Graham Allison of the Kennedy school of Government at Harvard and John Deutsch former head of the CIA under Clinton and now a Professor at MIT, say it would be adesirable thing that Afghanistan develop into a prosperous, poppy-free and democratic country, but it is not vital for American interests. They say lets face it, one cannot push Afghistan into modernity overnight, just because we wish it. It would be atragic mistake to do so, and take a huge and ultimately failing effort to do this, with a vast expenditure of American blood and money, to do this. One can expect for Afghanistan after we exit to revert to conditions that exist in other countries at the same level of development, like Bangladesh, Sudan, Somalia. Allison sees a vital interest at stake in Pakistan because of nuclear weapons.

Among the influential voices raised against the war in Afghanistan are former secretary of State Colin Powell and Senators John Kerry and Reed. Powell met privately with the President. Others skeptical that more troops will make adifference, are Vice President Biden, Rahm Emmanuel, and General James L. Jones. Clinton and Holbooke are on the other side of this debate. The first decision to add 21,000 troops to bring force level to 68000 was made hurriedly within weeks of Obama coming to offiCE. Powell's advice to Obama is the most significant because of his long experience. "The question the President has to answer is, What will more troops do? You have to not just add troops . The two front runners among Democrats in the campaign for President in the U.S. are building their lead on the basis of programs to reduce inequality and build the social fabric. Bernie Sanders and Elizabeth Warren support a program of Medicare For All. This program is a single payer program run by the government so that medical costs can be cut by the government directly negotiating cuts, which would reduce some of the cost.The WSJ looks at the ways this can be financed at a cost of between $11 trillion over a decade. Programs of less extensive coverage  in Medicare for All excluding undocumented workers and having individuals share some costs would cost this much, according to some experts.The gap would be financed by taxes such as that on Medicare currently. Sanders additional tax premium would be 7.5% paid by employers and 4% by employees. About $1 trillion is generated by each percentage point of taxes over a decade says CBO, so that a combined 11.5%  tax would cover Medicare for All. Alternatives or some combination would include this with taxes on the wealthy. Tax hikes on wealth, income and financial transactions would generate $11 trillion over a decade, according to the Committee for a Responsible Budget. Currently a majority favors a Medicare for All plan, and this support could grow as people understand that it would be progressive and reduce the burden on the middle class by shifting some of the burden to the wealthier in society in today's economy, where much of the increase in wealth over the last 3 decades has gone to upper income people. Much more so in the U.S. than in Europe creating a tear in the social fabric and disaffection with Democrats, who in earlier administrations from Clinton to Obama failed to maintain the gains made under FDR, Truman and Kennedy. This has led to a Republican administration under president Trump that won over disaffected Democrats but hope to merley to maintain the status quo. Warren is trying to change this with bold social programs that fit today's needs and circumstances. ...

Much of the information Friedman says comes from Ruchir Sharma could be seen through simple observation. By the time it is written about so much has already happened. For example Tech firms crowding out innovative new firms starting from scratch is happening since 2000, from the Clinton, Bush and Obama administrations. By the time the concept makes it into the economics textbooks many years later it is obsolete. In economics textbooks of the eighties crowding out referred to governments crowding out private firms in the competition for capital. Concepts of comparitive advantage in economics textbooks were similarly obsolete when Japanese and Chinese competition in the last three decades brought into play a very different model of competition of subsidized private and state run companies focussed on dominating key industries that never made it into textbook economics and theories of experts. Comparitive advantage theory in textbooks were too simplistic not able to account for real life situations in which a determined national competitor could move up the ladder every few years in sophistication and technology to compete in products at many levels. The old textbooks simply said Portugal would make wine because it had some advantages and America with its advantages in steel production would make steel. This kind of theory put many people to sleep as other nations took over American markets- first steel, then electronics, then telecom, and then renewable energy. To protect American workers Robert Lighthizer and other American negotiators of trade with China, Japan, South Korea, used their own head and observation of what was happening. This was a better guide to the best response to protect American workers. Doing what makes sense, doing what works for final delivery point to the intended beneficiary, the American worker, or European worker, or Indian worker, provides a better way to get things done.   ...

