Carlin and Lewis call for a reconsideration of US policy towards North Korea. They have visited North Korea several times, and say that Americans are as isolated from the North Koreans as the North Koreans are from the rest of the world. America once saw China and Vietnam as countries with which America found it impossible to engage, today it is N. Korea, say Carlin and Lewis. They also point out that with China's support on a long term basis, US hopes that North Korea will simply collapse is a weak reed to base US policy on.

More than 30 states in the USA are facing budget deficits totaling more than $127 billion over the next 2 fiscal years. A look at how Mississippi Governor Barbour has tackled this issue. Barbour has cut the state budget 5 times, including education, mental health and other areas being cut by 10%. Barbour has access to $2.6 billion in stimulus funds from the federal stimulus, which prevented deeper cuts, and he signed into law 2 tax increases. Now Barbour feels he has reached a limit to the effectiveness of budget cuts he can make across the board, and he will have to look at restructuring some things. 2012 is going to be another tough year, as state tax revenues continue to be hurt badly because of the economy.

Ireland's government finally accepts a three year EU bailout package for its banks and public finances of 80 billion euros or $110 billion. Germany's Finance Minister Schauble said that Ireland "will have to meet strict conditions." Ireland's 2 largest banks, Bank of Ireland and Allied Irish, will be forced to downsize, and will have to unload "nonessential assets" such as overseas operations. The IMF will provide about one-third of the loans, the European Financial Stability Facility with its 440 billon euro facility will have the largest part, and the rest of the funds will come from bilateral loans from the UK and Sweden and the EU Commission. The UK's portion is about 7 billon euros. Germany's finance minister, Schauble, told TV brodcaster ZDF, that "one can't be certain this will relieve pressure on other struggling euro members." He was referring to Portugal and Spain.
