European Union. When Mr. Draghi formed a national unity government during the covid health crisis and the breakdown of a previous coalition Berlusconi joined the government, but Meloni stayed in the Opposition leading to her rapid rise.

President Biden was the first US president on a picket line when he joined the picket line at a UAW strike in Wixom, Michigan recently. Here Gene Sperling the Biden liason with the autoworkers UAW union, says Biden believes in a strategy that counters technological disruption in a different way. Biden wants companies to retool, reinvest and rehire workers in the same impacted community. This is the striking difference with Biden compared to any of his predecessors Reagan, Clinton, Obama, and the two Bush presidents. Not only will the president's support ensure 1200 jobs are preserved, another 1000 union jobs will be added at the Belvedire, Illinois location and $4.8 billion will be invested by Stellantis for a new parts distribution center and and electric vehicle factory.

French president Macron fails to get president Xi of China to commit to changes in its policies towards Russia's invasion of Ukraine. Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

As Japanese sales in the USA drop from 4.35 million vehicles in 2007 to 4 million in 2008 and an estimated 3.67 million in 2009 according to CSM Worldwide, even the Prius and the Honda Civic are afected. The Mississipi Blue Springs plant originally designed for the Higlander SUV , then assigned the task of making Prius after the shift to smaller cars, now will not make the Prius. The plant investment will stop at $300 million, with the plant construction being completed but the equipment not being installed, and no plans to manufacture cars there till things improve and the plant is made fully operational. At the same time it is noteworthy that employees Toyota has hired at the plant will keep their jobs. Toyota has not laid off permanent staffers at its plants in North America or any other region despite slowing sales in its worldwide markets. What does this mean? The culture of the United Autoworkers Union developed through the prewar confrontations between the union and the auto companies, and union workers and union officials and company managers came to a consensus through these struggles with the coexistence of high executive compensation and union medical benefits and other benefits and job security. But its not really been a frutiful arrangement as it has constantly been whittled away and eroded to the point of going out of existence even as the union clung on to the old ideas and management just went on with the status quo. Jobs security is nonexistent and jobs constantly cut as plants close, and now high executive compensation will face government oversight with the auto loans. See the link to Business Week which states that the numbers show the auto workersin Detroit union plants pay about 5% of their medical costs as opposed to 30% for workers who have healtcare coverage in the USA. But what good is the additional benefit in an environment where plants are constantly closing and jobs being cut. Is'nt aworker at a Toyota plant with no job cuts but costlier medical benefits better off than his Detroit counterpart? Which is to say with forward looking management that lowered executive compensation and unions that discarded an entitlement attitude and proactively matched its medical benefits to levels to nonuninized Japanese plants, and management that proactively shifted to higher fuel efficency and smaller cars in the interest of energy conservation and good strategy to be level with companes like Honda ad Toyota in that performance measure, wouldn't that have led to fewer plant closures and jobs, and public support across the country including in dealer showrooms?...

Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...

She talked about the need for early agreement on changes in treaties that would place strict controls on budgets. Merkel said she sees the process of resolving the debt crisis as a long one, saying "this process will take years." At the same time she continued to emphasize the future of Germany in the European Union- "The future of the euro is inseparable from European unity. The journey before us is long and will be anything but easy. But I am convinced it is the right path. It is the right path to take to reach our common goal: a strong Germany in a strong European Union that will benefit the people in Germany, in Europe." Merkel compared the process to a marathon run, with efforts being particularly difficult at the 35 kilometre mark, making it helpful to know this at the beginning of the race. She ruled out common eurozone bonds as "unthinkable." Instead of agreements, Merkel expressed the need for "legally binding regulations," saying this was the time to "fix the mistakes of construction" by founders of the eurozone....
