The Biden administration is proposing strict rules for the $7500 tax credit on new EV vehicles. Rules going into effect April 18 will restrict the credit only to certain models yet to be announced that fulfill strict criteria on sourcing of minerals in the US or friendly countries. Governor Yuko Koike has set 2050 as the date for Tokyo to achieve zero greenhouse gas emissions. The Tokyo Metropolitan Government has put out the plan in "Tokyo Zero Emissions Strategy." All vehicles will be using electricity or fuel cells. And all buildings will use solar and other forms of renewable energy. The govenor called on all Tokyo residents to fight climate change. Also planned is an effort to reduce use of plastic and other materials that consume large amounts of energy.

President Trump says he is going to delay this year's G-7 summit. He plans to call India, South Korea, Australia and Russia to a new summit talks. Instead of September he would call the meeting of the new G-10 or G-11 with the new countries added after the election, as he says the old set of countries is now outdated. The U.S. Supreme Court's 6-3 decision against Aereo. Justice Breyer writing an 18 page opinion stated: "We conclude that Aereo is not just an equipment supplier." Adding that Aereo had a "overwhelming likeness" to cable companies which have to pay fees to retransmit broadcast programming. Breyer rejected Aereo's argument that it did not make copyright violations because of the technical makeup of its system, saying that "we do not see how the fact that Aereo transmits via personal copies of programs could make a difference."

New rules from the Biden administration make it easier for people ages 60-63 years to make up for putting less into workplace savings in earlier years with the impact of the 2009 financial crisis, loss of jobs or working parttime for a period, and smaller savings during the pandemic. He was appointed prime minister of France by Macron. Barnier had proposed a strong policy of turning off non European immigration for 4 years, and not allowing relations of immigrants within the country to come in. This immigration policy is becoming accepted in Europe among the socialist parties. In Denmark socialist prime minister Mette Fredriksen was elected with policies for the working class and unions but opposed to migration on grounds that it hurts the working class. France, Germany are shifting in this direction after overburdening of social services, and crime by migrants. The US is also shifting in this direction for both Democrats and Republicans with Biden policy to close the Mexican border. This ends a period of relative tolerance which set back goals of workers and their families for a decade or longer as anti migrant parties used the protest vote to oppose worker rights and shifted the economy into the hands of pharma, oil and tech companies, billionaires in the US, UK and Europe at the expense of workers, middle class, and students.  ...

From 1882 Chinese who build the railroads were kept out of the country under Chinese Exclusion Act till Kennedy in the 1960- as policy applied to all Asians- making it a mystery how the SC decision of 1898 gives automatic birthright citizenship to people of foreign countries born in the US.   ...

About two thirds of China is urban people but only 48% have residency rights, meaning about 250 million people are not getting the benefits of schools, pensions and healthcare in cities. Ministry of Human Resources shows only 22% of migrant workers have these benefits.  There are about 67 million Chinese children left behind by their parents in rural areas as they search for jobs in cities. These children do not see their parents often, sometimes not at all in a particular year. They have suffered lack of parental attention and have poorer schooling. In 2024 as some of these children grew up and became migrants themselves they did not want want happened to them happen to their children, and delay having children.  China's government considered rural couples as a good way to makeup for low birthrates. This has been proved not to be the case. China's household registration system is call hukou- it restricts access to healthcare and schools for migrants and discourages migrans who live in factory dorms or other restricted housing arrangements from taking children with them. Rural incomes are less than half of urban $3000 vs $7000 a year. ...

Mass firings of government workers and closing of government offices created a sense of upheaval with the style of Elon Musk and his Department of Government Efficiency. Musk says his disinterest in the workings of the government, and effort to do too much too quickly hurt his efforts, and the distraction has cost Tesla with loss of market and loss of loyalty of customers put off by DOGE style actions. Some actions were controversial such as asking federal government workers to list their 5 accomplishments each week or be fired, and are being withdrawn. Overall the media coverage created more miscomprehension for the president's goals and actions. President Trump has now distanced himself from Musk and Musk has withdrawn from the Washington scene. New reports suggest Tesla engineers now working for GM are building new EV battery technologies to drastically reduce the cost of EV's by 2028. One such report came out this week  shown in Lyrarc.com. Tesla imports its electric car batteries from China which could put it at a disadvantage in the current tariffs environment. German EV's market is collapsing in China so that Tesla faces many changes in just 6 months.  ...

