The U.S. bans travel from most of  Europe and India imposes quarantine on visitors and overseas citizens entering the country for 14 days. Countries around the world reacted quickly to the situation in Italy, France and Germany. The strict measures taken by China are gradually being adopted by other countries. Quarantine done early has worked limiting the spread of the coronavirus. Countries with strong public health systems are better positioned to weather the health crisis. Where strong action is taken early and in anticipation, with a strong public health response, there is better control over the spread. This comes with some economic cost as it has hit the Chinese economy, yet the rebound is likely to be that much quicker and done with more confidence. For instance air travel in China declined by 85% in February from a year earlier to 8.3 million journeys according to Chinese aviation officials. Thomas Sargent of New York University and Christopher Sims win the Nobel Prize in Economics for 2011. Sargent, a professor at New York University, is best known for his work on "rational expectations theory, " which points out that people base their actions on their expectations about the impact of government policies in the future. The implications for today are that monetary policy by lowering rates cannnot permanently lower unemployment, as people will expect higher future inflation and insist on higher wages for labor and higher interest rates for capital. Sargent did most of the signifcant work on the theory of rational expectations at the University of Minnesota from 1971 to 1987. Sims work is in statistical relationships and use of vector autoregressions to study the economy. He taught at the University of Minnesota from 1974 to 1990.

The pandemic, vaccine was followed by two wars in the thrid and fourth year, yet the immigration issue was allowed to grow without forceful action to close the border and pass legislation early in the first 2 years, with an objective assessment of the situation as has happened in first Socialists in Denmark, northern Europe, and then Britain as the Labour party shifted to shut down illegal immigration in its policies by 2022. The unease in rural areas was accompanied by unease among younger people 18-34 years over cost of living, and the unease among Latinos in general and Black people  without a college degree.  Taking an approach to the wars that would remove them as distractions by looking for a settlement in Ukraine through negotiations, and prioritizing strong action on the border, price surges would have helped tackle pressing issues that caused so much unease.  ...

Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

Deep polarization is seen also in South Korea. Policy issues are not being discussed with eligible voters divided evenly among progressives in their 40's and 50's and conservatives over 60 years, and about 20% of the voting public that are independents and younger voters deciding the elections in South Korea. As in the US cost of living is an issue, down to the price of onions of which president Yoon is seen as not paying attention to. Conservative People Power Party of president Yoon is expected to gain only about 100 seats of 300 seats in the National Assembly in the parliamentary election in South Korea. Yoon won in a tight race with Lee a candidate from the Liberal Democratic Party in 2022, which is expected to win about 200 of 300 Assembly seats. Yoon is building a close relationship with the US and Japan and visited the US for talks with Biden. The election is not expected to affect the close relations of US with South Korea. It reflects the polarization in South Korea, Yoon's effort for corporate tax cuts may not go through. The opposition has made allegations of corruption and abuse of power, and the cost of living, as campaign issues. About a third of 44 million eligible voters have cast votes. Pakistan's foreign exchange reserves dropped to $2.9 billion in February 2023, says this report in the WSJ, enough to cover 2 weeks of imports and a fraction of debt servicing requirements. Under an IMF agreement that is being negotiated $1.1 billion will be given by the IMF, which would lead to further lending by other countries and banks based on IMF oversight. This includes putting $630 million in  additional taxes and increasing the price of electricity. Successive governments have decided to avoid the IMF conditions of increasing taxes and price of electricity. Donor countries such as Saudis and Qatar, UAE, would step in once IMF oversight is in place and invest in airports, power plants, oil and gas companies, and make loans to Pakistan once the IMF oversight is in place, says WSJ.   Sri Lanka faced a similar situation after it delayed an IMF program and loan, leading to financial crisis. The situation is now stabilized with the IMF on the verge of making a $2.9 billion loan and other banks making loans on the basis of IMF oversight. In Sri Lanka's case India is a serious donor, investor and supporter of Sri Lankan recovery. ...

