Most companies are taking a careful approach and letting employees work from home or opening offices at reduced occupancy. Gradually this will increase from 20%. Russian shadow fleet and about 80% of Russian oil now sanctioned after US sanctions on Rosneft and Lukoil- Feb 2026. This is putting more oil onto a fleeet of vessels operating under Comoros, Sierra Leone and third nation flags, or even two flags, which the Americans and Europeans are tracking and diverting. Russia seeks to put this oil on an alternative tanker fleet it owns and which is insured by Russia, that goes from the Baltic and Black seas to the Mediterranean to refineries in Turkey, India and China. What thsi does is increases risks for Russia in shipping and for the Euroepans and Americans when ships fly Russian flags with military convoy. The overall effect of cutting Russian oil exports in addition to India committing to buy American oil and Venezuelan oil instead of Russian oil in its trade agreement with US, is that Russian economy may be in risky territory. Inflation is higher than official 6 percent at 16% interest rates, and this increases the risk. Budget needs within Russia may not be met as this continues. It is in Russia's interest now to conclude a peace agreement with Ukraine, now that the US has moved away from NATO/Europe to peaceful cooperation with Russia and competition with China. ...

In this light the Naval Blockade only seeks not to block Iran's path to a prosperous economy and a bright future for its people. Iran's economy is affected in the same way that India's and China's, Africa's is affected, for upwards of 4 billion people compared to 100 million for Iran. Africa, Pakistan and Bangladesh, Indonesia, among the poorest in the world, poorer by far than Iran. The economic impact on this part of the world is not part of Iranian perceptions. The economic impact on Gulf kingdoms an adversary of Iran is by comparison only a small fraction of the impact on the poorest countries. In this situation US is working to support the poorest segments of the Chinese people ( the part of China in the hinterland that is the one third not urbanized) and the Indian people through its cooperation and direct or indirect support. Here are some ways to make for a better day at work.  1. Have what is called a "monk-mode" morning when you just keep out all phone calls and focus on "deep work," without distractions. Every little distraction in the form of a call or some other interruption has its costs in terms of having to refocus and not being able to concentrate on the task at hand as it deserves. 2. Have "meeting-free" days. These are days that you can focus, concentrate on tasks without distraction of meetings. Have walking meetings and meetings where you can walk out in the open for fresh air and some exercize. And no phones at meetings. 3. Replace reading with presenting powerpoint presentations. Have people write out their ideas for others to read so that discussion can be engaged and effective. Amazon CEO Bezos never believed in powerpoint presentations and required staff to write so that they could in the process improve on the clarity of their thinking. 4.  Have weekends free of email. This reduces the stress of workers under a manager who spend time writing and answering emails over weekends when they could replenish their energies and come back charged up on Monday morning for a fresh start on a new week. 55. Grab a coffee with a colleague and do some one on ones talking as one walks around the offices. The insurance company GEICO and its reinsurance operations offer a steady stream of cash. This  is the base on which Berkshire has done well over the last two decades. The efficient markets hypothesis moderate form for investors says that publicy available information is reflected in stock prices to a great extent except for anomalies and behavioural aspects. When investors use a basket of 1000 stocks reflecting the economy as Vanguard core index funds, the anomalies and behavioural aspects are less prevalent or cancel each other out creating a strong form of the efficient markets hypothesis in practice for investing discipline. Benjamin Graham, the mentor for all investment leaders would accept this as a way of securing investment gains without the vagaries and uncertainty in selecting stock positions. The Dean of Harvard Medical School says the Health Reform bill gets an "F" grade. He say its disingenuous to call this reform, and Congressmen and the White House are deceiving the public if they attempt to pass this off as reform. What it will do is accelerate health care spending in the US, and the bill has simply postponed most of the major health care problems, especially the ones that drive cost including the fee for service system and delivery of health care.There are no substantial efforts to control the growth in health care costs or improve the quality of care, which makes this effort unacceptable as reform. In his discussions with other health care leaders and economists, Dean Jeffrey Flier, says he has found the opinion unanimous on this point, that whatever the final legislation looks like in Congress, it will only serve to accelerate health care spending rather than contain it. On the present system's failings he is explicit- the current system he says promotes fragmented care making it difficult to assess outcomes, the true costs of care are disguised, and competition based on price and quality is made impossible. The new legislation while expanding access to coverage makes a terrible tradeoff of an accelerated crisis of health care costs and merely continues the current dysfunctional system. The experience of Massachusetts, where access to care was expanded but spending went up, is that this won't work. He points to the Special Commission on Health Care Payment System in Massachusetts recommendation, that the health care system there must be changed from a fee for service system to one with "capitated" payments. So what is really disingenuous about this whole affair? Congressmen making it look as if reform has happened and congratulating themselves on increasing access to health care, when many of the serious problems of funding health care, skyrocketing costs, and a dysfunctional system, have only been kicked further down the road for some future legislators to tackle. With the national debt about 12 trillon dollars when this plan is factored in, this is cause for serious concern. ...

