U.S. President Obama's speech at the General Assembly of the United Nations, Sept. 25, 2012, in which he praised the work of Ambassador Stevens in Libya. He defended First Amendment rights in the U.S. of free speech to an audience that was not fully convinced that the "anti-Muslim video" designed from the start as a provocation, produced as a violation of probation rulings by the individual, and being given the distribution channel of a vast internet audience by Google owned YouTube, falls neatly into free speech. The German government is reported to be looking into banning the video from distribution in Germany, and Germany also protects free speech under its constitution. He cited the "voices that rally against bigotry and blasphemy," as the way a First Amendment democracy protects against this type of abuse; which would suggest that Google as one of these voices has the responsibility to treat such content similiar to other extreme content of a pornographic nature or other such provocative material inducing violence, which it routinely excludes from distribution. The ultimate protection of First Amendment rights comes not from the U.S. constitution itself, but from the responsible exericize of wisdom, vigilance and common sense. During the long years of drafting of the Constitution when Madison, Jefferson and others who drafted the document took pains to include every protection so that basic rights would be preserved, George Washington pointed out that one could do this only upto a point, because it was upto the wisdom of future generations to preserve these rights, and this could never be done completely....

The Congressional Budget Office estimate is for the U.S. federal deficit thorough the first 7 months of the fiscal year beginning in October to be $231 billion lower than the deficit a year ago, because tax revenues are 16% higher. In addition to higher tax revenues Fannie Mae will contribute $59.4 billion to the Treasury in payback for bailout loans. This pushes the debt ceiling deadline from May to October 2013.

Difficulties facing Britain which depends on continental Europe for exports and would be affected by whatever happens in Europe, and yet is reduced to being on the sidelines. This comes at a difficult time for the Cameron government, which is a coalition of Conservative party members who are euroskeptics, and the Liberal party members who are the most europhile of the the three major British parties. Sarkozy and Merkel have made clear that they would move ahead with a closer fiscal union within the eurozone, no matter what Britain's views are. This leaves David Cameron's government to what Labor leader, Ed Miliband, called "handwringing," as Britain can do little about the future direction of the EU. Cameron is able to please backbenchers in parliament from his party with talk about protecting British interests, but has no neotiating leverage, according to Steven Fielding, director of the Center for British Politics at the University of Nottingham. Britain may also have antagonized European leaders. Sarkozy said about Cameron and British government views: "You say you hate the euro and now you want to interfere with our meetings." This also happens as Britain faces rising unemployment, and deficits larger than anticipated after austerity measures taken by the Cameron government....

The austerity plan that prime minister Belusconi of Italy set before parliament on August 29th was quite different to the plan he agreed to in negotiations with the European central bank. The negotiations led to support by the ECB with purchase of $30 billion of Italian bonds. Berlusconi left out a surtax on top incomes in the private sector. It also left out savings to be made at the local government level by mayors and governors. Berlusconi proposed a new pension calculation which would postpone the retirement of Italians by excluding military and university service. Also being prosposed by Berlusconi and opposed by unions is the extension of the retirement age for women. Unions say this will make it harder for Italian women to care for their grandchildren in a country without an adequate system of daycare. Slowly the whole package of austerity measures seems to be coming apart and this alarms ECB President Claude Trichet and his successor Mario Draghi.

