Ted Koppel, managing editor of ABC's "Nightline" news program from 1980 to 2005, says it brings sadness to see the television networks drowning viewers in a flood of opinions designed to confirm their entrenched biases. Its good financially for the networks, he says, but not good for the American republic. Amar Bhide says its time the government demanded that bankers take time to know their borrowers rather than punch in a few numbers into some models on the computer. Especially because the government is now virtually the guarantor of all the obligations of the banking system, including housing loans, and this much is owed to taxpayers. He says the 2300 page Dodd-Frank bill for financial reform sets forth a whole range of new rules, requiring a lot from regulators to write and implement the details, but does nothing to put back the old-fashioned borrower-by-borrower banking prudence that is essential for US economy.

Valuable political energy lost in defending the Fed's move and calling for the 4% of GDP limit to surpluses. Result is a loss of American leadership for the first time at a summit conference of world leaders.

G-20 leaders in Seoul endorsed the Basel III regulations, which raise the amount of risk free capital banks have to hold to 7% of assets from as low as 2% now. The rules are to be phased in between 2013-2018, a long period, by which time there could be another crisis.The rules for banks that are "too big to fail" will be written more stringently by the Financial Stability Board. The FSB will need another year to write these rules. Mario Draghi of the Bank of Italy, heads the FSB. He is asking for more resources for the FSB to do its work.

The experiment with designer immigration in Manitoba province of Canada is unlike that in most other countries. Winnipeg has immigrants from India, Nigeria and other countries- parka dressed diversity where immigrants talk in Punjabi or Tagalog. And Manitoba's people welcome immigrants. With one ninth of the US population, Canada is eager for growth. It gets twice as many immigrants relative to its population than the USA. There is no border like the one the US has with Mexico. and this removes large scale immigration. Canada uses a point system to select immigrants and this convinces the people that it is getting the immigrants that Canada needs. Winnipeg gets about 600 immigrants a month.