Gerald Seib of the WSJ points out that the winners in the passing of the Republican healthcare bill in the House by a 4 vote margin are Speaker Ryan who never wanted the job in the first place, and president Trump who showed he could cajole Republicans into getting it passed because he likes winning. Now comes the hard part says Seib, when it goes to the Senate- House conservatives are not going to be happy when they find major changes they dislike. If the bill clears the Senate in a modified version Republicans will now have to own any issues with healthcare, including says Seib things that may not work out for pre-existing conditions- or for groups that are disadvantaged, including older people.

The Indian state of Kerala has experience tackling virus situations. Most recently with a Nipah brain damaging virus in 2018. For cases to double Kerala has 72 days, compared to a national average of 8 days. With total 437 cases and 3 deaths Kerala has shown "the importance of early tracking, screening, home quarantine, strict isolation and public participation," says Dr. B Iqbal, chairman of the Kerala state expert committee on coronavirus in an interview with DW. com. The first case was a medical student arriving from Wuhan on Jan. 24, diagnosed 6 days later. During the Nipah virus crisis Kerala limited deaths to 17. Kerala is an example of the importance of a well funded and well established and organized health care system. The Indian state of Chhatisgarh has taken a proactive approach color zoning districts. Of 28 districts 23 are free of coronavirus. Less cases and zero deaths.The key state health minister says was early preparations and then luck playing a part. Parent accountability in Georgia high school shooting- when parents buy children rifles is this OK? Most parents responding to this article in the Washington Post say parents should be held responsible. In this case of a shooting at a Georgia high school by a 14 year old 2 teachers and 2 students were killed, and nine injured, there was something wrong about how this happened. Colin Gray 55, was convcted for second degree murder because he gave his son a Colt Gray a rifle for a Christmas gift in 2023 and ignored his son's deteriorating mental health, did not secure the rifle. Both parents were struggling with drug addiction. Should he gift a rifle to a 14 year old?

A survey of 11,000 Japanese companies shows remote work continuing to be supported by about 38% of companies, an almost equal number of 39% support workers going back to the office. In the US major cities downtowns have high vacancies for office space with a strong tendency of some companies to keep practice of remote work or only 2-3 days in office from the pandemic period. About 23% of companies say they are undecided.

U.S. gasoline demand is at about 8.6-9.2 million barrels a day down from the 9.6 -10 million barrels a day before mid March. It fell to 5 million barrels a day in April when prices were briefly at zero before recovering with the oil deal negotiated by president Trump. The lack of school reopenings, offices still closed and the surge in the pandemic in July and August has led to drop in the outlook for oil demand. Oil prices are now in the low $40's per barrel. Ellison of Minnesota, ICE will get people charged with crimes from the jails. In earlier remarks by Kristi Noem, Homeland Security Secretary, she had mentioned that Minnesota state and local authorites were not cooperating and releasing people from the jails to the streets making ICE job more difficult. The Minnesota local authorites now agreed to cooperation with federal immigration authorites for better law enforcement. Minnesota is unique because the governor of the state and mayor are Democrats, and governor Walz was the VP candidate of Kamala Harris for Democrats, with a certain amount of belligerant opposition in that state to DJT and Homan. The lack of cooperation and the antipathy between the federal and local officials carried over, and more and more Border Patrol and immigration personnel were sent to the state reaching 3000. Compared to other Democrat states or cities- California and Tennessee, Washington DC, where initially there was criticism in the state of ICE Minnesota turned out to be different. The president was critical of the way Somali immigrants were settled in the state and the reported fraud for state benefits. The presence of ICE and Border Patrol under Bovino on Minneapolis streets led to more protests and confrontation. Are there costs or are there savings from the Obama health care bill? Does it affect jobs and how? The Congressional Budget Office says the health care law will save $230 billion in ten years based on a whole set of calculations and assumptions. Commonsense and basic math leads others to question how spending $930 billion on insuring 32 million Americans could end up with significant savings. The different view argues that the Budget Office erred in making some calculations, by counting $70 billion in premiums from long term care because they would be used to pay benefits later, omitted $115 billion in spending to adminster the law, and omitted $208 billion needed to prevent scheduled reductions in Medicare payments to doctors. The money needed on the Stimulus, on two wars in Iraq and Afghanistan, and the uncertain prospects of the US economy in the longer term till debt and other issues are resolved, injects the critical element of difficult choices and priorities. If state and local budgets are severely strained in 2011-2012 would that require federal help and will there be other needs that will have to be met by the federal government that are critical such as another unexpected downturn, or a resolution of unresolved bad debt at the large US banks There is also a sense that the health care law does not do enough to reduce the cost of health care that will be needed over the next decade so that other priorities are not neglected. Both parties are not up to the task in this respect for running the country's finances withot using the numbers to tell different stories....

