GM surprised German officials on June 28, 2009, with the information that Opel would need an additional 300 million euros. Also significant was the development that Fiat learned of earlier in the week that Opel's finances were much worse than previously disclosed by GM. Instead of a $1.5 billion loss Opel expects a loss of $2 billion to $3 billion for 2009. Fiat pulled out of the talks. At that point the German government put together a deal in a memorandum of understanding in the next 36 hours, with Magna International taking a 20% stake in the new Opel, the Russian government through its bank Sberbank taking 35% stake, GM taking 35%, and Opel's employees taking 10%. The German government's position was focussed on protecting the 25,000 Opel jobs in Germany, with both labor leaders and politicians supporting this. Angela Merkel, the German leader spoke on phone with Mr Putin of Russia to firm up the deal. Magna International, a Canadian autoparts supplier with Austrian roots provides the carmaking expertise. Cooperation with Russian carmaker Gaz raises the prospect of selling 500,000 Opel vehicles in Russia. Opel produces about 2 million cars in Europe and has 50,000 employees. ...

On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. Two years after it was launched the Jal Jeevan Mission to bring tap water to every household in India has made significant progress. Only 17% of all rural households had tap water in 2019, today even with covid disruptions 41% of rural households have tap water. 48 million more households have tap water connections added. The goal of Har Ghar Jal (Every home tap water) is now seen as achievable by 2024. Financing in 2021-2022 is increased from 115 billion rupees to 500 billion rupees, quadrupling the financial resources dedicated to providing water to all of India's people. The Swach Bharat Mission Director General, Akshay Rout, shows how this mission for water is moving as as quickly as the open defecation free ODF mission  under SBM. A household in ODF saved Rupees 50,000 a year from cleanliness and medical costs according to UNICEF. A WHO study shows 200,000 diaorrhea deaths prevented. JJM is decentralized, demand driven and community managed. Rout says that setting a deadline and aiming for saturation that leaves on one behind is a good way of tackling critical problems such as hygiene, sanitation and water. He says shoddy implementation or product can be prevented by robust monitoring and supervision systems.
