The German parliament voted overwhelmingly in favor of sending heavy weapons to Ukraine as the Russian invasion continues in eastern and southern Ukraine. The German parliament voted on Thursday, April 28, marking a major shift in policy for Germany with 586 in favor and 100 opposed, and 7 abstaining. Military aid should continue and accelerate wherever possible says the proposal that was passed with the backing of the ruling coalition of Greens, SDP and FDP, and backed by the largest opposition party the Christian Democrats (CDU). The far right AfD opposed the proposal. The proposal also foresees an appeal to China for it to "abandon its acceptance of war" and actively support a truce, says this report in DW.com.

German Defense Minister Christine Lambrecht says Germany will send anti-aircraft tanks to Ukraine. She said "we are working together with our American friends in training Ukrainian troops on artillery systems on German soil." 

The decision by Russia to launch a new offensive in the south and east of Ukraine after the stalling of the Russian forces near Kiev, has led to a shift in American policy to decisively counteract the Russian moves into Ukraine with weapons and training assistance. WIth both Republicans and Democrats determined to support president Biden in this decision, Defense Secretary Lloyd Austin and Foreign Minister Blinken visited Kviv and then landed at Ramstein Air Force Base to coordinate the efforts from Germany.

Most of the tribal population of 106 million people in India is in the northeast, east, some in the west, in border states with China and Pakistan, and in these parts of India it makes up as much as a quarter of the population or higher. The Ukraine war with increases in prices of oil and natural gas, and food imports has hit Bangladesh hard.  The currency has declined by 20% which also adds to the cost of imports. The government of Sheikh Hasina is seeking $1 billion each from the Asian Development Bank and the World Bank.  It is also seeking $4.5 billion for budgetary and balance of payments support through the new Resilience and Sustainability Facility set up by the IMF. The government is doing this in advance to avoid a situation in which most of the tax revenues go to paying for imports at high prices with little left for spending on development needs. Bangladesh imports cooking oil, wheat and other food, as well as fossil energy. The current account deficit is $17 billion and the foreign exchange reserves are about $39 billion in July, down from $45.5 billion in 2021, enough for 5 months of imports for a nation of 160 million people.  Action is being taken to curtail use of air conditioning at mosques. The shutoff in Russian gas is resulting in additional efforts to increase solar energy in Germany. In 2020 Germany had 10% of its energy come from solar. July 2022 was the third month in a row that solar energy output was at record levels. Photovoltaic systems generated about a fifth of net electricity production. Installed solar power capacity is now at 59 gigawatts in Germany. For 2032 the target is around 250 gigawatts of solar energy, about 4 times what it is now.