Senator Byron Dorgan warned about a crisis occurring through the dismantling of Glass-Steagall protections in banking that were put in place after the Great Depression. The change was pushed through with the Gramm-Leach-Biley Act named after Senator Phil Gramm of Texas, and was supported by President Clinton, Rubin, and Summers. Senators Dorgan and McCain called for a special committee to investigate what happened and why. This "select Committee" would have sub peona powers. One of the questions this would help address is whether in the future one would go back and reinstate some parts of Glass-Steagall. That decision says Dorgan has to be made, and he does not think its old-fashioned to go back to protections that previously existed. Its not that he was prescient, says Dorgan, its just that the protections put in place by Glass-Steagall were basically sound then, and they are sound today.

Biden's very conservative choices for his cabinet which one British reader of The Times calls UK One Nation type choices. Many of the cabinet members could easily have served under a Republican administration before Trump or a Democratic administration in the tradition of Harry Truman in the 1950's. No members of the cabinet belong to the Bernie Sanders wing of the Democratic Party.  A look at the Truman administration after 1950 shows John Wesley Snyder, who headed a bank in St Louis and worked for the Reconstruction Finance Corporation under Franklin Roosevelt performing a key role for integrating 8 million GI soldiers into the economy, and implementing the Marshall Plan. A similar job awaits another banking official Janet Yellen in Biden's cabinet to keep people employed during the pandemic. Xavier Becerra, currently attorney general of California, and formerly Congressman for 24 years, who endorsed "medicare for all" is the new Health Secretary. He grew up in a one room apartment with his Mexican parents. Secretary of State goes to Anthony Blinken, Dean Acheson was in this role under Truman as the Cold War surged with the Berlin crisis and the Iron Curtain in Eastern Europe. Today the challenges from Russia and China are taking the shape of a revival of tensions. George Marshall who led American forces in the war, was secretary of defense. This position is given to a soldier Gen. Lloyd Austin who led forces in the wars in the Middle East. This has the potential to deliver better results after the years when America veered off course under the administrations of Reagan, Clinton, Bush and Obama, following the Truman, Eisenhower administrations that setup the recovery after World War II. Today after the banking crisis of 2009, disastrous healthcare and infrastructure neglect in the U.S., followed by the pandemic, a recovery like the one after World War II is needed.   ...

A Washington Post Univision poll in Feb. 2016 shows 8 of 10 Hispanic voters with a negative impression of Donald Trump, and 7 of these 10 having a "very unfavorable" impression of him. The poll shows Trump's standing with Hispanic voters deteriorating, with a Univision survey in summer 2015 showing 7 in 10 with a negative view, and 6 in 10 "very unfavorable." This is in line with Trump's increasing anti-immigration rhetoric and calls for a wall at the border paid for by Mexico, upping the anti-immigrant rhetoric in 2016.

The Hispanic vote counts for crucial vote margins not only in the southwest but in places like Pennsylvania and Virginia where they are 5% of the voting population. About 10 million Hispanics voted up from 7.8 million in 2004 accounting for 8% of the voting population. That is an increase of 2.2 million voters and abig part of grass roots efforts to get them to register both by Hillary Clinton, and Obama. This grass roots effort was crucial. And mobilized by immigration policies of the Republicans and by the economic downturn and by a new generation of younger latino voters they voted nationally 66% to 32% for Obama over McCain. In Florida the older generation of Cuban Americans were eclipsed by new younger Cuban American voters and South and Central American immigrants giving Obama 57% to 42% edge over McCain. In Colorado the Latino vote was 17% of the vote with 73% of Hispanics voting Obama. Newly registered voters were 35% in Colorado, 34% in Florida.

What has happened that makes it so hard for Democrats Biden who stood on a picket line for the UAW autoworkers union, Harris fighting for workers, that they cannot easily convince workers that they are on their side? It is because compared to 1980 not the lowest income groups but the "downwardly mobile" white and other groups without college degrees have taken the brunt of the loss of manufacturing jobs. It is why the "zero-sum" stories of the former president have appeal to some workers who have lost the most from deindustrialization of the US. Even though Biden, and Harris, have fought hard and are putting in place the policies for the fight to reindustrialize America by taking old plants and modernizing them one by one across the country. No one has ever done this before including years in which the former president was in office. In these visual graphs it is easy to see the sharp decline in incomes and status in society of workers without college degrees as the economy changed after 1980 sending steel, auto and other industries to Asia. By 2024 these workers lives had been upended by the loss of these industries and the hope for income and place in society that existed in 1980. Every US president from Reagan through Bush, Clinton, Bush, Obama, Trump had failed to address this. Biden was the first president to take this up but too much has happened with to reverse this in 4 years, the pandemic, inflation from loss of supply chains to Asia, and wages not keeping up with cost of living.  NYT's Badger, Gebeloff and Bhatia show analysis of the economy, incomes and jobs in 1980 vs the economy, incomes and jobs in 2024 for persons with a college degree and without a college degree.It shows the sharp differences in the eastern Midwestern states of Michigan, Wisconsin, Indiana, Ohio and Pennsylvania over 4 decades of job losses, loss of income status and self worth for men without college degrees. With their jobs in manufacturing disappearing also disappearing was the middle class lifestyle- of owning a house, having a cottage or boat in the countryside, and sending kids to college. ...