Consider the number 76%. That is how many of the population of Ghana that are at risk of drinking contaminated water. Today March 22 is World Water Day. Ghana is one of Africa's better developed regions, which suggests that much of Africa is also at 76%, and it may also be true for much of Asia outside of China and now India with PM Modi's Jal Jeevan Mission, and for Latin America. Nothing could be more vital than water and it shows how little is known outside India of Jal Jeevan and what it does for 1.4 billion people, that it does not get mentioned in UNESCO's report. Behind this is the will and tenacity and a belief that it can be done that clean tap water can reach every household in India once resources are set aside to do it and it is executed on time.

Brooks says no to the current health reform bill as most experts say it does little to control the bulging healthcare cost curve which will take it from 17% of GDP to 22% and beyond. He goes over the pros and cons. Passing this gets little done for health care reform in a fundamental way that is so badly needed today. Says Brooks the system today is rotten to the bone with opaque pricing and insane incentives, with consumers insulated from the costs of their decisions, this won't change with the current health care bill. In fact he says according to the chief actuary for Medicare it will cause health care spending to grow faster. At this rate we will be giving more money to insurance companies and programs that have great social value like expanded preschool and other needs that America has will be shoved aside. In coming years as the population of America ages there will be growing needs for health care. With no increase in supply, and the perverse incentives still in place, prices will continue to grow rapidly without the focus on efficiencies that is badly needed. Brooks points out that its not the politics is the chief obstacle to reform as most people say, but the reverse is the truth, unless one gets the fundamental incentives right politics will be terrible forever. ...

India's Modi government is introducing a new plan to reduce rural poverty. It is implementing Universal Basic Income by depositing Rs 6000 or $84 directly to bank accounts of farmers with less than 5 acres. This helps 120 million poor farming families meet basic living needs in India, where rural poor often make less than a dollar a day. The cost of the program is $10.5 billion a year. The opposition Congress Party also has a plan for Guaranteed Minimum Income. India has national elections in May, and the government plan is also designed to fulfill promises of improving quality of living of Indians with the programs for Clean India, toilets and electricity for all Indians, bank accounts for all Indians, and series of other programs.  The advantage of the program as shown in a government paper in 2017 is that money goes directly to bank accounts avoiding corrupt middlemen or bureaucrats, and that it is possible in India to accomplish a lot by spending a relatively small amount to realize immense benefits. The Budget deficit for the year ending March 2019 will go up from 3.3% to 3.4%, and for year ending March 2020 go up from 3.1% to 3.4%- small increases relative to the immense difference in the lives of rural Indian families as a result. A series of programs for universal access to electricity, health care, toilets and clean sanitation, bank accounts and basic income, are designed to bring forth a New India different from the past. These programs are being implemented or put forward in the first term, with the Modi government looking for voter approval to push forward further development in a second term. The government paper on UBI in 2017 showed that in a country like India a small amount goes a long way in reducing poverty. By providing income of just above $100 a year to around 75%  of Indians, poverty can be cut from 15% to 1%. The paper shows cost at 5% of GDP which can be partially offset by reducing other government  subsidies. ...

China gets its oil from both Iran and these Arab states. In a larger sense both the US and China are looking for alternative sources of oil after this episode of conflict in the Middle East one of a long series of events since the 1970's for 5 decades.  China and the US, India, EU are looking at this episode as a point from where a new renewed effort is being launched to replace fossil with renewable energy, be able to generate more GNP with fewer oil and energy resources. ...
