Ayoub Simour and Angelique Chrisafis give this report from Bondy and the Banlieu immigrant communities of France that have been wrongly stigmatized. Mbappe grew up here, with a Cameroonian father who was a soccer coach and Algerian mother who was a professional handball player. This is one of the poorest areas of France and one of the youngest. Both parents were youth workers. Football has put a smile on every face here after the troubles of the pandemic. Mbappe says "our neighborhood is an incredible melting pot of different cultures." Mbappe tells Sports Illustrated that he learned "values" and "respect" in the banlieu.

French president Emmanuel Macron selects Gabriel Attal, 34 years, as the youngest prime minister of France, to succeed Elisabeth Borne. Attal has served as city councillor in Paris, party spokesman, budget minister, education minister before taking on the job of prime minister. Macron is completing his second term as president. Macron has struggled with low approval ratings for most of his presidency. At one time before 2017 his popularity was about 60%. Since then it has fallen steadily. After being reelected his attempt to pass the law for raising retirement age led to large protests. Macron's ratings are in their twenties after avoiding parliament to pass the law on retirement age by executive authority of the president.

One negative effect of the trade war with the U.S. is an increased emphasis on energy security and increased use of coal in China. After China committed to goals for climate change coal use declined in 2014, after reaching a high in 2013. The attack on Saudi oil facilities showed risk in its reliance on Saudi oil. China's import dependency for oil reached an all time high of 72% in 2018, according to BP 2019 Statistical Review. Gradually the commitment to climate change and lower use of coal has changed since 2016 with the withdrawal of the U.S. from the Paris Climate Change Agreement. Initially after the U.S. withdrawal under president Trump China made bold commitment to lead the fight against climate change but has since wavered. In an October 2019 speech Premier Li Kequiang called for the development of the coal industry to ensure energy security.  As China's economy slowed in 2019 in the face of U.S. tariffs and a trade war with the U.S. efforts are being made to increase infrastructure investment which has driven coal use higher. China's steel output reached a record of 750 million metric tons in 2019. The amount of coal fired capacity under construction in China now exceeds the rest of the world combined, much of it from plants permitted before 2017, according to Global Energy Monitor. China is also expected to become the world's largest importer of natural gas by 2020. Even the Russian gas fields from Siberia supply only a fifth of China's energy demands in 2020.  China has made large strides in renewable energy helping it meet its Paris Agreement targets. Renewable energy is about 10% of China's energy mix, but its use showed growth of 29% in 2018, making up half of the world's growth. China's use of coal in the energy mix has dropped to 58% in 2018 from 72% in 2008, according to BP 2019 Statistical Review, as a result of renewable energy investments. At the Madrid Climate Conference China renewed its commitment to the Paris Climate Change Agreement. President Macron shows flexibility on pension age being raised from 62 to 64 after two weeks of crippling transport strikes in Paris and on national railways. Some aspects of the pensions reform consolidating 42 different pension schemes into one national pension is broadly supported by the public and the CDFT union. The raising of the pension age for transport employees who often retire in their fifties is also broadly supported. The strikes by the CGT union have about 60% support and Mr. Macron's approval ratings have dropped to 33%, leading to Mr. Macron giving ground.

In the U.S. 39% of city dwellers in one Harris poll said the virus made them think of moving to less crowded areas. Remote working and many professions encouraging their workers to work from home during this pandemic are giving momentum to this trend. Another factor is the cost of living in the city after the drop in income. And the risks in public transit, getting around in traffic jams, congested areas making social distancing routines difficult increasing chances of infection, are all part of the story. Gavi is a partnership that brings UNICEF and WHO in partnership with private companies to  buy vaccines in bulk and distribute them where it is not affordable. Gavi supported 66 million vaccines in 2018 for children, yet about 20 million children in Nigeria, Congo and other parts of Africa lacked routine immunizations in 2018. UPS and health service workers are joining in the effort for administering this vaccine correctly.  Software that tracks the taking of the vaccines by children is essential for success and this is being implemented with Ghanian authorites. Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...

Nazia Parveen does a good job of comparing many cities across Europe showing what the cost comparisons are for a city break this year. While other European cities cost of hotels and restaurants are up steeply Athens and Lisbon, Porto, Lille, Bordeaux, Budapest, Zagreb, Warsaw,  remain good destinations for the cost conscious. Amsterdam, London, Geneva, Berlin, Venice Florence, Paris, Copenhagen, Stockholm, Edinburgh and Dublin are costly destinations. In general smaller cities as in Germany cities such as Dresden, Leipzig, Bremen and Cologne, Hamburg, Heidelberg, Weimar, Erfurt, offer culturally very rich and yet less costly destinations.

Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed.