Governor Jerry Brown of California's call for fiscal restraint. In his annual State of the State address Brown said the emphasis must be on fiscal restraint and prudent spending so that the budget does not swing back to deficits. Brown was able to achieve a budget surplus of $28.9 million after spending cuts and temporary tax increases. In doing this Brown is seting a new tone for the U.S. of fiscal prudence after the budget surplus of the Clinton years was followed by swelling deficits. This also comes from the U.S.'s most seasoned governor, from the largest state in the Union, who has seen all sides of the picture. Brown said: "It's cruel to lead people on by expanding good programs only to cut them back when the funding disappears... We're not going back there." This may be the lasting legacy of Brown in his second effort as governor after two decades.

US president Biden signs a broad executive order on July 9, that is directed at promoting competitive behaviour in the American economy, and taking action against companies that have anti competitive behaviours. It also aims to limit corporate dominance that then can lead to anti competitive behaviours. These types of behaviours puts consumers, workers and small compoanies at a disadvantage. The Biden plan stretches from the smaller items such as hearing aids and baggage fees, to the task of putting in place the first antitrust regulation on tech companies Apple, Google, Amazon and others. Industries Biden sees as needing help are agriculture, healthcare, shipping, transportation, technology, and labor practices that limit wages and mobility. In making the executive order the White House says it "will lower prices for families, increase wages for workers and promote innovation and even faster economic growth." As each step is taken by the Biden administration to help workers, families, women and children, the situation is a reminder of the actions taken by Franklin Delano Roosevelt at another period of crisis in the nation's history. The July 9 executive order will create a Competition Council as proposed by Tim Wu, special assistant to the president for technology and competition policy in the White House National Economic Council. The Compeititon Council task will be to get federal agencies to take action to promote competitive behaviours for the first time since the 1980's when Republican presidents Reagan, Bush, and Democratic presidents Clinton, Obama, allowed such behaviours in some industries to get entrenched. In Biden's own words "the rise of monopolies weaken labor." In each industry agencies will now have the task of pushing back against anti-competitive behaviours already put in place by companies. In agriculture it will help small farmers, in pharmaceutical sector it will help the American people deal with a problem that has no end in sight of high drug prices and practices that support this. In all areas of the economy the Biden plan is for a new coordinated effort across all the agencies of the government and under the leadership of the president, to restore the vibrant economy to what it was before the long deterioration through anti-competitive behaviours. ...

Mark Landler of NYT provides the background of the relationship with China and Taiwan during the Reagan administration. Reagan criticized the decision to abrogate recognition of Taiwan as a candidate and in 1982 pushed for Six Assurances, one of which was the assertion that the U.S. did not formally recognize Chinese sovereignty over Taiwan. Mr. Trump told a news channel that he doesn't see why the U.S. is bound by a One China policy, and that this would have to be part of a deal that included trade, and solving problems related to North Korea, and the South China Sea island fortifications.

A Peterson Institute of International Economics study on the TPP trade agreement shows it would reduce growth in the U.S. manufacturing sector by a fifth, according to this report in the NYT. Workers incomes and job losses in manufacturing are a key concern for voters and account for the surge in polls for Trump and Sanders in the U.S. presidential election of 2016. All four leading candidates Clinton, Sanders, Trump and Cruz oppose the TPP agreement. Congress will wait till after the election to decide. This is a big issue today because about 5 million jobs have been lost in 1977-2014, according to the Alliance for American Manufacturing. The Peterson study predicts job losses of 50,000 a year, yet another study by Tufts University predicts job losses of 450,000 a year. Another study by the Economic Policy Institute study shows other damaging effects such as labor's share of national income declining from the TPP.