With its slogan "Expect More, Pay less" Target has tried to combine low prices with moving upmarket, carrying designer merchandise and chic styling without breaking the family budget. Now with the recession and consumers becoming frugal in the USA, Target and its new CEO who took on the role in May 2008, Steinhafel, is looking at Wal-Mart to see how it can also emphasize the low prices in this recessionary climate. With store sales fallig by 10% in early 2009 Target executives were concerned that something needed to be done. And the thing was to bring even lower prices withor making customers feel cheap. Its chief marketing officer natty Francis always believed in the marketing philosophy of the 1952 book about Marshall Field "Give the Lady What She Wants." Question was what the lady wanted in today's environment. Instead of the old aspirational image of the designers behind Target apparel, Francis now put up the idea of how good value can be chic too. Target designers emphasized how the lady can look "frugalista fabulous." The other challenge was introducig groceries in the store. And instead of packaged foods he idea was to introduce fresh foods which have higher margins. Protype grocery stores were put up and the concept launched. And now instead of gradual rollout, Target went hyper local putting fresh food in all 30 Philadelphia stores. And the marketing ads, radio, newspaper circulars, TV everything made Philly residents aware of the move. Sales went up by 5to 10%. Now the concept has proven to work and Target plans to put in in 350 stores in 2010. And Nat Francis thinks Target did not move fast enough considering how quickly consumers have turned frugal. In the new frugal environment Target research showed its working-mom was obsessing about the price of milk not the thigh-high boots, and she was visiting the grocery store twice aweek and Target only 3 times amonth. Showing groceries mattered. Meantime Target's markeing is ore focussed and its creating the perception that Target and Wal-mart are so close on price. Target is actually devoting 75% of its advertising budget to price compared to 25% in 2008. So a 32 inch panel TV is $246, a coffeemaker is $3. Yet Target executives don't want to undo a strategy built up over years of a better customer experience, designer merchandise at lwer prices, something that would differentiate it from Wal-Mart. So the moves may simply be an adjustment to comport with the thriftier savings oriented times....

Bosch wants to supply Indan car maker Tata with electronics systems brakes and fuel injection systems for the low end of the market that Tata i spursuing vigorously. Bosch wants to invest 500 million euros in India from 2008 to 2010 and expects sales in India to grow by 20% a year. This according to its India chief Hieronimus. Bosch wants to increase sales to 1 billion euros by 2010 to India's lowcost car makers. Shows that car suppliers are catching on to the huge potential in the Indian car market and the pioneering efforts of Tata in the low end of the market. Bosch is the world's largest car supplier at a time when US car suppliers are going through a price squeeze from the Big Three and many of them losing money or in bankruptcy.

Ford's North American operations reported a pretax profit of $1.6 billion for the 3rd quarter 2010. Revenue went up to $16.2 billion from $13.4 billion in the prior year. Ford sold 145,534 F-series pickup trucks, a 25% increase from the same quarter prior year. Worldwide Ford Motor reported a profit of $1.7 billion. Ford will pay down its revolving credit line by $2 billion and will make a cash payment of $3.6 billion this week to cover the last of its health-care trust obligations to Voluntary Employee Beneficiary Association (which covers 195,000 retirees and their spouses). The UAW controls the VEBA trust. These actions will reduce the company's overall debt to $22.8 billon, from $27.3 billion at the end of June 2010.

The effect on Asia of the US Fed's action on November 3, 2010, to buy $600 billion of US Treasury securities. This will create even more inflows of capital into emerging markets. Hong Kong with its currency pegged to the dollar, effectively imports low interest rates from the US, at a time when property prices have risen 50% since early 2009. And with the growth in China, Hong Kong's economy is growing rapidly. This risks a price bubble. The response in Hong Kong is to tighten lending restrictions on property purchases. South Korea is considering imposing controls on the inflow of capital. The Thai baht is up 11% against the US dollar in 2010, the Korean won 6%, and the Philippine peso 8%.

Peter Baker offers an assessment of U.S. president Obama's 2015 State of the Union address in 2015, as marking the huge disconnect between him and the Republicans in Congress, after Republicans took control of both Houses of Congress. Obama offered programs for 2 years of free community college and student aid, and other programs that have no realistic basis without the two parties coming to an agreement. For most of the evening he appeared to be talking to his own party's base towards the end of his presidency. Baker asks if this was irresponsible considering that it had little basis in reality. Between 2007 and 2008 debit card volume doubled at Chase and almost doubled at Wells Fargo. For the first time Visa Inc reported that the total dollar volume of purchases made usingits branded debit cards surpassed credit card purchasesduring the last quarter of 2008 The $206 billion in US Visa debit card transactions were 50.4% of total transaction volumeup from 40% in 2003. And Visa's Stacey Pinkerd, head of the debit card business says "the reality is that the vast majority of consumers want to pay as they go."And the US governmentsaid last month that the personal savings rate rose to 5% in January 2009. Rvolving debt which mainly reflects credit card loans fell 9.7% to $956 billion in February according to the Federal Reserve.