Only less than 1% of African people have been fully vaccinated out of a population of 1.3 billion people. US president Biden said America will provide 500 million doses of Pfizer vaccine to poor nations before the G-7 meeting in Cornwall, UK. Britain added 100 million and France 30 million doses. With new more transmissable variants out there Africa is in considerable danger today. The Delta variant from India has been shown to be about 70% more contagious than the Alpha variant from Kent UK. It is already the dominant variant for new cases in the UK. The new variants are now spreading in Africa. Cities such as Johannesburg, South Africa, and Kampala, Uganda are seeing a surge in cases. Another problem in Africa is that governments are increasingly reluctant to impose strong lockdowns because of the economy. The Biblioteca Alexandrina, as a symbol of the new Egypt. This library dates back to classical antiquity. Youths formed a human cordon to protect the new library during the weeks of protests in Alexandria. The library's director, Ismail Serageldin, says the people love the library and protect it. He says the library is revising its work program to operate from now on as the focal point for the promotion of reform and civil liberties. In 2002, the library opened with a soaring structure designed by the Norwegian architectural firm Snohetta. It was funded by Unesco, the Egyptian government and other Arab countries, Mr Serageldin says the library is spreading the values of democracy, pluralism, freedom of expression, tolerance, diversity, which he is hoping is taking root in the younger generation. The library had 1.5 million visitors and 700 events in 2010. It has 4 museums, a planetarium, a children's science center, a library for the blind and 8 research institutes. It holds 1.6 million books, including a gift of 500,000 books from the Bibliotheque Nationale de France. The library has access to 50,000 electronic journals, and houses an archive of every page on the internet. We taught a lot of the kids who are demonstrating and protesting how to use the internet and how to use social media, and he is glad it has been put to good use, says the chief librarian, Sohair Wastawy. Wastawy is now dean of libraries at Illinois State University. Debate at the library has been open and and annual confernece is held by its Arab Reform Forum to promote human rights and civil society. A website is run to facilitate communication between Arab NGO's. Vartan Gregorian, a trustee of the library, who formerly headed the New York Public Library, says Serageldin has been a marvelous defendor of freedom and scientific thought....

The Aam Aadmi, or Common Man political party founded by Mr. Kejriwal in India. It is expected to take 20-25 seats out of 70 in the Delhi elections. India scholar Ashutosh Varney at Brown University, says the anti-corruption movement is different from earlier protests because corruption is perceived differently by today's employees working in the large pirvate sector compared to public sector employees in previous decades when the private sector was still small. For this middle class corruption takes on a different meaning as holding back the country's economy and development, and making day to day life difficult for ordinary people because of corrupt officials in the government bureaucracy. This also suggests that the anti-corruption movement will be an active part of Indian political life in the future.

Lou Jiwei chairman of China Investment Corporation met with Treasury officials in Washington to give reassurances that China's sovereign wealth fund would invest as a portfolio investor and be a good citizen when it comes to investing in the USA. He reiterated the pledge by Chinese Premier Wen Jiabao that the Chinese government would not interfere in the operations of the fund, and that the fund would have its own corporate governance structure. He also met with officials of the IMF who are drawing up a code of "best practices" for sovereign wealth funds. Following the Chinese experience with the Unocal deal and the experience of Dubai in a deal to buy a company that manages USA ports, both deals falling apart on concerns in the media and Congress, the Chinese and the Persian Gulf sovereign funds have become more savy and aware of these concerns and tried to handle them better. They also point out that in the case of the financial institutions caught in the US mortgage securities crisis, it is these companies like Morgan Stanley and Citigroup that have come to them, to China, to Persian Gulf countries and to Singapore and other countries, asking them to invest for small stakes in the companies. Their line goes like this- if you have second thoughts about our investment we will invest elsewhere in other countries. Another facet of this is that these portfolio investments are spread out between many different countries sovereign wealth funds, and the possible influence is small in management decisions. China Investment Corporation has $200 billion in assets. Lou says that only a third would be invested to buy foreign assets, about $70 billion. The other two thirds would be used to support China's three large commercial bank balance sheets. ...

A question about perceptions of the  of Indian Muslim communities is asked at the Peterson Institute in Washington D.C. Nirmala Sitharaman, India's Finance Minister, responds by comparing the situation where India's Muslim communities have grown from about 10% of the population in 1947 to 15% today compared to Pakistan where Muslim communities were not protected and dwindled from 15% of the population to about 3% today. She did not mention the inclusivity in policy where sab ka vikas sab ke sath is national policy, development for all with the participation of all. And that Muslims benefit equally with other communities in the rapid growth of the economy and GDP in India. This positive story for Muslims and for all communities also stems from the ideals of Vedanta, respect for all religions in Vivekananda's idea including Buddhism, Christianity and Islamic faiths. It also comes from India being rooted in Gandhi's and Vivekananda's ideas since independence. ...