Harold Thibault of Le Monde France says, the rise of China in the past 50 years means the US is wondering whether engaging China turned out be something different than what Clinton anticipated when letting China join WTO without strict rules for a level playing field, and the Bush- Obama years when nothing was done to protect American manufacturing in small towns across America from the ravages of so called "free trade" that was not free, and the effort of American business to integrate its operations with China as single supplier without any guidance from government, behaviour that started with "American triumphalism" of the 1970's and 1990's, that left America with a destroyed industrial base. The Reagan wars that went on with Bush in the Middle East and South Asia and were continued through the Obama years allowed not just the waste of American resources and energy, it also provided a distraction from vital issues of the industrial base in manufacturing and technologies. Justice Ruth Bader Ginsberg, the oldest person on the U.S. Supreme Court dies at 87. The U.S. Supreme Court is unique in that there is no retirement age as in India and other countries. She died of pancreatic cancer. She is one of the rare jurists in that she continued to work almost to the end. She was unique in other ways because she got along well with colleagues on the court of different persuasion. Justice Scalia who was the complete opposite in thinking and views than Ginsburg said that this did not matter much as Ginsburg was "fun to be with." Former president Clinton nominated Ginsburg in 1993. Recently Justices Gorsuch and Kavanaugh joined Roberts, Alito, and Thomas,  for a 5-4 majority on the court for conservatives. Ginsburg was a woman's rights advocate in the 1970's. She will be missed mostly for her vigorous personality and feisty attitude to life working and being active even with her health condition. The death of Ginsburg means that the court is now deadlocked with 4 to 4 and no majority for conservatives or liberals. The country has also changed. Both conservatives and liberals claim they uphold the constitution of the country. Ginsburg saw this as the inclusiveness the founders intended- for women, and minorities. The conservatives see this also from the vantage of inclusiveness as the country has splintered into those who are largely college educated and tech savy, and the high school educated and less tech savy more rural and in small town that lost jobs and social services from the shift of manufacturing to China. The conservatives  see the lack of inclusiveness for the rural communities and small towns left out in the tech booms of the last three decades and shift of manufacturing overseas. Cultural attitudes add another layer to basic economic issues and a sense of alienation on both sides. In this climate and with an approaching election in 41 days the Republicans want to nominate their conservative choice supported by their Senate majority, and the Democrats want to block this appointment till after the election.   ...

Till 1997 there was a limit on how many and what drug ads could be placed on television. During the year Bill Clinton was president  the US Food and Drug Administration under Acting Commissioner Michael Friedman is reported by the WSJ as opening up American television for a flood of drug advertising that is damaging for the Nation's health leading to overuse of drugs in the US for three decades. 31% of ads on US evening television news programs are from drug brands in 2024. Von Mark Schieritz of Germany's Zeit Online describes the changes underway following the election campaigns in the U.S., and France, and the Brexit vote in Britain, all signalling the discontent of people left behind by the tech, capitalism, trade and globalization changes of the last two decades. The appeal of one time fringe politicians using racist slogans and divisive rhetoric to appeal to those left behind, appealing to people lacking intergenerational mobility, and without much hope for a better future, is a serious concern. People who are gullible enough, lack college education, or racially isolated so that they are not likely to look carefully at what is being offered in terms of programs and change of competing parties, and likely to overlook the hard and difficult road for corrective course of action, because of anger and pentup fears. Schieritz cites as part of this change the unanimously approved conclusion in its final declaration at the G-20 meeting in Chengdu, China- "The benefits of growth need to be shared more broadly within and among countries to promote inclusiveness." Yet this can be a sort of "too little, too late."  Bankers who are cited in an email going around Wall Street lack credibility with groups on Main Street, to people adversely affected by tech, trade and globalization changes that have been persistently ignored for over a decade, close to two decades. More convincing is the tone of Theresa May, the British prime minister's first statement outside 10 Downing Street- who spoke of the "burning injustices" and her determination to make this a top priority of her government. Still more convincing are the programs to invest $275 billion over 10 years in infrastructure put forward by the leading candidate in the U.S. presidential election of 2016, to provide easier access to public universities and colleges to those left behind, as a sure way to create new jobs and address intergenerational mobility. In fact every leading candidate had made the loss of upward mobility their central plank already in 2015, long before Trump and Sanders started their campaign. The real hope lies in western leaders Merkel, May, and Clinton, all keenly aware students of changes, all women by the way who have sensed the injustice and have the ability to come up with something new and promising for the future, after learning the lessons of the past. ...