The Venezuelan government provides gasoline to people in the country at a few cents a gallon- almost free. Even Saudi Arabia, the Emirates and Kuwait which have way better financial balances and dollar reserves do not provide gasoline at such prices. The result is chronic shortages of basic parts and other imports because the government does not have enough dollar reserves for imports. Venezuela devalued its currency by 32% recently, making imports more expensive and pushing inflation up even higher to 28%. The problems it creates are excessive and wasteful use of gasoline, and free gasoline that then provides consumers money to pay for surging cost of everyday imported products. Nullifying any real benefits when shortages, inflation, dilapidated infrastructure and lack of development and jobs, are taken into account. The lack of capital to invest in the oil industry has led to declining production making the situation unsustainable. Yet neither party of Maduro or Capriles in the upcoming April 14, 2013 election, following the death of Chavez, supports ending this subsidy. Efforts to end the subsidy by president Carlos Andres Perez in 1986 led to riots and about hundred deaths in police response, and a coup by Chavez, then a military officer, a few years later. Under Chavez the subsidy was extended to the level at which gasoline is about 4 cents a gallon. Compare this with the price in neighboring Colombia at $4.72 a gallon, and Brazil at $5.40 per gallon. Consumption per capita in Venezuela is excessively high, about seven times per capita than neighboring Columbia. The investment in infrastucture is hobbled by lack of capital, the capital Caracas dilapidated, and no major infrastructure projects taken up by the government. It costs Venezuela 8.6% of GDP or $27 billion to pay for the excessively high subsidy, compared to 3.2% of GDP going to healthcare spending and 5.1% for education. In comparison Indonesia, another developing country, uses 2.5% of GDP or 21 billion for its subsidy for a population of over 200 million. It is not that a fuel subsidy is provided, but the entitlement to free gasoline that makes Venezuela the lone exception. There is a reason why prices in Brazil and China, large developing countries, price gasoline to motorists at over $4 a gallon- to discourage excessive and wasteful use, and release scarce capital for infrastructure development, building dollar reserves for imports of machinery and equipment, and other uses in industrializing economies. Compare Venezuela with Bolivia under the socialist government of Evo Morales. In 2010 Bolivia increased its price of gasoline by 80%. The price in 2013 is about $2.00 per gallon. Morales cushioned the increase by increasing salaries in the health and education sectors, armed forces and police by 20%, and increasing prices of locally produced wheat, corn and rice by 10%. Morales said he did this to reduce state subsidies of $380 million for $660 million in gasoline imports, of which $150 million was siphoned off by smuggling gasoline to neigboring countries. Incentives were provided to oil companies to produce gasoline in Bolivia to reduce imports. ...

Its also run by adiverse mix of board members representing union, management and taxpayer backkgrounds. There is a tension about investing at OCERS asmany opinions are taken into account. Steve Delaney heads OCERS. He says that even when equitieswere booming OCERS stayed away from high risk equities. As aresult even as the DJ average reached 10,000 CALPERS shows a 21% loss with 63% of assets in equities, and OCERS shows a8% loss with 38% in equities. The board at OCERS accepted that it would not make big profits on the upswing and not suffer big losses on the downswing. Orange County had achance three years ago to join CALPERS but stayed with asmall Orange COunty Pension Fund and now feel vindicated for their strategy.

This analysis in the NYT looks at the successor administration to chancellor Merkel in Germany as elections approach. It shows that that the three main parties Christian Democrats, the Greens, and the Social Democrats have come so close to the mainstream ideas of modernizing the state, acting on climate change, managing migration, and strengthening the European Union, that they now look similar in their views and have toned down their speeches. This is seen as Armin Laschet for CDU, Ms Baerbock for the Greens, and Scholz for the SPD, conduct a dull campaign that is much on autopilot. Polls show CDU leading the Greens by a nine point margin, yet there is not much enthusiasm for Armin Laschet, CDU's candidate, or for Ms Baerbock. The SPD has lagged behind. The likely outcome in this situation is a coalition of the Greens with either the CDU or the SPD, more likely with CDU, for a future administration to succeed Merkel.    ...