The Chicago Sun Times files for bankruptcy. It owes the IRS $510 million in back taxes for 1996-2003 when Hollinger International, which controls the Sun Times, was owned by Conrad Black, who was convicted of fraud. It had an operating loss of $344 million in 2008. Its newspaper the Sun Times has a circulation of 313,000. The Sun Times had expected advertising revenue to drop 30% this year. The Tribune Company, which owns the CHicago tribune and the Los Angeles Times filed for bankruptcy in 2007 Dec. Other papers that filed for bankruptcy include the Philadelphia Newspapers and the Star Tribune Holdings of Minneapolis. Sun Times stock which was at $6 in early 2007 was at 2 cents in April 2008!

This Journal editorial says Portugal's focus should be on making the Portuguese economy more competitive, and not merely the fiscal tightening and tax raising policies recommended by the IMF in the past. The focus should be on growth, a freer labor market, creating more efficient firms, and lower costs to compete in the European free trade zone. The euro currency reduced Portugal's borrowing costs in the past, but growth requires a more productive workforce. Only 28% of working age Portuguese have completed high school, showing an alarming lack of investment in education. (See the group on education in Portugal). The Journal also questions the lofty sounding agenda of the Lisbon agenda after the2000 EU summit in Lisbon, as it did not get down to addressing problems in individual countries.

A broader measure that takes into account Americans who are in part time work having difficulty finding full time work was at 7.9%. Yet wage growth remains sluggish. Wang Huning, who has shaped the policies of three Chinese presidents, was a professor at Fudan University in Shanghai, before beng selected by president Jiang Zemin in 1995 to join the Communist Party of China's Central Policy Research office. The Policy Research Office provides research and guidance on foreign and domestic policy to China's leadership body, the Politburo. Huning was dean of the law school at Fudan, and head of its international politics department. He studied French at a foreign languages school during the Cultural Revolution upheavals in China, before going to Fudan University in 1978. Xi Jinping, the current president, was sent like many other Chinese leaders to work on a farm in the countryside during that period. In that same year 1978, Li Keqiang, the current prime minister moved to Peking University, after taking the first university entrance exams in 1977 following the Cultural Revolution. Li studied western constitutional law, later focussing on urbanization for his postgraduate work. Huning studied in the U.S. in 1989 and is familiar with the American system, western concepts of government and economy. His specialization at the international politics department was in comparitive politics- the systems of government of different countries- and he is seen by experts as having been a key influence in defining China's path making move to build a market economy under public ownership, seeing it possible for the two to work together. In 1991 Huning published "America Against America," critiquing the American political system and pointing out that in American democracy major economic decision making powers still rested mainly in private consortiums, with this acting as a constraint on political democracy. These ideas gradually evolved into ways to manage China in a world with alternative systems and political history. For Huning the question facing China was one of of finding its own workable model based on its history and experience, and need to manage the transition to a modern economy in a stable environment. Huning is now part of the Politburo and a candidate for a seat on the Standing Committe in 2017. At 57, he is expected to be part of the leadership for the next decade, having helped three presidents shape domestic and foreign policy, setting the direction for China's transition to a modernized economy and a political system that accomodates the needs of a new generation....

Results in the Saarland election show the AfD party with only 6.2% of the vote. The CDU is well ahead of the Social Democrats. This result shows that the support for the AfD is strongest in the east. With the refugee crisis not as big an issue as it was in 2016, and the larger effort put forward in push back by CDU/CSU and SPD in the western part of Germany, the AfD sees its support declining from the levels it had in 2016.

The diplomacy of the Cameron administration is described as inept and is seen as damaging British interests severely. It leads to an isolation of Britain in Europe. In this negotiation French President Sarkozy is seen as coming out ahead. The inept efforts to protect Britain's financial sector are unlikely to benefit the sector.
